National Rosenwald School Museum

1.0 Executive Summary

The National Alumni Association of the Dubois High School is a not-for-profit501(c)(3) organization doing business as the W.E.B. Dubois Center (WEBDC).This organization was formed in 1998 in an effort to purchase and restore thehistoric seventeen (17) acre W.E.B. Dubois School Campus located in WakeForest, North Carolina. The organization obtained a 10-year interest free loanfrom the Wake County Public School System, in the amount of $350,000, for thepurchase . They successfully turned the high school into a community center butdesires additional funding to create the National Rosenwald School Museum(NRSM), the first of its kind in the nation, through the renovation of the W.E.B.Dubois Rosenwald School. This museum would give individuals the opportunityto learn about the rich history of the W.E.B. Dubois School, the campus thatsurrounds it and other Rosenwald Schools throughout the nation.

The W.E.B Dubois School opened in 1926 in Wake Forest, North Carolina andserved as the only institution that educated African-Americans at that time in thearea. The school became integrated in 1971 and served as the campus of theWake-Forest Rolesville Middle School. The middle school eventually outgrewthe facility and moved to its present location leaving the W.E.B. Dubois Campusempty. For nearly a decade the campus sat abandoned. The Alumni Associationcould not watch their school deteriorate in such a manner, so they purchased thehistoric facility from the Wake County Public School System. The WEBDC wasformed and the organization worked with the Wake Forest Cultural ArtsAssociation, the Wake Forest Historic Preservation Commission and severalother Wake Forest Schools to turn the high school into a community center.The campus consists of seven buildings, of which three are on the NationalRegister of Historic Buildings and two others are eligible.

In 2001, with the assistance of Wake County Human Services Housing andRevitalization Division along with the Town of Wake Forest, the formeragricultural building and gymtorium on the W.E.B. Dubois Campus was restored.Community Development Block Grant funds, in the amount of $300,000, and agrant from Preservation North Carolina were secured to create a multi-purposebuilding that houses a police substation, a community meeting room and acomputer lab. The 3,717 square foot building hosts Wake Technical CommunityCollege vocational training classes each weekday morning and serves doubleduty as an after school tutorial site in the afternoon and evenings.

Clarence Ford, Evelyn Jones, Vernon Malone, William Mangum, BettieMurchison, Eugene Perry, and Lawrence Wray, all founding board members areuniquely qualified to bring this project to fruition. In addition to the foundingboard members, our Board of Directors is comprised of a diverse group ofindividuals including retired teachers, accountants, attorneys and governmentleaders.

We are seeking funding for initial start up costs of $70,000, to be used forrenovations of the Rosenwald School including a new roof and other aestheticitems. In addition, $2,100,000 (two million one hundred thousand dollars and00/1 00) will be requested from the Wake County Hotel and Prepared Foods TaxProgram. These funds will be used over a three-year period to complete capitalimprovements including renovation for ADA compliance.

We estimate that approximately 60% of NRSM’s annual revenue will begenerated by a combination of membership, admissions, programming, retailsales and related classes. The WEBDC has been successful in securing fundingfrom the National Trust for Historic Preservation, the Covington Foundation, TheTown of Wake Forest, and Community Development Block Grant Funds. TheNRSM will also use the following to generate additional operating funding:

• Annual proposals to secure grant funds on a one-time and continualbasis

• Solicitation of gifts from individuals, corporations and small localbusinesses

• Unique annual art events. Small-scale fundraising activities

1.1 Objectives

The first year objectives of the National Rosenwald School Museum are:

• To obtain a grant from the Wake County Hotel and Prepared FoodsTax Program for Renovation.

• To obtain a $70K grant from Wake County for immediate repair of theroof and other aesthetic features.

• To raise $60,000 from new funding sources including foundationgrant, government grants, private and corporate donations.

• To work with local educators to create Rosenwald School programsthat are appropriate for all age groups.

• To grow museum membership to 300 individuals.

1.2 Legal Information

The official name of the museum is the National Rosenwald School Museum.The museum will seek and obtain 501 (c)(3) status for the organization in theform of an auxiliary organization of the Dubois Center or as a completelyseparate entity.

1.3 Mission

The mission of the Dubois Center is to enhance the well being of the communityby providing facilities where educational pursuits, cultural art along with physicaland vocational training can flourish. The center also seeks to emphasizeintergenerational activities that will improve the lives of all members of thecommunity. The mission of the National Rosenwald School Museum will help tofulfill the mission of the Dubois school by making the history of the RosenwaldSchools, their founders, their students and their culture available to citizensacross the nation through art and education.

2.0 Project Description and Scope

Rosenwald Schools were built throughout the nation starting in 1912 after JuliusRosenwald, CEO of Sears, Roebuck and Company became interested in BookerT. Washington’s attempts to improve the education of rural African Americans.Julius Rosenwald established a matching funds program and commissionedstate of the art architectural services from professors of Tuskegee Institute inAlabama. Over 5300 schools were built with 787 located right here in NorthCarolina, more than any state in the entire nation, educating over 114,000students. The schools ranged in size from one to four rooms and became anicon in the communities that they served, because other than the church, African-Americans had no other places to gather.

The National Rosenwald School Museum will serve as an education center forstudents of all ages that desire to know more about the rich African-Americanhistory surrounding this building. The board of directors will work with localeducators to create a teaching program for students of all ages with a uniqueprogram for fourth grade students enrolled in every North Carolina elementaryschool. Reenactments, plays concerts and taped oral history interviews will alsobe a part of regular programming. The W.E.B. Dubois School Campus willcontinue to be a cultural hot spot for the residents of Wake Forest, Raleigh andgreater Wake County. The museum will serve as an anchor for the campus anda catalyst for future community and economic development in the Wake ForestCommunity. The renovation of the museum will create a main gallery, theaterand conference room for use by the community and visitors.

2.1 Project Location

The W.E.B. Dubois School, currently known as the McElrath building, is situatedon the campus of the former Wake-Forest Rolesville Middle School. Thecampus is located at 518 North Franklin Street in Wake Forest and WakeCounty, North Carolina, to the east of US Interstate 1.

2.2 Development Team

The board of directors has chosen an architect and general contractor for therenovation work to be completed on the McElrath building to help it become theNational Rosenwald School Museum.

Tise-Kiester Architects of Carrboro, NC, will handle the redesign and scope ofwork for the renovation. Tise-Kiester Architects has completed the renovation onover sixty buildings of historically significance over the past seventeen years.Renovation included turning schools and hotels into apartments for seniors andcivic centers, with many of the construction budgets in excess of $2 milliondollars. Tise-Kiester has experience in working with Preservation North Carolinaand understands the delicate detail involved in this type of renovation.

Weaver-Cooke has been selected as the general contractor for the McElrathrenovation. William Weaver founded Weaver-Cooke in 1939 and the companyhas since then become a leader in construction throughout the Southeast. Theyhave won numerous awards on the national and regional level for constructionand safety performance in senior living, multi-family, affordable housing,commercial office, showroom, healthcare, historic renovation and adaptive re-useprojects. Weaver-Cooke offers a complete range of services including pre-construction, design consultation, budget estimates, value engineering,subcontractor and supplier selection and scheduling.

2.3 Project Financing

The renovation of the McElrath building will costs approximately $2.118 milliondollars. The National Rosenwald School Museum will seek $70,000 from WakeCounty to complete some immediate capital improvements and then theorganization will seek the remaining funds from the Wake County Hotel andPrepared Foods Tax Program. Additional funds will be sought from otherfoundations, including governmental, private and corporate donations. Thecapital improvements budget is as follows:

3.0 Market Description and Strategies

The National Rosenwald School Museum will be open to anyone interested inlearning more about the history of Julius Rosenwald, the schools that he helpedto build and the African-American community held within its walls. The museumis committed to providing programs to persons of all ages with an extensiveprogram for all fourth grade students across the state of North Carolina as part ofthere required curriculum.

The National Rosenwald School Museum will use printed materials, signage andthe internet as means of marketing. Brochures will give a history of JuliusRosenwald, the schools across the nation and detailed information about theW.E.B. Dubois School and Campus. Signage about the museum will be postedat local businesses along with information about programs throughout the year.It is the desire of the organization to employ a marketing firm to work out thecomplete details of marketing for this type of facility.

3.1 Market and Tourism Trends

With other museums in the area, tourist will journey to Wake Forest to visit thefirst national museum devoted to the legacy of Julius Rosenwald and the historyof African American education. Major attractions that draw visitors to WakeCounty, will also draw them to visit the Rosenwald School Museum, which is oneof only five Rosenwald buildings still standing in Wake County.

Tourism is one of the most competitive industries of them all. Many of theattractions that draw visitors can be duplicated nearly anywhere, such as anamusement parks, golf courses, and casinos. But a community’s historicresources cannot be duplicated anywhere else. It is this uniqueness ofexperience that is the strongest growing component of the travel market andconstitutes the most sustainable investment in a tourism-based economicdevelopment strategy.

Cultural Heritage tourism is the fastest growing segment of the tourism industry.As Wake County attracts more and more visitors each year for shopping,recreation al and sporting events, many more are seeking cultural experiencesthat reflect their backgrounds. The rising interest in Rosenwald schools acrossthe country is a direct result of scholarship and research by students whoattended these schools.

Visiting an historic site is the #1 reason cited by nonresident tourists for comingto North Carolina. The more than 200 historic sites and museums in the stateattract more than 15,000,000 visitors each year. While on vacation in NorthCarolina, four times as many tourists visited historic sites versus amusement

parks, car races and canoeing combined. Characteristics of the historic sitetourist are:

they spend an average of $62 more per day than other travelers;$623 per trip compared to $457 for all US travelers,

• 90% come with a family,• 55% spend one or more nights away from home,• 64% are visiting the site for the first time,• 84% will return to the site again to bring others.

The Central Intercollegiate Athletic Association (CIAA) Tournament, one ofthe nation’s largest African-American college sporting events in the nation hasheld its tournament in Wake County for the past two years. The tournamentbrings over $10 million to Wake County over a one-week period. With theanticipated development of the CIAA Museum in Wake County, tourism bythis group of individuals is expected to increase per the Wake CountyChamber of Commerce. The possible construction of this museum wouldcreate two museums of African-American interest in Wake County.

3.2 Economic Tourism Trends

While boosting local economics, heritage tourism can enhance the quality ofcultural and social life that sustains communities. The anticipated impact onhotels and restaurants in Wake Forest and greater Wake County is estimatedover $95,000 in year one and over $190,000 in year two. This data is basedon information gathered from scholars, alumni, members and historicreservation partners.

We project that year one the museum’s operation will produce 500 visitorsand year two producing 1,000 visitors. These numbers are conservative incomparison to the number of visitors that frequent museums of similar kindacross the state. Below, a projected analysis shows the possible economicbenefits for Wake Forest and the greater Wake Forest are.

4.0 Museum Operations

Effective strategies to attract tourists often build links between historicalorganizations, local businesses, and transportation operators with the effect ofdrawing forth community pride for citizens, as well as visitors. This project willserve as a national example of adaptive reuse of a facility that served for maygenerations and now can continue that legacy.

The Dubois Center has been very successful in operating the two buildings onthe campus that are currently renovated. The museum will become an extensionof these operations. The facilities are rented out for community events includingfamily reunions, athletic tournaments, concerts, receptions, meetings, culturalactivities, and plays and it is our hope that the museum will be used for many ofthe same activities.

The museum plans to hire one full time director that will handle the day-to-dayoperations of the organization. Volunteers will be sought to handle tours andhistory programs. Teachers participating in all education programs will act in avolunteer capacity or receive payment through program funding from committedfoundations.

The museum will operate during normal business hours during the week andextended hours on the weekend. The museum will be fully wheelchair accessibleand open to the general public. School groups, senior citizens, and RosenwaldSchool Alumni will be offered discount admission fees. The theater andconference room will be utilized by area historic preservation groups free ofcharge.

The museum will offer programs for individuals of all ages. Programs offered willinclude, but are not limited to, the following:

• Fourth Grade North Carolina History Curriculum

Students across the state of North Carolina began the study ofNorth Carolina History in grade four. Students travel tomuseums and historical sites as part of this curriculum. TheNational Rosenwald School Museum desires to have the facilitylisted as a location of interest for these students to visit as partof the African-American History of the state.

• Black History Month Seminars

February is recognized by the entire nation as a month toembrace African-American history. The organization recognizesthat this history does not only include famous blacks but also

those people that aided in the advancement of African-Americans. Seminars will focus on individuals that contributedthe education of this race of people.

• Film FestivalsIn recent years, the anniversaries of many educational strugglesamong African-Americans have sparked interest of peopleacross the nation. The story behind these events are beingdocumented by the media through film giving our nation theopportunity to learn the real story and meet the people thatplagued the media during that era. These films will be run at themuseum annually followed by panel discussions.

The Film Festivals will also feature independent films created byAfrican —Americans and/or features that document some part ofBlack history.

• Traveling Rosenwald School Artifacts/Displays

Many alumni of Rosenwald Schools across the nation possessitems that were once parts and fixtures of these schools. Ascommunities decided to tear down these schools, alumnigathered what they could to preserve some part of the history.Some artifacts will become permanent fixtures of the NationalRosenwald Museum while others will be on loan to theorganization.

5.0 Financial Plan

The basis for our financial planning has been looking forward with conservativeestimates for revenue and expenses. We are committed to consistent growth ofour cash balances through prudent management of our expenses. Our focuswill be on remaining profitable year to year, while also building adequate cashreserves.

The ten-year operating budget for the National Rosenwald School Museumoutlines the revenue and operating expenses for the museums. All expenses areconservative assumptions based on expenses currently carried by the DuboisCenter. Revenue sources are derived from current membership numbers andcommitted foundation and corporate funding. The budget can be found inAppendix A.

I’he DuBoisCenterin WakeForesthasseveraladvautagcsamongstits peersforbecomingtheNationalRosenwaldSchoolMuseum. One,it’s a larger facility thanmostRosenwaldSchoolsand hassufficient spaceto accommodatesubstantialexhibits. MostRoscnwaldschoolsaresubstanliallysmaller. Second,it’s in alocation that is moreaccessiblethanmost. RosenwaldSchoolsweregenerallybuilt in thepoorestrural areasoftheSouth. WakeForest,oncerural, is nowlocatedwithin a substantialurbanareaandconvenientto a majorairportandthreeinterstatehighways(1-40, 1-85,and 1-95). Its location in North C~iroIinawouldprobablyattractmoi-e tourismthana museumin therural DeepSouth. Finally,BettieEdwardsMurchison,thedirectorofthel)uBois Center,hasdistinguishedherselfasanationalleaderin the Rosenwaldmovement.

The Wake Forest Cultural ArtsAssociationis veryexcitedat the possibility of having anationalmuseumfor Rosenwald Schoolsat The DuBois Center. The DuBois Center has suchtremendouspotential for being a viable and lively cultural andcommunity center, not only for Wake Forest,but also for North Carolina. WFCAA is confident that the relationship with The DuBois Centerwill continueto prosperandgrow as this “dream” becomesa reality.

Wake Forest is one of the fastestgrowing communities in the area. Andwith effortsbeingmadeby WFCAA andorganizations such as The DuBois Center, we hopeto continue to increaseourreputation as a town with a lot to offer.

This wasthe 5th consecutiveyear that WFCAA andThe DuBois Alumni haveworked togetheron The DuBois JazzFestival. Ticket saleswere outstanding this year, with a near sell-out crowdof 300. The phrase“this was the bestyearever” was repeatedover-and-overagain.The festivalattracted people from Raleigh, Durham, Chapel Hill, Rocky Mount and other communitiesoutside of Wake Forest. Local politicians, the African American community, the whitecommunity, businessowners, theyoung andthe old havecometogether everyyear to support thisannual event.The DuBois JazzFestival hasbecomesymbolically important to our town and it’sresidents.

It hasbeen a focus of Wake Forest Cultural Arts to bring more cultural diversity to the WakeForest community. Our Six Sundays in Spring Concert Series offers a variety of music, fromEasternEuropeanto Blues,and has seenconcert numbers jump from 100-150attendeesin pastyearsto a record700+thisyear. So as this town andit’s population grows, there is a greater needto offer cultural eventswith a diverse appeal,aswell asattractions for the increasingnumberoftouriststhat are flowing in to WakeForest.

A museumat The DuBois Center would be an assetto our community. It would help to solidifyandpromote The DuBois Center for what it already is, a great cultural resourcein Wake Forest. Itwill help groups like WFCAA meetour goal of promoting Wake Forest’s unique history whileteaching residentsandvisitors about our rich cultural past.

Tise-Kiester Architects is pleased to be associated with the restoration of the McElrath Buildinglocated on the DuBois Center Campus in Wake Forest, North Carolina. We have beeninvolved in over sixty restoration projects during the past seventeen years. This structure is,however, of particular significance for several reasons;

(1) It is one of the few remaining Rosenwald schools. This makes it a rare structure, butmore importantly, these schools represent the best aspects of what the “American Dream”can offer for all members of our society.(2) It is an important component of a complete historic campus.(3) The campus is an integral part of the Town of Wake Forest.

Please find enclosed, images of the William Hooper School renovation located in Wilmington,NC. This was the first black public school structure in North Carolina. The state of disrepairindicated in the “before” picture is comparable to the McElrath building presently.

Braxton Manor ApartmentsSiler City, N.C. Completed1999Thisthreestory thirty thousandsquarefoot, schoolbuilding built in 1927. It hasbeenconvertedinto thirty-threeapartments for the elderly. Included in this Historic Tax Act conversionare multi-purpose,laundry andothersupportspacesfor the elderly.
