Albritton is top Volunteer and Hawaii is Association of the Year CDR Carla Albritton, SC, USN was se- lected as the 2009 Foundation Volunteer of the Year and Hawaii was selected as the Association of the Year at the an- nual meeting of the Foundation Board in Athens in October. CDR Albritton was cited for her work with the San Diego Supply Corps As- sociation from August 2003 through July 2009. At the time she served on the staffs of the Fleet and Industrial Supply Center and the Commander, Naval Sur- face Forces Headquarters. According to CAPT Dave Watt, Presi- dent of the SDSCA, Albritton’s “steadfast leadership, high energy and full en- gagement with our San Diego Supply Corps Association enabled the transfer of nearly $200,000 to our Foundation.” Her efforts in chairing the Supply Corps Auction, including serving as Auction- eer at the fundraiser for five straight years, were particularly noteworthy, according to CAPT Fran Derby (Ret.) a Board member of SDSCA. In addition, Derby noted that Albrit- ton “volunteered for an unaccompanied Individual Augmentation assignment to CENTCOM’s Deployment and Dis- tribution Operations Center in Kuwait, where she served as Chief of Staff. These duty assignments alone would challenge, perhaps overwhelm many officers. Not so for Commander Albrit - ton, who is also the proud mother of two bilingual pre-schoolers.” CDR Albritton is currently a stu- dent at the Industrial College of the Armed Forces. In selecting Hawaii, the Founda- tion cited SCAH’s efforts in the past year to promote the history, tradition, and success of the Navy Supply Corps through dedicated community ser- vice, professional development and sustained camaraderie. Of particular note were the ef- forts of past President CDR Matt Ott RADM Don Hickman (Ret.), Chair- man of the Foundation Board, announced at the annual meeting in October that the Foundation had ex- ceeded the goal of $1 million in its three-year campaign, “Taking Care of Our Own.” The drive, which was kicked off in 2007, raised funds for Foundation programs and activities such as the scholarship fund and the heritage displays. Hickman praised the efforts of all involved, especially Mr. Henry Trione, Honary Chair and RADM Don St. Angelo (Ret.) and Kevin Twomey, Co-chairs of the drive. Calling 2009 a “banner year,” he added “it’s amazing that we were able to accomplish this goal,” Hickman said, “in spite of these challenging financial times.” He credited the success of the effort to the generosity of Foundation members who supported the effort through online donations, pledges, contributions to the CFC, and thoughtful estate planning. In other Board actions, Hickman completed his ten-year tenure as Chairman of the Board. He turns over the reins of the Foundation on Janu- ary 1 to incoming Chairman CAPT John Kizer (Ret.) who had been serv- ing as Board Vice Chairman. Greetings from the Chairman

and programs. Last I want to singleout John Kizer and Jack Evans. ViceChairmanoftheFoundation,Johnhasassistedintoomanywaystocountandhasbeeninvolvedineverymajordeci-sion;Jack justgoestoworkeverydayand makes the Foundation a success.THANKYOUBOTH!!And,thankstoallofyouwhohavecontributedtotheFoundation, both financially and time wise,over thesepast tenyears.Therearefartoomanytolist,butanyreviewoftheFoundation’shistorywillrevealthenames. Second, I want to thank all themembers who contributed ideas tothe Foundation’s efforts to expandour programs beyond our success-fulscholarshipprogram.Thesenewprogramswillserveusallwellintothefuture.

On a personal note, theseyears have provided me an op-portunitytoattempttogivebacktotheSupplyCorpsforalltheop-portunitiesIhadduringmyactivedutycareer.Ihavehadagreatop-portunitytomeetandworkwithmanyold,aswellasnewfriends.Many wonderful Americans areassociated with the Navy SupplyCorps…something which shouldgiveusallpride. This is my final message as Chairman of the Board of Directors of ourFoundation.Aftertenyearsonthejob,Ifeelthatitistimetostepaside.AtourBoardofDirectorsmeetinginOctober,I attempted to individually thank themany people who have been so veryhelpful during this period. In thisOakleaf,Iwanttotakethisopportunitytodoacouplemorethings. First,Iwanttosingleoutthreeindi-vidualswhohavebeenoftremendoushelpforourFundDrive…ourHonoraryChairman, Henry Trione and our co-chairmen,KevinTwomeyandDonSt.Angelo.Thesethreeindividualsmadesure our fund drive was a huge suc-cess. Next, Joe Phelan, who, althoughnot a member of our Foundation,played a significant role in navigating us into our current long range plan

Atlastyear’smeetingofAssoci-ation Presidents, a common issuewith developing, managing, andresourcing Association websiteswas identified. At this year’s meet-ing in October, a plan to provideeachAssociationwithanewfullyfunctional website was presentedandunanimouslyapprovedbytheFoundation Board. The seventeennew websites are being partiallydonated by Target Systems to theFoundation in order to significant-ly upgrade the communicationscapabilities of all Associations,largeandsmall.Thenewwebsitesareexpectedtocomeonlineearlyin2010. In other business at the Asso-ciationPresidentsmeeting,CAPTTom Billings (Ret.), AssociationRelationsChairmanfor theFoun-dation,updatedthePresidentsona number of additional Founda-tioninitiativesaswellasprovidedopportunities for the Presidentsto exchange ideas and lessonslearned in their areas. Twelve oftheAssociationswererepresentedatthemeeting.

Command Leadership teams designed toincreaseparticipationandfostermentoringamong officers. In addition, their efforts in hosting a breakfast series of professionaldevelopment events, running a golf out-ing resulting in over $10,000 in donationsto the Foundation scholarship programs,sponsoring junior officer training events as well as an active calendar of commu-nityserviceeventswerenoted.SCAHalsohostedoveradozenfamilythemedeventspromotingfamilycohesion,teambuilding,andesprit-de-corps. The Foundation noted that the associationhaddistinguisheditselfbypromotingprofes-sional development, contributing key financial supporttoscholarshipprograms,servingtheHawaiian community, and by “consistentlyhonoringandcommemoratingthe traditionsoftheNavyandtheSupplyCorps.”

Obnamia has had a lifelong interestin math and science. He excelled as astudentatDublinCoffmanHighSchooloutsideColumbus,Ohio,takingnumer-ousadvancedplacementcourses.“Ilikethestepbystepprocessinscienceandmath,”hesaid,“it’sverylogical.”

Notcontentwithastrictlyacademicfocus,Obnamiaalsoplayedthetrom-bone in themarchingband, thebrasschoir, the full symphonic orchestraandthejazzband. “Ilearnedalotfrommusic,”hesays,“ittakeseveryoneplayingtheirparttomake the final product sound good.” Obnamian’shighschoolactivitiesalsoincludedthreeyearsoflacrosseandayearofvolleyball. One of several students to achievevaledictorian status in his class ofmorethan400,Obnamiawasselectedfollowing an audition to give the ad-dressathiscommencementlastspring.Hespokeofthemanywaystoachievesuccessinlifeandhefoundheenjoyedit.“Itwasexcitingtotalkinfrontofsomanypeople,”herecalls. Obnamia’sfatherNomer,whoservedasanenlistedstorekeeper,cametotheUnited States from the Phillipines. InathankyounotetotheFoundationheexpressed his gratitude to the Foun-

To be eligibleforthescholarshipprogram,theapplicant/recipientmustbe a spouse, child or grandchild of a living or deceasedregular,retired,reserveorpriorserviceSupplyCorpsof-ficer, or is serving in a Supply enlisted rating (e.g., AK, SK, MS/CS,SH,DK,LI,LS,PC)onactivedutyorinaretiredstatus.Recipientsmustattendatwo(2)orfour(4)yearac-creditedcollegefull-time.Thescholarshipapplicationforschoolyear2010-2011willbeavailableJan.10,2010,onourwebsitewww.usnscf.com. In2009,duetothegenerosityofourmembers,weawarded$233,500inscholarshipgrantsto95individuals.Inaddition,three$2,500memorialscholarshipswereawardedtochildrenof Supply Corps officers who died while serving on active

ENSEllenHarper,SC,USN,aMaygraduate of the Navy Supply CorpsSchool’s Basic Qualification Course,recentlyauditionedforandwonthesolo part in the Athens Choral So-ciety’s “An Evening of Beethoven.”She has been singing for more than15 years and competed for the cov-etedSopranosolointheclassicMassC Major, Opus 86 by Ludwig VanBeethoven.ENSHarpersaidshewasecstatic about the opportunity tocontinuetopursuehersingingaspi-rationswhilesimultaneouslyservingasaNavalofficer. ENS Harper’s first performance

last spring was attended by a largegroup of faculty and students whowentawayvery impressedwithhervocal range and overall skill. CAPT Robert Granston, SC, USN(Ret.)gavehisNavyCrosstotheSupplyCorps Museum in a ceremony held inAthensinAugust.ReadersofThe Oakleafwill remember CAPT George White’sarticle“TheHeroicStoryofThreeWWIISupply Corps Officers” in the July is-sueofThe Oakleaf.ThenENSGranstonsurviveddesperateconditionsformorethan three years as a prisoner of warin the Phillipines in WWII and subse-quently received the Navy Cross, theNavy’s second-highest award for valor,aftertheCongressionalMedalofHonor.GranstonisoneofonlytwoknownSup-plyCorpsrecipientsoftheNavyCross. During theceremonyCAPTJohnTi-tus, Commanding Officer of the Navy SupplyCorpsSchool,notedthat itwasgreat tohaveaSupplyCorpshero likeCAPTGranston,whoaccomplishedhe-roicfeatsduringhisinitialtourofduty,on hand to speak with Supply CorpsSchool students. Those students willsoon be embarking on their own first toursofduty.CAPTGranstonstatedthat

hedidnotfeelthathisactionswereany-thingoutoftheordinary;hewassimplydoinghisduty. Following the museum ceremo-ny, which he called one of the “mostmemorable days” of his life, CAPT

Granston addressed the Navy SupplyCorpsSchoolstaffandstudents.“Thereis no larger word in the English lan-guagethan‘duty,’”hesaid.“Youcandonomorethanyourdutyandyoushouldneverdoless.”

WWII Supply Corps hero donates Navy Cross to Supply Corps Museum

Formanyyears,thepositionofSupplyOfficer on submarines was assigned as a collateralduty,usuallytothemostjuniorline officer on the boat. With the devel-opment of the Nuclear Powered FleetBallisticMissileSubmarine (SSBN), thesizeofthecrewsgrewandthenumberofrepairpartsrequiredtobecarriedonboardgrewaswell. Thelongersustainedsubmergedtimeand increased equipment complexity,especially on SSBNs, made it dramati-callyevidentthattherewasaneedforaprofessional Supply Officer. But the ex-istingviewwithintheSubmarineForcewas that every officer had to stand deck watches, become qualified as an OOD (Officer on Deck), and become qualified insubmarines.AssigningSupplyCorpsOfficers to submarines would require re-thinkingofthispractice. CAPT Bill Rossell, Force Supply Offi-cerforCOMSUBLANT,wasdeterminedtomakeithappen.Earlyin1962,Rossellasked the Bureau of Supplies and Ac-counts to find a Supply Corps officer, specifically a Naval Academy graduate, whohadsomeexperienceatseaasalineofficer. He also wanted a candidate who would attend the full six-month officer’s submarine school program currentlyrequired for line officers. It was the ex-pectation that the officer would become a deck and diving officer watch stander. I was at that time at the SupplyCorps School in Athens, Ga., havingjust transferred from the line. Whenapproached to volunteer for this as-signment, I was elated. As a NavalAcademy graduate with bridge andin-portwatchexperienceonacruiser,it seemed I fit the bill. I began Submarine School in early1962. As graduation approached, therewas still no approval from top levelsof COMSUBLANT to follow throughwithanSSBNassignment.Asasortofcompromise,IwastoldthatIwouldbeassigned toadieselelectricSS for trialpurposesforayearormore.TheLafay-ette (SSBN 616) had just been launched

andLCDRDonHallhadbeenassignedas Blue Crew XO. We had worked to-getherearlierwhenIwasonSubmarinerSquadronSixStaffwhilewaitingformySubSchool class to begin and he hadbeenSquadronEngineer. HallandtheCOofLayafette,CDRPatHannifin, approached Deputy COM-SUBLANT and requested that I beassigned to their ship. Approval wascontingent on CDR Hannifin agreeing, whichhedid,nottocomebackforare-placementifhechangedhismindlater.Without that pull from the ship, theprogram could have grounded on therocksrightthen. As I left SubSchool, a second SupplyCorps officer, Pete Larson started. We hadrisentothechallengeandacallwentoutNavywideforadditionalvolunteersforthistypeofduty.Therequirementswere such that the officer had to be at leastaLTJG,withexperienceasaninde-pendent duty Supply Officer at sea, and withanengineeringbackground.Someof the first officers in this program were CharlieSimmons,PhilCunningham,EdBarnes, Joe Matais, Angelo DiFilippo,

Joe Jaap, Bob Fraser, Don Weatherson,George Mahelona, Chuck Kiger, RayBasley,andBobOsmon. Asaresultofhighlyfavorableevalu-ationsbySSBNCOs,theCOsofnuclearattacksubmarines,SSNs,begantopushhard for SUBLANT to assign Sup-ply Corps officers to their submarines. Gradually an alternative qualifications programwasdeveloped,whichfocusedonsubmarinesupplyrelatedknowledgeratherthanoperationalandengineeringknowledge. A new Supply Corps Dol-phins breast device for this qualification wasdesigned. Fittingly, CAPT Bill Rossell was stillSUBLANT Force Supply Officer and was present when I became the first of a long line of dedicated Supply Corps officers to be awarded the Submarine SupplyCorps Dolphins. Ultimately, the pro-gramwasexpandedtothepointwheretoday there are Supply Corps officers on all SSBNs and SSNs throughout the fleet. Iamproudtohavebeenoneofagroupofdedicatedprofessionalstousherinatotallynewconceptofmanningnuclearsubmarinesthatcontinuestoday.

For many years, the Bay Area inCalifornia was home to numerousNavy activities and hundreds of ac-tive duty Supply Corps personnel.Whenallofthebasesandairstationsintheareawereclosedorconsolidat-edinthe90s,thearea’sSupplyCorpsAssociationbecamesmallertoo. Recently, a core group of retireeshaspitchedintorevitalizethenewlynamed Bay Area Supply Corps As-sociation. Focusing primarily onreserve and retired members, newlyelected President CAPT Kurt Libby(Ret.)saysthatBASCAisworkingto“facilitateopportunitiesforpeopletoget together, in a casual and unde-mandingway.”Libbycredits retiredCAPTBillWithrowwithkeepingtheassociationaliveover theyears,andsaystheireffortsnowarebuildingonthatbase. BASCA covers a huge area of thestate, including hundreds of squaremiles and all of Northern Califor-niaexceptMonterey.“WedrawfromGrass Valley, Tahoe, and Reno as

wellasfromMendocino,”saysLibby.Right now they have an e-mail listof about 86 members, mostly retir-ees and reservists, spread out overNorthernCalifornia,andtheyareac-tivelylookingtoinvolvemoreretiredand former Supply Corps officers. Without a treasury and with littleinfrastructure,BASCAhitonthecon-ceptofcollaboratingwithotherNavyorganizations in the area for “SeaServiceEvents.”AboardmemberofthelocalNavyLeague,Libbythoughtthat including the Supply Corps inexisting Navy League events wouldmake sense for both groups. “Ev-eryone is looking for members,” hesays,andthecombinationofthetwogroupsworkedwell. They are also joining togetherwith the local Retired Officers As-sociationandhavedoneeventswiththe Tailhook organization and withthe USS Hornet Museum. Amongthe recent activities are a golf tour-nament, cable car rides and Fleet

My daughter, Carlin Anne-Marie Callaway, received a $2,000 schol-arship from the Foundation for the 1992-1993 cycle. Because of thatscholarship,shewasabletoattendherfreshmanyearatTheUniversityof Colorado. During that time, I was going through a difficult unemploy-ment. She joined the CU NROTC unit and graduated five years later with aBachelorofScienceofNursingfromtheUniversityofColoradoHealthSciencesCenter.ShewascommissionedanEnsignintheNurseCorpsinAugust1997.

SheisnowLieutenantCommanderCarlinCallaway,NC,USN.ShehasbeenstationedatNavalHospitalsinPortsmouth,Yokosuka,andBethes-da.InMay2006sheearnedaMaster’sDegreeinHealthAdministrationfromtheUniversityofMarylandUniversityCollegeprogram.

She is now on DUINS at the University of Virginia (Charlottesville),whereshehopestograduatewithaMasterofScienceinClinicalOncol-ogy and a Nurse Practitioner License in August 2010. Her specialty isclinicaloncologyandpalliativecare.

Walls form up on the new Supply Corps School

The Supply Corps School in Newport is located on Coasters Harbor Island, on Porter Avenue, to the right of the current location of the Chaplin’s School (Brett Hall).

Threeyearsago,withanambitiousplaninhandforin-creasedservicetoourmembers,yourFoundationsetouttoaccomplishanunprecedentedgoal– raising$1million tohelptakecareofourown.Wewantedtoexpandourschol-arship programs, communicate and preserve our SupplyCorpsheritage,andprovideourmemberswithopportuni-tiesforcamaraderieandfellowship. Manythought itcouldn’tbedone,especially inthechal-lenging financial environment we now face, but with your support,thisfallwepassedthe$1millionmark.It’saremark-ableachievementandonethatyoucanbejustlyproudof. Butwecannotrestonourlaurels.Thereismuchstilltobedoneanditrequiresourcontinuingeffortandsupport. Thisyear,inspiteofthefactthatweawarded95schol-arshipsvaluedat$233,500,therewerestill116applicantswho did not receive a scholarship.
