County passes new employee wage planBy Ken Francis,Contributing Writer
In a 4-1 vote Tuesday, theSherburne County Board ap-proved the classification and com-pensation plan for its non-unionemployees as proposed by the fi-nancial research firm, Springsted,Inc.
The plan uses a 95% marketcomparison to 12 other countiesto determine the job classifica-tions and pay grades for each non-union employee.
The market study by Spring-sted showed 487 of 627 countyemployees were within the proper
salary range. But 119 employeeswere below the minimum rangefor their positions and 21 wereabove the maximum compensa-tion for their positions.
Bringing those 119 positionsto their proper level will add$329,624.26 to the county’s salarybudget.
Last month, the boardvoted, 3-2 to reject the plan. Atthat time, Commissioner RachelLeonard said she felt the countyshould use the 90% market com-parison, which was traditionallythe method followed in the past.
“I think we should stick withwhat we started with,” she said
last month. “I value our employ-ees very much, but I think they geta fair rate. We pay them well. Wehave good retention, and thatspeaks well for us.”
Commissioner Bruce Ander-son also objected to the change,saying the switch for non-unionemployees would affect negotia-tions with the unions.
Tuesday, as the lone voteragainst the plan, he said he hadthe same opinion as before.
“I would just caution theboard on this. I know there’s beena lot of work on both sides and Ithink things are moving in the di-rection we want to move,” he
said. “But I think if we had ourlegal counsel here, he’d tell younot to approve this.”
Anderson said the fact thatthe board approved the 95% mar-ket comparison means it can’t beused as a point in negotiationswith the unions. He said he mightapprove the plan later, but notnow.
“There’s a process of give-and-take in negotiations with thebargaining units,” he said. “Nowthat we’ve given them 95%, it’soff the table. We’ve approved it.It’s no longer a bargaining tool.”
“Not that I don’t support get-ting something done, but in a way
both sides can live with,” he said.“This is not a good move.”
Human Resources DirectorTammy Bigelow said under theimplementation plan, the 119 em-ployees currently at a wage belowthe proposed minimum would bebrought to the new minimum onJan. 1, 2016, and then would re-sume their pay increases based ontheir anniversary date.
The 21 employees at a wageabove the proposed maximumwould have their salaries frozenuntil the salary table catches upwith those employees’ wages.
