DRUG TRAFFICKER INVOLVED IN TRAFFICKING OF HEROIN ARRESTED.

2.200 KGs OF FINE QUALITY HEROIN SEIZED. PRICE OF HEROIN IN INTERNATIONAL MARKET

APPROXIMATELY RS. 2.20 CRORES.

A team of officers of the Crime Branch led by Inspr. Kuldeep Singh and consisting of SI Satyawan, W/HC Rani Reddy, HC Jagdish, Ct. Kheta Ram and Ct. Rajender under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended a drug trafficker and have recovered 2.200 KGs of Heroin. The Heroin recovered is worth Rs. 2.20 Crores (Approximately) in the International Market.

Information was received on 07/11/2011 by SI Satyawan that a person involved in trafficking of Heroin in Delhi would be coming to North Delhi to deliver the consignment to a contact. On this information a trap was laid and a person was apprehended. He was identified as Ram Gopal (aged 32 years) s/o Ram Lal ji r/o Village Diganiya, Tehsil and PS Sitamau, Distt. Mandsaur, Madhya Pradesh. 2.200 Kgs of Heroin was recovered from his possession. A case under the appropriate sections of the law of NDPS Act was registered.

Ram Gopal was subjected to intensive interrogation. It was revealed he is a resident of Mandsaur, Madhya Pradesh. He supplied Heroin in Delhi. He is involved in drug trafficking for last 10-12 years and had never been apprehended earlier.

Further investigation is in progress.

ACCUSED PERSONS ARE ASSOCIATES OF RAJU CHAUHAN, WHO HAD MIS-APPROPRIATED Rs. 75 LACS OF HIS EMPLOYER.

HONDA STUNNER MOTOR CYCLE USED IN CRIME RECOVERED.On 20/10/2011, Raju Chouhan an employee of a Trader supplying

facrics and resident of Vikas Puri, Delhi decamped with Rs. 75 Lacs of the businessman’s money. A case under the appropriate sections of the law was registered at PS Prasad Nagar, Delhi. Raju Chouhan (aged 35 years) s/o Nepal Singh r/o Sangam Vihar, Delhi subsequently surrendered in the Court but no recovery of money could be affected from him.

On 07/11/2011, information was received that Sushil @ Kake and Rakesh Kumar Rana associates of Raju Chouhan would be coming to Molar Band, Badar Pur, Delhi. On specific information a trap was laid and i) Sushil @ Kake (aged 25 years) s/o Ram Manorath Singh r/o Shastri Nagar, Delhi and ii) Rakesh Kumar Rana (aged 36 years) s/o Ganpati Swaroop Rana r/o Dakshin Puri Extn., Delhi were apprehended. The motor cycle on which they were travelling was seized. Misappropriated amount Rs. 42 Lacs was recovered.

Sushil @ Kake and Rakesh Kumar Rana were subjected to intensive interrogation. It was revealed that Sushil @ Kake was an earlier employee of the businessman and he and Raju Chouhan were known to each other. All three of them hatched a conspiracy to decamp with the money of the businessman. On 20/10/2011, Raju Chouhan collected Rs. 75 Lacs from the businessman’s associate and as per the plan, met Sushil @ Kake at Bharat Nagar, Shastri Nagar, Delhi. Then both of them on Raju Chouhan’s motor cycle went to Shastri Nagar Metro Station and parked the motor cycle there. Then they took a TSR and went to Dakshin Puri Extn and met up with Rakesh Kumar Rana and gave him the money for safe keeping. They just took Rs. 80,000/-. Sushil @ Kake and Raju Chouhan to evade the police drag net then went to different places in UP. Subsequently Raju Chouhan surrendered but no recovery was affected. The apprehension of Sushil @ Kake and Rakesh Kumar Rana led to the recovery of Rs. 42 Lacs. The remaining amount is with a relative of Raju Chouhan who is absconding.

Dated: 08.11.2011CRIME SYNDICATE OF INTERSTATE AUTOLIFTERS BUSTED

Major Highlights:- One auto lifter arrested. Four stolen cars recovered. Three stolen motor cycles recovered.

With the arrest of accused namely Himanshu Walia S/o Sh. Arun Walia, aged 19 years, South-East District has unearthed a crime syndicate indulged in illegal activities of auto lifting and disposing off stolen vehicles.

INCIDENT

On 07.11.2011, a team comprising of ASI Dilbag Singh, HC Veer Singh, Ct. Pramod, and Ct Ranbir Singh of Police Station Pul Prahlad Pur was checking vehicles at Manav Mangal School near Hero Honda Showroom on M.B. Road, under the supervision of Inspector Harish Kukreti, SHO/Pul Prahlad Pur. At about 3.30 PM an informer gave the information that a Hero Honda Passion motor cycle, without number plate, would come from Badarpur side via M.B. Road and would pass towards Mehrauli. The motor cycle was reported to be stolen from Delhi. On this information, a trap was laid by the staff at Manav Mangal School point. At about 4:15 PM, a vehicle with similar specifications was noticed coming from Badarpur side. The motor cycle was signalled to stop but the driver speeded up the vehicle to escape. Members of police party standing ahead immediately pushed barricades in the middle of road and succeeded in stopping the vehicle. Occupant of the vehicle was directed to furnish documents in respect of the vehicle, which he was driving. But he could not produce any of such documents to the police party. On scrutiny of the official record, it was revealed that the said motor cycle was stolen vide FIR No.309/11, u/s 379 IPC, P.S. Pul Prahlad Pur, New Delhi. Accordingly, accused person was arrested vide case FIR No.309/11 under section 379/411 IPC and subjected to sustained interrogation during which the accused informed that he used to steal the vehicles in bid to earn quick bucks.

MODUS OPERANDI :The accused was put to sustained interrogation during which he disclosed that he belongs to a poor family. He was not bright in his studies, hence, left his education after 9th class. Thereafter, he started learning electrical appliances repair job but it also did not fascinate him. He further started job in readymade garment shop but the amount fetched from this job was too little for his lavish life. Thereafter, he started job in furniture market but the income generated was also insufficient. He met one Yogesh, whose lifestyle impressed him and he got friendly with him. Yogesh is an active auto-lifter. Yogesh briefed the accused about auto-lifting and

thereafter, accused also got himself indulged in auto lifting. He also worked to dispose off the stolen vehicles by selling the same to one Chacha of Ghaziabad who further disposes the vehicles. Accused person led the police party to different parts of Noida (U.P.), different Metro parking lots located in U.P. and got 7 stolen vehicles recovered.

INCIDENT:

On 14/10/2011, a burglary in the house of Shri Harsh Suneja r/o A-137, Preet Vihar, Delhi was reported in which huge jewellary and cash were stolen. The burglars were caught in the CCTV camera installed outside the house by the RWA. During the course of investigations, the CCTV footage was collected, and scrutinized. TEAM AND INVESTIGATION:

A team under the supervision of Shri Virender Kumar, ACP/Preet Vihar headed by Inspr. Rajender Singh Adhikari, SHO/Jagat Puri consisting of SI Hasrat Ali, HC Ram Kumar, 135/E, HC Bir Pal, 483/E, HC Banvir, No. 439/E and Ct. Jeet Pal, No. 1722/E was constituted. The team put vigorous efforts and deployed sources to gather information about the burglars. On the basis of available photographs taken from the CCTV footage, the team was able to identify one of the burglars Har Prashad @ Budhaiya S/o Birender r/o Sadat Wari (Dheemarwali), PS Bahjoi, District Bheem Nagar, U.P. The team immediately swung into action and laid several traps at the instance of informer. Finally he was arrested from his village on 3/11/2011. One RADO wrist watch, which was stolen from the said house and gold and silver jewellary worth Rs. 3.5 lacs were recovered. He was interrogated at length. He disclosed that he along with his associates Inder Pal, Bhukhan @ Bhup Singh, Jan Mohd, Jamshed, Ombir, Rajender, Ravi, and Rambir had committed several burglaries in the Delhi and NCR.

On subsequent raids Inder Pal, Bhukhan @ Bhup Singh, Jamshed and Jaan Mohd were also arrested on 6/11/2011. The receiver of stolen property Praveen Kumar S/o Depender Pal Arya r/o Narayan Tola, PS and Town Bahjoi, District Bheem Nagar, UP was also arrested from his shop in Sharafa Bazar, Bahjoi. Further efforts are on to locate and verify two pieces of land, 10 acres and 4 acres each, reportedly bought in native

MODUS OPERANDI:

The members of the gang used cycles to recee the posh colonies in Delhi and NCR. They targeted the locked houses and used rear entry to gain access into the house. After entering the house, they chose only cash and jewellary. PREVIOUS INVOLVEMENTS OF THE GANG:

BLIND, SENSATIONAL CASE OF MURDER SOLVED OUT, ONE ACCUSED ARRESTED, WEAPON OF OFFENCE AND ROBBED ARTICLES RECOVERED

HIGHLIGHTS:

Blind murder cum robbery case of an old man. A case of Murder for gain. Accused is having criminal background and recently released from jail. Motive is to rob the victim. Weapon of offence and robbed articles recovered.

With the arrest of one desperate criminal namely Ajay @ Sanjay s/o Bihari Lal r/o H. No. 83, Gali No. 3, Mandoli, Harsh Vihar, Delhi aged 28 years, the North East District Police has solved out blind murder cum robbery case of an old man. With his arrest, the weapon of offence i.e. Knife (Chhura) and robbed articles have also been recovered.

INCIDENT

On 04/11/11 at about 08.15 PM, the victim Ved Prakash s/o Roshan Lal r/o I-2, Sunder Nagri, Delhi aged 50 years came from Kamla Nagar, Delhi, where he was working as an electrician, was stabbed near Gagan Patri, Wazirabad Road by some unknown person. He hired a rickshaw and came to his residence, from where his son took him and got admitted in GTB Hospital. Accordingly a case vide FIR No. 480/11 was got registered at PS Nand Nagri and investigation was taken up. Later on, he succumbed to his injuries.

TEAM Considering the gravity and sensitivity of murder case, a dedicated team headed by

Inspr Narender Singh Rana, SHO/ Nand Nagri comprising Inspr. Lekh Singh, Inspr. ATO, SI Yogesh, SI Manish, Ct. Kushal, Ct. Sonu along with crack team of PS Harsh Vihar was constituted under the close supervision of Sh. Ved Prakash Surya, ACP/ Sub Division Seema Puri/North East, Delhi to apprehend the culprits and solve the case.

INVESTIGATION AND OPERATION:-

Initially the case was totally blind. With painstaking and relentless efforts, various pieces of evidence, testimony and information were linked to solve the intrigue puzzle of this murder. The background of deceased victim was thoroughly analyzed to learn about his background antecedent and his past movement including last seen.

Keeping in view the gravity of murder case, several teams headed by Insps. were formed. During investigation, it revealed that the victim was an electrician working in a private firm at Kamla Nagar, Delhi and on the day of incident, he was coming from the firm.

The Modus operandi was minutely examined and deeply probed into. From the modus operandi, Prima facie it appeared to be a case where motive of assailants was to rob the victim as his belongings were missing. During the investigation, various suspects were interrogated and listed criminals of same modus operandi were grilled. Informers were also deployed in the area to know about the culprits.

Since it was a quite challenging and tough case to work out, special dedicated teams of crack team of PS Harsh Vihar and Police Station Nand Nagri were assigned tasks. The police started investigation with open mind and launched probe into all possible angles including robbery and personal enmity.

With meticulous and methodical professional working, police team started picking up small-small leads and clues. With the help of Local inquiry, human and technical intelligence, team started joining various pieces of puzzle. Finally, police could able to Zero down on two suspects namely Ajay @ Sanjay and his brother Deepak. Previous details of both brothers were collected and it is reveled that they are notorious criminals. Various raid parties were detailed for their lookout. Finally with relentless and persistent efforts, Police could able to apprehend Ajay @ Sanjay.

INTERROGATION:-

During sustained interrogation, he revealed that he was previously involved in three criminal cases including murder, gangster Act and roberry. He remained in jail in murder case for six years till 2006. Thereafter he was booked in Gangster Act by UP Police. He was released from jail in July 2011. Being a drug addict, he along with his brother Deepak used to rob the public in late hours to earn money. On the day of incident, he along with his brother Deepak assembled near Gagan Cinema and planned to rob any public person to earn quick money. At about 08:15 PM, the victim was sitting on patri and waiting to go home, they overpowered him and asked to hand over all his belongings on knife point. The victim resisted and slapped him, on which both of them caught hold him and Ajay @ Sanjay stabbed on his chest and stomach. On receiving injuries, he fell down and thereafter they robbed him with all his belongings.

On the instance of Ajay, weapon of offence i.e. Knife (Chhura) and robbed articles of the victim were also recovered. Efforts are continued to apprehend his brother Deepak.

He is a drug addict and previously found involved in three cases of murder, gangster Act and snatching. He is recently released from Jail in July, 2011.

Whereas report have been received that due to the situation prevailing in the area of Police stations of North-East District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/North East District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of Tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I Ram Singh, Asstt. Commissioner of Police, Sub-Division Gokal Puri, North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub Division Gokul Puri, North East District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

4. This order shall come into force with effect from 12.11.11 and shall remain in force for a period of 60 days i.e. upto 10.01.2012 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As the notice cannot be served individually on all concerned, the order is passed ex-parte. Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other public places. Venders selling eatable and juices at time also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. At times, Baratis accompany Barats also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 40-A, Delhi Excise Act-2009.

2. And whereas it is necessary to take speedily measures in this regard to prevent danger to human life and safety and to thwart/prevent untoward incidence that may affect the peace and tranquility of the area. 3. Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal procedures Code, 1973 read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2010-UTL dated 09.09.2010, I Ram Singh, Asstt. Commissioner of Police, Sub-Division Gokal Puri, North-East District, Delhi do hereby make this written order for strict compliance by the owners of such liquor vends in the area of Sub Division Gokal Puri, North-East Distt., Delhi.

a) Install CCTV with sufficient number of Camera and recording system to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor, facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

b) The CCTV system should become operational within 15 days from the date of issue of this order.

c) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a proper working order and in case any defect noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation.

f) During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100 and also nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning the drinking in public place is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also be mentioned on the signboards.

With the arrest of five criminals including three snatchers and two receivers of stolen property namely (1) Karan @ Kanchi (age – 18 yrs) S/o Lt. Sh Rakesh Shivpuri (2) Ankit Kumar Takhur @ Pappu (age – 19 yrs)s/o Amar Nath Thakur (3) Rajender Kumar (age – 40 yrs)s/o Om Prakash (4) Farooq (age – 30 yrs)s/o Mohd. Shahid and (5) JCL (age – 16 yrs), South-West District Police has worked out 19 cases of snatching and auto theft, out of which 15 cases are of South-West District and 4 cases are of other Districts. Six snatched gold chains, two stolen M/cycles and a country made pistol with live cartridge have been recovered.

GIST OF CASE

On 7/11/2011, staff of PS Sagar Pur comprising Ct. Anoop Kuamr No.-1826/SW and Ct. Anil No.-1612/SW were on patrolling duty and present at Nasirpur Road, behind Pink Apartment. At about 7.30 PM, they noticed two M/cycle borne boys coming towards Pink Apartments. The patrolling party signaled them to stop but instead of following the directions of police they took ‘U’ turn and tried to flee from the spot. Patrolling staff swooped upon them and after giving a chase, succeeded in nabbing them whose identities revealed as Karan s/o Sh. Rakesh Shivpuri and Ankit Kumar Takhur s/o Sh. Amar Nath. Initially, they tried to hoodwink the police by saying that they had come to meet some acquaintance in the area and belong to a respectable family. Upon being questioned regarding roaming in the area and asked to produce the documents of the M/cycle, their voice stammered and they tried to avoid the reply. Staff persisted in checking the documents and having no satisfactorily reply, verified the M/cycle through ZIPNET and found it to be a stolen one from the area of PS Palam Village vide FIR No. 289/11 u/s 379 IPC. Police team took the cursory searches of the duo and recovered a country made pistol & a live cartridge from exclusive possession of Karan. Upon this a case has been registered under relevant sections of law at PS Sagarpur.

INTERROGATION AND MODUS OPERANDI

Accused were subjected to sustained interrogation, who revealed that they were committing crime since very young age as they belong to poor families. They were fond of lavish lifestyle which their family could not afford, thus they resorted to crime. The duo further disclosed that they were lodged in Observation Home, Kingsway camp during the period April/11 to September/11, where they met one care-taker namely Rajender who extended intimacy with them. Rajender was very much aware about the lenient aspect of JJ Act. In order to earn quick buck, he persuaded and told the duo that the crime committed by the Juvenile is not grievous and even FIRs are not being registered in theft cases where the punishment is less than 7 years. He further made commitment to give handsome amount for snatched/stolen articles as he is known to one Farooq who is professional in disposing off stolen articles. But their luck ran away and the duo are major at present.

On their instance, the Police team conducted the raids and succeeded in nabbing their accomplices namely Rajender, Farooq and one JCL. Swiftly, police raided the houses of above miscreants and got recovered four snatched gold chains from the house of Rajender and two snatched gold chains from the house of Farooq.
