At realization of the goal to increase competitiveness of enterprises, the awareness of importance of technical standardization and involve-ment in elaboration of International and European standards, in May 2008, the Slovak Standards Institute (SUTN) successfully finalized a project co-financed by the European Social Fund, titled Module-Based Training in Technical Standards. Since October 2006 18 seminars were organized for participants from Bratislava Region that were attended by 672 employees from private and public sector and SUTN employees were having English courses and acquired skills in professional communication, negotiating and presentations.

For highlighting the modernization of SUTN permanently offering standard services, as of 1st July 2008 the Institute has changed its logo and with the new Corporate Design Manual also the visual identity of the Organization with the view to attract the technical public and also to promote its activities among the technical and general public and to ensure that the organization is perceived as a serious partner in area of standardization for cooperation or acquiring information or using its services.

SUTN has the status of the National Standardization Body (NSB). At international level, it is a full member of the International Organization for Standardization (ISO) and of International Electrotechnical Commission (IEC). At European level, it is a full member of the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) and the European Telecommunications Standards Institute (ETSI). The member status of Slovak Republic in EU and the membership of SUTN in European standards organizations is the opportunity to exercise the interests of industries and other stakeholders during the elaboration of European standards and precondition for facilitation of free movement of goods and services in enlarged European Union.

The important role of SUTN is to update regularly the collection of Slovak National Standards (STN) by publishing new standards in line with development of science and technology, by implementation of European standards CEN/CENELEC and ETSI to national collection and by withdrawal of outdated standards. Parallelly it is necessary to ensure that the standards which are in conflict with new published standards were withdrawn or revised. The Institute maintained these activities not only within its own capacities by technical officers, but mainly in co-operation with members of National Technical Committees and Subcommittees (TK/SK). The system of STN currently contains 29 589 standards.

STN eN 15565 (95 4011), Tourism services – requirements for the provision of professional tourist guide training and quali-fication programmes, published in the Slovak language on 1st September 2008Novelty not only in Slovak Republic but also in European Union sets minimal requirements for the provision of professional tourist guide training and qualification programmes.This European standard gives to countries, regions and towns the possibility freely decide about the level, extend and main areas of their qualification programmes provided, they fulfill the mini-mal requirements for professional tourist guide training, being the essencial precondition for providing quality services by tourists guides in all member states.

STN ohSaS 18001 (83 3000), occupational health and safety man-agement systems – requirements, published in Slovak language on 1st April 2008Standard OhSAS 18001 is compatible with the international manage-ment systems standards, i. e. ISO 9001 (QMS) and ISO 14001 (EMS), in order to facilitate the integration of quality, environmental and

occupational health and safety management systems by organizations, should they wish to do so.

SafeTy of machINery

STN eN ISo 14121-1 (83 3008), Safety of machinery – risk assess-ment – part 1: principles, published on 1st April 2008This standard replaced STN EN 1050: 1998 Safety of machinery – Principles for risk assessment.The standard determines the general principles for reduction of risks according to chapter 5 of STN EN ISO 12100: 2004. It contains guidelines for assessing the risk. It gives guidelines for execution of decisions related to safety of machine and required type of documen-tation for verifying risk assessment.The standard is supplemented by TNI ISO/TR 14121-2 (83 3008) Safety of machinery – Risk assessment – Part 2: Practical guidance and exam-ples of methods from 1st February 2009

chemISTry

In 2008 the Slovak preliminary standard STN p 65 6536 automotive fuels. Blended fuel containing 30 % (v/v) of fatty acid methyl esters (fame) for diesel engines. Requirements and test methods was prepared by SUTN. By pubishing this standard on 1 January 2009 Slovak Republic wants to contribute to a higher use of biofuels in

Slovakia. The standard specifies requirements and test methods for blended fuel that is obtained by mixing diesel and an required amount of FAME. The fuel, also called as fuel B30, is intended to be used for subsequently adapted diesel engines, for example in closed automo-tive parks, in stationary machines or vehicles not indented for use on roads. The Slovak preliminary standard is intended for practical verification of the requirements for the fuel with such high content of the biocomponent until July 2011 when the current parameters are to be evaluated and the possibility of publishing the technical standard for B30 fuel will be examined.

ELEcTROTEchNOLOGy

In electrotechnology beside others, two important standards were published in the Slovak language related to safety of electrical instal-lations and to protection of property and persons against lightning.

STN 33 2000-5-54 low-voltage electrical installations. part 5-54: Selection and erection of electrical equipment – earthing ar-rangements, protective conductors and protective bonding con-ductors. his standard is a part of the STN 33 2000 series where the harmonization Documents of CENElEC series hD 60364 were im-plemented. This hD series harmonizes requirements for design, in-stallation and inspection of electrical installations with the voltage within the range of lvD Directive for ensuring the safety of persons

operating electrical equipment connected to these installations and also preventing stroke by electrical current while working on these installations or close to them. The standard STN 33 200-5-54 speci-fies the requirements for construction of earthing and protective sys-tems, including selection and dimensioning of materials of the system elements.

STN eN 62305-2 protection against lightning. part 2: risk man-agement is the Slovak version of the standard published already in English language in November 2006. This standard belongs to STN EN 62305 series which comprehensively handle protection of property and safety of persons in structures or nearby.This part of series introduces the method for evaluation of risks and damages that can cause lighting strokes to construction and electrical installations and cause human losses. After determination of upper acceptable risk limit the standard allows to choose appropriate pro-tective measures for risk reduction at or under the acceptable limit. general theoretical principles from the standard are necessary during study and practical application outside and inside protection against lightning that are included in other parts of series STN EN 62305.The software IEC Risk Assessment Calculator version 1.0.3 for risk cal-culation is part of this standard.

SUTN in aim to stimulate the cooperation with technical commit-tees and subcommittees (TC/SC) of International and European standards organizations updated contracts for international coo-peration. New contracts were concluded for cooperation with ISO/IEC TC/SC where the active membership (P-member) is requested and with all CEN/CENElEC TC/SC according to interest. By the end of 2008 there have been 28 contracts concluded and other 6 are under discussion.Drafts of European and International standards were available to ex-perts in charge of the particular international cooperation task and to the members of national technical committees. Monthly the anno-uncements of drafts STN EN in public enquiry stage were published at the SUTN web site together with translated titles and proposed method of adoption of EN into the STN system.Drafts international and European standards were registered in in-formation system. During 2008 there were registered 4 754 working documents CEN, 1 291 normative documents that includes new ENs, corrigenda to published ENs, amendments, CEN/TS, CEN/TR and CEN workshop agreements (CWA). What regards ISO, there registered were 3 326 working documents and 1 558 normative documents i.e. ISO standards, Technical specifications (ISO/TS), Technical reports (ISO/TR), Publicly available specifications (ISO/PAS) and International workshop agreements (IWA). SUTN fully administers ISO livelink – ISO global Directory. This software allows NSOs of the member states to administer the access of experts to documents of ISO/TC/SC and assign them different Access roles.During the year SUTN made available 5 723 CENElEC working do-cuments. Into BINOR database registered were 946 CENElEC wor-king documents, 524 CENELEC published standards (including HD) and 25 other CENElEC publications (TR, TS, IS, CAW, ES). In this period 8 471 IEC working documents were also made available. Into BINOR database registered were 1 217 IEC working documents, 519 published IEC standards and 72 other IEC publications (TR, TS, PAS).

The director-general participated in two meetings in 2008, where several important decisions were approved. The number of the council members was increased by one permanent member – a representative from china – and by one elected member, representing small countries. at october meeting, the ISo council elected robert Steel from New zealand as the new ISo Secretary-general.

In 2008 through creating of a new Commercial department the activi-ties of Library and information services Department and Standards sale point were merged. This established the preconditions for grad-ual setting up of SUTN Information Centre (Info Center). The goal was to increase the quality and complexity of services provided to customers at one place. The effort of Info Centre employees was focused on providing and offering all available information through our products and services.SUTN web store with different changes has already been in operation for 10 years. The user can search for standards in the STN Collection free of charge. Due to continuous informatization grow in the society the needs and requirements of our customers also grow. One of them was not only ordering of electronic and paper version of STN but also availability of the text on-line based on prepaid permanent access service to up-to-date standards in accordance with own selection.This has led to preparation and putting into practice the project for replacing existing web page(http://www.sutn.sk/eshop/public/search.aspx)by new functions significantly improving the web store.The aim of the project was to integrate the functionality of the elec-tronic shop with the on-line access to documents in PDF using strict system of access rights management (Digital Rights Management/ DRM/ Security Software for PDF) trhough FileOpen technology.As the final step, the migration of internet shop users and users of current STN-online users was performed, that made the STN-online service accessible to wide public in September 2008.

The Publishing Department in its own capacity printed Slovak stand-ards, and produced additional copies at request of customers. In total, 16 111 standards were additionally printed in 2008. The Department also made photocopies of foreign, European, International stand-ards and other materials related to standardization and did printing jobs for external clients. In 2008, there were produced 3 703 cop-ies of STN and 383 copies of foreign standards. Also a typographical processing, printing and distribution of periodicals like UNMS Official Journal, magazine Metrology and Testing and Standardization was provided. SUTN also published non-periodicals like STN Catalogue in six parts devided in accordance to classification classes 01-32, 33-38, 39-50, 51-86, 87, 88-89 and the Register to Catalogue.

QualITy maNagemeNT SySTem

Quality policy comes out from SUTN authorization as National stan-dardization body and from tasks stipulated in law No. 264/1999 Coll. and from the Contract No. 1/2008.On the basis of quality policy approved by the SUTN management and of our users requirements the long-term goals were approved, these were elaborated into short-term targets including the specific tasks and designated employees responsible for fulfillment of the target. The evaluation of quality goal fulfillment and monitoring of processes was carried out quarterly. Subsequently their rightness and timely fulfillment ware evaluated.SUTN is continuously trying to improve the quality management sys-tem by internal and external audits. The recommendations from con-trol audit of 2007 were fulfilled in line with the determined schedule and checked by control audit on 5th December 2008. The certification body again ascertained that the quality management system is in comliance with STN EN ISO 9001:2001 in area of development and distribution of standards, publishing and sale of publications and ope-ration of standardization information centre.

keymark – a voluNTary QualITy mark for producTS aNd ServIceS

The concept of the state policy in the area of standardization includes activities related to the certification of products and services according to the relevant European standards. The Keymark is the evidence that the product meets all requirements of European standards. SUTN has signed the Transfer Agreement with CEN. From this contract result obligations and SUTN re-presentative participated in the activities on CEN Certification Board during 2008.

cerTIfIcaTIoN acTIvITIeS

Our Institute has gained the competence to evaluate the conformi-ty of translation services providing to European standard EN 15038 in sense of agreement Austrian standards institute. This agreement permitted translation services providers’ easier access to European market and their establishment at International and national level because the lICS is globally recognized branch mark. The first holder of this certificate was the translation division of EXE ltd Bratislava, the second holder was ASPENA ltd.

The 17Th STaNdIrdIzerS forum IN SlovakIa

The 17th Standirdizers forum took place on 22nd April 2008 following the general Assembly of the Slovak Society for Standardization (SSTN).This is the yearly opportunity to inform about results that SUTN re-ached by fulfilling the Contract with UNMS, to point out new mar-keting activities, to inform about upcoming changes of organization visualization, new web page and also to note, that achieved results were product of measures taken and aimed at increasing efficiency of standards development procedures and the whole SUTN standar-dization activities. Director of UNMS Testing and standardization section spoke about ap-proved standardization state strategy. The strategy comes out from previous state policies that had the goal to establish standardization infrastructure compatible with the EU system. Documents like lisbon Strategy, CEN Strategy to 2010 and the Resolution of the European Parliament and of the Council No. 1673/2006 EC of 24th October 2006 about financing of European standardization applicable at national level. One of the main tasks of standardization is to reach mutual cooperation of interested parties, i.e. state administration bodies, market surveillance, industry, authorized and notified bodies, techni-cal public and other standards users.The main presentation had lecturer Dr. Peter Jonas from Austrian ÖNORM Certification of translation services according to EN 15038. The presentation was interpreted into Slovak language. In his entry, Dr. Jonas explained in details the main parts of the standard, funda-mental certification procedures and requirements that the certified subject has to comply with to gain the certificate.

WorldS STaNdardS day

Worlds standards day celebrated every year on 14th October, was de-voted to the theme Integrated and sustainable buildings announced by IEC, ISO and ITU. SUTN in cooperation with UNMS and SSTN orga-nized the 22nd seminar on 23rd October 2008. The seminar was accom-panied by vladimir list Award for standardization. The awards were granted in following categories:● for long life activity in standardization/long-term significant

In 2008, SUTN achieved the positive result of 1 917 thousand Sk by costs of 72 522 thousand Sk and yield of 74 493 thousand Sk.The costs for the activities of SUTN as state-subsidized organization are covered from current transfer from Slovak state budget and from its own yields.2008 contribution from the state budget represented 57,4 % from the whole costs.SUTN own resources comes mainly from sale of Slovak National Standards in electronic and paper version, foreign standards, also from sale of periodicals and other publications where SUTN was the publisher or co-publisher. The other sources of revenue are the payments from sale of services connected to SUTN legal activities (Service STN-online, retrieval services, permanent monitoring of standards, publishing activities and certification).
