The Financial and Administrative Assistant, Mr. IYALA KOMBE, was accompanying him. The visit was an opportunity for the Secretary General to submit to his hosts the initiatives taken by UPDEA in the various fields of member activities and to get cognizance of the problems facing the latter. As regard the outcomes of the visit, one must admit that these were positive SOMELEC (Mauritania) In Mauritania, the UPDEA delegation paid a visit to SOMELEC (the national electrical power company) and had held meetings with the authorities of the Ministry of Energy and Oil as well as with the National Agency for Rural Electrification Development (FADER) At SOMELEC headquarters, discussions were held with Mr. Mohamed OULD BAHIYA, Director General in the presence of his main collaborators, SENELEC (Senegal) At SENELEC, the Secretary General held discussions with Director-General, Mr. SARR. A. SAMUEL assisted by his closest collaborators, namely Mr. GUEYE ABDOULAYE, Secretary General, Mr. MOUSSA SENE, Design and Engineering Manager and Mr. Moustaph BAIDY BA , Head of the Planning Department. Such talks mainly focused on the projects and actions currently undertaken by UPDEA for the development and integration of the African power sector. There was also talk of the information which UPDEA would like to obtain on SENELEC’s experiences in the field of institutional reforms. Regarding projects, the Director General of SENELEC mentioned some constraints to overcome in matters of cross border electrification and he suggested that appropriate agreements be signed to that effect by the companies of the bordering countries. As to the project on the establishment of an African Fund for the Development of Rural Electrification (FADER), the Director General of SENELEC also suggested that the local communities and Arab Development Banks take part in the financing of FADER. The contacts established by the UPDEA Delegation ended with a visit to GTI (an independent power producer) and to the cabinet of the Senegalese Minister of Energy who supported without any reservation the FADER initiative. WORKING VISIT OF THE UPDEA SECRETARY GENERAL TO MAURITANIA-

SOMELEC (Mauritania)In Mauritania, the UPDEA delegation paid a visit to SOMELEC (the national electrical power company) and had held meetings with the authorities of the Ministry of Energy and Oil as well as with the National Agency for Rural Electrification Development (FADER)At SOMELEC headquarters, discussions were held with Mr. Mohamed OULD BAHIYA, Director General in the presence of his main collaborators, namely Mr. SIDI M’BAREK OULD BIHIZID, Technical Manager and Mr. BECHIR OULD MOHAMED LEHBLB, Commercial Manager.The Latter informed the Secretary General of the technical and the financial situation of their company which shows that it has undergone very hard times over the last few years and it is only now that it is beginning to come to the end of the tunnel.

SENELEC (Senegal)At SENELEC, the Secretary General held discussions with Director-General, Mr. SARR. A. power production)Upon reviewing the projects and actions currently undertaken by UPDEA for the development and integration of the African power sector, the Secretary General invited NAWEC to get involved in such a process aimed at building Africa, a process requiring a very active cooperation among electrical power companies. After a brief comment on the difficulties faced because of the communication problems, NAWEC’s delegates confirmed:- The active membership of their company- The will of their company to take part as of now in all the

Union’s activities and to cooperate with the other electrical power companies.

For better communication with the Secretary General of UPDEA, NAWEC’s representatives undertook that their company will appoint its UPDEA Correspondents and the Databank Correspondent within the shortest possible time.

FIRST AFRICAN UNION COMMISSION CONFERENCE OF MINISTERS

RESPONSIBLE FOR ELECTRICITYADDIS ABABA, ETHIOPIA-20-24 MARCH 2006

INTRODUCTIONUpon invitation of AU Commissioner in charge of Infrastructure and Energy, Dr Bernard ZOBA, UPDEA participated in the experts’ Session in preparation for the first African Union Conference of African Ministers responsible for Electrical Energy, held from 20 th to 24th March 2006, with the theme “Common Vision and Strategic Framework for a Continental Policy”. The UPDEA Secretary General, Eng MUTIMA SAKRINI was invited to take the floor in the opening ceremonies of both the Experts’ Session and the Ministerial Conference.Delegates from 36 African countries (Algeria, Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, RCA, Congo Brazzaville, Côte d’Ivoire, Egypt, Ethiopia, Gabon, Gambia, Guinea Conakry, Kenya, Liberia, Libya, Malawi, Mali, Mozambique, Namibia, Niger, Nigeria, Rwanda, Senegal, Somalia, Sudan, South Africa ,Tanzania, Togo, Tunisia, Uganda, Zambia et Zimbabwe) attended the meeting together with representatives from Regional Economic Communities (RECs), the five regional energy pools (WAPP, SAPP, EAPP, PEAC, COMLEC), and regulatory authorities.Also in attendance were representatives of regional and continental organizations (AFREC, AfDB, and NEPAD) as well as international organizations, especially ECA, OIF, EU and UNEP.

The session was officially opened by the Commissioner for Infrastructure and Energy of the African Union, after welcoming remarks by the Director of Infrastructure and Energy of the African Union Commission and speeches by the Secretary General of UPDEA and representatives from United Nations Economic Commission for Africa (UNECA), African Development Bank (AfDB) and European Union (EU).The following agenda items were presented and discussed by the experts: Vision, Mission, Objectives and Strategies of the African

Union Commission in the Sphere of Infrastructure and Energy.

African Electricity Sector, Status and Prospects. Infrastructure Development (NEPAD) Medium to Long-Term

Strategic Framework (MLTSF) Policies and Strategies for an accelerated and sustainable

development of the sector. Continent-Wide Institutional Framework for Coordination in

the African Electric Energy Sector. Regulation as a tool for action and support to sub-regional

and regional initiatives (NEPAD, Integration Programmes…) Capacity Building in the African Electricity Sub-Sector. Experience of Power Sector Reform in Africa: The Quest for

Sustainability. Summary of the Project for the Establishment of the African

Electrotechnical Standardization Commission (AFSEC) Report of the Working Group on the Initiative to set up and

African Fund for the Development of Rural Electrification (FADER)

Progress in the implementation of the recommendations of the World Summit on Sustainable Energy Development

OPENING CEREMONYThe opening ceremony was marked by the addresses of the representatives of the UNECA, UPDEA, AfDB, EU and the Commissioner of Infrastructure and Energy of the African Union.Address of the Representative of the UNECAThe UNECA Representative mainly highlighted the need to adopt, at continental level, a coherent plan of action and an integrated vision of developing the energy sector in the medium and long term, as it is the case with the vision for developing the water sector by the year 2025.Address of the Secretary General of UPDEAThe Secretary General of UPDEA stressed the need for a common vision to build coherent policies at continental level in the electrical energy sector, and especially the need to consolidate the gains resulted from the setting up of regional power pools to move forward the integration of the continent in the field of electrical energy. Finally, he urged for the swift realisation of initiatives launched jointly by UPDEA and AU with regard to the setting up of AFSEC and FADER, so as to accelerate the electrification of the continent.Address of the Representative of AfDBAfter presenting the actions of AfDB in the energy sector which went from 5% to 25% of the total commitments of the AfDB in the last 5 years, he wished to see African countries give priority to infrastructures in the energy sector in elaborating their national strategic programmes and called upon the Members States which had not included the energy sector in their field of priority activities to do so.Address of the Representative of EUThe Representative of EU, Mr. Enrico Strampelli on his part, underscored the excellent relations between the EU and AU, and the common vision on the hope to attain the Millennium Development Goals (MDGs), and presented the ACP-EU energy facility and the EU-Africa partnership aimed at attaining the MDGs.He noted the growing consensus on the fact that energy, especially electricity, is primarily for development and that access to modern energy is still very limited in Africa.He reaffirmed the EU’s determination to bring its quota to Africa through the new mechanism called “EU Energy Initiative”, which offers a framework for dialogue with African institutions, which should on their part, assert leadership on their own development.Address of Dr Bernard ZOBAThe Commissioner first of all appreciated the work of the work group of experts and the partner organizations of the AU for their contribution in the technical preparation of the conference, especially the UNECA, AfDB, AFREC, UPDEA and NEPAD.He also greeting the presence of regional and international organizations working in the energy sector, which should be taken into account in formulating development policies everywhere in the world.He briefly recalled the priority activities of the African Union Commission in the electric energy sector, namely:

* The elaboration of a policy and strategies for the development of electrical energy in Africa;

* The elaboration of a Continental Master Plan that would facilitate the integration of electrical energy infrastructures; and

* Support in the realization of major regional and continental energy infrastructural projects.

He emphasized the commitment of the Commission to work closely with RECs and specialized institutions by playing the leadership role of coordination, harmonization, facilitation, advocacy and change agent.

He further pointed out the need to define a common vision of strategies and orientations to promote the development of the electricity sub-sector.He also stressed the importance of creating a continental institutional framework for coordinating the energy sector under the political leadership of the African Union.

ELECTION OF THE BUREAUFollowing consultations and according to the procedures in force, the following Bureau was established:. Chair : South Africa. 1rst Chair : Congo Brazzaville. 2nd Chair : Egypt. 3rd Chair : Uganda. Rapporteur : Senegal

MINISTERIAL DECLARATION AND DECISIONThe meeting of ministers considered the full report of the experts.The gathering of African ministers responsible for electrical energy commended the work of the experts and accepted their report.Thereafter a ministerial declaration was made and an action plan discussed.

The African ministers’ conference made among others the following commitments and decisions:Commitment to:

Support and strengthen the African Energy Commission (AFREC).

Highlight the importance of integrating regional projects including the interconnection of electric networks.

Decision to: Work together to use the energy potential, particularly the

hydroelectric potential of Africa, as a major renewable energy option.

Establish an African Fund for electricity with a special window designed specifically for rural electrification. A specific study will be carried out very soon on the subject in order to define practical modalities of the establishment of this Fund

Establish the African Electrotechnical Standardisation Commission (AFSEC) and hold under the auspices of AFREC, its Constitutive General Assembly

The ministers virtually accepted all the recommendations of the experts. It was motivating to observe that even though the meeting was the first of its kind, the ministers took bold steps and made decisions on the development of African hydroelectric potential, establishment of cooperation and coordination mechanism, funding for electrification, establishment of AFSEC and ratification of AFREC.

ROUND TABLE ON THE HYDROPOWER DEVELOPMENT STUDY OF THE INGA SITE

(Kinshasa, 30-31 march 2006)

A Round Table jointly organized by the Government of the D.R.Congo and the African Development Bank (AfDB) was held in Kinshasa from 30 to 31st March 2006.It had the following main objectives:

- To clearly identify the stakeholders in the Inga hydropower development at the national and international level,

- To reach a consensus among the stakeholders at the national level on the various alternatives and on the global approach of the Inga hydropower development as well as on the action plan,

- To define a procedure for expression of interest by the stakeholders in the Inga hydropower development and in the plan of action. (ex: potential consumers, investors and promoters development partners, …etc,)

The Round Table was attended by more than 60 delegates representing ministries, AfDB, the parliament (Senate and National Assembly), SNEL, public and a private company, NGOs, the polytechnic faculty of Kinshasa and other public and private bodies.

The presentations and exchange of views made throughout the meeting have resulted in the following recommendations:* Preservation of environment

It has been recommended to: establish an appropriate legal scheme (frameworks bill on

environment, regulation, policy and sectoral implementation measures),

to abide by international environmental arrangements, to establish a sustainable system for environmental

assessment* Management of the INGA site

It has been recommended to establish a structure that is independent from SNEL and that will enjoy the status of a distinct legal entity and autonomous management

* Global approach of the Inga Site DevelopmentThe energy requirements in the medium term both at the internal and external scale approximating 11500 MW could only be met if the Grand Inga power plant is built with a 13500 MW (18 machines of 750 MW each) capacity in a first phase.A consensus emerged over the construction of the Grand Inga power plant while recommending to get into touch which WESTCOR (*) to see how to integrate it adequately in the completion of the first phase of the Grand Inga (13500 MW) as initially envisaged. This is all the more justified given that the construction costs of the Inga 3 power-plant and the 1st phase of the Grand Inga is almost equal.* Expression of interest in the development of INGA siteThe round table recommended the setting up of a small structure in charge of recording expressions of interest of stakeholders in the development of INGA site. This structure which will use data available should be led by the Ministry of Energy.* SNEL ReformThe Round Table recommended that the SNEL institutional reforms process be speed up. The option agreed upon by the round table would leave “generation and transmission “to SNEL open up distribution and marketing to other partners, in other words, SNEL would keep existing facilities (Inga1, Inga 2 and transmission lines)

and a new structure will be set up to manage the future facilities to be built.

INTERCONNECTION OF POWER NETWORKS IN AFRICA

Ethiopia and Kenya held first round discussions in Addis Ababa on March 22 and 23, 2006 to connect the power systems of the two countries with transmission line. At the end of the discussions a minutes of meeting was signed by Mr. Miheret DEBEBE, General Manager of EEPCO (Ethiopia), Mr. Edward NJOROGE, managing Director of KenGen (Kenya) and Mr. David MWANGI, for the Managing Director of KPLC (Kenya), in the presence of ministers and ambassadors from both countries and the acting Executive Secretary of Eastern Africa Power Pool, Eng NEGASH Engedasew.In this meeting both sides stressed the need to cooperate in the field of electric power, specifically to utilize the hydro power potential of Ethiopia for the development needs of the two countries.The salient points of the Agreement is as follows:

To jointly draft Terms of Reference for the interconnection of the two power systems (feasibility study, conceptual design, tender document preparation, draft power purchase agreement and draft construction, maintenance and operation agreement);

To jointly approach development partners for the financing of the studies and implementation of the project:

Both parties to consider committing their resources to fast track the feasibility study;

To establish project implementation teams in both countries; Technical cooperation in the field of Geothermal power plant

operation and maintenance, hydro power plant construction, live line transmission line maintenance, rural electrification and customer service.

Other areas of cooperation to be identified.The African Development bank have already expressed its willingness to consider financing of the transmission interconnection project.

On March 15th 2006, at the headquarters of SNEL in Kinshasa, the executives of National Electricity Companies of the Democratic Republic of the Congo (SNEL), of the Republic of Angola (ENE-EP), and of the Republic of Congo (SNE), signed a Memorandum of Understanding to carry out feasibility studies and implementation of

an interconnection line project INGA (DRC) - Cabinda (Angola) – Pointe Noire (Congo).The three national companies were represented as follows:- Société Nationale d’Electricité (SNEL), by Mr. VIKA di PANZU,

Chief Executive and Mr. MPUTU BOLEILANGA, Technical Director and member of the board,

- Empresa National de Electricidade Empresa Publica, ENE-E.P by Mr. Eduardo Gomes NELUMBA, Chief Executive and Mr. KILELE wa TSHAMBA, Director

- Société Nationale du Congo (S.N.E) by Mr. Albert Camille PELLA, Chief Executive.

Presents at the meeting were the experts assisting them as well as the Permanent Secretary of the Central African Power Pool (P.E.A.C.), Mr. Bruno KAPANDJI KALALA. The memorandum of Understanding represents a decisive step in order to translate into reality the willingness of the governments of the three countries that since 1989 were determined to use all ways and means to secure access to electricity for the largest number of the population of the sub-region. For this phase, inhabitants of MOANDA (DRC) of the CABINDA province (ANGOLA) and the city of POINT NOIRE (R.C) are the one concerned as well as the communities that the lines will cross through.The project includes:- Construction of a High Tension Line of

approximately 300km, from INGA dispersion station to POINTE NOIRE (R.C), going through MOANDA (D.R.C) and CABINDA (Angola).

- Electrification of surrounding villages crossed by the High Tension line.

In the near future, a call for tender will be issued to contract a consulting firm to carry out the studies.Potential donors shall be contacted to raise funds for this project. Some of them have already expressed interest in the said project.

WORKSHOP-CONFERENCE OF CEOs OF AFRICAN POWER UTILITIES

Theme : « Improving performances of African power utilities through good governance»

Addis-Ababa, 05 – 06 june 2006

Strengthening the capacities of the leadership (MDs-CEOs) of African power utilities to face the challenge of good governance.

Improving their knowledge with regard to the concepts and tools of strategic management most adapted to the African realities in order to enhance operation and performance of their utilities.

Establish South-South transfer of know-how between MDs, CEOs of African power utilities

Boards’ Chairmen Managing Directors and Deputies Boards’ members

Through this workshop, the participants will be enabled to compare their concepts and managenent practices with the new concepts of good governance.

Attendants will be able to explain the content and usage of the strategic course followed, namely the balanced scorecard using their own realities and /or experiences met elsewhere.

The participants will be in a position to identify the manager’s personality role in the process of contributing to successful governance and identify the means of enhancing it, while discussing the best approaches to exercise the leadership and necessary power to develop the utility.

They will be in a position to take up personal valorisation options (implementation) of workshop achievements in their utilities.
