Introduction

Mission Statement:

Our Company, SAE Consultants strives to provide our customers with cost effective and innovative ways to improve their schools using the budget provided. We promise to maximize the money you have in the most resourceful ways possible to improve the program in need.

Budget:

In our board proposal for Bedrock School District we have explained many improvements that can be made to the athletic facilities. These improvements will help increase student athlete participation. The improvements we have suggested will be planned over a two year process. Funding will be provided by the government who has allotted $2.5 million over the two years, giving $1.5 million in the first year and $1 million the second year. This money is in addition to the $400,000 budget that the school district already has for the athletic department. However, in the second year, this budget will increase to $450,000. Any unused money in the first year will not carry over into the second year’s budget. Our ideas for the first year include, adding lighting to the Bedrock Stadium and changing the grass to astro turf. In addition to this we would also install a rubber track around the field for the track and field athletes. The All Purpose field would also get astro turf. In the second year, we would focus on the gymnasium, by adding permanent seating, a new floor, and new machines to the weight room. We would also like to add both a girls and a boys soccer team by the second year. We believe that with making these changes to the facilities and adding new teams, it will increase participation of students in athletics.

Proposal for year 1:

SAE Consultants propose that in year 1 the funds will be focused on Bedrock Stadium by improving the lighting and the track, the gymnasium, hiring a new Athletic Director and an assistant, as well as adding a Men’s and Women’s soccer team. We also feel that it is important to implement a set discipline policy in year 1. With many new updates to the facilities, athletes will be held to higher expectations in order to participate in sports and take advantage of the updates that will be beneficial to improving their skills.

I. Bedrock Stadium Improvements

A. Proposal for lighting Improvements at Bedrock Stadium:

Bedrock Stadium was built in 1985 and has not received any updates since. The stadium currently has no lighting and many games are played in the evenings. SAE has decided to add permanent stadium lighting. Lighting is essential for the stadium because both the track team and football team use the stadium for practice as well as meets and games. This field will have to be used at night to make sure that the schedules of the two teams do not overlap or interfere in anyway. We can light the field for approximately $300,000. This includes lighting levels of 30 footcandles and assumes that a power source is adequate and within 100 feet of one of the four poles. This will ensure spectators can see the games and enjoy being in the stands.

Total cost: $300,000+15,000 per year=$315,000

B . Proposal for track improvements at Bedrock Stadium:

We are also allotting money to update the track around the stadium. Currently the track is an asphalt- bound track, but we would like to install a rubber track for many reasons. This type of track requires less maintenance each year and can improve performance for athletes as well as reducing injuries. A rubber track would be a great improvement for PE classes, team conditioning for multiple sports, and for track to practice and hosts meets. Below is a cost analysis chart for a rubber track over the next 20 years. The cost is approximately $510,000 to install it but additional charges to restripe or resurface come in the later years, around $7,500 and $720,000 respectively. The only cost that would be covered in our budget of year 1 would be the initial installation cost. As you can see, the chart shows the total cost to maintain the track over the next 20 years. We feel that Bedrock will be able to maintain the track with their budget in the later years because facilities will not require as much upkeep as they do now.

II. Bedrock Gymnasium Improvements

A. Proposal for permanent seating:

The Bedrock Gymnasium was built in 1954 and was updated in 1965 and in 1987. The gymnasium seats 1200. This gym is the location for both volleyball and basketball, and it has a total of 6 hoops. The seating that is provided now requires manual operation, this takes extra time when preparing for a game. The facility holds 1200 spectators but we believe with new permanent seating we could increase this number and maximize the amount of people that can be held in the gym. We will also maximize the efficiency of the setup time. The estimated cost of permanent seating is $125. We propose to expand the seating to 2500. These seats are connected by rows and retract against the walls automatically.

2500($125)=$312,500.

B. Proposal for new flooring:

The floor of the gymnasium was last replaced in 1987 with wood flooring. The floor is refinished every two years. The company that we have recommended, “Robbins Sports Surfaces”, has a Bio-Cushion Classic flooring that provides an excellent and durable surface for both athletic and non-athletic activities. The initial cost of refinishing the floor is $8 per square foot. Bedrock Gymnasium is 84’ by 50’. This would be a total of 4,200 square feet. This means that the total cost would be $33,600 for the cost of materials. Plus the installation fee which would cost approximately $10,000. Then the bi-annual upkeep costs $4,000-5,000. The average lifespan of a wood floor in a gym is approximately 50 years.

Total Cost Year 1: $33,600+$10,000=$43,600

III. Hiring Process

A. Hiring of Assistant AD:

Job Description:

The assistant athletic director will work in collaboration with the head athletic director. He or she will be held responsible for overseeing certain areas of the department such as coaches and athletes success on and off the field. An assistant AD will also be responsible for assisting the athletic department in reaching their goals. The assistant athletic director will communicate with athletes as well as promote academic achievement.

Specific Duties:

· Assist with developing programs

· Communicate with athletes and oversee coaches

· Assist in organizing and supervising athletic programs

· Oversee all athletes academic records

· Promote academic achievement

· Assist with recruiting any potential new coaching staff

Qualifications:

· Bachelor's degree

· 5 or more years of experience in sport management, coaching or physical education

· Teacher licensure not required but encouraged

· Strong math, business, management, organization and communication skills required.

· Ability to work well with adolescents and adults

· Great technological skills, social media skills

Salary and Benefits:

After careful review our firm has located in our budget to offer the assistant athletic director a yearly budget of $55,000. With the addition of the 28% benefits, it will bring the total value to $70,400. With this amount we will not be exceeding our budget and we will be able to offer a competitive amount at the same time. We have compared the amount above to other assistant athletic director positions, and after further research we are able to show the differences. This will be shown in the charts located in appendix B.

Hiring Process:

The hiring process began with a distribution of ads throughout several type of media such as, the local newspaper, as well as on teamworkonline, and linkedin. Candidates either mailed their completed application and resume in or submitted it through the website. After receiving a list of suspectful candidates we narrowed the list down to three people and held an in-person interview on April 7, 2017. The interview process for the suspectful candidates was held in the athletic director's office and the principal the assistant principal, and the AD were present during the interview. During the interview notes were taken by the AD, the principal, and the assistant principal of any strengths or weaknesses of each candidate. After every candidate had a chance to interview the AD, principal, and assistant principal took the time to review their notes and mutually decided on a candidate who best fit the position considering all factors.

In-Person Interview Questions:

1. Explain a time when you failed in a sport setting and how you handled the situation?

2. How can any past experiences carry over to this position in helping you achieve?

3. Describe a situation where you had to plan or organize something

4. Do you have any experience in fundraising, and if you could what type of fundraising events would you have held at Bedrock?

5. What makes a successful athletic event and why?

6. Do you have any experience with finances, and if so please explain?

7. Why do you want this job?

8. How do you decide what gets top priority when scheduling your time?

9. What do you consider to be your biggest achievement?

10. Do you have any questions for us?

Our Recommendation:

After careful consideration and after reviewing the long list of candidates, we recommend for you to hire Brian Cunningham. Mr. Cunningham has completed his bachelor of science in physical education as well as received his masters in sport administration which is above and beyond our qualifications. He has prior experience working in the athletic department at a DII university which he can transfer prior knowledge to Bedrock. He has a background with many years of coaching and being in administrative roles including the director of facilities showing his substantial leadership skills as well as communication skills. He has also tried to get the AD position the past three times which shows that he is a persistent person and will not give up on the things he wants. His salary requirement is 45,000 dollars and he is willing to work 30 hours during the week including weekends.

Our core values are Respect, sportsmanship, pride and leadership skills. We as a staff promise to do our best to sharpen these skills in students and to lead by example.

B. Hiring of Athletic Director

Job Description:

The athletic director will be in charge of overseeing the athletic department at Bedrock High School. The athletic director will also have the responsibility of supervising the coordination of athletic events as well as the management of the athletic department's budget and any other financial activities that occur. He or she will also be in charge of any hiring and firing of coaching staff that may arise. This position is a management position that plays a substantial role in the responsibility of the athletic department and its day-to-day functions. The athletic director will communicate with the public in both a face-to-face setting as well as over the phone.

Specific Duties:

· Provide guidance for the school's sports program

· Be able to coordinate with coaches about game and practice schedules

· Be able to allocate time for various sports and locations

· Be knowledgeable on the academic standing of student-athletes

· Oversee facility management

· Assist in the development of Bedrocks athletic department website

· Manage the athletic department's budget

· Attend all home athletic events

· Assist with the hiring and firing of coaches

Qualifications

Mandatory:

· Bachelor’s degree in Sport Management or a closely related field

· Knowledge or experience with financial and budgeting skills

· Knowledge in the development of athletic programs

· Strong communication skills, both verbally and written

· Great organizational and scheduling skills

· Be able to work well with others

· Be able to handle and execute any student athletic issues that may occur

Preferred:

· Experience in athletics, physical education, or a closely related field in preferred

· A master’s degree in Athletic Administration or experience working as an assistant athletic director is preferred

· Spanish as a secondary language

Hiring Process:

The hiring process of the athletic director follows the same steps and guidelines as when hiring the assistant athletic director. The position of the athletic director being open will be displayed and an application will be provided through media. All candidates will have the opportunity to be considered for the position by completing the interview process and will be further contacted of our decision.

In-Person Interview Questions:

1. Describe your ideal coach, and why you answered the way you did

2. Based on past experience, what can you bring forth to this job title and how will it be an aid to you if you were to be hired?

3. Have you ever had to fire a coach? If so, what were your steps?

4. Tell me about a time where you had to coordinate or manage an event

5. If you were hired, how do you see our athletic department improving?

6. Why do you want this job?

7. Tell me about a time when you experience a difficult situation, and how you handled it

8. What do you believe is your biggest strength, and what you see as your biggest weakness?

9. If you have ever led or developed a sporting event, what was your role?

10. Do you have any questions for us?

Our Recommendation:

Based on his resume, previous experience, and his interview, our firm recommends you hire Harrison Roth for the position of the Athletic Director. His bachelor degree in Sport Management as well as his masters in Sport-Administration make him an ideal candidate for the Athletic Director position. He spent three years interning at a DIII university in athletics which shows that he his very knowledgeable of the skills and qualifications it takes to manage an athletic program. The amount of time he spent as an intern is also favorable due to his willingness to learn and gain hands on experience. He also has experience in hosting a radio show on high school recruiting which demonstrates his strong communication skills as well as his knowledge of media and how it works through sport. He possess the qualities, skills, and qualifications that we believe the athletic director at Bedrock High School should have. His salary requirement is $45,000 and he is willing to work full-time including nights, weekends, and during summer months as well.

V. Disciplinary Policy

As a student athlete, you have a responsibility to your teammates and the school to represent them both in the best way possible. Many younger kids and other students look up to athletes as role models so do your best to not let these people down. As an athletic department we want to provide our student athletes with the tools and guidelines to learn self respect, respect for others and respect for authorities while sharpening their athletic skills and lifelong values set in place by participation in a team. Our core values are respect, sportsmanship, pride and leadership skills. We as a staff promise to do our best to sharpen these skills in students and to lead by example. Below we have listed a number of rules that each athlete will have to abide by not only during their season but throughout the whole year. Each athlete will be required to sign a code of conduct agreeing to these rules before the beginning of each season. This will insure that both the student athletes, coaches, and athletic directors will all have the same understanding of what the is expected of the student athletes.

1. The use of profanity is unacceptable in any place and at any time.

2. Dress professionally for away games and practice/spirit wear on home game days. For dressing up, males should wear button downs, ties, and khakis/dress pants, females should wear skirts, a nice shirt, or dress. No jeans allowed.

3. Exhibit appropriate behavior, set a good example, represent your school well.

4. The use of alcohol, drugs or tobacco is NOT permitted. The possession, use, consumption or distribution of any of these will result in suspension from 3 games. A second offense will result in being kicked off of the team.

5. If drug use is suspected, the department has the right to perform random drug testing.

6. Discrimination is not permitted in any capacity. It is a serious offense and can result in being kicked off of the team.

7. In order to participate in practice or game the athlete must be present at school for at least half the. Any absence must be an approved excused absence.

8. Any physical altercation that involves a student athlete will automatically result in a one game suspension and it is up to the coach for further punishment.

9. Each athlete must maintain at least a 2.0 GPA to be eligible to play any sport.

Proposals for Year 2:

In Year 2, SAE Consultants will focus on updating the all purpose field, expand the weight room in the gymnasium, and add Varsity Men and Women’s Tennis teams as a new sport for athletes to participate in.

I. All Purpose Field Improvements:

A. Proposal for astroturfing the field:

By changing the all purpose field from grass to turf we see many benefits. This field is mainly used by physical education classes. By having grass, classes can easily be ruined by the weather and can be effected for many days. Installing astroturf could eliminate this problem.

The estimated cost of the astro turf is $4.75 per square foot. The chart below provides insight into why astroturf is the more efficient option. It is more expensive upfront, but lasts much longer.

II. Proposal for bigger weight room and cardio machines:

As of now, there are no cardiovascular machines in the weight room. Also, the weight room is an old larger storage closet which can hold right around 30 people. We propose the purchase of two elliptical machines and two treadmills so the students will have cardio machines. The cost of two elliptical machine is approximately $4000 and the cost of a treadmill would be approximately $1500. The total cost of the proposed purchase of equipment would be $7000. Since the room is so small and can currently hold only 30 people, we also propose the addition of a modular building. The cost would be $24,000. We want to purchase 1 acre of land. On one half of the land we will build the new tennis courts ( proposed in next section). The other half will be the location of the new modular weight rooms. We will purchase this land for $65,000 for one acre. We propose that this modular building be placed on the other half acre of land that we purchased to build tennis courts. This will utilize the space we purchased to expand the weightlifting room to be large enough to fit more than 30 people.

Purchase of new weights:

-Weightlifting bars and plates : $325(2)= $650

-Benches: $545 (2)=$1,090

Total Cost: $2000(2)+$1500(2)+$650+$1090= $6,040

III. Proposal to Add New Sports:

A. Proposal to add Men’s and Women’s Tennis:

With tennis being added to the list of sport teams we would need to pay for a tennis court to be built. The average cost to build a tennis court from start to finish including dirt is $65,000. This includes lighting, fencing, surfacing, etc. We believe that not only would the tennis team benefit from this but also spectators can now come watch a tennis match and the physical education classes could even use the tennis courts to learn tennis or play tennis during classes. In order to make this happen, we want to purchase an acre of land. We will purchase this land for $65,000 for one acre. We want to build 8 tennis courts on one half of the acre. New equipment will need to be purchased as well.

· Balls= 60 balls for $45(5)=$225

· Nets=1 for $160, $160(8)=$1280

· uniforms= $26 per shirt= 15 various men’s jerseys size jerseys= $390

· 15 various sized women’s jerseys= $390

Total cost= $65000(8)+$225+$1280+$390=$586,895

B. Proposal to add Soccer:

Soccer games could be played in Bedrock stadium and this would save money of having to build a whole new field. Other essentials include a set of team jerseys, balls, goals, and possibly additional practice equipment. We have found a website that can be used to order uniforms and another one that can be used to order goals and any additional equipment that might be necessary. After what we purchase for the team in the beginning, additional fundraising can be held in order for the team to purchase anything extra they may want.

· (Men’s and Women’s) Team jerseys= $30 per jersey, 30 various sized jerseys= $900

· A regular sized soccer ball that can be used to play on a turf field is $20. To start we will purchase five of these for a total cost of $100.

· The standard size for a soccer goal is 8x24. Through our research we have found that a portable goal at this size cost $800, making the total cost for two of these goals, $1,600. Nets are included in this price which will save money.

· Cones can be purchased in a pack of 25 for $20. Only one pack will be purchased which can be used in games and practice.

Total Cost: $900+$100+$1600+$20=$2,620

Total Money Spent in Year 2= $1,369,555

Conclusion

Staying in our budget for each year, we have added two new sports, soccer and tennis, and updated each Bedrock facility that athletes use. With these new sports, newly renovated facilities, and the addition of 800 students, we have increased the participation of student athletes to 67%. Also with implementing a new discipline policy, Bedrock will see improvement inside and outside the classroom from student athletes. Athletes will be able to take advantage of the many renovations we completed. Over the course of the two years these renovations include new lighting and turf for the stadium, two new varsity sports for both men and women (soccer and tennis), permanent seating and new floor in the gymnasium, and new equipment in the weight room. We expect that these updates will increase revenue as more fans will want to attend games because there will be lighting to see the game or better seating to watch games inside. We also decided to hire an Athletic Director and an assistant Athletic Director. For the head athletic director we chose to hire Harrison Roth. We felt that he was the best choice for this program based off of his experience and high level of knowledge dealing with the sports career. We are only be responsible for covering his salary through our budget and not the assistant athletic director salary. Overtime, these updates will require less maintenance than the current facilities, saving Bedrock money in their yearly budget to put toward other things. SAE Consultants strives to go over and beyond in providing the best options and to maximize success. The chart below shows how we utilized the budget money.
