TOPIC: Travel Management ContractOFFICE: Central Accounting & Reporting STATE: OK DATE: 01/12/2018QUESTION / ISSUE:

I have a couple of travel management questions I would like to ask the other states.

1. Does your state have a travel management contract?  Is it a sole vendor award or is it a multiple vendor award, and does it include an online booking tool?

2. What is the name of the travel management company used by your state?

Alabama Alabama does not have a travel management system.

Colorado Colorado does not have a travel management contract.  Each agency handles its own travel reservations.

Louisiana 1. Louisiana has a contract with a single vendor, which includes an online booking tool.2. Shorts Travel Management

Maine Maine does, but it’s expired and we’re in the process of doing a PA for it.  It falls under NASPO Value Point. However, it’s more expensive and not many of our agencies use it.

Additional Q&A:Can you tell me who it was with?  Also, if it was a sole vendor award and did it include an online booking tool?

The lead state is Oregon. The contact person there is Kaliska King and her number is:(503) 378-5332 and her email is: [email protected].

Minnesota Minnesota does have a travel management contract, which is a sole vendor award. The contract includes use of the online booking tool, Deem.

We use Market Square Travel, dba Travel Leaders. They have been our travel service provider for over 5 years now, and we’ve been very happy with them. Since the state of Oklahoma is a registered CPV member with Minnesota, you could use our contract if you choose to go that route. I’m attaching our info document.

If you plan on putting out an RFP for this, I should caution you regarding the trouble I ran into when I put out our RFP last year. We had a responder who submitted very low prices, but was found to have fabricated the majority of his proposal. This was The Travel Group, LLC, but the owner (Greg Corley, aka Robert Corley) has used several other business names. After I discovered the fraud, he was suspended in Minnesota and will be disbarred soon. He claimed the company was in Texas and has several locations, but he is actually in Arkansas, where there is a warrant for his arrest regarding unrelated theft and forgery. In a second RFP, the contract was awarded to our incumbent vendor.

Montana We do have two “travel agencies” on term contracts who will arrange for individuals’ flights, if our staff choose not to use the many available on-line ticketing organizations (Expedia, Travelocity, Kayak, etc.).  They can also be hired to plan meetings and conferences and take care of the necessary logistics.  Employees may choose to use these companies if they wish.  Their services range from facilitating the reservation booking process for individual’s flight plans only (as I recall they don’t make hotel reservations for individuals); and planning functions for group travel and conferences/meetings.  These two companies are TravelCafe’ and Corporate Travel Management.  I believe one of the companies has an on-line booking tool, and the other collects information from the client and makes reservations on the client’s behalf.

I wondered if your question was asking about travel management in terms of managing all travel arrangements for agency staff to ensure compliance with internal policies, rules, and budget restrictions.  I was once contacted by a vendor (whose name I cannot remember) that inquired about contracting with us to be the point of contact to arrange for our staffs’ travel needs and thereby save the state lots of money.  I did not have the authority to pursue this level of control over our staff’s travel arrangements, so I did not follow-up with the company.

Oklahoma response:I am gathering information regarding how other states handle their travel. We currently have a statewide travel contract with a sole vendor that offers travel agent-assisted reservations as well as an online booking tool (for the agency travel arrangers to book flights/hotels/rental cars themselves). I am attempting to find out if other states have this and if they have a sole vendor contract award, or do they have multiple vendors (usually by regions of the state) or do they utilize the vendors such as Kayak, Expedia or Travelocity, or both.

New York New York has a Travel Management Contract.  I have included a link for details: https://www.ogs.ny.gov/purchase/snt/awardnotes/7900522536can.htm

Ohio Ohio uses the NASPO contract with Corporate Travel Management (CTM).  CTM is the sole contractor on the contract and they do provide an on-line booking tool.

Oregon 1. Yes, our state has a Travel Management Contractor, which is Corporate Travel Management (CTM). Oregon is the lead state and a participating state on the NASPO ValuePoint contract. There was only one award and it does have the option to choose from four different booking tools within the contract. Oregon has chosen to use one booking tool for most state agencies.

2. Corporate Travel Management

Pennsylvania 1. Yes. Have a contracted vendor and includes online booking tool.  Here is the link to the contract: http://www.emarketplace.state.pa.us/BidContractDetails.aspx?ContractNo=4400012745

2. Adtrav

Rhode Island Yes, we do – we have an Master Purchase Agreement with Short’s Travel Management for all our travel needs including airline and university athletics travel arrangements.

Additional Q&A:Is this contract for agency assisted reservations only? Do you also have a booking tool web platform that your travelers can use to book their travel themselves online?

Short’s Travel Management set us up to use Concur for our online bookings.

Washington We have a couple of travel-type contracts, unfortunately I don’t know much about either but here’s what I could discover from a quick review of their pages.

Multiple – travel agency services, Nationwide Vehicle Rental, additional details below.

Travel Agency ServicesMultiple award by region. Looks like on-line tools are available from some vendors, not all. Because of the way this would be awarded, the vendor being used would be based on the purchaser’s location.

Nationwide Vehicle RentalSingle award – Enterprise Rent-A-Car. This is a NASPO contract and may have other awardees, but Washington only signed a PA with Enterprise. Looks like on-line tools are available.

Wisconsin The Wisconsin state agencies have an optional contract that they may use for travel.

The Wisconsin State Campuses have a mandatory contract that they use for travel.
