Primary Purpose of Position

The Airfield Operations and Facilities Manager plans, organizes, and directs operations and maintenance activities in accordance with all federal, state, and local regulations to ensure safe, secure, and efficient operation of the airport and its related facilities.

Description/Qualifications Required

Manage the daily operations and maintenance functions of the airport while monitoring and supervising all regulatory and compliance issues. Requires a college degree in aviation, engineering, management, or related field. Must be able to pass a criminal background check and complete training consistent with Transportation Security Administration (TSA) and airport related security requirements. Must possess and maintain a valid North Carolina Driver's License and obtain and maintain a basic Aircraft Rescue and Fire Fighting (ARFF) certification within 60 days of appointment. Airport Certified Employee certification in Airport Operations by the American Association of Airport Executives is preferred and a pilot's license is desirable. In addition to excellent communication skills, candidate must have established computer skills using Microsoft Office. Candidate must have at least five (5) years combined time working in airport operations and facility management positions with progressive management responsibilities; an equivalent combination of education, knowledge, experience, and related aeronautical skills could waive specific requirements. Experience needs to indicate relevance and knowledge in aviation safety and risk management.

Essential Job Functions

Management of all tasks related to airside operations of a small primary commercial service airport operating continuously 24/7. Responsible for maintenance and implementation of airport policies, programs, and procedures including the Airport Certification Manual, the Airport Emergency Plan, and the Wildlife Hazard Management Plan; including all training and maintaining records associated with each program. Manage personnel responsible for the maintenance of all airside and landside airport buildings, facilities, and equipment. Serve as the Alternate Airport Security Coordinator under Transportation Security Regulation 1542. Develop work schedules and assign, supervise, and evaluate work of subordinates; monitor work flow and ensure proper documentation of man-hours and resources expended. Inspects or reviews airfield inspection reports of all facilities and equipment required by 14 CFR Part 139. Administer Department of Environmental Quality Industrial Storm Water Permit and reporting along with HAZMAT spill prevention program. Manages the Airport NOTAM program and directs any required snow removal operations. Formulates plans and procedures for emergency response in the event of aircraft or related emergencies. Solicit quotes and render price comparisons for capital outlay purchases. Assists with preparation of the annual budget by submitting justification and cost estimates for the airfield operations and maintenance sections.

Knowledge, Skills and Abilities

-Knowledge of basic management principles related to leadership, delegation, project management, general accounting and budgeting practices

-Knowledge of federal, state, and local laws and regulations pertaining to airport management, including Federal Aviation Administration (FAA), TSA, NC Department of Environmental Quality requirements

-Knowledge of Advisory Circulars and Federal Aviation Regulations related to airport management

-Knowledge of airport maintenance requirements, materials, and equipment

-Knowledge of aviation safety and airfield security requirements

-Knowledge of current and proposed legislation as it affects airports and air transportation in general, airport security and safety, and air carrier operations; and FAA decisions and regulations

-Ability to effectively supervise, plan, direct, monitor and evaluate the work of airport employees as needed to ensure work is performed accurately, timely, and in compliance with airport policies and procedures

-Ability to make effective decisions by analyzing the problem(s) and alternative solutions and making recommendations

-Ability to communicate effectively, orally and in writing, with employees, the public, airline personnel, and other airport business contacts

-Ability to represent the airport in meetings with a wide variety of airport stakeholders and groups, and make effective public presentations

-Basic computer knowledge and computer software skills relevant to airport communication, operations reports, budget preparation, fiscal monitoring

-Basic financial and accounting skills and knowledge of federal Airport Improvement Program

-Demonstrate ability to organize work, set priorities, meets critical deadlines and complete work with minimal direction
