DESCRIPTION The contractor shall furnish all equipment, personnel, and materials for performing grounds maintenance work at PennDOT, Fleet Management Division, 17 th Street & Arsenal Blvd., Harrisburg PA 17120. Mowing of all turf areas as indicated. Mow grass and perform maintenance weekly or as needed to maintain grass to a height of not more than four (4) inches. Cutting shall begin approximately April 15 continuing to approximately October 31. Grass shall not be cut to a height less than (2) inches. All trash and debris shall be removed from grass areas prior to the start of mowing operations. All grass shall be mowed in one cutting. Grass clippings will be bagged when lawn areas are mowed in the front of the building and along Arsenal Boulevard. Edging of all grass areas adjacent to curbs, concrete pads, fences, and sidewalks shall be performed as part of each mowing operation. These areas shall be swept clean of all debris including stone, leafs, paper, etc., following edging. All or any grass or debris blown onto asphalt areas shall be swept clean. Grass clippings will be hauled away and disposed of offsite by the contractor.

EXHIBIT A

FLEET MANAGEMENT DIVISION GROUNDS MAINTENANCE – STATEMENT OF WORK

I. DESCRIPTION

The contractor shall furnish all equipment, personnel, and materials for performing grounds maintenance work at PennDOT, Fleet Management Division, 17th Street & Arsenal Blvd., Harrisburg PA 17120.

A. GENERAL MAINTENANCE

General maintenance performance includes the following work. Portions of this work may be performed at different times. See attached map for areas referenced.

2. “Area A” will be brush hogged/weed whacked during the months of June, August, and October.

3. All plant beds, mulch areas, stone areas, sidewalks, fence line (3ft. both sides for a total of 6ft.), and miscellaneous areas shall be kept weed free. All areas that are planted with Crown Vetch are to be kept weeded to allow the Crown Vetch to grow unhampered. This shall be accomplished by spraying, manually pulling or weed whacked and trimmed. Removal and control of all poison ivy, poison oak, sumac, etc.

4. Pruning shrubs and removal of all clippings prior to the first week of July and re-trimmed during the month of October.

5. The contractor shall furnish all herbicides after approval by the Chief of the Fleet Management Division or his designee.

6. Miscellaneous Tree Services for the removal of trees and shrubs, limbs, pruning, stump removal, etc. All limbs and wood chips must be hauled away and disposed of by the contractor. Replanting of Trees only to occur in place of a Tree that has died or was damaged.

B. SPRING CLEANUP – MUCHING–TREE AND SHRUB FERTILIZATION

This work shall be performed and completed on or before May 1.

1. Remove all fallen limbs and debris from mowed areas.

2. Rake turf areas to remove debris, where required.

3. Mulch plant beds at building and to side of building so as to maintain a depth of four 4 inches. Mulch shall be a bark mulch or other mulch as approved by the Chief of the Fleet Management Division or his designee.

All planted trees within mowed areas shall be mulched to depth of three (3) inches with an approved mulch. Prior to mulching, a circular area extending three (3) feet from each tree trunk shall be treated with approved herbicides.

4. Shrub Fertilization – A single spring application of 10-6-4 analysis fertilizer will be applied to planted shrubs. Shrubs will be fertilized by surface application. Shrubs shall be fertilized with one-quarter pound (1/4) of 10-6-4 fertilizer per foot of height.

5. Full yard sweep shall be done to remove all loose stone, winter anti-skid material and miscellaneous debris. The front lot will be swept on a weekend. The back lot will be done during the normal workweek. PennDOT will move all of the vehicles to allow sweeping.

C. TURF CARE (LIME AND FERTILIZER)

An application of analysis 20-8-8 fertilizer, 50% slow-release nitrogen, shall be applied to all grass areas (excluding “Area A” and the grass area west of the fence) at the rate of three hundred (300) pounds per acre during both the spring and fall seasons at the times as listed below:

Spring – April 20 to May 15 (20-8-8 Fertilizer, 300 pounds per acre). Pre-emergent for crabgrass control. Broad leaf weed control.

Early Summer – June 15 to July 31. Broad leaf weed control.

Fall – September 20 to October 20 (20-8-8 Fertilizer, 300 pounds per acre). Broad leaf weed control. See the next paragraph of the lime requirements. Aerate and reseed any bare areas with tall fescue grass seed compatible with the Central Pa. region.

Fall lime application of mowed areas – Lime shall be applied to all mowed areas at the rate of 1,000 pounds per acre. This application shall be done during the months of October or November. “Palletized lime only”.

D. LEAF RAKING OF SHREDDING (One Performance)

1. All leaves and debris shall be removed from the turf areas, concrete and asphalt areas, and around buildings, and fence line.

2. It is anticipated that Leaf Raking/Shredding work shall be required during the period from November 20 to December 15.

3. All material gathered during the Leaf Raking/Shredding process shall be hauled away by the contractor and disposed of offsite.

E. MISCELLANEOUS TREE SERVICES

1. This work will be performed as needed, by direction of the Chief of the Fleet Management Division, or his designee. Cost estimates for tree services to be provided upon request.

2. Miscellaneous Tree services is designed for the removal of large trees, the removal of large tree limb(s), stump grinding, bucket truck services, and the replanting of removed or damaged trees. All limbs, grindings, chips, wood waste, etc. must be hauled away by the contractor and disposed offsite.

F. TIME SERVICES MAY BE PERFORMED

The contractor must provide all services strictly between the normal working hours of 7AM through 2:30 PM, Monday through Friday; excluding holidays. The front parking lot sweeping which shall occur with the spring cleanup is the only exception to the normal working hours/days that services may be performed.

EQUIPMENT

The contractor shall furnish the necessary equipment and tools to maintain the grounds. Such items shall include, but not be limited to power mowing equipment, edger, sprayer, leaf blower, lime spreader, sweeper, bucket truck, stump grinder, wood chipper, and hand tools such as rakes, shovels, pruning shears, and other equipment.

PERSONNEL

The person or persons applying herbicides must carry a Valid Commonwealth of Pennsylvania Department of Agriculture Restricted Use Pesticide License indicating the appropriate category.

MATERIALS

The contractor shall provide all lubricants, fuels, mulch, pesticides, fertilizers, and lime as required. Delivery slips required for lime, fertilizer, and mulch.

SAFETY

A. Maintenance work shall be performed with a minimum amount of interference with the normal operation of the Fleet Management Division.

B. Special precautions shall be taken when using mowers near buildings, equipment or automobiles. The discharge from rotary mowers and power equipment shall, at all times, be pointed away from sidewalks, buildings, parking lots, vehicles, equipment, and other areas where people are assembled.

GENERAL PENALTY FOR NONPERFORMANCE

A penalty of Four Hundred Dollars ($400.00) shall be assessed per occurrence to the contractor each time the grounds maintenance work is not satisfactorily performed by the contractor when directed by the Chief of the Fleet Management Division or his designee. Such assessments shall be deducted from the contractor’s monthly payment following the occurrence(s).

CONFIRMATION OF SERVICES

A “Confirmation of Service” form shall be signed/dated by a representative of the contractor on the same day services are completed. This form will be provided by the Highway Equipment Manager. All invoices shall be itemized and forwarded to: Commonwealth of PA, PO Box 69180, Harrisburg PA 17106.

A. Mowing and general maintenance shall be performed weekly or as directed by the Chief of the Fleet Management Division or his designee.

B. All other services must be scheduled and approved by the Chief of the Fleet Management Division or his Designee.

C. Payments shall be made as follows:

1. Mowing shall be paid per cutting.

2. Weeding per occurrence.

3. Pruning per occurrence.

4. Spring cleanup shall be paid on completion of work.

5. Spring Turf Care, fertilizer only, shall be paid on completion of work.

6. Fall Turf Care, lime, fertilizer, and reseeding shall be paid on completion of work.

7. Leaf Raking or Shredding shall be paid on completion of work performed.

8. Miscellaneous Tree Services shall be paid upon completion of work.

9. All other work shall be incidental with the general maintenance and no additional payment will be made therefore.

WORK NOTIFICATION

The contractor shall contact the Chief of the Fleet Management Division or his Designee at least twenty-four (24) hours in advance prior to parking lot Spring Cleanup/Sweeping, Leaf Raking/Shredding, Mulching, and any Fertilization or Herbicide application.

PRE-BID MEETING WALK-THRU (NON-MANDATORY)

There will be a Mandatory Pre-Bid meeting walk-thru on March 11, 2021 10:00 am @ at the Penn DOT Fleet Management Division, 17th Street & Arsenal Blvd., Harrisburg, PA. 17120. Direct all questions concerning this bid to Joe Catalano (717) 787-3959, or via email at [email protected] .

The Commonwealth or the Contractor may cancel this contract effective the yearly anniversary date providing the other party received notification by “Certified Mail” no less than 90 days prior to said anniversary date.

This is a one (1) year contract, with four (4) one-year renewals.
