1 General Situation of the Project

1.1 Background of the Project

At present, heat of buildings in Yangjiazhangzi mine area is mostly supplied by the scattered

small boilers, including 5 small boilers with a running efficiency of 45%-65% and total capacity of 80

tons/ hour; since most of the existing boilers are running in a state of over loading, their heating quality

can not reach the standard that some users indoor heating temperature is merely 13℃; The deduster

and smoke control equipments for the boiler of 1-5MW in the scattered small boilers are too simple and

outmoded that their dust removal efficiency is merely 50%; dust and smoke removal equipments of 6-

10MW are simple and outmoded with a dust removal efficiency of 85%; dust and smoke cleaning

equipments of 10-15MW are simple and outmoded with a dust collection efficiency of 90%; boilers of

1-10MW is running without desulphurization facilities, while boilers of 10-15MW is equipped with too

simple desulphurization facilities having a desulphurization rate of 50%; Consequently, the

atmospheric pollution is getting severe.

The mode of the heating supply by the scattered boiler rooms do great harm to the urban

environment, not noly increase the transportation quantity of the coal, slag and ash, give high pressure

on the municipal traffic and emission pollution of the transportation vehicles but also use vast

construction land and urban green space, which severely affect the cityscape and deteriorate the

environmental quality of Yangjiazhangzi mine area.

Due to the existing problems mentioned above, to build a large heat source with vast heat network

based on central heat supply rather than the scattered boiler room is an inevitable option for its urban

development, which cause the decrease of the energy consumption, land use, soot and emission of SO2,

Nox and lighten the transportation quantity of the coal, slag and ash, give high pressure on the

municipal traffic and emission pollution of the transportation vehicles. As a result, the urban

environment will be greatly improved.

1.2 Name, nature and location of the Project

Project title: Central Heat Supplying Project in Yangjiazhangzi Mine Area

Construction location: Lian Hua Community of Yangjiazhangzi Economic Development Zone

Construction nature: newly built

Project investment and construction period: Total investment 91.75 million yuan, of which, 53%3

from the World Bank loan, the other 47% from self-financing

Construction period: The construction preparation stage is until 2008; the construction stage is

from 2009 to 2010; local heating will be commenced in 2010, general heating will be realized in 2013.

1.3 Contents of the Construction Project

According to this project, 3 water heaters of 29MW, 16 heat exchange stations and a first- Level

pipeline network with a total length of 12.48km will be built. The central heat area north of Yong An

road can come up to 144.3km2 after the operation of this project.

The total manpower quota of this project is 145, including 76 within the heat source plant, in

which there are 60 production staff and 16 managers; and 77 newer from the heating network and heat

exchange stations, in which 32 are from the heat exchange station, and another 45 are managers and

heating network maintainers. louyu exchange stations will be built for 53698m2 heating area. The heat

source factory adopts the system of continuous duty with a heating period of 147 days, daily operation

for 24 hours. See Fig. 3-1 for project compositions.

2 Design basis of EMP

2.1 Performance criteria

2.1.1 Environmental quality standard

(1)Ambient Air Quality Standard

The normal pollutants of environmental air quality shall apply National Ambient Air Quality

Standard Grade Ⅱ. (GB3095-1996). See Table2-1 for the details.

(2)Ambient Noise Standard

Ambient Noise Standard should adopt Standard of Environmental Noise of Urban city Grade

Ⅲ(GB3096-93)60 dB in the daytime, 50dB at night.

2.1.2 Emission Standard for Pollutants

(1)Emission Standard for Waste Gas

Boiler flue gas in the first and second periods is compliance with the maximum allowable emission

standard, according to Emission Standard of Air Pollutants for Coal-Burning Oil-burning Gas-fired

Boiler (GB13271-2001).The uncontrolled discharges of pollutants in coal transportation system should

adopt Integrated emission standard of air pollutants Grade Ⅲ (GB16297-1996). See table 2 – 3 for

details.

(4)Discharge Standard for Solid Wastes

Adopt Standard for Pollution Control on the Industrial Solid Wastes in Liaoning Province (DB21-

777-94)and Standard for Pollution Control on the Storage and Disposal Site for General Solid Wastes

(GB18599-2001).

2.2 Design Basis

This Environmental Management Plan is designed according to the laws and regulations of

environmental protection in People’s Republic of China; World Bank Safeguard Operation Policy;

related environment protection rules and structured documents Huludao City; the design documents of

this project; technical documents on the construction project’s environmental impact assessment of

PRC Environmental Protection Agency; international environment protocols that signed by China; etc.

3.Pollutant produced by the project

3.1 Waste gas emission

Waste gas of this project come from fuel of the boiler, see table 3-1.

From table 3-1, the effluent concentration of fuel gas and SO2 in the air pollutants in this project

can meet the requirement of the limit of period Ⅱof Emission standard of air pollutants for coal-

burning boilers. (GB13271-2001), achieve standard-met discharge.

3.2 Waste water discharge

3.2.1Waste water discharge of the heat source station

The main waste water in this project are softened water drainage, boilers’ sewage water, blower

cooling water, miscellaneous flushing water and domestic waste water, etc. the softened water

drainage, blower cooling water and boilers’ sewerage water are used for slag flushing of cold slag

device and the wetting of ash and slag; the domestic waste water treated by septic tank goes into

municipal drainage network together with miscellaneous flushing water, and finally arrives at sewage

treatment plant, the situation of waste water pollutants discharge in heat source plant is stated in table

3-2.

3.2.2Waste water produced by heat exchange station

One person is assigned on duty for each heat exchange station, that is totally 32 people, moreover

they are the management personnel as well. There is little sanitary sewage water that will not have any

influence on the periphery environment.

3.2.3 Waste water produced by heat network

After the implementation of the central heat supplying project, the working people of heat network

will bring some sanitary sewage water which would be drained into municipal pipeline network.

All of drainage produced by the project will drained into municipal pipeline network and drained

into municipal sewage farm. The water quality of these waste water can meet the need of Water Quality

Standard of the Sewage Discharged into Urban Sewer (CJ3082-1999).

3.3Solid waste produced the project

3.3.1 Solid waste produced by boilers

The solid waste of this project are mainly the ash and slag during combustion of fuel coal and a

little sanitary garbage. The ash and slag (S1) output is 11635.6t/a, which is used for the materials of

brick making; while the sanitary garbage (S2) with an output of 8.9t/a will be delivered to burying yard

for disposal in Yangjiazhangzi. The estimation of the ash and slag quantity in the heat source plant is

specified in table 3-5.

3.3.2 Solid waste produced by heat exchange station and heat network

The output rate of sanitary garbage by working staff of heat network and heat exchange stations

are 0.84t/a and the garbage will be delivered to garbage disposal plant for central treatment by

environment protective department.

3.4 Summary statement of the pollutant generated by the project

The summary statement of pollutant discharge after the implementation of the project is specified

in table 3-6.

3.5Situation of substitute scattered boiler rooms

After implementation, the project will substitute 5 scattered boiler rooms within the heat supplying

area, totally 10 boilers with overall capacity of 80t/h and heat supplying area of 415,000m2.

Table 3-7 shows that the annual discharge quantity of each pollutant in boiler room: fuel dust

110.58t, SO2248.32t, waste water1650t, CODCr0.199t, SS0.29t, and slag 4554t.

After the implementation of this project, all of these small boiler room will be shut down, and all

the low chimneys will be eliminated, which would improve the environmental air quality of

Yangjiazhangzi zone greatly.

Table 3-8 shows the emissions and air quality of each pollutant before the implementation of this

project and after the implementation of that.

4 Analysis of the Environmental Impact

This Chapter is aiming at collecting the negative environmental impact of the project, which is

mainly based on the environmental impact report of the project.

4.1 Status Quo of Environment Quality

(1) Ambient Air Quality

Both the daily mean and hourly value of SO2 in the monitoring spots can meet the standard.

TSP over standard has been found in the monitoring spot.

(2)Acoustic Environment Quality

The noise monitoring value of construction spot and 13 heat-exchange stations is up to Grade Ⅱof

Standard of environmental noise of urban area. (GB3096-93).

The ambient noise surrounding the residential area meets the requirement of the standard.

4.2 Environmental Impact Analysis during Construction Period

4.2.1 Environmental impact analysis on heat source plant and heat-exchange

station during Construction

(1) The impact of blowing dust during construction

The ground blowing dust during construction period is mainly from transportation vehicles and

other vehicles used for construction. The analogy investigation data shows that blowing dust produced

by construction and vehicles for transportation has a significant impact on a range within 30m from

both sides of road, and the concentration of TSP can reach 10mg/ m3 or more.

(2) Waste gas during construction

The pollutants contained NO2, CO, CmHn, etc are the results of the oil-burning machineries and

automobile exhaust. It is showed in the related test result that that the concentration of NO2 is 150μg/

m3, and the impact range can reach 200 m round.

(3) Waste water during construction

Domestic sewage produced by the constructors during construction contained the main pollutants such

as SS, CODCr,is main wastewater

(4) Noise during construction

Noise during construction is generated mainly by the different machines and vehicles, as well as

bulldozer, grab, loader and unloader, pile driver in the primary period, concrete mixer, etc. The noise

intensity and equivalent sound level located at different distances from the sound source is shown in

Table 4-2. Noise attenuation calculated by the attenuation of sound pressure level in free-field of spot

resource.

(5) Waste and backfill during construction

Heat source plant and heat-exchange stations do no harm effect to the ecological environment

during construction. The earthwork generated not cleaning our in time during construction and backfill

will do great effect on the form of secondary blowing dust to the ambient environment on once the

beginning of the heave wind.

4.2.2 Environmental impact analysis on heat pipeline network during Construction

The environmental impact of laying heating pipe network changes with the differences of the

laying methods of pipes.

(1) Analysis on atmospheric environmental impact

The blowing dust is the main reason caused the environmental atmospheric pollution during the

operation of the pipeline network, especially the blowing dust during the earthwork digging and

piling, materials transportation, pavement removing, earthwork backfilling, road recovering, and

vehicles transportation.

(2) Analysis on water environment

The domestic waste drainage produced by constructors is the main wastewater source in the

construction period. If the domestic wastewater is drained directly, water environment in all the regions

will be impacted。

(3) Analysis on solid waste environmental impact

Solid waste includes domestic waste produced by construction workers, building waste such as

packaging bags and building leftover materials.

(4)Analysis on sound environmental impact

The main machine in the construction period includes loading vehicles, road rollers, load-carrying

vehicles, etc. See Table 4-3 about noise of main construction mechanical equipments.

Noise of construction will impact much on resident area or schools around heat exchange

stations, and the first row of building on the road next to the site.

(5) Analysis on traffic impact

The following aspects are the main traffic impact on piping construction in the construction

period:

The piping construction breaks road and blocks traffic;

Piling earthwork and digging road block traffic;

The increase of transportation vehicles will raise the vehicle flow.

(6)Analysis on ecological environmental impact

When digging the piping of this project, it will impact environment in a certain degree but not

make the green land broken. However, vegetation in both sides of the road will be damaged in certain

4.3 Analysis of the Environmental Impacts in Operation

4.3.1 Environmental impact analysis on heat source plant during operation period

(1)Analysis of the Impact on the Air Environment

According to the investigation and analysis of polluted meteorological condition in the region of the

project, we forecasted the possible atmospheric impact for this project. The results are as the

followings:

Ground-surface concentration/hour will be highest (0.00766mg/m3) when SO2 belongs to Grade B

stability and wind speed is 1.5m/s. The max falling distance to ground is located near to 2100m of

the pollution source leeward.

In typical winter days, the daily average max concentration of PM10 and SO2 of this item are

0.00192mg/m3、0.00261mg/m3, which are respectively 1.28% and 1.74% of atmospheric quality

standard.

In typical winter day, the pollutant concentration of Lingqian will be abridged, but the decrement

will not be a large number.

In a word, the new boilers of this project make the environmental air quality concentration

heighten slightly, but as it replaced many small boilers, so the regional environmental air will be

improved generally after the project accomplished.

(2) Analysis on waste water impact

Waste water of the Heat Source Plant includes domestic sewage and production waste water, of

which all the production waste drainage used as humidification of ash and slag , no need to

discharge.The domestic sewage treated by septic tanks the will be discharge into the urban drainage

pipeline network with washing miscellaneous water together, the contents of pollutants in the waste

water are CODCr110 mg/L and SS120 mg/L.

(3) Analysis of Sound Environment Impact

The boundary noise of the project will be some increase at different level because of the utilization

of the water pumps and wind turbines

4.3.2 Environmental impact analysis on heat-exchange stations during operation

period

The noise, given out in operation period of the heat exchange station, will have an impact on the

environmental sensitive spots around it within a certain extent. Domestic sewage, produced by the

working personnel, will have an impact on water environment if they are drained freely. In addition, the

working personnel will produce some domestic waste.

4.3.3 Environmental impact analysis on heating pipe network during operation

period

Air Quality /Plant Site Selection

1. This project is located at the foot of Lianhua Mountain, southeast of Yangjiazhangzi Development Zone where the predominant wind is the northerly. The factory is situated exactly at the lower predominant wind. Therefore, the smoke evacuated from the boiler will not affect the development zone where residents are centrally inhabited, moreover, the factory site is adjacent to the center of heat load, and nor further removing would be involved thanks to a convenient transportation system around and the flat topography. 2.Three water heaters, 29MW, fed by coal are equipped with only one chimney for this project

6 Organization Arrangement According to environment monitoring plan, Environment Monitoring Station consigned by

Heating Company of Yangjiazhangzi Economic Development Area will prepare monitoring report regularly for relevant functional department to audit their monitoring results.

To effectively control or relieve different bad environment influence, the whole process of this

project shall be tracked strictly and scientifically. Environment management and monitoring shall also

be carried out conforming to certain criteria, monitoring and respective managing organization as

follows:

1.Monitoring in site, data analyse and statistic and compiling of monitoring report will be finished

by monitoring organization with the qualification commissioned by Heating company of Yang jiazhangzi economic

8Reporting system

8.1 Monitoring Report

8.1.1Category and Content of Monitoring Report

Monitoring report consists of construction and operation monitoring report.

Perform analysis, assessment on the results during the construction and operation monitoring

period in accordance with relevant standard, with the explanation of monitoring site, sampling time and

monitoring factor.

Assess the result of environment mitigation measures conforming to monitoring results.

Discuss or negotiate with environment supervision organization, environment impact assessment

group to improve or replacement for the bad mitigation measures.

8.1.2 Submitting Time and Monitoring Report Accepter

(1)Submission of Monitoring Report

In construction phase, monitoring report shall be submitted each month with the phase of the

construction. Comprehensive report shall be submitted after construction accomplishment.

(2)Monitoring Report Acceptor:

Monitoring report shall be submitted to Huludao Environmental Protection Bureau, Liaoning

Environmental Protection Bureau, Heating company of Yangjiazhangzi economic development area

and World Bank.

8.1.3 Feedback Requirement of Monitoring Report

Each acceptor shall give their feedback in a month after receiving the report.

Acceptor shall analyze and assess report content within feedback time limit; confirm whether the

environment mitigation measures are effective or not; arrange following work and bring forward

relevant requirements.

Acceptor also shall bring forward improving advice and regulatory scheme (if applicable)on

environment mitigation measures within feedback time limit.

8.2 Records and EMP Implementation report

8.2.1 Record system

To ensure efficient operation of environment management system, Heating company of Yang

jiazhangzi economic development area, the owner, must establish a perfect record system and retain

records in the following respects: requirements of laws and regulations; license; environmental

elements and the relevant environmental impacts; training; inspection, check and the maintenance;

monitoring data; substandard, the effectiveness of precautionary and remedial measures; information of

parties concerned; verification; examination. In addition, proper control over the records

aforementioned must be exerted, including: records ID, records collection, catalogue, filing, retention,

management, maintenance, inquiry, retention period and process etc.

8.2.2EMP Implementation Reports

Heating company of Yangjiazhangzi economic development area should keep a detailed record

concerned with the EMP implementation, which should be reported to Project Office in time; the

project schedule report made by Project Office must include EMP schedule, such as the schedule and

effect of EMP implementation. The annual EMP implementation reports should be completed within

the specified time and submitted to the World Bank.

EMP implementation report should cover the contents below:

Project progress;

Implementation of training programs;

If there is public complaint, if any, keep records of what they mainly complained, solutions

provided and the public satisfaction;

EMP implementation plan in next year.

9Training Plan

All employees shall be trained with environmental protection knowledge and skills especially the

constructors in order to carry out this project smoothly and effectively. Training includes not only the

importance and meaning of the pilot project, but also different training emphasis for employees in

different position according to the management level and the importance of the environmental

protection position. See details in Table 9-1.

10 Public Participation Plan

10.1 public Participation before the implement of the project

In accordance with the requirement of environmental assessment guideline of the World Bank and

the state laws and regulations of environmental protection, and on the basis of the principle of fair,

public, real and objective investigation, objects participating in the investigation of this environmental

assessment chiefly include residents peripheral area of the site of factory planned to be selected for the

project, areas around heat-exchanging station and along the pipeline net, mainly the public of different

sexes, occupations and different record of formal schooling and having independent ability to judge,

over 18 years old. The field of investigation is same as that of project assessment, being the public

within 24km2 rectangular ranges with the factory site of project as center. The area of investigation

contains Yangjiazhangzi diggings, Yushugou, Xiaomajiagou, Gaoheshanggou and Heiyugou and other

areas.

In accordance with the condition of the first round of the public's participation in investigation,

although 100% of the public agreed with the construction of the project, there still part of the public

posed some problems:

(1) Small part of residents worried about that the construction of the heat-source plant might

cause local environmental air quality to become deteriorate

(2) A part of residents along the pipeline net considered the construction of pipeline laying

would affect traffic and lead to interference to residents’ living near pipeline net.

(3) Small part of residents did not agree with constructing heat-exchanging station nearby

dwelling house.

On the conference, directed against all problems posed by the public at the previous stage, the

owner expressed the following methods were planned to take to solve the problems as bellows:

(1) For the problem posed by residents that they were worried about that the construction of the

heat-source plant might cause local environmental air quality to deteriorate, the construction unit gave

a detailed explanation in the course of paying a return visit. Because the construction of the heat-source

plant correspondingly substitutes 5 small boiler rooms in the area, totaling 10 sets of boilers,

environmental air quality in the area will somewhat be improved than that at present. Residents can

completely dispel their misgivings (or worries) on this respect.

(2) In view of the situation of a part of residents worrying about that the process of pipeline net

construction would produce interference to day-to-day living, the construction unit made a promise to

the residents: reasonable arrangement will be made to the construction plan and working area in the

course of construction and sensitive places close to residential area and hospitals will not carry out

construction at night, and sound-insolating barrier will be set up when necessary; Furthermore, the

construction unit will require construction contractor to shorten construction to the full so as to reduce

influence of pipeline net construction on the daily living of residents at maximum.

(3) According to the opinions that have feedback, a small part of residents opposed building heat-

exchanging station near dwelling house. These residents considered that although the influence of heat-

exchanging station over atmospheric environment and sound environment has somewhat reduced than

that caused by residential districts, the noise produced during the operational period of heat-exchanging

station still exists problem that disturbs residents. The construction unit made a promise for this that

stations that will possibly generate greater influence over sound environment in residential quarters will

install sound-proof cover on the equipment that produces noise to ensure the sound environment in

residential quarters to attain the requirement of corresponding standard.

Through the 2nd round of work of paying a return visit, most majority of the public have a certain

degree of understanding and recognition of construction content of this project, basic clear about the

environmental impact that the project will generate and alleviating measures and basically eliminate the

worries about negative impact that the project is about to produce. 100% of the public gave energetic

support to the project.

10.2Continuous Public Participation Plan

A random callback survey should be conducted each quarter during the construction period and

within 3 years after the project comes into operation. Besides, on-site investigation meeting where

there is a public participation should be held annually in the area where environment-sensitive

targets are centralized.

Based on the quarterly survey and annul findings, appraise the public and perfect the

environmental mitigation measures if necessary.

10.3 Channels for complains of dissension

Establishment and composition of complaint organizations

A complaint system will be established to better secure the legal rights of the affected person and

provide an easy, transparent, fair and effective channel for complaint. Therefore, The Leading Group

For Accepting The Environmental Impacts Complaints occurred under this project has been set up,

which consists of the group leader who are working in Huludao Environmental Protection

Administration, and the members from Environmental Monitoring Station and other organizations for

environmental impact assessment. Office for Accepting Complaints, which is affiliated with the

Leading Group for Accepting the Environmental Impacts Complaints, is set up in Hludao Environment

Protection Administration. The daily complaints should be accepted and sorted by the Office for

Accepting Complaints which shall, after negotiating with the relevant organizations reliable for the

complaints, put forward treatment opinions.

Complaint procedures

The Leading Group and the Office for Accepting Complaints will accept the complaints filed by

the public within one week after the construction starts. Bulletin boards should be erected in all

construction sites during the construction periods and personnel responsible for the safety &

environmental protection should be appointed. Meanwhile, special lines and mailbox should be opened

for complaint. The detailed procedures for complaints are stated as follows:

In case that the affected person deems that his own right involved in the environmental protection

have been violated, he may file a complaint thereof to the Complaint Acceptance Office, in written or

verbal form. If a verbal complaint is filed by the affected person, members working in the Complaint

Acceptance Office shall make detailed records of the complaint, sort those records afterwards, and

submit treatment opinions within two weeks.

In the event that the complainer is not satisfied with the solution provided by Complaint

Acceptance Office, he may file a complaint in writing to Huludao Environmental Protection

Administration which will make opinions for handing with this complaint within three weeks.

In the event that the complainer remained unsatisfied with the proposals by Huludao

Environmental Protection Administration, he may, upon receipt of the proposals, bring his complaint to

the local court, to be judged by the court pursuant to The Civil Procedure Law of the People s Republic
