2.Before Entry into China

2.1 Application for Confirmation Letter for High Level Foreign Talents

(R visa) 申请外国高端人才确认函（办理R签证）

2.1.1 R visaR visa is issued to foreign high-level personnel and much needed highly

talented people who need to stay and work in China. R visa is a multiple-

entry visa with the validity of five or ten years and the duration of each

stay can be as long as 180 days.

Here lists the major types of talents in education qualifying for R visa.

a. Those who have been selected to join China’s talents introduction

programs accredited by talents management authorities, such as the

program for the Introduction of Renowned Overseas Professor, 1000

Talents Plan, 100 Talents Plan, and CAS Hundred Talents Project.

b. Those who have accomplished achievements in professional fields

recognized internationally, including Nobel Prize Winners, scholars from

Academy of Science or Academy of Engineering in foreign countries,

professors or associate professors taking a position in the world’s top 500

universities (QS Ranking), etc.

c. Those who will do their postdoctoral research at Shandong University

under the age of 40 (Applicable in Shandong Province).

2.1.2 Procedures for applying R visaA Confirmation Letter for High Level Foreign Talents is necessary

for the application for a R visa from Chinese Embassies/Consulates in the

country of the applicant’s nationality.

The Department of International Affairs(DIA) checks the documents.

If there is no problem with the documents, the DIA will submit application through online system and there will be a form generated from the system and be sent back to the host school/department. Applicant will be asked by the school/department to put a digital signature on the form.

If the documents fail to meet conditions, a one-time notification will be given, and the school/department should resubmit the documents through email.

Host school/Department submits two original application forms with applicant’s signature and official stamp on it and original invitation letters with official stamp(both in Chinese and English) to DIA.

The DIA submits all the documents online to Shandong Administration of Foreign Affairs (SAFA).

SAFA reviews documents of the applicant

If there are problems with the application, it will be rejected. Documents should be provided by host school/department as requested by SAFA approves the application and the Confirmation Letter for High Level Foreign Talents will be issued online. DIA will send the letter to host

2.2 Application for Notification Letter of Foreigner’s work

permit (Z visa)

申请外国人来华工作许可通知（办理Z签证）2.2.1 Z visaZ visa, Chinese work visa, is issued for foreigners who are going to China

for a paid job offer. Z visa itself allows a stay duration of 30 days from the

date of arrival in China, during which time the foreigners must apply for

the Residence Permit (see 3.3).

2.2.2 Procedures for applying Z visaA Notification Letter of Foreigner’s Work Permit is necessary for the

application for a Z visa from Chinese Embassies/Consulates in the country

of the applicant’s nationality.

3.After Entry into China

3.1 Temporary Residence Registration

According to Chinese Exit and Entry Administration Law, foreigners have

to register at local police station within 24 hours upon arrival in Jinan

under the following two circumstances:

·arrive in Jinan for the first time

·re-enter China, or return to Jinan from other cities of China

Under the above-mentioned circumstances, foreigners need to take their passports to register and fill in Registration Form of Temporary Residence.

·Should you change your passport number or living address, you have to

go to local police station to re-register and update related information;

otherwise you cannot apply for visa extension or Residence Permit.

·If you live at hotel, you can register at the hotel front desk without going

to local police station.

·If you plan to live off-campus at local citizen’s residence, you must go to

the police station together with the owner and complete the Registration

Form of Temporary Residence. Your passport, lease contract, ID and

certificate of house property from the house owner should be shown to the

police officer.

·If you live at SDU departments, you have to go designated places to do

registration.

3.2 Foreigner’s Work Permit

Foreigner’s Work Permit is a certificate for foreigners to work legally in

China.

3.2.1 New Application(for applicants from abroad)If applicant enters into China for the first time as an international teacher,

3.3 Application for Residence Permit

Once the applicant gets Work Permit Card, he/she can apply for Residence Permit. Residence Permit is the document for Z visa holders(international teachers) and S1 visa holders(accompanying family members) to reside in China legally. As specified on Z/S1 visa, applicants need to submit application to Exit-Entry Administration Department of Jinan Public Security Bureau for Residence Permit within 30 days from the date of entry, as Z/S1 visa is only valid for 30 days from the entry date. Those who fail to submit the application for Residence Permit before visa expires will be subject to administrative penalty of RMB 500 Yuan per day, and the case will be put on record by Exit-Entry Administration Department.

The processing time is 15 working days after submitting application to Exit-Entry Administration Department of Jinan Public Security Bureau. The term of validity of Residence Permit is no longer than 365 days ( and it could not exceed the term of applicant’s contract and work permit). The application fee is RMB 400 Yuan. With valid residence permit, applicant can enter and exit China without applying for other visa.

After confirming Contract of Employment is valid and application documents are complete and correct, Department of International Affairs will issue Residence Permit Form and University Official Letter. Applicant should come collect all the above documents and go to Exit –Entry Administration Department of Jinan Public Security Bureau( address: No.777 Shunhua Xilu, Gaoxin District) in person. Host school/department shall appoint some to accompany the applicant there and assist to submit the application.

After the residence permit is issued, applicant should email the electronic version to [email protected] with the subject: “Full Name- My New Visa”.

4. Work Permit

4.1 ExtensionTerm of validity of Work Permit for High-level Talents (A-type Talents)

normally can be as long as the contract term. For B-type foreigners, it is

normally one year, and it can be extended as needed.

Before extend Work Permit, applicants should pass the evaluation

organized by Personnel Department and confirm the Contract of

Employment is valid/renewed.

Please prepare and submit the following documents to Department of

International Affairs(C309 Mingde Building, Central Campus) at least 60

days before the Work Permit expires.

5 Residence Permit

5.1 ExtensionThe term of validity of Residence Permit is no longer than 365 days ( and

it could not exceed the term of applicant’s contract and work permit)., and

it can be extended as needed after extending the Work Permit.

Processing Fee-- CNY400费用—400 元/人

Please go to Exit-Entry Administration Department of Jinan Public Security

Bureau (Address: No.777 Shunhua Xilu, Gaoxin District) with the ducments

and pay for the application fee (400 Yuan per person). The processing

time is normally 15 working days. Applicant can collect his/her Residence

Permit and original passport with the receipt issued upon application.

Please email the scanned version of the new Residence Permit to

[email protected] with email subject “Full Name-My Residence Permit”.

Those whose Residence Permit expire but still stay in China will be subject

to the administrative penalty of RMB 500 Yuan per day, and the case will

be put on record by Exit-Entry Administration Department.

5.2 Cancellation and Application for Stay PermitIf Residence Permit is still valid when contract term ends, or contract is

terminated in advance upon consensus with SDU, or being dismissed

within the contract term, foreigners should cancel Work Permit first, then

cancel the Residence Permit in time. If the applicant still need to stay in

China shortly after cancelling Residence Permit, he/she need to apply for

Stay Permit which is valid for no more than 30 days. The application

should be submitted before the expiration of Residence Permit.
