CPI (Maoist) extremist arrested by Crime Branch He was wanted for murder and Armed Left Wing Militant Extremist activities against Security Forces in

Jharkhand. One Sophisticated 9 mm bore pistol along with ammunition recovered. He is an expert in land mines/explosive/IED and weapon handling. Ace Guerrilla Fighter and close associate of local area Commander in Jharkhand.

The Crime Branch, Delhi Police has arrested a Communist Party of India (Maoist) extremist who was wanted for murder and other militant armed activities in Jharkhand. He is an expert in weapons handling, firearms and in preparation & blasting of Improvised Explosive Device. He has been deeply indoctrinated on Left Wing Ideology in the Saryu Jungles of Jharkhand. A sophisticated 9 mm bore pistol with two live rounds has been recovered from his possession. The arrested person is:

Shiv Kumar @ Shiva @ Hero (27) s/o Jogeshwar Prasad r/o VPO Khukhra, PS. Narkopi, Ranchi, Jharkhand.

Incident

On 6.6.12, Ct. Pradip of Special Investigation Team received secret information that Shiva a wanted Maoist extremist from Jharkhand, would be coming to the area of Sanjay Gandhi Transport Nagar, Samaipur Badli, Delhi. A raid team was constituted and a trap was laid down. The raid team apprehended Shiv Kumar @ Shiva on 6.6.12 at about 03:30 pm. From his persons search, a sophisticated 9 mm bore pistol along with two live rounds was recovered from his possession. He was booked under the relevant provisions of the Arms Act.

Investigation and examination

On being examined, Shiv Kumar @ Shiva disclosed that he joined the CPI (Maoist) Party in the year 2008. He was even married to a girl through his mentors in the Party. He is close associate of Ravinder, who is the Area Commander or Commissar of the Narkopi region near Ranchi, Jharkhand.

Shiv Kumar @ Shiva has been trained by the Cadres in firearmas and explosive handling. He has undertaken firearms training and can dismantle a pistol in seconds. He is an expert in long range fire with the INSAS Rifle, the 303 rifle, the SLR and AK-47. He always preferred the large weapon to smaller side-arms. He has been trained to assemble and plant Improvised Explosive Devices as Landmines. He has used both kinds of Landmines i.e. the ones that need to be exploded manually and the ones that can be exploded through a remote control device. The remote controlled Improvised Explosive Devices is popularly called the ‘Arjuna Krishna’ by the cadre. He has also handled ‘Booby Traps’ which are bombs disguised as ordinary luggage. He has disclosed that special classes/discourse on Ideology, philosophy and theme of Left Wing Extremism are being conducted to motivate the cadre and indoctrinate them about Left Wing Extremism and its ideology.

Shiv Kumar @ Shiva has also disclosed about the phenomenal hierarchical structure of the CPI (M) cadres in Jharkhand. He revealed how he travelled upwards through the ranks to become the right hand man of the Commissar himself. The local Guerrilla Squad are the main fighter wing, which is fully armed and also deals with landmines/trap. LGS used to carry out specific hits/ambush on security forces/or even excluding kidnapping to generate income.

Shiva has disclosed involvement in numerous militant activities taken up by his Local Guerrilla Squad. The notable instances are:

1. On 1.11.2010, Shiva and his group had shot dead one Chhedi Singh, a ration dealer, in Lohardaga District. Chhedi Singh had donated some land to the Police to set up a picket at Village Chatti, in the District. The cadre strongly suspected that he had also become a police informer. Shiva and others had sprayed him with AK-47 bullets. A Case, vide FIR No. 32/10 Dated 1/11/10 U/S 302/307/34 IPC, 27 Arms Act & 17 C.L. Act P.S. Narkopi Distt. Ranchi, Jharkhand was found registered for the same. Shiva is named in this FIR.

2. On 3.5.11, Shiva was part of a ambush attack on security forces in Dhardhariya jungle near Senha in Lohardagga District, Jharkhand in which almost 400 Maoists, including men and women, carried out an ambush and killed 11 security personnel and injured as many as 50 others. The primary motive behind the attack was to loot police weapons. The plan was brilliant. Nakul Yadav @ Buddha, a Company Commander was sent ahead to village Senha in advance. It was expected that the police would be informed about his open presence in the village. Shiva and the rest had planted landmines on the expected route of access to the Village. However, a gun-battle with the security forces which lasted for more than 5 hours managed to push the extremists behind and no police weapons could be taken away by the rebels. A case, vide FIR No. 50/11 Dated 3/5/2011 U/S 147/148/149/ 302/307/326/353/427/120 (B) 324 IPC, 27 Arms Act, 3/4 Explosive Act & 17 C.L. Act P.S. Senha Distt. Lohardaga, Jharkhand was found registered for the same.

3. In the first week of Aug 2011, Shiva and his cadre were going through the Saryu Jungles. The Camp strength was about 200/300 persons. On 2.8.11, early morning, the police surrounded the Camp and started firing. Area Commander of Gadhawa Region was killed in the crossfire. The Camp fired back and forced the police to retreat. They cremated the dead Area Commander in the jungle. A case, vide FIR No. 22/11 Dated 2/8/2011 U/S 324/337/338 IPC & 27 Arms Act. P.S. Garu, Distt. Latehar, Jharkhand was found registered for the same.

4. On 9/11/2011 Shiva and others planted bombs around 6/7 Government Schools in Latehaar. These schools were being used by the security forces as temporary shelters. Shiva planted landmines near one of the schools. In the night intervening 7/8 Nov 2011 when the security forces came to rest in one of the schools, the Naxal cadres exploded the Improvised Bombs in which numerous jawans were injured at around midnight. A case, vide FIR No. 135/11 Dated 9/11/11 U/S 147/148/149/307/353/324/325/337/338/427 IPC, 25,27 Arms Act, 3/4/5 Explosive Act & 17 C.L. Act P.S. Latehar Distt. Latehar, Jharkhand was found registered for the same.

5. On 14/15 Nov 2011 Shiv Kumar @ Shiva along with about 400/500 other Maoists were camping in the Saryu jungles. The Police surrounded the area and started combing operation. Shiv Kumar @ Shiva and his commander Ravinder were escorting ten cartons of medicines for the men. During night Shiva was on guard duty with an INSAS rifle. Somehow he escaped from there and hide himself at Ranchi to evade police operation. A case, vide FIR No. 138/11 Dated 17/11/2011 U/S 147/148/149 /307/353/364/324/326/427 IPC , 27 Arms Act, 3/4/5 Explosive Act & 17 C.L. Act P.S. Latehar Distt. Latehar, Jharkhand was found registered for the same.

6. On 21/11/2010 Shiv Kumar @ Shiva and his camp members was going through the jungles of Kumadi (Distt Gumla), Jharkhand. In the afternoon a police party ambush them. There was a lot of cross firing. Shiv Kumar @

Shiva lost two commanders named Kanchan and Diwakar. They have to retreat from them to area dominate or security forces. However, they managed to take Kanchan’s dead body before they retreated. A case, vide FIR No. 37/10 Dated 21/11/2010 U/S 147/148/149/353/307/386/120 (B) IPC, 27 Arms & 17 C.L. Act P.S. Vishan Pur Distt. Gumla, Jharkhand was found registered for the same.

As the heat against the Maoists reached to its peak in November 2011, Comrades decided to be low and remain silent for the time being. They decided to scatter the cadre to evade police apprehension/operations. Shiv Kumar @ Shiva came from Ranchi to Delhi.

Shiv Kumar @ Shiva is educated up to the 9 th standard. He is married within his cadre to a girl. He is an expert in weapon handling and prefers long range weapons to small arms. He has learnt how to assemble and plant Improvised Explosive Devices. He has one elder brother and three sisters. He planned to return to the jungles of Saryu, Latehar soon.

NOTORIOUS GANG OF AUTOLIFTERS BUSTED. TWO AUTO LIFTERS ARRESTED. TEN VEHICLES INCLUDING LUXURY CARS AND THREE MOTOR CYCLES RECOVERED. NINE CASES OF AUTO THEFT OF DELHI WORKED OUT.

A team of officers of crime branch led by Inspr. J.S.Joon and consisting of SI Sanjay Neolia, SI Shivraj Singh

Bisht, HC Surender Kumar, HC Dayanand , Ct. Manoj, Ct. Ranvir, Ct. Rahul, & Ct. Surender under the supervision of ACP Bir Singh and close supervision of Addl.DCP/Crime Bhisham Singh have busted a notorious auto lifter gang by apprehending two auto lifters. Seven cars and three motorcycles have been recovered. The apprehension of the auto lifters has led to working out nine cases of auto theft of Delhi.

Information was received on 03/06/12 by Ct. Manoj that two persons involved in auto thefts in Delhi would be coming at Outer Ring Road, near Ber Sarai in a stolen Esteem car. On this information a trap was laid and a Esteem car was intercepted. Two persons were apprehended. They were identified as i) Baber Hassan Abbas @ Kasif Abbas @ Kasif Kunwar (aged 28 years) s/o Mansoor Hassan Abbas r/o Amroha District, UP, presently residing at Munirka, Delhi and ii) Inder @ Ramesh (aged 24 years) s/o Dhan Singh r/o Mahender Nagar, Distt Kanchanpur, Nepal, presently residing at Kondli, New Ashok Nagar, Delhi. The Esteem Car was seized. On verification, the said car was found to be stolen from the area of PS Maurya Enclave, Delhi. The apprehension of the accused persons has led to working out nine cases of police stations Maurya Enclave, Anand Vihar, Shakar Pur, Welcome, Geeta Colony, Saket, Delhi Cantt. and Mandawali, Delhi.

       Both the accused persons were subjected to sustained interrogation. It was revealed that they along with their associates had stolen Esteem car from Maurya Enclave, Delhi, in order to make easy and fast money. At the instance of accused Babur Hassan Abbas @ Kasif Abbas, two Santro cars bearing registration number of Moradabad & Noida and one Tata Safari bearing registration number of Ghaziabad were also recovered from area of PS Hazrat Nizamuddin. On taking search of these cars, some fake registration certificates/documents were recovered. Babur Hassan disclosed that he got these stolen cars from Asraf, a resident of Meerut, UP for disposal to the parties in Delhi & NCR. The chassis and engine numbers of Tata Safari car was tempered. Asraf tampered the chassis number of the stolen vehicle and replaced the same with damaged/total loss vehicle. All these three vehicles were found to be stolen from the area of PSs Anand Vihar, Shakarpur and Welcome, Delhi.

On the instance of accused Inder Singh @ Ramesh one Chevrolet Optra bearing registration number of Noida and one Tata Sumo bearing registration number of Haryana, were recovered from Dallu Pura, New Ashok Nagar, Delhi. Chevrolet car was found to be stolen from the area of PS Delhi Cantt. Tata Sumo is yet to be connected. Inder Singh disclosed that he along with his associates Sehdev, Prem and Dinesh had stolen about fifteen cars from the area of Delhi and Noida. He is the driver of Sehdev and after stealing the cars delivered the stolen cars to Raju, a resident of Banda, UP for their disposal. He used to get Rs. 2000-3000/- for this job.

Subsequently, on their instance, three motor cycles and one Tata Indigo car were recovered which were found to be stolen from the area of police stations Geeta Colony, Shakar Pur, Saket and Mandawali respectively.

The Modus operandi of the gang was that after stealing the vehicles from the area they prepared the forged Registration certificates of these vehicles after fixing fake number plate on the stolen vehicle and sold the vehicles to the receivers. They have delivered more than twenty vehicles in Western and Eastern UP. Efforts are being made to connect the vehicles whose chassis numbers are found tempered or Engine plates on the engine have been removed

1. Babur Hassan Abbas @ Kasif Abbas @ Kasif Kunwar is permanent resident of Amroha, UP. He is a school dropout. In the year 2002, he came to Delhi with family and joined the office of sell/purchase car dealer of Nizamuddin, where he came in contact with Asaraf and Sehdev. Later he left his job as his salary was not enough and started purchasing/selling of second hand cars independently. To get easy and fast money he came in contact with Inder Singh through Asraf and started receiving stolen cars.

2. Inder Singh @ Ramesh is permanent resident of Kunchan Pur, Nepal. He is a school drop out. He came to Delhi in year 2002 and became a helper in city buses and later became driver. After that he started working as cab driver in call centre at Gurgaon and Noida. He met with Gautam and Prem, who were also working as a cab driver with him. Gautam introduced him to Shehdev and Dinesh. He alongwith Shehdev, Gautam, Dinesh and Prem started theft of cars from Delhi and NCR. In the year 2009, he was arrested by PS Mansarovar Park, Delhi. After release from jail in the month of December, 2009, he again came in contact with Sehdev. Through Sehdev, he came in contact with his associates.

Concerned police have been informed about the arrest of accused persons. Efforts are being made to arrest the remaining associates.

GANG OF NOTORIOUS SNATCHERS BUSTED: ONE GOLD CHAIN & ONE MOTORCYCLE RECOVERED: TWO CASES WORKED OUT

With the of arrest of two desperate criminals namely Deepak@ Golu, aged 28 years s/o Raj Kumar r/o 11038, Motia Khan Pipal Wali Gali Sadar Bazar. and (2) Janu, aged 21 years s/o Kale Ram r/o H. No. 2287, Gali No. 11, Sadar Thana Road, Sadar Bazar, Delhi, Central District police has busted a gang of notorious snatchers/robbers. Two cases of MV Thefts and snatching committed by this gang have been solved with their arrest.

INCIDENT:-

Due to the increase in incidents of petty robberies / snatchings in the area, a team comprising of Inspr. Ram Mehar Singh, SHO/Karol Bagh, SI Naresh Kumar, SI Daya Ram, HC Shailesh, HC Roshan and Ct. Navneet was formed under the close supervision of Shri S. Saravanan, ACP/ Karol Bagh/Central District.

Sources were deployed to collect intelligence about the activities of active snatchers/ robbers. After studying the pattern of PCR Calls and the pattern of movement of motorcyclists from the CCTV Cameras installed in the area of police station, staff was properly briefed and timings/locations of anti-snatching picket were suitable altered.

On 6/06/12 at 10:30PM, during the anti snatching picket checking at Hathi Wala Chowk in the area of PS Karol Bagh, the Police Staff noticed that two young person riding motorcycle (without number plate) were coming from Hanuman Mandir side. The staff at the picket signaled to stop them for checking but instead of stopping, they immediately tried to take U turn but the alert police party chased them and overpowered them. On verification, it was found that the Motor cycle was stolen from the area of PS New Friends Colony, Delhi. Both the accused were arrested.

Modus Operandi:-

The accused persons Janu and Deepak used to operate as an organized gang in a group of three persons (including one juvenile) on motorcycle to commit the snatching in a planned way. The accused person used to keep a juvenile with them who used to spot the ladies and follow them. When the ladies used to come to a lonely place, he informed Janu and Deepak present nearby who committed the crime immediately. The juvenile is still at large.

Further investigation / interrogation is in progress and efforts are being made to apprehend the juvenile. More recoveries and work out of the cases is likely.

North District has arrested one auto lifter namely Mohd. Fahim @ Bhoma S/o Mohd. Salim @ Kala R/o Jhuggi No. 29, Shahzada Bagh, Behind Furkania Masjid, Delhi. 1 stolen Motor Cycle and 1 stolen Honda Eterno Scooter have been recovered from his possession.INCIDENT AND TEAM

On 06-06-12, secret information was received at AATS/North, Delhi that an auto-lifter will reach liquor shop near Furkania Masjid, Shahzada Bagh on a stolen motor cycle. A raiding party under the leadership of Insp. Shalender Tomar, Insp./AATS consisting of SI Ravindra Singh, HC Mahesh, HC Satish Patil , Ct. Amit, Ct. Parveen, Ct. Hari Ram and Ct. Devender was constituted under the supervision of Sh R.K.Singh, ACP/Operations. The team took their position near the liquor shop. Bhoma S/o Mohd. Salim @ Kala R/o Jhuggi No. 29, Shahzada Bagh, Behind Furkania Masjid, Delhi coming from the Jakhira side riding a TVS Apache motor cycle bearing Reg. No. Dl-4S-BL-7156.  He could not produce any document of the motor cycle.  After sustained interrogation, he confessed that this motor cycle was stolen from the area of Uttam Nagar, Delhi. Subsequently, Mohd. Fahim @ Bhoma was arrested vide DD No. 30-A u/s 41.1(D)/102 Cr.P.C, dated 6-6-12, PS Sarai Rohilla, Delhi. The said Motor Cycle No. DL4S BL 7156 was found stolen vide FIR No. 123/12, PS Uttam Nagar, Delhi. Another Honda Eterno scooter was also recovered at the instance of Mohd. Fahim @ Bhoma.INTERROGATION

During interrogation, it was revealed that accused Mohd. Fahim @ Bhoma is a scrap dealer by profession and addicted to drugs. He came in contact with two auto lifters, Furkan and Galib. Mohd. Fahim @ Bhoma impressed with their luxurious life-style, decided to join them in auto lifting and they started stealing vehicles together. He further confessed that he alongwith his associates have stolen many vehicles from other areas of Delhi. During sustained interrogation, it was revealed that they target motor-cycles and scooters, in good and running condition so that they could be re sold in the area of Delhi, Ghaziabad and Meerut District.

ILLICIT LIQUOR SELLER ARRESTED

With the arrest of one illicit liquor seller in case FIR No. 128/12, dated 06/06/12, U/S 33/38 Delhi Excise Act, PS Ranhola, the staff of PS Ranhola unearthed an illicit liquor supply racket in west district.

150 quarters illicit Haryana excise liquor make Joshila Santra Spicy Whisky and 60 quarters illicit Arunachal Pradesh excise liquor make NV Besto Whisky (total 210 quarters) were recovered from the possession of Smt. Shanti W/o Man Singh while she was carrying in a plastic bag.

INFORMATION RECOVERY AND ARREST On 06.06.12 during area patrolling duty Const. Vikas No. 3296/W saw a lady with a heavy plastic bag. As her physical gestures created suspicion, Ct Vikas stopped her and enquired about the plastic bag. But she did not reply satisfactorily. So Ct Vikas checked above plastic bag and found many quarters of illicit liquor. He informed Police Station. A police team headed by HC Baljeet and L/Ct Suman No. 2011/W under close supervision of Insp. A K Singh, SHO/Ranhola, reached at H.no. 87, Kotla Vihar Ph-II, Delhi and after enquiry, HC Baljeet No. 132/W apprehended above lady namely Shanti Devi W/o Man Singh with the help of L/Ct Suman No. 2011/W alongwith 210 quarters of illicit liquor in her possession. Hence the said case was registered. Accused Shanti was arrested on 06/06/12. Recovered illicit liquor was taken into police possession and investigation is going on. Staff involved in good work is being rewarded suitably.

AUTO-LIFTER CUM BURGLAR ARRESTED

With the arrest of Sandeep @ Pillar s/o Tarachand R/o Vill._ Arari, P.S.-Kokakolana, Distt. Jhajjar, Haryana; AATS/SED has solved three cases of burglary and auto theft.

Brief Facts:-

On 6.6.12 secret information was received in the office of AATS. The information was further developed and a raiding team was constituted including SI Anand Parkash, HC Praveer No.511/SE, Ct. Raghuvinder 2951/SE, Ct. Kuldeep No. 1213/SE and Ct. Ravindra Giri 1795/SE under the close supervision of SI Ajai Yadav under the guidance of SH. V.K. KALIYA, ACP/OPS.The team started vehicle checking by putting barricades on Captain Gaur Marg near Okhla Mandi.

At about 6:30 PM, one M/cycle rider (later identified as Sandeep @ Pillar s/o Tara Chand mentioned above) was stopped at the checking point while he was going towards Nehru Place. He was having a laptop bag on his shoulder. The M/cycle was found without registration number. He was asked to produce the relevant documents to prove his ownership but he could not.

Interrogation:-

On sustained interrogation, the accused person disclosed that this laptop and M/cycle were stolen by him with his associate Chand Mohd. from Tara Nagar, Duggal Farm, Kakrola, from a house about 15-20 days ago. Now he was going to sell this laptop in Nehru Place market. The M/cycle was found stolen from the area of PS Dwarka North, when checked from ZIPNET.

The accused was arrested u/s 41.1 (D) Cr.P.C. On the instance of accused following house hold articles and motor-vehicles have been recovered:
