Section 2: There shall be a Board of twelve (12) Directors, the President and
Vice President to be members of said Board. The State shall be divided into
three (3) zones as follows: Northern zone will provide four (4) Directors,
Southeastern zone will provide four (4) Directors and the Southwest zone will

promoting unity among shooters throughout the State of Idaho
ARTICLE VII – State Shoot
Section 1: The Annual State Shoot shall rotate between three qualifying clubs
equally: 1 year in Boise, 1 year Pocatello, and 1 year in the North (Walla Walla,
WA). Then qualifying clubs would rotate equally unless there is an exception
made because of financial agreements, club failure to meet requirements or club
inability to host the shoot.
PROVISO (IMPLEMENTATION):
These changes shall be implemented as soon as Idaho Statute allows.
We are submitting the following as a recommended and expedient approach
which complies with Idaho nonprofit corporation law, Title 30 , chapter 30 Idaho
Code; if there is any anticipated conflict with this approach we request
notification prior to the meeting so an alternative can be developed.
7
Implementation: This change will be implemented with the 2017 election. There
will be 4 directors elected or given a one year extension for 1 year terms from
the Northern zone, add two from Southwest zone for a 1 year term and add two
from Southeastern zone for 2 year term. (The term rotations/terms of current
officers need to be verified by the ISTA Secretary).
NOTE: This implementation has been reviewed by legal counsel and a
parliamentarian. Please note that the Proviso (implementation) can be adopted
and amended at the meeting with a simple majority.
EXPLANATION:
We are proposing that the current Northern Board of Directors be given a
one year extension so that the 2018 Directors can be elected at the Idaho
State Shoot which will be held in the North region. The ultimate goal is for
Board of Directors to be elected in their zone. In the event that a director is
not nominated or elected in a particular zone, the existing board of
directors may appoint a director provided he/she meets the qualifications.
We are proposing that the state shoot be on a three year rotation site
North (Walla Walla 2018), Southwest, and Southeastern. All proposed
sites must meet the contractual obligations of the Board of Directors.

Virgil Perry Bio
“I was born at home in 1935 in Andrew County, Missouri, one of seven children. In 1936 my family moved to a farm west of Meridian, Idaho and I attended grand school and high school at Meridian. in 1949, using a 12 gauge Winchester which my dad won in a raffle, we went to a field and shot clay targets. That was the start of my shooting. That fall I began going to turkey shoots at Melba, Homdale, Marsing and Wilder and the old rod and gun club south of Nampa. This was for the next 20 years.
When I met A.E. “Sonny” Boyd, an Idaho State Champion at the turkey shoots (he referred to me as the “Kid” and asked when I was going to start shooting registered targets which I had no idea what he was talking about. My first registered shoot was in February 1968 at eh old Boise Gun Club. At that shoot I got my first punch. Hal Smurthwaite of White Bird broke 100 in singles, I wondered what I was doing in this game, this guy never missed a target. Two months later at Ponderosa Gun Club I won the PITA Singles Championship and again in 1970. I married and raised five daughters, my daughter Barb became an accomplished trap shooter. I was a truck driver, auto mechanic and joined the Pipe Fitters Union and became a welder for rest of my career. In the early 70’s at the Spring Creek gun Club at Elko, Nevada I had the privilege of shooting on the same squad as Dan Orlich. In 1992 my daughter Barb shot ahead of me with a 96 in handicap, I had to break the last 50 to beat her. We were featured on the cover of On Target magazine. In 2004 I represented Idaho in the Veterans class at ehe Grand American Champion of Champions at Vandalia, Ohio. Over the next 48 years I won numerous award in excess of 100-200 and donated to many clubs.
Submitted by the Idaho Hall of Fame Board
14
I Idaho a combined ATA PITA targets of 210,625 as of 2016 and am a Life member of both associations. On my 77th birthday I broke 100 in the singles. I celebrated my 80th birthday in Winnemucca, Nevada in 2015 and shot a 98 in the singles. I plan to continue shooting until I can't stand. I love the sport and have fun doing it.” Virgil was also a member of the PITA All Star Team in 1988, 1994, 2010, 2012, 2013 and 2014. A complete listing of his wins would most likely take up this entire program. He had become a legend and a true one of kind in the trapshooting community as all that know him will attest.

John Booth 1948-2016
John was born at San Jose, California and graduated High School at Los Gatos in 1967. He enlisted in the Air Force and served from 1967 to 1971 as a Missile Technician. He was honorably discharged with the rank of Sergeant. After leaving the military John became a glazier and 1972. In 1983 he moved his family to Boise and began Vista Vacuum. The business grew in to Vista Vacuum and Framing and then to The Finishing Touch Frame Shop which is still on operation today.
John had many hobbles including a love for aviation. He got his pilot’s license flew model airplanes and gliders. He loved to hunt an was always fishing. He also enjoyed scuba diving and made 200 dives, many in Hawaii with his friend Steve Eichenberger. John is survived by a sister, two daughters, six grandchildren and eight great-grandchildren. John began trapshooting in the 1970’s while still in California. After moving to Boise he often made trips to California to visit family and friends and usually shot while there. One of his favorite clubs was George Ahart’s Coon Creek Gun Club. John began shooting ATA registered targets in 1980 and started PITA registered targets in 1984 after moving to Idaho. He shot over 94,000 registered ATA targets and had over 70,000 in PITA targets. He considered Boise and Caldwell to be his “home” clubs but he also shot at Ontario, Mountain Home, Twin Falls, Pocatello, Burley, Wood River Lewiston, Grangeville and many other clubs throughout the Northwest. He attended almost all of the Camas Prairie and PITA and ATA State shoots no matter the location. He also attended the Grand Pacific many times at Salem, Stockton, Evergreen and may others. Every shoot to him was a “fun shoot”. The shooting awards and wins are more than numerous. He had 100 straights to win trophies at the Grand Pacific and other high scores for more trophies At both Idaho State PITA and ATA it is difficult to determine an exact number as John did not keep a record. He was
Submitted by the Idaho Hall of Fame Board
16
more interested in attending the shoots and making friends than keeping score of trophies but the list does include wins at Oregon State, Washington State Montana State along with Western Zone shoots. He was a great contributor to the sport at local and state levels John served on the Board of Directors at Boise many times holding a variety of offices and was the driving force in having the club become computerized and was also responsible for obtaining registered shoot cashiering software for the club. His contributions to trapshooting were not limited to his home club however. In about 1990 John began to serve on the Idaho PITA State Board of Directors and for the next 25 years he served on the board numerous times but was always helping with the state shoot program, advertising, trophies and taking pictures plus all of the other jobs that go into a successful state shoot. John loved to shoot and it made no difference to him what it was. He often said “I am for the shooters, if they are happy then the clubs will survive.” The Idaho Trapshooting Hall of Fame was another shooting organization that benefited from John’s efforts and contributions. He donated a great deal through his business to provide the display cases that house the pictures of the Idaho Hall of Fame Inductees. He had to go through several different designs before he got what he liked and what we are using today. John did not like the spotlight and much of what he did and donated was behind the scenes and for over 30 years he enriched the sport of trapshooting in Idaho. He enjoyed it and he had a lot of fun and made a lot of friends doing it.

The ATA in its program of building strong state associations, aids them financially from the $20 annual membership, $2 is returned to the state
organization. From the $500 life membership, $150 is returned to the state organization over a ten (10) year
period and part is retained in a special ATA emergency fund. From the $3 daily fee you pay,
twenty percent (20%) is returned to the state organization.
These refunds are made to the State Association ten days prior to the State Tournament, provided such tournament is held and provided the State turns into the ATA at least
$200 from annual membership dues and registration fees. From this refund, there will be deducted an amount equal
to any fines due because of late shoot reports. On or before January 1 of each year the ATA shall inform the secretary of each State of the approximate amount of
