SECTION1: GENERAL INFORMATION

Qualifications Wales has been established through the Qualifications Wales Act 2015 as the regulator of non-degree qualifications and the qualifications system in Wales. It is a Welsh Government Sponsored Body, independent of government, and is accountable to the National Assembly for Wales.

We are seeking to appoint subject experts under a contract for services to assist us in our work ensuring that qualifications and the Welsh qualification system are effective for meeting the reasonable needs of learners in Wales and promoting public confidence in qualifications and the Welsh qualification system.

Overview of the Services Required

We are currently looking for subject experts to support our teams in the following areas:

· Development and Commissioning:

To lead on the development of subject content for a reformed suite of Health and Social Care and Child Care qualifications that meet the needs of learners in Wales from age 4 upwards and address the issues raised in Qualifications Wales’ Health and Social Care and Child Care report.

· Monitoring of general qualifications:

To ensure that our judgement of WJEC’s performance within key qualifications is informed by appropriate subject expertise.

During the life of the contract, we may offer further work in the following areas, subject to relevant expertise and conflict of interest:

· Approval of general qualifications:

To review draft specification and specimen assessment materials (SAMs) submitted for approval by the awarding body, ensuring they are fit for purpose and meet our regulations.

· Approval of vocational qualifications:

To review draft specification and specimen assessment materials (SAMs) submitted for approval by the awarding body, ensuring they are fit for purpose and meet our regulations.

· Monitoring of vocational qualifications:

To ensure that our judgement of the awarding body’s performance within key qualifications is informed by appropriate subject expertise.

*We have existing contracts for these subject areas therefore we are seeking additional resources to provide resilience in these areas.

The full specification and criteria to be met in considering the awarding of these contracts are in sections two and three. These are split into ‘lots’ related to the area of expertise. You may apply for one or more lots.

Period of Contract

The contracts will be for a period of three years with the option to extend for a further year. There is no guarantee of work under the contract however we have identified some immediate requirements in this document for which we will be calling off the services under the contract.

Fees and Payment

The following fees will be paid upon receipt of an invoice.

· Reviewing work (approvals and monitoring) £300 per day plus any costs incurred for travel and subsistence for attending meetings.

· Development work (development of subject content) £400 per day plus any costs incurred for travel and subsistence for attending meetings.

· Travel and subsistence will be reimbursed in accordance with our travel policy limits.

· We will not pay a teacher release fee. Teachers who may be awarded a contract must have the approval of their school or college to undertake the work. They should either take unpaid leave when they are required to attend meetings relating to the contract work during their normal working hours or we will pay the fees due to their school or college which can then take any supply cover costs from the fee paid and pay the balance to the teacher via their payroll. Should you wish to be paid via your school or college payroll, please ensure that your school agrees to do so.

Type of contract

These are contracts for services and it is the express intention of Qualifications Wales and the subject expert that the subject expert is an independent contractor and not an employee, agent, joint venture or partner of Qualifications Wales. Nothing in the contract shall in any way be interpreted or construed as creating or establishing the relationship of employer and employee between Qualifications Wales and the subject expert or between Qualifications Wales and any employee or agent of the subject expert. Both parties acknowledge that the subject expert is not an employee for UK tax purposes.

Who will undertake the work?

 

The subject expert will be solely responsible for carrying out the contract work.

Financial risk 

The subject expert should ensure that they have the necessary financial standing and resources to meet their obligations throughout the duration of a contract. This may include (where appropriate) considering the level of existing work commitments and the potential impact on resources that awarding a contract would have.  In deciding to bid for a contract, applicants should also be aware and take in consideration the risks of becoming over- reliant on the business, or indeed that of any customer. In doing so, the subject expert should take into account earnings from any other work undertaken for the Qualifications Wales as well as potential earnings from the contract in question.

Award of Contract

Any application that is accepted will be awarded the contract based on scoring adequately against the evaluation criteria and weightings.

The evaluation criteria and scoring model that will be used are set out in the specifications for services for each requirement.

We will score each of the quality criteria on a scale of 1 to 5. To be considered, applicants need to score at least a 3 for each of these criteria and be able to meet the other requirements listed in the specification for services.

Ranking of Applications

Applications achieving at least a score of 3 for each of the quality criteria will be ranked for each subject area.

For the contracts for monitoring services, it is anticipated that the top three* applications for each subject area will be awarded a contract; however, there will need to be an emphasis on individuals who can bring a balance of skills and experience for the type of work required.

*apart from the four subjects marked with an asterix above where we anticipate awarding contracts to the top two applications.

The ranking of the applications will inform the selection process for the work. For example, the subject expert ranked number one will be the first choice for selection. We will use the second and third ranked subject experts in the case of the first ranked subject expert being unavailable or where there is a conflict of interest.

For the contracts for content development services, it is anticipated that we will award a contract to the top ranked application for each of the two areas (Levels 1 to 3 and Levels 4 to 5).

Application Instructions

· Before submitting your application, please ensure that you have read the instructions and the requirements carefully.

· The application does not constitute an offer and Qualifications Wales does not undertake to offer a contract on any application received.

· Qualifications Wales reserves the right to accept any part of any application or offer. Qualifications Wales will not reimburse any costs incurred in the preparation of a response to this application.

· Applicants shall not discuss the application they intend to make other than with professional advisers or joint applicants who need to be consulted.

· Applications shall not be canvassed for acceptance or discussed with the media or any other organisation or member of staff or Board Member of Qualifications Wales.

· All proposals received shall be unconditional offers i.e. you agree to comply with all of the contents of this application including the specification of requirements and the terms and conditions of contract (QW terms and conditions of contract for subject expert services).

· Qualified applications may be rejected. Qualifications Wales’ decision as to whether or not an application is in an acceptable form will be final.

· Applicants are responsible for all information necessary for the preparation of their application.

· Information supplied to applicants by Qualifications Wales’ staff is supplied only for general guidance in the preparation of the proposal application. Applicants must satisfy themselves as to the accuracy of any such information and Qualifications Wales accepts no responsibility for any loss or damage of whatever kind and howsoever caused arising from the use by applicants of such information.

· No application will be accepted if it is received after the date and time stated below unless there is a justifiable reason for its lateness.

· All applicants shall be notified of the outcome. Applicants must not undertake work until they have received written notification that they have been awarded a contract.

SECTION 2: SPECIFICATON OF SERVICES – MONITORING OF GENERAL QUALIFICATIONS WJEC GCSE AND GCE A LEVEL SUBJECTS.

1. Background

Qualifications Wales, as the regulator for qualifications in Wales, conducts an annual monitoring programme on a number of key qualifications in Wales. Subject experts assist Qualifications Wales to establish whether standards in these qualifications are

appropriate.  

2.  Aim

To commission subject experts with knowledge, understanding and experience of teaching and/or assessment to assist us in our annual monitoring programme and ensure that our judgement of WJEC’s performance within key qualifications is informed by appropriate subject expertise.

3. Objectives 

Between October 2016 and July 2019, Qualifications Wales is monitoring a number of WJEC’s GCSE and GCE subjects which were reformed for first teaching in 2015 / 2016. These subjects include:

Subject experts are required to make judgements about the appropriateness of procedures and processes employed by the awarding body, using their own knowledge and understanding and with reference to published criteria.  

Subject experts will be provided with relevant specification(s) and criteria to ensure that they are familiar with the qualification criteria and with the relevant processes and procedures for awarding accredited qualifications. Training will be provided where necessary. 

4. Requirement  

The work for monitoring of the GCSE and GCE subjects will be very similar. It will entail a subject expert attending a number of meetings with WJEC and completing a report on each activity. 

The dates of the meetings with WJEC are not yet known. 

The anticipated activities for monitoring, per year/cycle are as follows:

5. Contract Award Evaluation Criteria

The following criteria and weightings will be used to evaluate each submission. Please take note of the guidance provided within each criterion regarding the evidence to be provided and maximum word count relevant to each criterion. Please provide your response in the form provided.

The cost of travel and subsistence(T&S) (criterion 4) will be scored as follows for each subject area:

The lowest T&S cost will be given a score of 5 and then each will be calculated as a % of the lowest score.

ie: (Lowest cost / cost being scored) x 100 x 5%

For example, we receive three applications for the monitoring of a GCSE in Science.

7.Timetable of Events

We have produced a timetable of events that will ensure the evaluation is completed on schedule. Any variations to these milestones must be agreed, in advance, with us and confirmed in writing by the Contract Manager.

Proposed completion dates:  

To be provided once dates for each meeting are available. Reports to be provide within three working days of meetings.

8.Reporting 

A project inception meeting (undertaken by phone) between the subject expert and the contract manager will take place immediately after the award of the contract, if required. This will be followed by the successful subject expert submitting reports to the contract manager within three working days of the relevant meetings. If necessary, additional meetings can be convened at the request of either the contract manager or the successful subject expert.

Submission of reports, in English, will be by email. Reports will be signed off by Qualifications Wales. 

9. Changes to the Specification

This specification document sets out our current service requirement.  It is possible that during the life of the contract changes, for example, in the nature and volume of the work and the timescale or other requirements will arise.

Changes to the Specification will be implemented by issuing written amendments to all those affected by the changes.

10. Qualifications Wales’ Contact Point 

The Contract Manager for Qualifications Wales will be Kerry Davies, Qualifications Manager, [email protected].

The Contract Manager will be the point of contact for the subject expert during the course of the contract.  He/she may elect to meet a named representative of the contractor as and when necessary to discuss any issues which may have arisen during the provision of the service.

11. Other Requirements

Applicants must be able to deliver work to tight deadlines and have access to and be proficient in the use of IT equipment.

Applicants should demonstrate flexibility as you may be required to travel and occasionally stay overnight.

Applicants may be required to work some evenings and weekends.

12. Performance

In the event of non-compliance with the Specification, the following procedure will be followed:

· notification of complaint and requirement to comply;

· notification of unacceptable practices and / or substantial non-compliance to the Specification of services;

· recourse to the conditions of the contract.

Subject experts’ performance will be evaluated following each piece of work and a score allocated. The basis of this evaluation and the scoring to be used will be agreed with successful applicants. The evaluation will be used to determine future allocation of work.

13. Confidentiality

We refer you to the contract clause regarding confidentiality. Confidentiality is of prime importance to this contract. We may require you to sign a confidentiality agreement prior to commencing work on the contract.

SECTION 3: SPECIFICATION OF SERVICES – DEVELOPMENT OF SUBJECT CONTENT FOR HEALTH AND SOCIAL CARE, CHILDCARE AND PLAY QUALIFICATIONS

1 Background

Qualifications Wales intends to commission a contractor(s) to ‘develop the subject content for a new suite of Health and Social Care, Childcare and Play qualifications’ that meets the needs of learners aged 14 upwards in Wales for first teaching from September 2019.

The new suite of qualifications is intended to cover both academic and vocational based qualifications from Levels 1 through to 5. It is anticipated that there will be approximately 15 to 20 new qualifications developed as part of this suite.

The development of the subject content for this suite of qualifications is expected to take approximately 75 days at a day rate of £400 including VAT. If more than one contractor is successful, the number of days required of each contractor will be negotiated.

2. Introduction

Qualifications Wales has been established through the Qualifications Wales Act 2015 as the regulator of non-degree qualifications and the qualifications system in Wales. It is a Welsh Government Sponsored Body, independent of government, and is accountable to the National Assembly for Wales.

In July 2016 Qualifications Wales published its report on the sector review of qualifications and the qualification system in Health and Social Care, Childcare and Play and development. The report describes actions that Qualifications Wales is committed to in order to address issues identified in the Review.

A key activity identified in the report is the development of a new suite of qualifications for Health and Social Care, and Childcare for learners in Wales that meet the needs of learners in Wales from age 14 upwards and address the issues raised during the Health and Social Care review. The Health and Social Care – Development and Commissioning project (“the Project”) has been established to deliver these qualifications and carry out activities to support their delivery and change management.

A key element of this project as a part of the development of a new suite of qualifications is to ‘develop new subject content for each qualification’ as such this should reduce complexity, raise quality and increase coherence in the qualification system in health and social care, childcare, play and development.

3.Welsh language

The Welsh language is an essential part of the cultural identity and character of Wales. Qualifications Wales is committed to ensuring that learners in Wales should have access to a range of qualifications that can be assessed through the medium of Welsh and bilingually. Qualifications Wales will therefore require the new health and social care, childcare and play and development qualifications to be offered and assessed both through the medium of Welsh and English. There is however no requirement for the successful applicant to speak Welsh,

4.Aim

The aim of this tendering exercise is to commission a contractor (or contractors) to lead on ‘the development of subject content for a reformed suite of health and social care and childcare qualifications that meet the needs of learners in Wales from age 14 upwards which address the issues raised in Qualifications Wales’ Health and Social Care, and Childcare Report.

5.Outline

Key activities within the project will include:

· Working in close collaboration with key stakeholders such as other contractors (where appropriate), the Care Council for Wales, Play Wales, WEDs and colleagues in health, social care and play sectors to develop a new subject content that will form the basis of a ‘Common Core ‘embedded throughout the qualifications from Level 1 through to Level 3.

· Develop the subject content for each of the qualifications at levels 2-5 which are relevant and current and enable progression into higher learning and employment.

· Consider cross border working and the requirements to practice within other UK home nations.

· Incorporate findings from recent research, academic writings, legislation, inquiry evidence and other relevant sources to ensure subject content is current and relevant.

· Develop appropriate and current subject content that builds in level of demand from Level 1 to Level 3 enabling a sequential progression of knowledge, understanding and skills

· Develop subject content in the leadership and management of health and social care, childcare and play at Levels 4 and 5.

6.Scope

In scope:

· The development of subject content related to the qualifications being reformed.

Out of scope:

· The subject content of qualifications beyond those indicated for reform.

· Assessment methodology as this will be the domain of the awarding body.
