The 2015 MinnesotaLegislative Session waspretty good for counties.
That was the conclu-sion presented by KeithCarlson, Executive Directorof the Minnesota Inter-County Association(MICA) to the countyboard this week.
“There were no ex-traordinary cuts in Health &Human Services or anysubstantial cuts in propertytax aid and credits,” hesaid.
Counties also shared$22 million in funding be-cause of new mandates inchild protection require-ments.
There was a modest in-crease in corrections fund-
ing and no levy limits or re-verse referendums, saidCarlson.
“But it could have beenbetter, given that we hadsubstantially a $1.9 billionsurplus,” he said.
The legislature didn’tpass a transportation billand there was no propertytax relief for farms or anyother type of property.
Steve Novak of MICAsaid parties in both theHouse and Senate recog-nized there was a trans-portation funding crisis andagreed on a number of $7-10 billion over a decade.
“Both introduced fund-ing packages that ad-dressed the size and scopeof the problem,” saidNovak. “Unfortunately,they did it in as opposite away as you could possibly
d oit. That’s what led to a no-decision”.
The Senate Democratsfollowed the traditionalmodel of raising the gastax, with the concept of a12-16 cent increase over a
succession of a few years.They also proposed in-creasing vehicle registra-tion fees.
The Republican Housepackage would have shiftedexisting money into trans-portation by reallocation of
sales tax money.The two bills passed in
the House and Senate sepa-rately, but that’s as far asthey got.
Novak said it’s veryunlikely there will be amajor transportation bill in2016 if the Republicansstick with their no gas taxincrease concept.
“As much as a lot ofpeople don’t like the gastax, the legislature has yetto come up with a reliablecounterpart that could re-place it,” he said.
Carlson said becausethe legislature couldn’tagree on a transportationfunding package or a taxbill, it left $865 million onthe table, and by the closeof the last fiscal year endingJune 30, there was another$555 million.
“So we’re looking atover $1.4 billion in fundsthat the next legislature canspend,” he said.
But he said even withthe surplus, there is the reallikelihood of tough timesahead.
“This session was greatin terms of the outcomes forcounties, generally. But atsome point the state, the na-tion, is going to experienceanother recession,” he said.“Much of the surplus thatwas enjoyed during thispast session is attributableto the state’s individual in-come tax, and that’s a veryvolatile source.
“At some point we willreturn to the environmentthat existed for much of thepast decade. So you doneed to prepare for that.”
