Summary Year ReferenceFindings replicated the value of TIPS training for improving the organization and problem solving of teams. More importantly, teams receiving TIPS training were both more likely to implement solutions and more likely to document improvement in student outcomes. Significant findings showed that with implementation of TIPS during elementary Schoolwide PBIS teams, a reduction in Office Discipline Referrals and Out of School Suspensions
2016 Horner, R.H., Newton, J. S., Todd, A. W., M.S.; Algozzine B., Algozzine, K., M.S., Cusumano, D., Preston, A. (submitted for publication). A Randomized Wait-List Controlled Analysis of Team Problem Solving. Journal of School Psychology.
This article reviews the Decision Observation, Recording, and Analysis–II (DORA-II), which is a tool to document activities and adult behaviors during positive behavior support team meetings. We believe the revised assessment tool has value in studying team-based problem solving, and we discuss our findings as a base for a well-reasoned research agenda for moving the process forward as evidence-based practice.

This article reviews the development of the Decision Observation, Recording, and Analysis (DORA) tool that gathers data about problem-solving behaviors during team meetings. In this article, we describe the development and preliminary psychometric data for DORA in this article. Our discussion also focuses on the implications of DORA for expanding the study of team processes and for improvement of problem-solving practices in schools.

This study reviews our efforts teaching local trainer/coaches to deliver the TIPS problem-solving workshop to Positive Behavior Intervention and Support teams which resulted in teams using the problem solving procedures in their meetings. Positive differences in skills before and after the workshop also were reported by team members. This study provides support for developing local capacity to deliver training and coaching as it concerns data-based decision making and problem solving.

Team-Initiated Problem Solving (TIPS) Resources Updated 7/22/16**
Summary Year ReferenceThis book chapter focuses on problem solving and data-based decision making related to behavior support in schools. The principles and practices regarding problem solving are discussed as are themes including: that data-based decision making that is effective occurs in a structure; problem solving needs processes that ensure a meeting flows through a logical process; and problem solving must be continuously informed by accurate and timely data.
2009 Newton, J. S., Horner, R. H., Algozzine, R. F., Todd, A. W., & Algozzine, K. M. (2009). Using a problem-solving model to enhance data-based decision making in schools. In W. Sailor, G. Dunlap, G. Sugai, & R. Horner (Eds.), Handbook of positive behavior support (pp. 551-580). New York, NY: Springer. doi:10.1007/978-0-387-09632-2_23
Thirty-four elementary school PBIS teams participated in a TIPS training workshop and follow-up technical assistance. Within the context of a randomized wait-list controlled trial, team members who were the first recipients of the TIPS intervention demonstrated greater implementation integrity in using the problem-solving processes during their team meetings than did members of PBIS Teams in the Wait-List Control group. The success of TIPS at improving implementation integrity of the problem-solving processes is shared and future recommendations are offered based on these findings.
2012 Newton, J. S., Horner, R. H., Algozzine, B., Todd, A. W., & Algozzine, K. M. (2012). A randomized wait-list controlled analysis of team-initiated problem solving. Journal of School Psychology, 50, 421-441. doi:10.1016/j.jsp.2012.04.002
This paper follows the implementation of a pilot study of the Team-Initiated Problem Solving model and training workshop across four elementary school PBIS teams. Results indicated that teams implemented TIPS with fidelity following the workshop. Findings here lead future research efforts.
2012 Newton, J. S., Horner, R. H., Todd, A. W., Algozzine, B., & Algozzine, K. M. (2012). A pilot study of a problem-solving model for team decision making. Education and Treatment of Children, 35, 25-49. doi:10.1353/etc.2012.0001
Data-based decision making is explained as related to problem solving within the context of working with children, adolescents, and adults with disabilities.

Team-Initiated Problem Solving (TIPS) Resources Updated 7/22/16**
Summary Year ReferenceThis article presents a case study of one elementary school in the Pacific Northwest that implemented TIPS procedures to address four school-based problems. Formal measures were collected to determine if school professionals (a) implemented the TIPS procedures with fidelity, (b) implemented their problem solutions as intended, and (c) documented improvement in student behavior. The results indicate the team used TIPS procedures, identified and solved problems using available data, and followed through with their action plans to produce valued outcomes for students.
2012 Todd, A. W., Horner, R. H., Berry, D., Sanders, C., Bugni, M., Currier, A., Potts, N., Newton, J. S., Algozzine, B., & Algozzine, K. (2012). A case study of team-initiated problem solving addressing student behavior in one elementary school. Journal of Special Education Leadership, 25, 81-89.
This article examined the problem-solving practices of school teams engaged in implementing and improving schoolwide behavior support implementation. A multiple baseline design across four elementary school teams was used to assess the effects of the Team-Initiated Problem Solving (TIPS) training program (1 day of team training plus 2 coached meetings). A direct observation data collection protocol—Decision Observation, Recording, and Analysis—was used to index if teams followed “meeting foundations” practices for effective problem solving (e.g., predictable agenda, stable participants, clear roles for facilitator, minute taker, data analyst) and “thorough problem solving” practices for building interventions (e.g., problem definition, use of data, solution development, action planning). Collectively, the results are interpreted as demonstrating a functional relation between TIPS training and improved problem solving practices by school teams. Implications address how to improve team-based consultation and problem solving in schools.
2011 Todd, A. W., Horner, R. H., Newton, J. S., Algozzine, R. F., Algozzine, K. M., & Frank, J. L. (2011). Effects of team-initiated problem solving on decision making by schoolwide behavior support teams. Journal of Applied School Psychology, 27, 42-59. doi:10.1080/15377903.2011.540510
