DECLARATION BY THE BIDDER

Our Company is fully aware of Supply of 175 numbers of Automobile Mini Cargo Vans in phases of size 3799x1540x1900 mm (LxBxH), with Diesel engine of minimum 26 HP power, Air Conditioner facility, spacious loading volume of minimum of 2330 litres and payload capacity of minimum of 700 kgs, fuel tank capacity of minimum of 33 litres and with grill partition separating driver cabin from loading areas and mileage not less than 21 kms/ litre with a minimum warranty of 2 years or 60,000 kms run. Our Company will successfully execute the supply orders placed by LIDCAP Ltd as per the specifications and as per the scheduled as included in the agreement between LIDCAP and us. Our Company will enter into an agreement. If our company fail to execute the work order within the prescribed time or could not supply quality vehicles, our company willing to forgo EMD amount along with Security Deposit.

General Conditions of the TenderPreamble:

The Leather Industries Development Corporation of A.P. Ltd (LIDCAP), is a Government of Andhra Pradesh undertaking, established in 1973 under Companies act 1956 with an objective to promote leather and footwear sector in Andhra Pradesh. Government of Andhra Pradesh in G.O Ms. No. 573, Inds& Com Dept, Dt: 26-11-2001 appointed Leather Industries Development Corporation of Andhra Pradesh (LIDCAP) as a nodal agency for development of leather sector in Andhra Pradesh. During the past, one of the schemes implemented by the LIDCAP is a scheme of sanctioning Road side Bunks for the leather artisans. Leather artisans used to take up repairs and also sale of shoes and leather products in that Road Side Bunk. However, over a period of time, it was noticed that most of the bunks were forced to be removed due to road widening and also due to various other reasons further, the activity have become obsolete. Therefore scheme could not be taken forward. In lieu of Road side bunks scheme, it is now proposed to extend financial support to local leather artisans as loan from LIDCAP to purchase a Automobile Mini Cargo Van to overcome the difficulties faced in the past such as the fixed location and other problems. Further, Government of Andhra Pradesh in various GOs i.e., 1) G.O. Ms. No. 1145 Home (Prtg) Dept, dated. 20-8-1974, 2) GO Rt. No. 430 Inds& Com (PE Cell) Dept dated 23-4-1993, 3) GO Rt. No. 1203 Inds& Com (PE Cell) Dept dated 30-11-1993, 4) GO Rt. No. 82 Inds& Com (SSI) Dept dated 10-2-2000 and 5) GO Rt. No. 150 Inds& Com (SSI) Dept dated 7-3-2003 issued orders that all Departments of Government State undertakings, Government Companies, Zilla Parishads, Panchayat Samithis, Municipalies and Panchayats shall obtain their requirements of Leather Goods / Footwear, belts and other leather articles only from the Leather Industries Development Corporation of Andhra Pradesh (LIDCAP) and from no other source.

The beneficiary will be provided with a mobile app for the use by the customers to tap the market orders from the customers both for purchase of export quality leather goods or footwear and also repair / service through a GIS interface, mobile app connecting customer and service provider on the GIS map. It is proposed to purchase the customised Automobile Mini Cargo Vans.

The expected outcome of the scheme include

1. Creation of self-employment - This Automobile Mini Cargo Van scheme will provide employment to the local leather artisans where he can attend to the service / sale of goods at any location convenient to the beneficiary. LIDCAP will facilitate the market support through CSIR-Central Leather Research Institute, Chennai.

2. Government Programs can be publicised through Mini Cargo Vans through nice photographs.

3. Generation of the revenue to the Government out of sale of goods.

Details of the LIDCAP Scheme of finance to Mini Cargo Vans:

1. Mini Cargo Van (Mobile Van) along with tool kit including a machine and Rs. 50,000 towards working capital for purchase of raw material / leather goods will form unit cost.

2. Promoter’s contribution (Beneficiary contribution) will be 20% of the unit cost

3. Loan from LIDCAP will be 80% of the unit cost

4. No of beneficiary : 3 persons for each unit (one person is driver and other two persons are for looking after procurement/marketing, publicity and service support)

Qualifications of the beneficiary:

1. Educational : One of the 3 persons should be SSC (10 th Class) qualified. Preference will be given to higher qualifications and business experience.

2. Professional : One person should be possessing permanent and valid LMV driving license.

3. Age : Minimum 21 years

4. General :

Applications are invited from the persons belongs to Scheduled Castes persons.

Identification of the beneficiary through a selection committee consisting of representatives from Finance Department and Industries & Commerce Department in Secretariat, Commissioner of Transport i.e., RTO and MD, LIDCAP. The committee shall see the merits of the candidate such as qualifications, experience, ability to run the business etc.

Identified beneficiary shall first deposit their share in the bank first for sanction of the remaining loan of 80% of the unit cost by the LIDCAP. Mini Cargo Van will be released in the name of the beneficiary only after the 20% of the beneficiary contribution is deposited in the Bank as identified by the LIDCAP.

All the 3 members in the unit shall be local to the State of Andhra Pradesh and produce proof of residence certificate / Aadhar Card.

Out of total three persons, two persons should be having experience atleast 1 year in manufacture or service or trading of footwear, leather products and processed leather.

None of the beneficiary should have already availed any financial benefit out of State or Central Government schemes.

Registration of the Mini Cargo Van will be registered in the name of the beneficiary and the same will be hypothecated to LIDCAP till the complete loan amount is paid.

Moratorium period is 6 months. The beneficiary shall start repayment after completion of 6 months from the date of business operations.

The rate of interest on the loan disbursed will be charged @ 7.5% compound interest per annum, and penalty will be imposed @ 3% p.a. for the delay of payments by the beneficiary. Loan amount shall be repaid in 7 years’ time.

Training will be provided by the LIDCAP at CLRI on various subjects such as marketing management, financial management, business management, material procurement, quality control and other modern techniques of business.

GIS package will be developed by CSIR-CLRI and it will be monitored on the movement of the vehicle. The Mini Cargo Van will function similar to that of Ola Cabs under GIS monitoring both the beneficiary and their customers.

The beneficiary shall bear the charges of fuel, maintenance of vehicle, comprehensive insurance charge, vehicle tax, registration charges of vehicle, pollution control certification etc. The vehicle should be hypothecated to the LIDCAP till the repayment is done completely.

General Conditions:

1. In order to Finance to local leather artisans for purchase of Mini Cargo Vans, LIDCAP is inviting sealed tenders from the reputed and branded manufacturers or their authorised dealers for Supply of 175 numbers of Mini Cargo Vans in phases of size 3799x1540x1900 mm (LxBxH), with Diesel engine of minimum 26 HP power, Air Condition facility, spacious loading volume of minimum of 2330 litres and payload capacity of minimum of 700 kgs, fuel tank capacity of minimum of 33 litres and with grill partition separating driver cabin from loading areas and mileage not less than 21 kms/ litre with a minimum warranty of 2 years or 60,000 kms run. The number of Mini Cargo Vans to be supplied to LIDCAP may increase or decrease, however, the same will be informed well in advance. Detailed technical specifications with the photos are given in the Appendix-II. LIDCAP has requested bidders to purchase tender documents and submit their application before 3.00 pm on 31-10-2018 to the General Manager (9963026714), O/o LIDCAP Ltd., Sree Mahendra Enclave, NRI Block-C, Flat No. 8, 4th Floor, Tadepalli, Guntur Dist., giving details like company name, address,

background of the company along with a DD for Rs1,000/-(one thousand only) drawn in favour of VC & MD, LIDCAP from any nationalized bank towards the cost of the Tender Document. Last date for receipt of application for supply of Tender Document is upto 5.00 PM on 31-10-2018 and last date for submission of filled tender is at 3.00 PM on 02-11-2018. Sealer tenders (technical bids only, not financial bids) will be opened on the same day at 3.30 PM. Date for submission of financial bid will be intimated on 02-11-2018. Preference shall be given to the branded manufacturing companies. Tender document may also be downloaded from www.lidcap.net and submit the same duly signed along with relevant enclosure and along with DD as mentioned above.

2. The tenderer or their authorised persons should be present at the time of opening of the sealed tenders of technical specifications. After opening the technical specifications, LIDCAP will freeze the technical specifications of Mini Cargo Van and other terms and conditions including delivery schedule of Mini Cargo Van and terms of payment, Security Deposit etc. on the same day and will be communicated to the bidders along with date for submission of sealed financial bids keeping in view of the final technical specifications of the Mini Cargo Van and other terms and conditions.

3. The tenderer/bidder or their authorised person should be present at the time of opening of the financial bids. Upon opening of the financial bid, the prices quoted by various bidders will be read before the participants. Tender will be decided in favour of the tenderer/bidder who quotes the lowest offer in the financial bid.

4. The VC & MD, LIDCAP is having full rights to reject any tender or all tenders or accept any bid/tender without assigning any reason thereof duly returning the EMD amount without any interest to the manufacturers / suppliers / authorised dealers. LIDCAP is having full right to take a decision on the reputation or brand of the company/bidder/tenderer.

5. LIDCAP will constitute a committee to evaluate the tenders. If more than one company is ready to supply the same Mini Cargo Van with the prices, terms, conditions and schedule to time, LIDCAP is having right to distribute the order to more than one company.

6. The applicant/bidder/tenderer should produce the documents as per the check list.

7. The prices quoted should be valid atleast for a period of one year. However, the statutory levies like GST etc. shall stand revised as and when they are revised.

8. Successful bidder should execute an agreement on a Rs. 100/- non-judicial stamp paper, covering , security deposit, technical specifications, schedule of delivery, terms of payment, warranty, after sales service, arbitration clauses etc. Model agreement will be provided after the technical specifications are freezed. Supply orders will be placed immediately after the tenders are finalised.

9. Upon signing of the agreement, LIDCAP will place supply orders in terms of the agreement. The successful bidder should supply the Mini Cargo Van as per the customised specifications as covered in the agreement and as per the time schedule agreed.

10.Filled tender documents should be dropped in the tender box placed in the LIDCAP office. Filled Tender documents sent by post will not be accepted.

11.Earnest Money Deposit (EMD) of Rs. 25,000/- (Rupees twenty five thousand only) in the form of Crossed Demand Draft in favour of VC & MD, LIDCAP Ltd., drawn on any nationalized bank along with the filled tender document.

12.Sealed technical bids will be opened at 3.30 PM (IST) on 02-11-2018 by the VC & MD, LIDCAP or his nominee in the presence of the manufacturers / suppliers or their authorized agents. Tenders without required EMD amount and cost of tender document (if downloaded from the internet) will be summarily rejected duly considering it as invalid tender. Date for submission of financial bid will be intimated on 2-11-2018.

13.Authorized agents should produce a written authorization letter from the original manufacturers / suppliers otherwise they will not allow at the time of opening tenders.

14.Any overwriting or strike outs should be endorsed by the manufacturers / suppliers or their authorized agents by putting initials against such overwriting or strikeouts before all the suppliers. Tender document signed on all pages by the manufacturers / supplier.

15.The manufacturers / authorised dealer should invariably provide the following documents for evaluation their bid.

16.The manufacturers / authorised dealer in writing can put forth any matter or clarification relating to supply of Mini Cargo Van, before the VC & MD, LIDCAP.

17.The process of finalization of tender will be completed in the maximum period of one month. In case the tenders are not finalized within one month due to the reasons beyond the control of LIDCAP, the manufacturers / authorised dealer will be requested to extend the validity of their quoted prices for a further period.

18.Declaration at Appendix-I in the tender document should be signed by the manufacturers / supplier / authorised dealer.

19.EMD amount of the successful manufacturers / suppliers / authorised dealer will be retained with the VC & MD, LIDCAP and the same will be adjusted against the payments to be made to the supplier. EMD amount of the unsuccessful manufacturers / suppliers will be refunded without any interest after finalization of the tenders

20. In case the manufacturers / Authorised Dealers / supplier fail to execute the work as per the terms and conditions and fail to enter the agreement with in a period of 15 days of finalisation, the VC & MD, LIDCAP will have the right to cancel the agreement and forfeits EMD amount of the manufacturers / suppliers.

21.All the pages of the tender documents should be signed by the manufacturers / suppliers. No page is allowed to be removed from the tender document.

22.Payment for supply of vehicles will be made by LIDCAP against delivery.

23.Disputes – Any violation of the agreement conditions shall be deemed to be a breach of the contract and it prevails over the loss of EMD amount Deposit and Security Deposit by the successful manufacturers / supplier/ authorised dealers. In case of any dispute between the successful manufacturers / supplier and the LIDCAP, the matter shall be referred to the Board of Directors of LIDCAP whose decision shall be final, conclusive and binding on both the parties upon all question, clauses and matters relating to this contract.

24.Jurisdiction for Civil Suits : It is an express condition of this agreement that no suit in regard to any matter whatsoever, arising out of the agreement shall instituted in any court save a court of competent Jurisdiction at Guntur, Andhra Pradesh.
