Designed to bring people together and showcase UK creativity, the Festival programme will include public events, digital activity, and participation and learning opportunities aimed at reaching millions of people globally. The 10 Festival commission teams feature exciting new collaborations between creatives drawn from across science, technology, engineering, arts and maths (STEAM) and from throughout the UK. Following a unique, funded R&D programme, they are now turning their extraordinary ideas into reality. Led by Chief Creative Officer, Martin Green CBE, Festival 2022 Ltd, was established in Birmingham to curate, manage and promote the Festival, working with strategic delivery bodies for each of the Four Nations to devise and deliver the programme. As well as unforgettable experiences, the Festival places creativity at the centre of our lives and shared futures. It comes as sectors have been impacted by the global pandemic and is already creating new opportunities for freelancers, emerging talent and under-represented voices, with more to come as each commission is developed. Role Overview The Senior Finance Manager role will be responsible for the management of all aspects of financial reporting, controls, taxation and financial projects within Festival UK* 2022. Working closely with the Group team to deliver on all OC and DCMS group reporting requirements. The role is responsible for all aspects of Finance governance and ensuring key stakeholder groups including the Audit and Risk Assurance Committee and Board are up to date with the key financial information of both Festival UK* 2022 and also the 10 Commissions. As a highly organised and motivated individual you will take responsibility for all financial aspects of the programme of work across Festival UK* 2022. The successful candidate will work collaboratively with both internal stakeholders as well as the Festival commissions teams. The post-holder will be skilled at building relationships, with speed and credibility, with people at all levels. This role would suit an experience Finance Manager who has an interest to deliver an exciting creative project whilst providing strong financial leadership and support to the business.

Role Overview

The Senior Finance Manager role will be responsible for the management of all aspects of financial reporting, controls, taxation and financial projects within Festival UK* 2022. Working closely with the Group team to deliver on all OC and DCMS group reporting requirements.

The role is responsible for all aspects of Finance governance and ensuring key stakeholder groups including the Audit and Risk Assurance Committee and Board are up to date with the key financial information of both Festival UK* 2022 and also the 10 Commissions.

Key Responsibilities and Accountabilities

Accountable for the month-end close process: issuing timely and accurate financial statements, monthly management accounts and Management Agreement requirements. Working together with the Financial Management team on the delivery;

Delivering monthly profit & loss and balance sheet commentary as required;

Ensure robust internal and external financial reporting, including but not limited to preparation of the following:

o Statutory Accounts and Consolidated Statutory Accounts;

o Taxation returns (HMRC requirements);

o Specific requirements arising through the Company’s status as a Non-Departmental Public Body/Arms-Length Body including year-end consolidation reporting requirements;

o Requirements of Funding Partners including the 4 nations reporting to DCMS;

o Internal Management Reports;

o Oversight of all corporate returns, governance and controls;

o Strategic finance guidance to the business.

Lead on all aspects of Financial Processing and Reporting, to include Accounts Payable, Accounts Receivable and General Ledger;

Responsible for the monthly grant requests and management of cash flows;

Lead on all Audit and Risk Assurance Committee (“ARAC”) reporting and liaison with ARAC chair & committee;

Lead on drafting Finance Board papers, as well as, lead on the IR35 compliance checks for the Festival;

Responsible for the management of the Festival’s Commercial Insurance programme including contract queries;

Responsible and budget owner for a number of professional services budget lines;

Lead on the Festival’s internal audit programme being the businesses key point of contact;

Support the business on the scoping and procurement strategy ensuring Value for Money considerations in each;

Support on the delivery of the Dissolution Strategy;

Ensure the Company’s financial management system is regularly maintained and accurately reflects the financial position of the Festival;

Responsible for day-to-day Treasury Management in line with policy and procedures;

Ensure that the Board approved financial controls are operating effectively;

Drafting of key financial policies where the requirement arises.

Responsibilities of the role will evolve during the lifespan of the Company and it is likely that the role profile will evolve with the changing needs of the Festival.

Person Specification

Knowledge and Experience

Essential Desirable

Strong grasp of fundamental accounting concepts;

Qualified Accountant (ACA/ACCA/CIMA/CA/CIPFA);

Significant relevant experience, including a management role within Financial Management;

High computer proficiency with competency in all core Microsoft Office applications (Outlook, Word, Excel and PowerPoint).

Experience with Microsoft Dynamics for Finance and Operations and Microsoft BI;

Experience of working in the public-sector environment (particularly as part of an NDPB/ALB);

Experience of managing a Commercial Insurance programme within an Organisation.

Skills and Abilities

Essential Desirable

Demonstrable strong analytical, problem solving skills and commercial acumen;

Skilled in the use of information technology, particularly Microsoft Excel;

Strong communication, interpersonal and negotiation skills, the ability to influence others and manage relationships with various stakeholders;

Excellent communication skills to finance and non-finance people;

Ability to work in a fast-paced environment, frequently under pressure, on multiple tasks;

Excellent understanding of finance systems, controls, processes and procedures;

Ability to generate fit-for-purpose, accurate financial reports with a strong attention to detail;

Ability to take ownership, progress and deliver projects and tasks;

Ability to integrate and work well as part of a team;

Ability to adapt and multi-task, being willing to take on additional roles;

Strong experience of IFRS and its application.

Strong interest in culture and joining an exciting, dynamic and growing team tasked with its delivery;

Experience of delivering on a major event; Knowledge of Government Accounting.
