1. Teletalk Bangladesh Limited wishes to purchase the above mentioned product for which this Request for Quotation is being issued following Direct Quotation Method (DQM).

2. Tender document/RFQ (free of cost) should be collected from Marketing and Sales of Teletalk Bangladesh Limited. Tender document/RFQ published through Teletalk’s website (www.teletalk.com.bd) is for easy access for all concerned. No Bidder can participate in the tender by collecting the documents directly from the Teletalk’s website. If any difference is found between the floated copy and signed hard copy then the signed hard copy will be prevail.

3. Payments made against any Purchase/Work Order arising from this RFQ will only be made in Bangladeshi Taka. The Unit Rate(s) offered by the Contractor, if accepted, shall remain fixed for the duration of the Purchase/Work Order.

4. Your offer must be delivered to the office of the undersigned [ 2 (two) hard copy-one marked as “original” and another marked as “copy” of both for technical and commercial proposals ] on or before 2.00 PM of 31 March, 2016.

5. All offers shall be opened on 2.30 PM of 31 March, 2016.

6. No Earnest Money/Tender Security shall be required for submission of the Quotation but Performance Guarantee equivalent to 3% of the Work Order value has to be submitted in the form of Bank Draft/Pay Order in favour of Teletalk Bangladesh Limited. If the amount of the Performance Guarantee exceeds Tk. 50,000 (Taka Fifty Thousand) then Bank Guarantee will be allowed which will be released after the PAC of the work.

7. Quotation in sealed envelope shall be submitted to the office of the undersigned on or before [30 March 2016

and 2.00 PM]. The envelope containing the Quotation must be clearly marked “Quotation for [Construction work of Happiness Center of Teletalk at Gulshan BTCL Exchange.] and DO NOT OPEN before [31 March 2016 and 2.30 PM].

Quotations received later than the time specified herein shall not be accepted.

8. Bidder shall have legal capacity to enter into Contract. Bidder, in support of its qualification shall be required to submit certified photocopies of latest documents related to valid Trade License, Tax Identification Number (TIN), VAT Registration Number and Financial Solvency Certificate from any scheduled Bank; without which the Quotation may be considered non-responsive.

9. All Quotations must be valid for a period of at least 60 (sixty) days from the closing date of the Quotation.

10. Bidder’s rates or prices shall be inclusive of profit and overhead and, all kinds of taxes, duties, fees, levies, and other charges to be paid under the Applicable Law, if the Contract is awarded.

11. In case of any arithmetical discrepancy between the Unit Rate and the Total Amount quoted, the Unit Rate shall prevail both for the evaluation of offers and for the subsequent Purchase/Work Order.

12. VAT and Tax will be deducted from the bills of the Contractor as per Government rule.

13. This procurement process shall be guided by the Procurement Policy of Teletalk (PPT). The Purchaser is not bound to accept the lowest quotation and reserves the right to accept or reject any or all the offers without assigning any reason whatsoever.

Chapter 1

GENERAL TERMS AND CONDITIONS OF THE TENDER

Teletalk Bangladesh Limited (hereinafter referred to as "Teletalk") invites Tender proposals for Construction work of Happiness Center of Teletalk at Gulshan BTCL Exchange. The following conditions shall compulsorily be applicable to all the bidders of this tender. 1) Preparation of the Tender

The bidder shall bear all expenses for preparation & submission of the tender and Teletalk shall not be held liable for any expenses, whatever be the result of the tender.

2) Amendment of the Tender Teletalk may issue any amendment to this tender schedule, at its own discretion or requirement or in reply to any query from any bidder. All such amendments (if any) will be informed, in writing, to all the bidders and such amendments will be treated as integral parts of the tender schedule.

3) Tender Submission a) The bidder shall submit 2 (two) hard copies (one marked as original and another one marked as copy) of

both technical and commercial proposals. A proposal without such Hardcopy/softcopy shall be treated as “Substantially Non-Responsive”.

b) Bill of Quantity (BoQ), duly filled-up, accompanied by other necessary papers shall have to be submitted with the tender proposal in sealed envelope. If all the required items of Annexure-2 are not duly filled-up in any proposal, then the proposal shall be treated as substantially non-responsive.

c) The name and address of the bidder and the subject-matter of the proposal shall have to be mentioned clearly on the envelope.

d) If two or more organizations submit tender proposal jointly or through formation of a consortium, then the tender schedule shall have to be purchased and tender proposal have to be submitted in favor of the organization which will play the main role in such joint proposal. In such case, the relevant deed of agreement/ other papers in original shall have to be submitted with tender proposal.

e) In case of submitting tender proposal jointly or through consortium, the concerned organizations shall be held responsible individually and jointly for all activities related to tender proposal and subsequent Purchase / Work order.

4) Last date of submission of Tender Proposals The tender proposals shall have to reach the address of this office on or before the last date and time of

submission of tender, as mentioned in the tender notice/ schedule. Teletalk reserves the right to extend the date of receiving or opening the tender without showing any reason.

5) Late submission of Tender Proposals No tender shall be accepted if submitted after the specified last date and time of submission. All late submissions shall be returned without opening.

6) Opening of Tender Proposals The envelopes for all the tender proposals submitted within the specified date and time (which may subsequently be extended in writing) in the tender notice shall be opened on the date, time and place mentioned in the tender notice, or in its amendment (if any).

7) Tender Evaluation a) A Tender Evaluation Committee (TEC) comprising of officials selected by Teletalk shall evaluate all the

submitted proposals. During the said evaluation, scrutiny would be made to see whether the submitted proposals have properly followed the specifications, other terms & conditions and requirements mentioned in the schedule of this tender.

b) The Tender Evaluation Committee (TEC) preserves the right to instruct any bidder for submission of any or many documents relevant to the evaluation process which have no effect on evaluation of the bid price of the tender.

c) The reason for which any tender proposal shall be considered as “Substantially Non-Responsive” have been described in various part of this tender schedule.

d) The tender proposals of those bidders which are not considered as “Substantially Non-Responsive” shall automatically be treated as “Responsive”.

8) Validity of the Tender The tender shall remain valid up to 60 (sixty) days from the date of opening of the bid. The bidder shall not withdraw its tender proposal within this period and if any tender is withdrawn within this period, the relevant performance guarantee money shall be forfeited. The tender proposal shall remain valid, even after expiry of the said 60 (sixty) days period until it is withdrawn in writing. If the validity period of any tender is found to be less than the above mentioned 60 (sixty) days, the said tender proposal shall be treated as “Substantially Non-responsive”.

9) Scope of the Work The scope of this tender is as under:“Procurement of Construction of Happiness Center of Teletalk at Gulshan BTCL Exchange”.

10) Tender Proposal Submission 10.1 Tender proposal must include the duly & fully filled-up BoQ for the relevant items, as per format

given in Annexure-2 with this tender schedule. 10.2 Total price in the financial proposal of the tender shall have to be written both in figure and in words. All

price quotations shall have to be in Bangladeshi Taka (BDT)”. 10.3 All quotations will include the payment of all types of duties, VAT and other taxes payable as per the

government rule and all prices will be treated as final. 10.4 No erasing, cutting or overwriting in the price quotation is desired. However, if any corrections are made,

the bidder or his authorized representative shall have to place initial beside such corrections. If any difference is found in total price for any item in accordance to the relevant unit price, the unit price shall be considered as correct and final.

10.5 At the time of comparative evaluation of the proposals, the price of the alternate or optional offer shall not be taken into consideration.

11) Requirement of Works Experience of the bidder The bidding Organization/Vendor of the bidder must have previous experience in successful execution of the works as mentioned in the tender specification. A proposal not having such experience shall be treated as “Substantially Non-responsive”.

12) Detailed description of compulsory previous Works Experience requirement of the bidder In order to ensure speedy completion of the work and maintaining proper quality of the mentioned work to be procured, the following minimum successful and timely completion experience for the Organization/Vendor has been made compulsory.“Experience of the Organization / Vendor in the area of Construction work of Happiness Center (Customer Care Center)/similar construction works in any reputed organization”-

Minimum Quantity of Experience : 2 (Two) number

The Bidders should have to submit the following documents in support of the above clause for eligibility of the Bidder:a. Valid Trade License, Updated (up to 2014-2015/2015-2016) TIN certificate, VAT registration certificate.

b. Financial Solvency Certificate of Tk. 15,00,000/- (Taka Fifteen lakh) from any scheduled bank of Bangladesh.

c. Experience Certificate for at least 2 (Two) similar works in any telecom operator/reputed organization in Bangladesh.

d. Any quotation document without any of the above mentioned documents will be considered non-responsive.

12.1 All previous experiences in this regard shall be enclosed with the tender proposal. A proposal, not having the minimum experience, as listed above, shall be treated as “Substantially Non-responsive”.

12.2 Attested photocopies of certificates of previous experience shall be submitted with the proposal. Any experience without proper certificate shall not be considered during evaluation. The original copy of submitted certificates shall have to be issued by appropriate authority of the said organization. The attested photocopies, also similarly, shall have to be signed by officer of any government or semi government organization holding the status of Executive Engineer or equivalent. Certificates in any other form shall not be considered as acceptable.

12.3 Teletalk office preserves the right to contact directly with the certificate issuing authority or to ask to see the original copy of certificate at any time. If any certificate issuing authority fails to cooperate with Teletalk or the source/contents of any certificate is identified as false or the bidder fails or disagrees to show the original copy of certificate when asked for, Teletalk shall have the right to cancel the concerned tender proposal and/or consider the same as “Non-Responsive”. In addition, Teletalk may take legal action against the bidder including putting them into a black-list.

13) Acknowledgement of acceptance of the conditions of tender schedule As the acknowledgement of the acceptance of the terms and conditions of tender schedule, the bidder or his authorized representative shall have to put its seal & sign in every pages of the tender schedule and shall have to submit with the bid proposal. Moreover, the bidder will submit a declaration in their letter head pad with the following declaration:“I/ We, having read and fully understood the terms & conditions and specifications of this tender document, unconditionally agreed to all those terms, conditions & specification.”Any bid document without signed and sealed tender schedule from the authorized representative or without the above declaration will be treated as substantially Non-responsive.If the authorized representative signs the tender schedule, the letter of the power of attorney by the bidder in favor of signing the tender proposal by the representative shall have to be enclosed.

14) Papers relating to organization of bidder: The bid must contain the following papers. A bid not containing such papers shall be considered as “Substantially Non-responsive”. The bidder will be obligated to show the originals of such papers, if asked for. a) Photocopy of the current trade license or photocopy of the application submitted for renewal of trade

license. b) In case of Limited Company, Memorandum of Article (MoA) and Article of Association (AoA) shall

have to submit with the Tender Proposal.c) In case of Partnership Firm, the partnership agreement shall have to submit with the Tender Proposal.d) Updated VAT registration Certificate.e) Copy of the current Tax Assessment Certificate given by the Income Tax Department.

15) Performance Security Deposit 15.1 The selected successful bidder(s) shall have to deposit Performance Security Deposit (PSD) equivalent to

3% of the total Purchase / Work order value. The deposit will be in the form of Bank Draft/ Pay Order/ Bank Guarantee from any scheduled bank of Bangladesh, and in favor of “Teletalk Bangladesh Ltd.” The

original copy of Bank Guarantee shall have to be submitted, the photocopy shall not be acceptable under any circumstances.

15.2 Teletalk reserves the right to verify the authenticity of the said Bank Guarantee, if necessary. If the said Bank Guarantee is proved as not authentic at any time later on, Teletalk reserves the right to take any legal action against the contractor.

15.3 The Security Deposit shall be returned, on written application for the same, to the contractor or its authorized representative, after issuance of the FAC in favor of the concerned contractor and subject to submission of its photocopy along with a certification of no claim/dues from Teletalk.

15.4 The Security Deposit of the said deposit shall not be returned within the interim period, under any circumstances.

15.5 The Performance Security Deposit is subject to forfeiture under following conditions:a) Vendor fails to perform within the stipulated time.b) Vendor fails to provide the Product / Service as per Technical Specification and BoQ (as per Annexure-1 and Annexure-2 of this Tender Schedule).

16) Requirement of Financial Solvency of the bidder

16.1 The bidder shall have to submit a recent (shall not be allowed to be more than six months old from the date of submission of tender proposal) certificate from any of branch of any scheduled bank of Bangladesh, certifying that the bidder has the ability to invest from its own source at least 15 (Fifteen) Lakh Taka at a time and / or the bank is willing to give financial assistance to the said organization on this issue, if a Purchase / Work order is issued to him by Teletalk.

16.2 The name of the Bank, Branch and Address, full name of the signatory Bank Officer, Designation, Signature and Seal of the Bank, Account Number of the contractor etc. must be mentioned clearly in the said certificate and the certificate shall be addressed to the “Managing Director, Teletalk Bangladesh Ltd”.

16.3 The copy of such certificate shall be submitted with the tender proposal. If such certificate is not enclosed with any tender proposal, the tender proposal shall be considered as “Substantially Non-Responsive”.

17) Submission of tender proposal through Jointly & consortium formed by more than one organization 17.1 However, in such case the technical and financial requirements may either be fulfilled by a single company

or may be fulfilled by the companies individually. But any single requirement (i.e. either technical or financial) has to be fulfilled by a single company individually.

17.2 In case of submission of tender proposal through the consortium, the concerned organization will be held liable for all activities relating to tender proposal and Purchase / Work order, both individually and jointly.

18) Punishment for providing false information or forgery in submitting papers or information

If any bidder submits any information or paper with his tender proposal which is proved to be false or forged later on, then Teletalk shall take legal action against the bidder which includes stopping the evaluation of its proposal or cancellation of Purchase / Work order to him. Moreover, organization may be forbidden from participation in any tender program of Teletalk for next 5 (five) years.

19) Process of Awarding of Work Orders The “Notification of Award” shall be issued for awarding Purchase / Work orders to only the selected

successful bidders. The Purchase / Work order will be issued only after submission, by the bidder, of the required Performance Security Deposit.

20) Time Limit for completion of work The Supplier/Contractor shall complete the Construction Work of Happiness Center of Teletalk at Gulshan BTCL Exchange within 25 (Twenty five) days from the issuance of the Purchase / Work order.

The Contractor shall have to complete the work within the scheduled deadline as mentioned in the work order or the deadline as provided by Teletalk management. If Contractor fails to complete the work within the scheduled deadline, then following actions will be taken by Teletalk:

i. The delay fine shall be realized from the contractor against compensation at the rate of 2% (two percent) per week on the value of total work order and the bill shall be paid after deducting such amounts.

ii. Maximum 10% (ten percent) of total value of the work order shall be allowed to be deducted.

iii. If the supply work is not completed after 5 (five) weeks of expiry of the time limit mentioned as above, Teletalk shall have the authority to cancel the work order.

iv. If the work is not completed after final extension, Teletalk shall have the authority to cancel the Purchase / Work order and no payment will be made for the work done Moreover, Teletalk reserves the right to forfeit the Performance Security Deposit.

v. If delay is caused for reasons of “Force Majure”, no delay fine shall be deducted and if the contractor is unable to accomplish the supply work in time because of “Force Majeure”, the security deposit shall not be forfeited. However, prior clearance of the “Force Majeure” shall have to be obtained from Teletalk by informing Teletalk in writing, with concerned proof, right after happening of the causes of “Force Majeure” or immediately after getting its forecast. Except prior approval, no issue shall be considered as the cause of “Force Majure”.

22) “Warranty Certificate” of supplied product for Construction and Renovation works:22.1. The contractor shall have to submit with tender proposal, written 01 (One) year unconditional warranty

on the following issues.

All the tenure here will be counted from the date of issuance of Provisional Acceptance Certificate (PAC) for the said work. During the Warranty period, if any deterioration is found more than as estimated, then the Contractor will be bound to fix the issue at its own cost. Otherwise, Teletalk will take necessary action against the bidder including blacklisting it at Teletalk forever.

22.2. In case of failure of the Contractor to replace/rectify the fault within the prescribed time frame given by Teletalk, Teletalk shall inform the contractor in writing and change/rectify the fault at its own cost. In such case, the concerned money shall be adjusted from the security deposit or remaining bill of the contractor.

22.3. The original copies of the above mentioned certificates shall have to be submitted with the tender proposal of the contractor. If such certificates are not enclosed with any proposal then the proposal shall be considered as “Substantially Non- Responsive”.

22.4. If the expenses for such replaces/removals of faults become more than the amount of the security deposit or remaining bill of the contractor, the contractor shall be obligated to repay the additional money to Teletalk. Otherwise, Teletalk will take necessary measure according to the law of the land including blacklist the vendor forever in Teletalk.

23) Completion of Provisional Acceptance Test23.1. After full completion of Construction Works for Happiness Center (Customer Care) at Gulshan BTCL

Exchange, the Contractor shall inform in writing to Teletalk along with the self test report. Within 3 (Three) working days of receipt of the related letter, a team consisting of the representatives of Teletalk shall start conducting Provisional Acceptance Test (PAT) of all concerned works. The PAT activities shall include, among others, verification of quality of works & services, compliance to specifications, design, database architecture etc. If the PAT report recommends the concerned supply & works to be acceptable, one Provisional Acceptance Certificate (PAC) for the said site shall be issued to the contractor by Teletalk.

During conduction of the said PAT if any defect or fault is observed, then the contractor shall be compelled to change the product or rectify it fully, at its own cost.

23.2 For the sake of conducting PAT, one PAT manual shall be prepared by the contractor and the manual shall subsequently be approved by Teletalk. No PAT shall be done without prior approval of the manual.

23.3 The long term operative effectiveness and the quality of products for construction and renovation works, the quality of service workmanship and the response of the contractor during the period of after sales service shall be reviewed after completion of 01(One) of operation of the installed system under the contract. Such review activity shall be termed as Final Acceptance Test (FAT). All the testing, if required, for such FAT shall be performed by Teletalk representatives.

23.4 If the FAT is completed successfully, products are found to be operative correctly and if there are no pending issues as per the Specifications, one FAC shall be issued by Teletalk for Construction Works for Happiness Center (Customer Care) at Gulshan BTCL Exchange covered by the Purchase / Work order.

24) IT, VAT and other deductionsAs per government rules, all bills payable in local currency shall be paid after deduction of Income Tax, VAT and other local deductions.

25) Payment Terms:

All payment to the Contractor will be made in Bangladeshi Taka in crossed cheque for the actual quantity of work done. VAT/Tax will be deducted from Invoice/Bill as per government rule. The steps of the payment are as follows:

i. 95% of the total amount will be paid after the satisfactory completion of the work and submission of the bill by the supplier along with the ‘Provisional Acceptance Certificate’.

ii. 5% of the total bill will be paid after the issuance of the FAC with necessary deduction of any claim (such as Warranty Claim).

26) IT, VAT and other deductionsAs per government rules, all bills payable in local currency shall be paid after deduction of Income Tax, VAT and other local deductions.

27) Specification of the ServiceSpecification of Construction Works for Happiness Center (Customer Care) at Gulshan BTCL Exchange under this tender is enclosed as Annexure-1. Teletalk reserves the right to declare any tender proposal failing to fulfill the specifications as “Substantially Non-Responsive”. Bidders have to submit the Specifications in their bid proposal. Suppliers may visit to Teletalk to get some actual idea of the work, at its own cost.

28) Correspondence for the tender / purchase order The correspondence relating to this Tender Process / Purchase / Work order shall be limited between the Managing Director, Teletalk Bangladesh Limited or its nominated representative and the bidder/contractor. If any conflict/debate relating to this purchase is raised by any of the party, the issue shall be sent to “Board of Teletalk” and the decision of the Board shall be treated as final. The bidder/contractor shall be bound to abide by such decisions.

29) Cancellation of Tender In case of any deviation to any or many clauses of this document, the Managing Director of Teletalk Bangladesh Limited shall have the right to cancel the tender process/issuance of Purchase / Work order either partially or fully.

30) Tender Related Authority Teletalk is not bound to accept the lowest tender proposal and reserves the right to abolish any portion of the tender or to cancel the full tender without assigning any reason thereof or to consider any adjustment for the interest of work.

31) Purchase / Work order cancellation related authorityTeletalk authority reserves the right to cancel the Purchase / Work order without assigning any reason thereof. No objection of the concerned contractor shall be acceptable in this regard and the contractor shall not go to any court on the issue.

32) Resolution of Dispute:All the contractors shall submit written undertaking to the effect that, if there is any objection on any matter regarding this tender process, it may raise written or otherwise complaint to the “Managing Director” of Teletalk. In case of failure from the part of Managing Director, Teletalk to settle the dispute, “Board of Directors, Teletalk” will act as an “Arbitrator” and its decision shall be final. If any bidder does not comply with this clause then Teletalk authority reserves the right to reject the concerned tender proposal.

33) Query and Reply Relating to Tender Teletalk, at its own discretion or in reply to queries of the bidders, may issue amendments of the tender schedule. Any query relating to the tender shall have to be submitted to the "Managing Director, Teletalk Bangladesh Ltd.” minimum 2 (Two) days before opening of the tender. Technical Specification of Construction work of Happiness Center of Teletalk at Gulshan BTCL Exchange .

1. Tasks of the Successful Bidder :

2. Description of the general tasks of the Contractors:

2.1 Mobilization at siteMobilization means the preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to and off the project site; for all other work or operations that must be performed or costs incurred when beginning or ending work on the project. The contractor has to mobilize

at site with required materials, equipments, supplies, personnel’s and incidentals.

2.2 Site design & documentation works

Site design & documentation works, scope includes

- Providing full report as well as general arrangement drawings for each site- Detailed Design Drawing (including drawings and calculation notes) by qualified Engineer (must be

signed & sealed).- Supply of the As built drawings, including all construction details as well as power and grounding

details, - Site Document should include drawings, agreements, all supplied equipment guarantee certificates.- Two set hard and editable soft copy document should supply.

2.3 Dismantle of existing structures

The contractor should perform dismantle of existing structures suggested by concern Teletalk Engineering In Charge. The dismantle process should cover maximum dismantled materials to be reusable. Contractor should choice time and method in such a way; so that dismantle work not interrupted adjacent work environment, building and other electrical/telecommunication structures.

2.5 Reinforced Cement Concrete (RCC)

The item shall consist of manufacturing concrete as provided in this specification and constructing the forms, dimensions and design shown on the plans.

Concrete shall consist of a mixture of Portland cement, fine and coarse aggregate and water. The proportions, in which the various ingredients shall be used in the concrete mix for various works shall be designed in accordance with the specified strength and suitable work ability.

Materials shall comply the requirements specified below:

Cement shall be Portland cement Type-1 ASTM C-150 only given structure except upon the written permission of the Engineer-in-charge.

Fine Aggregate shall consist of well-graded clean natural sand (Sylhet/local as per design) free from injurious amount of organic impurities and deleterious substances and shall have fineness modules of not less than 2.5 for Sylhet sand & 1.5 for local sand.

Coarse Aggregate shall consist of well-graded stone chips (3/4” down graded stone chips crushed from bolder) or 1st class picked chips as per type of casting requirement.

Water for use in concrete shall be potable and subjected to the approval by the Engineer-in-charge. It shall be clear, free from injurious quantities of oil, alkali, slats and organic substances, any solid particles, etc. The amount of water is to be mixed should be determined from slump test.

Admixtures or cement containing additives shall be used only with approval of the Engineer-in-charge.

Removal of Formworks:

All formwork shall be removed without damage to the concrete and in accordance with a program agreed upon by the Engineer-in-charge. Under usual conditions the following minimum periods between concerning and the removal of formwork shall be as observed:

Supplying, fabrication and fixing to details as per design deformed bar reinforcement in concrete in accordance with BDS 1313 : 1991 standard (275-grade deformed bar with minimum fy = 275 MPa & tensile strength at least 316 MPa.) including straightening and cleaning rust, if any, bending and binding in position including supply of G.I. wires etc. complete in all respects and accepted by the Engineer.

2.6 Brick Work

This item shall consist of construction brick masonry work in 1:4 cement mortar in such thickness and at such heights as required by the Drawings.

Bricks shall be 1st class brick or 16”x4”x8” sized hollow block (only for renovation) unless otherwise required.

Cement shall be Portland cement

Sand shall be clean well-graded natural sand having a minimum F.M 1.5 for plaster and 1.5 for brick mortar. Water shall be same as required for concrete.

Mortar of brickwork unless otherwise required shall consists of 1 part of cement and 4 parts of sand. Cement and sand shall be mixed dry in the specified proportions until the color of the mixture is uniform. Water shall then be added sparingly, only the minimum necessary being used to produce a workable mixture of normal consistency. The water cement ratio in no case shall exceed 0.50 by weight, or as directed by the Engineer-in-charge.

The mixing shall be done on a clean hard platform with watertight joints to avoid leakage. Mortar shall be mixed in quantities required for immediate use. Mortar, which has taken its initial set, shall on no account be used on work, nor shall be premixed with or without additional materials or re-tampered by other means.

No bricks shall be used until they have been thoroughly soaked in clear water for at least eight hours. Soaking shall be discontinued one hour before use. Care shall be taken that the bricks are clean and free from slime or dirt of any kind. If necessary, bricks shall be scrubbed clean. Joint thickness shall be minimum ¼” and shall in no case exceed 3/8”. The height of day’s work shall be limited to 5 feet unless otherwise permitted. All brickwork shall be thoroughly cured for a period of at least 7 days.

This brick pasting shall consist of construction brick masonry work in 1:4 cement mortars in such thickness and at such heights as required by the generic drawings.

2.7 Plastering WorkThis item shall consist of providing ½” thick 1:4 cement-sand plaster on wall surface and where necessary in accordance with these specifications.

Materials shall meet requirements specified below and in the relevant section of materials specifications.

i. Cement shall be Portland cement Type-I ASTMC-150.ii. Sand shall be clean well grade natural sand having fineness modules of 1.5

iii. Water shall be potable and clean and contain no salt or organic materials.

Plaster shall consist of 1 part of cement to 4 parts of sand and have a nominal thickness of ½”to ¾”. Only enough water shall be added to provide plasticity. Mortar shall be mixed only in quantities for immediately use. Mortar, which has taken initial set, shall not be used on the work with or without addition of fresh material. Before application of plaster the joints in brick wall shall be adequately raked out where necessary and smooth concrete surface shall be roughened to provide key.

Plaster shall be kept moist and protected from weather for 10 days immediately following completion.

If any cracks appear in the plaster or any parts sound hollow when tapped or are found to be soft or otherwise defective after the plaster has direct the defect shall be made good by cutting out and re-plastering at the CONTRACTOR’s own cost.

2.8 Paint & roofing compound

The rooftop of core switch room shall be weather proofed with CC work and roofing compound. Contractor has to perform painting work as specified by below and required concern Engineer In Charge.

2.8.1 Weather Coat

On exterior surface applying as per manufacturer instructions 3 coat of weather coat of approved quality and colour delivered from authorized local agent of the manufacturer in a sealed container complete in all respect in all floors and accepted by the Engineer.

2.8.2 Plastic Paint

Walls of power & battery, generator and storage rooms (if any) shall be painted with Berger plastic paint.

2-coats of Plastic Paint over a coat of chalk wash shall be applied.

2.8.3 Enamel Paint

The work covered by this item shall consist of painting Metallic surface or wooden surface where water proofing is required or as directed by the Engineer-in-Charge with Berger synthetic enamel paint and color in accordance with this specification.

Paint shall consist of synthetic enamel of approve type supplied in original sealed containers bearing the manufactures trademark. Paint shall be applied in three coats over a coat of approved primer recommended by the manufacturer of the paint. The paint may be applied by brush.

2.8.4 Cement PaintApproved quality and color manufactured from reputed company should be used. Cement Paint should apply as per manufacturer’s recommendation. Taking care and cleaning the surface from grease, oily substances, old paints, lime wash, fungus is mandatory. Sand papering surface before paint application also mandatory.

2.9 Tiles Work:

The successful contractor will also setup wall & floor tiles as per design whereas the tiles would be glazed type and would be constructed on 20 mm thick cement mortar. The cement-sand mix must be confirmed with the ratio of 1:3. All other necessary works related to wall tiles have to consider as a package.

2.10 Patent Stone38 mm thick artificial patent stone (1:2:4) flooring with cement, best quality coarse sand (50% quantity of Sylhet sand or coarse sand of equivalent F.M. 2.2 and 50% best local sand of FM 1.2) and 12 mm down well graded stone chips, laying the concrete in alternate panels, compacting and finishing the top with neat cement and curing at least 7 days in all floors including cost of water, electricity and other charges etc. all complete and accepted by the Engineer.
