Technology Readiness Levels _____________________________________________________________________________

here are 10 Technology Readiness Levels (TRL), moving from concept (TRL-1) up through commercialization (TRL-10). Federal grants are available to support the development of innovations at all 10 Technology Readiness Levels.

The National Science Foundation offers over 1,200 grants a year for TRLs 1-4; the U.S. Department of Energy’s Advanced Research Projects Agency - Energy (ARPA-E) also offers grants to support energy-related innovations for TRLs 1-4.

Nine federal agencies offer Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) grants that support technology development in three phases (TRL 3-4, 5-6, and 7-8).

Grants and loan guarantees also are available to move promising new technologies up through TRL 8 and 9 to full commercialization and deployment.

Other grant and loan guarantee programs are available for building and installing systems utilizing existing, commercially available technologies.

Team Member Capabilities The Renewable Energy Consulting Services (RECS) Team is made up of a diverse group of professionals and partner companies with a depth of expertise in key areas related to the development and deployment of renewable energy technologies and projects. _______

Managing Director • Craig Evans, Founder, Managing Director; renewable energy expert; see professional bio, last page. • RECS’s core staff supports and coordinates activities of the RECS team members who provide a wide

variety of services and carry out projects on behalf of the firm’s clients. The core staff includes a director of operations, office manager, marketing manager, bookkeeper, and several interns who assist with industry updates, posting news links and blogs, and social media outreach.

Grant & Proposal Project Managers • Ed Ober serves as RECSs’ Director of Operations. He is a talented and effective business leader, grant

writer, consultant, and marketing and project manager. Ed has specialized for the last three years in managing grant application projects in transportation (including alternative fuel, vehicle and infrastructure), environment, social services and education. He has over 25 years of experience in marketing and business operations in multiple fields and has generated over $37M for clients in grant funds since 2009. Ed oversees all RECS’s projects. He also manages RECS’s project management, time management and other cloud-based systems.

• Abby Mackness has over 30 years of experience in program, information technology and proposal management for federal, defense, intelligence, state and local, and commercial customers. She has headed up teams to secure grants and contracts for Lockheed Martin, Booz-Allen and Hamilton and other large defense and information technology contractors and their clients. Abby has a Department of Defense Secret clearance. She is a certified Project Management Professional (PMP) and a member of the Association for Proposal Management (APMP).

• Darrin Riberdy has been developing winning themes and strategies for proposal responses for over 30 years. He is attentive to detail, well-organized, vigilant to proposal requirements, responsive to client needs, and able to see through a client’s eyes. He has extensive IT, system integration, manufacturing, oil and gas and construction management experience.

Grant & Proposal Writers • John Giglio serves as a managing editor. He is a highly versatile, multidisciplinary former executive

director of two national nonprofits with 25+ years of experience in business development, federal grant and foundation proposal writing/management, advocacy and program management.

• John Crossen is an environmental attorney and engineer and a public-private partnership attorney with significant Department of Defense experience, along with grant and proposal writing and business operations consulting (see short bio on page 8).

• Mark Colucci is a former jury litigation & public interest lawsuit attorney, advisor to members of Congress on medical malpractice and breast implant testimony, grant writer, business and political consultant.

• Deborah Dowd is an experienced grant writer, proposal manager and orals coach with expertise in the fields of energy, defense, IT and health care. She has more than 20 years of experience participating in and leading grant application and proposal teams. Deborah also maintains a blog for those who think food should be fun, http://play-with-food.blogspot.com.

• Mark Dunlap is a Grant Professional Certified (GPC) through the Grant Professional Certification Institute. He is experienced in prioritizing and managing multiple projects at the same time. He has a successful 19-year track record in identifying and securing funding through government, foundation, and corporate grants; 16+ years in senior leadership, management, and administration; and 12+ years in nonprofit fundraising, covering all elements of raising funds for nonprofit organizations.

• Greg Lank is a multi-talented professional who offers a variety of services, including grant writing, feasibility analysis, engineering support, market analysis, innovation analysis and project management. See short bio under forensic engineer on page 7.

• Scott McDonald is a business case analysist, market analysist and grant writer. See bio on page 8. • Dr. Lisa Pastore has PhD in public health. She has been the lead scientist on multiple federal grants.

She has 15+ years of experience writing federal grants and foundation proposals and 10+ years of Fortune 500 business planning and analysis. A skilled researcher on an array of topics, she can explain scientific and technical information in clear, concise manner understandable to technical and non-technical readers and grant reviewers alike.

Editors • Molly & Jim Cameron work as a team, editing, copy editing, checking for clarity, conciseness and

consistency, adjusting formatting, and verifying citations and text references. Jim has 30 years of experience as an editor; Molly and Jim have been working as a team since 1999. Jim and Molly serve as managing editors and blog writers for RECS as well.

• Sharon Peters has more than 35 years’ experience as an editor for newspapers, technical journals, and a Washington, DC policy research firm. She has written several training manuals for Northwestern University's Media Management Center and a nonfiction book published in 2013. She has also served as an editing coach at several newspapers, conducting training sessions that emphasized clarity, consistency and accuracy.

Financing Specialists • J. Anthony Sprow has deep experience in energy and natural resource financing, integration of

renewables and limited recourse financing. He began his energy finance career in 1978 with Chase Manhattan’s oil and gas group in NY, started Chase’s oil & gas group in Asia, and later started Chase’s Asia project finance group, based in Singapore & Hong Kong, and financed the startup of the pulp and paper industry in Indonesia. He worked alongside Richard Corrigan in helping set up the U.S. Department of Energy’s Loan Guarantee Program.

• Richard Corrigan, a senior executive with over 43 years in the international and domestic financial services industry; director of portfolio development for the Overseas Private Investment Corporation (OPIC); recruited by DOE to help set up Title XVII Loan Guarantee Program; hired many of the Loan Program Office staff members; maintains regular contact and communication with the LPO.

• Keith Goodman, spent most of his 30-year financial career with Wells Fargo Securities (formerly Prescott, Ball, and Turben, Wachovia, and Kemper Securities, Inc.) as Vice President / Financial Advisor. Mr. Goodman worked with many HNW individuals and companies controlling their financial portfolios. After the merger with a major bank, Mr. Goodman’s duties expanded to include commercial loan packaging for multi-million dollar projects. Prior to that, he spent time working with ITT Thorp in both commercial and consumer lending.

Financial Package Preparation & Refinement • Gabriel Montana leads sustainable forestry & agriculture and renewable energy initiatives for a

London-based equity firm. He co-developed the firm’s private equity offering in the sector and has spear-headed origination and development of investment pipeline opportunities ($20-$100M range)

Forensics Engineer/Engineering Support • Greg Lank, P.E., has over 15 years of professional engineering experience, much of which has been

dedicated to managing the research and deployment of renewable energy and sustainability technologies for both the federal government and the private sector. Trained as forensics engineer, he has investigated equipment and structural failures to figure out what went wrong, which has given him the ability to spot weaknesses and problem areas. Greg has a keen ability to analyze a technology’s feasibility and understand its market. Prior to consulting, he worked for the U.S. Environmental Protection Agency as a program manager overseeing the research, development and commercialization of sustainability technologies. Greg has a Masters in Engineering with a focus on Energy and the Environment. He is an accredited licensed practitioner for Innovation 360 and a licensed Professional Engineer in Florida and Maryland.

Independent Engineer / Owner’s Engineer • Mark Warner, P.E., has more than a decade of senior engineering and executive operational

leadership experience within the advanced bioeconomy. He has the unique ability to actively engineer and manage, proving successful in nearly half a billion dollars of commercialization projects. Mark delivers support beginning at the bench level, progressing through pilot and demonstration stages, culminating in the construction, startup and operation of commercial facilities. He has worked for four different companies that have held the number one spot on the biofuels digest top 50 Hottest Companies list. Mark has been selected as one of the Top 100 People in Bioenergy for multiple years.

He was a senior managing partner of a biofuels firm responsible for feedstock acquisition, marketing and public private partnerships. He has led market analysis efforts for projects involving the U.S. Army Corps of Engineers, biofuels projects and manufacturing. As a project Manager, he has worked with regional renewable energy issues, feedstock acquisition measures, risk mitigation and vulnerability evaluations, utilizing several asset management solutions, and risk management and programmatic evaluations.

Government Relations/Lobbying

• Mark Colucci, advisor to members of Congress, successful lobbyist, business and political consultant. • Gary Smith, retired executive with extensive background in the engine and alternative fuels

businesses. Led the successful turnaround of an alternative fuel company that resulted in its sale to a large multi-national firm. Mr. Smith was Chairman of the Renewable Fuels Association for two years. He is a consultant in the alternative fuels industry and for 13 years has served on the board of the Pro Football Hall of Fame. He has recently been inducted in the National Wrestling Hall of Fame.

Technology Transactions Attorney

• Neil Belson is an attorney with Potomac Law Group in Washington, D.C. He is a co-founder of the firm's Technology Transactions practice. Mr. Belson has extensive experience with renewable energy and handles a wide range of transactions involving technology and intellectual property, including technology transfer, patent license agreements, joint development agreements, purchases, sales and commercial agreements. In addition to his law practice, Mr. Belson has been a technology entrepreneur. He founded and sold an industrial biotechnology business that produced naturally occurring proteins and co-products from plant biomass.

• Potomac Law Group is a "new-model" law firm of about 65 senior attorneys. Potomac’s attorneys work out of their homes to minimize overhead. As a result, the firm’s rates are often about half those of traditional law firms.

Solar Development

• Edward Cichon has a keen talent for sifting through environmental, technical and financial challenges and getting solar systems online. Recognizing a maturing photovoltaic industry, Mr. Cichon utilized his extensive background in construction and finance to advance residential, commercial and municipal projects in Hawaii; many of these were the difficult ones on which most solar developers passed. Mr. Cichon has spoken at numerous universities providing business students with a “hands on” perspective from his experiences in the field. He has a B.S. in Economics from Rochester Institute of Technology and formerly held New York Securities Series 7 and Series 63 licenses.

• Mark Burton is an electrical engineer and solar specialist with a depth of experience and technical expertise in distributed energy and ground-mounted solar photovoltaic cell installations. His most recent project was as lead engineer for Hanwha Solar in Irvine, California, carrying out the full design, development, bidding and groundbreaking for the 108MW Grand View Solar Farm in Idaho, the largest solar installation to date in Idaho. Hanwha Solar sold the project at the end of 2015 to Clenera who completed construction with Swinerton and brought the project online in November 2016.

Interns are selected based on their interest in and ability to perform the intern job functions listed below. RECS believes interns should have a productive learning experience. RECS therefore offers interns the opportunity to take part in: • meeting elected officials and their staff to discuss public policy, • listening in on calls with lenders, investors and grant making agencies, • working with project teams to prepare grant and loan applications, • contributing to business plan and financial model preparation, • visiting project sites, • researching and writing about renewable energy technology advancements, and • writing blogs and social media posts promoting renewable energy.

Responsible for reviewing on a 2x weekly basis over 70 publications worldwide that provide information on renewable energy & energy efficiency, selecting articles and links with relevance to the 20 subject areas followed by RECS and posting new article summaries and links on Facebook and Twitter (which link to RECS’s renewable energy news page) as well as on other social media outlets as appropriate

Social Media Specialist Responsible for generating traffic and maintaining ongoing communications with followers on all RECS’s social media sites – Facebook, Twitter, Instagram, and others as might be suggested

Blog Writers

Responsible for selecting news worthy and noteworthy articles from RECS's news feeds that can be expanded in one of RECS's online blogs or posts to provide perspective, context and additional detail about new developments and advancements in the renewable energy and energy efficiency fields.

Video Presentation Specialist

Responsible for establishing a YouTube presence for RECS and producing video content to be posted on a regular basis on the online outlets RECS has established, including its website and blogs, as well as Facebook, Twitter, Instagram, Linkedln and other online services as appropriate.

Online Marketing Manager

Responsible for optimizing all sources of online marketing and advertising to promote RECS's services, doing so in creative, compelling ways that will make RECS stand out and get noticed, and will be different from the spam mail, pop ups and other annoying devices employed by far too many other firms.

Crowd Funding Manager

A new area of possible expansion for RECS. Responsible for exploring ways in which Crowd Funding can be used to assist RECS's clients in securing grants and financing for developing and deploying renewable energy & energy efficient technologies.

Craig Evans Managing Director, Renewable Energy Consulting Services LLC

Craig Evans is the founder and managing director of Renewable Energy Consulting Services, LLC (RECS), a firm devoted to assisting technology developers and companies with innovative and disruptive renewable energy and energy efficiency technologies secure the funding and support necessary to commercialize their technologies.

Craig has over 30 years of experience in the public policy, fund raising and grant making arenas, working on conservation, agriculture and renewable energy issues.
