2 Brief Overview
OFLP is Oromia National Regional State's programmatic umbrella and coordination platform for multi-sector, multi-partner intervention on all forested landscapes in Oromia. The Program will encourage land-use choices that retain forests for multiple purposes and optimize the productivity capacity of forest-surrounding landscapes in Oromia. OFLP coordination unit disintegrated to zonal and woreda levels to improve its implementation and coordination. West shoa is One of the six zones where Safeguard coordinators sit and coordinate clustered zones, under this zonal cluster there are four additional zones namely East shoa , South west shoa, North shoa and Finfine special zone. The program component 2 enabling environment will finance safeguard managementfor five selected zonal level training for woreda technical teams to improve their capacity of implementing the programs safeguard management tools.
3 Training Objectives
The Objective of the training is to capacitate woreda technical committee on the concept of OFLP Safeguard instruments so as to improve overall implementation of OFLP activities in west shoa Cluster for low carbon landscape management interventions and contribute to the GTP-2 and the CRGE goals in forestry, agriculture, land use and energy sectors.

11 Result contribution/Outcome
Technical teams will identify and discuss challenging issues, set potential solutions
for the identified challenges and agree on issues that require follow-up activities to
address safeguards issues at the grass root level, including compliance with the
safeguards instruments of OFLP and national requirements. And reduced
deforestation and forest degradation by practicing safeguard instruments in
afforestation and reforestation activitiesby regular activities of government,
community ,NGO and others/.
12 Conclusion/Recommendation
The OFLP will comply with applicable Ethiopian environmental and social
legislations/policies and the World Bank Safeguard Policies. The Program will not
finance any activity which causes significant adverse environmental and social
impacts. The potential impacts, if any, are expected to be site-specific, and localized
at small to medium magnitudes and mitigable through good design and appropriate
mitigation measures. Though trainings and consultation is very crucial in achieving
the desired program objective to which program was designed. And also in the
training including Administration office, civic societies, NGO’s, and government
project focal persons is very important by having roll in achieving its objective.
Therefore, effective planning of safeguard training at each level for success full
implementation and assessing its effectiveness at each level is a must.
