Annual Conference Opening, Sunday 30 September 2018

Powhiri

The 135th Annual Meeting of NZEI Te Riu Roa opened on Sunday, 30 September 2018 with a powhiri conducted under the mana of Te Arawa and the Hunuku o NZEI Te Riu Roa.

The meeting and conference was held in the Energy Events Centre, Rotorua, NZEI Te Riu Roa members and staff were welcomed by the Tangata Whenua into the auditorium.

NZEI Te Riu Roa members, whanau and staff were seated for this occasion when the exchange of korero commenced.

The formal process of the powhiri was concluded with karakia, hongi and manaakitanga.

Kaumatua Alex Waihirere opened the meeting with a mihi to all those gathered for Annual Meeting and Conference 2018.

The National President, Lynda Stuart, welcomed all to the 135th Annual Meeting. Following this Lynda Stuart welcomed guests present at the meeting, including Past-Presidents Louise Green, Judith Nowotarski, Bill Noble, Frances Nelson, and Ian Leckie.

Apologies were acknowledged from: Angelo Gavrielatos, Diane O’Sulivan, Correna Haythorpe, Chloe Swarbrick and Richard Wagstaff

President’s Opening

Speaker: Lynda Stuart, President NZEI Te Riu Roa.

The National President acknowledged members, staff and friends from NZEI Te Riu Roa who had passed away during the last year.

The National President talked about the significance of Pouwhenua. Pouwhenua was passed to the Pakeke for its journey around membership.

Members were asked to introduce themselves to others at the table. Members who are first timers were asked to raise their hands.

There was general information about the running of Annual Meeting and the fact that the meeting was “digital” was discussed.

Christchurch Pg15 Last paragraph statement about member subscriptions. questioning the amount of fees support staff pay. Why has the working group mahi taken 2 years, when do they anticipate the work will be completed?

Liam Rutherford – The fees working group met a number times in 2017. They considered splitting the fees into 10 bands as suggested, it wasn’t viable because it was very complex and costly. There are a range of issues, the work is challenging and complex and is continuing.Julie-Anne Roberts from the fees working group updated on a trial that has been run. She reiterated her personal

Barb Curran – We have developed a plan with PPTA and NZPF. The Kua Tae Te Wa campaign tries to address some of the issues. This is very much an issue at the forefront.

Linda Jordan Manurewa Pg 15 Commented on the lack of progress around the subscription working party. Support staff are constantly asking me when is NZEI going to have some response around this and how can I assure them there is any progress? When will we know?

Lynda Stuart – There will be action from this working party in 2019.

Kaye Weber Manawatu Pg 32 How will we ensure compulsory Te Reo in every school.

Ripeka Lessels Te Reo Areare – We will ensure we are the speakers of our own destiny. We need Maori speakers in mainstream schools. Te Reo Areare plans to ensure we are setting the direction.

I move that the Rule 26.4 is amended to read:

The election ballot will be taken by means of a secret postal or electronic ballot of full members of the Institute. The National President will appoint an independent returning officer for the ballot. Each candidate may appoint a scrutineer.

Candidates for National Executive

The National Secretary gave a presentation on the implications of the current National President standing for re-election.

The candidates for National Executive gave speeches. The order was determined by ballot and was: Raewyn Himona, Mark Potter, Phonderly Siohane, Stephanie Lamborn, Barbara Curran, Byron Sanders, Julie-Anne Roberts, Tute Porter-Samuels, Viarginia Oakly, Lynda Stuart, William Knight, Spencer Woolrich, Liam Rutherford, Susan Poole and Tom Alesana.

The National President called Annual Meeting to order and announced that the formal business of our Annual Meeting was concluded. Annual Conference and Meeting for the 136th year will be held from 30 September to 3 October 2018 in Rotorua.

National President announced recipients of the NZEI Te Riu Roa Scholarships, followed by those who had been recognised as Associates.

Early Childhood Education Scholarships were awarded to:

Jane Mulholland, an ECE teacher at Annabels Kindergarten Darfield. Christina Rizos, Head Teacher at Owhiro Bay Kindergarten.

NZEI Te Riu Roa Support Staff Scholarships were awarded to:

Fiona de L’Isle, a teacher aide at Glamorgan School.Anne Stephenson Piper, a school librarian at Hutt Valley High School.

These awards were made by NZEI Te Riu Roa, the New Zealand Educational Institute, on the recommendation of the Honours Committee.

The award of Associate was presented to eight members in recognition of the high regard in which they are held and of the excellent relationships they have built with colleagues, NZEI Te Riu Roa members and other members of the education community.

The award of Fellow was presented to honour two members. The Institute awards the honour of Fellow to acknowledge the work of individuals at a regional and national level. There are two categories for the award: professional expertise and contribution, and union activism.

Citation for Judith

Judy has been a member of NZEI since she joined at Teachers College, 43 years ago. She returned to her Whangarei roots with her appointment as Principal of Maungatapere School in 2000. She has held many positions at both Branch and Area Council level, being both Vice President and President of the Whangarei Branch and Property and Rural Principals representative to Tai Tokerau Area Council. She was also a member of the NZ Pilot of MOE Principals Development Centre, Project Director ICT and a member of the RTLB Cluster Administration Group.

Judy has been, and still is, an important link between NZEI members and Principals. She is also the Tai Tokerou Area Council representative to the Principals Council.

On many occasions Judy has been on the appointment panel selecting student teachers at the local Auckland College of Education Campus and has visited the campus encouraging students to become members. She has encouraged and mentored local members to become activists within NZEI. For many years she has been on the committee organising the Whangarei Branch NZEI Graduation Ceremony for Beginning Teachers and Awards night, where she provided fresh flowers for floral arrangements that have added a beautiful touch to the event. Judy is always friendly and supportive and has a great rapport with our Branch Members.

Judy’s commitment to others goes beyond the norm and it is a pleasure to acknowledge that with the award of Fellow NZEI, Union Activism.

Citation for Louise:

Louise has worked in education for the last 30 years and has been a contributing member of NZEI for the last 20 years. In 2006 Louise was elected to the NZEI Te Riu Roa National Executive where she has remained ever since. She has been the Principals representative, National Executive liaison to Wellington Area Council, National Executive liaison to the Principals Council, NZEI representative on the Teachers Council and in 2015 was elected as NZEI Te Riu Roa National President. She is currently the Immediate Past President. She has been a member of the NZ Principals Federation since 1995.

She has been a part of the Minister of Education’s team to the International Summit on the Teaching Profession twice, Banff 2015 and Berlin 2016. She also represented NZEI at the Global Education Leaders World Conference in 2015.

As National President Louise led the “Better Funding, Better Learning” campaign that resulted in the overwhelming rejection of global funding by primary schools. She is heavily involved in and the commitment to the Joint Initiative between NZEI and the Ministry of Education.

Louise has forged close relationships and connections with sister unions and affiliated organisations to NZEI to progress efforts for a more equitable and socially just society. The positive relationships she builds and invests in are based on trust, honest and integrity. Louise has been a pillar of strength to NZEI; her unwavering determination and commitment has inspired many to join in collective action but perhaps more importantly, to be the best influence they can be in their various fields.

No matter what forum she’s on, Louise will always bring the purpose back to the children and their right to quality public education. The award of Fellow NZEI, Professional shows the value we all place on Louise’s contribution to children and to education in New Zealand.

The National President invited recipients present to the stage and everyone present to congratulate those honoured with awards with a round of applause.Kaumatua Alex Waihirere closed the awards ceremony.

Sam Haggard (National Secretary, CTU) chaired the Union Leaders Panel. Panel members were:

Virginia Oakly, Sandie Burn and Manu Pohatu led the conference, through a presentation, on a renewed 10 year strategic plan for early childhood education. Members were asked to discuss in groups

Denise Tetzlaff, Kathy Power, Mary Jones and Jacoline Brink spoke about the pay equity journey and the success of the Support Workers pay equity claim. Members then told their stories about the reality of working as a Teacher Aide and what it means not having reliable and equitable funding for Teaching Assistants working with studentsECE Teachers also talked about what a pay equity claim would mean for women.

The elephant in the room for pay equity is funding, the government must provide the extra funding.

Maurie Mulheron, Deputy Federal President, (Australian Education Union) spoke about what is currently happening in Australia. An educator, teacher, principal and unionist. He talked about the struggles, hopes and challenges facing education in Australia, NZ and the rest of the world.

Kua Tae Te Wa

Members were asked to have a conversation to inform the National Executive decision about further action. Louise Green took members back over the journey which started at Annual Conference 2017. Members have rejected the latest offer and there have been a number of processes to identify the next option. Consideration is between a one day rolling strike or a two day consecutive strike. Today members need to decide what action will be taken back to primary teachers and principals.

Members discussed the question: Which option will: a) Put the most pressure on Governmentb) Keeps us strong, united and focussedc) Best supports our members that are struggling financiallyd) Allows us to escalate if necessarye) Is going to encourage the public to support us and demonstrates that children’s

education is our priorityf) Enable collective action that will unify our membership and send a strong

message to the Government?

Comments from members included:- People had questions around financial hardship- What would be the next step after a 2 day strike?- One day rolling strike would give the opportunity for further escalation- Need to think about the financial impact on teachers- Feedback from Taranaki – rolling strike best option- How are we going to ensure financial support is consistent across the country –

NZEI will send out information to branches and Area Councils and we will ask other unions what they have done to support their members

- Neither option is good but the crisis in education needs addressing- Suggest that areas could support other areas by wearing the colours of the area

on strike- People who support the 2 day strike will support a rolling strike but perhaps not

the other way around- How can we rely on Novopay about when the deduction of pay is spread into

two pay periods - this will be the Secretary of Educations call.

The Hui session was opened by Raewyn Himona. She introduced the two story tellers Te Kahureremoa and Khali students from Te Whare Tapere the school of Maori performing arts. Through taonga puoro, karetao and waiata (traditional Maori instruments, puppetry and song) their stories are brought to life. Timotimo deliver an interactive learning experience for primary school students.

Tiri Bailey then led a session around Te Tiriti o Waitangi Te Haerenga. Members were shown a video clip which is used to start conversations with people about Te Tiriti o Waitangi.

Pasifika Session

Caroline Mareko welcomed Annual Conference to the Pasifika session. Phonderly Siohane welcomed conference guest Joshua Iosefo. Joshua is an award-winning film director and recent graduate from Auckland University of Technology where he completed his Bachelor and Post-Graduate Diploma in Communication. He is known for his Spoken Word poem ‘Brown Brother’. He has had an extensive career as a motivation speaker.
