On May 16, 2014 a delega-tion of Korean Government Auditors visited the Center to conduct an evaluation on the projects donated by the South Korean govern-ment through KOICA. The auditors started evaluating from the KOICA phase 1 project (composed of seven buildings for the trade areas, a 3-storey dormitory and administration build-ing complete with needed facilities and equipment) down to the on-going construction of the phase 2 project (incubation centers, Korean language & culture rooms and a 450-seater multi-purpose hall).

The delegation is composed of Jun Chang Lee, Hye Young Kim, and Bo Yuong Im. They were accompanied by Young Ran Kim (KOICA Philippine Office Senior Deputy Resident Repre-sentative), Sunhyung Hwang (KOICA Philippine Office Deputy Resident Representative), and Eleanor Tabing (KOICA Philippine Office Assistant Project Manager).

The auditors inspected all the trade areas, the newly refurbished dormitory, offices and the construction site of the on-going phase 2 project. Upon their ocular inspection, they were very satisfied how the Center managed to sustain the lifespan of the facilities and equip-ment as well as how the Korean Overseas Vol-unteers (KOVs) identified projects in relevance with the refurbishment of facilities/equipment beyond repair, likewise on how KOVs visual-ized the lacking needs of the Center subject for their project proposals. Henceforth, the vision of KOICA phase 3 project for the RTC-KorPhil Davao (a Research and Development Center) is a step away from its realization.

After the renovations made to the administration and trade area buildings, the 3-storey dormitory was renovated as part of the phase 2 project of Korea International Coop-

eration Agency (KOICA) in RTC-KorPhil Davao in order to enhance its hospitable services and develop a conducive place for its dormitory occupants. KOICA contracted Woo Jin E & C as the construction company to facilitate the renovation works. Spearheaded by Mr. Baek, Changeun (Construction Manager, Woo Jin E & C) together with his staff, Engr. Christian Quiambao, Ms. Caroline Grace Urbina, Mr. Mario Madera and their workers started the project which covers repainting of 3rd-storey building, rewiring of lights, switches and outlets, replacement of door jambs from wood to steel doors, retiling of floors, re-construction of pathways, enhancement of restrooms, kitchen, dining/mess hall, replacement of steel cabinets and ceilings at the 3rd floor rooms and construction of an elegant conference room last January 9, 2014 and will target to conclude on the 1st week of May 2014. No doubt the unwavering support and noble assistance of KOICA to RTC-Korphil Davao will never fade by granting its recipient institution of a state-of-art facilities intended for a better technical education and skills development in the country.

In connection with the outlined scheme on conducting a community-based training (Community Technol-ogy-Based Training as officially termed by TESDA) forged by the office of Congresswoman Mylene Garcia

and the Center, last January 28, 2014, a string of short-term courses were offered in the remote barangays of District II to reach out the grassroots with technology that would bring changes in their lives.

To enumerate, the following were the trainings offered to Malabog district :Computer Hardware Servicing NC II, Laying block and Perform Roughing-in Activities (leading to Electrical Instal-lation and Maintenance NC II), Perform Single Unit Installation (leading to Plumbing NC II), Install Electrical Light-ing System and Outlets (leading to Electrical Installation and Maintenance NC II), Ornamental Welding (leading to Shielded Metal Arc Welding NC I), Food Processing (leading to Food Processing NC II), Motorcycle Small Engine Servicing NC II. To sum-up, there were 317 residents in the remote barangays who benefited the Community Technology-Ba sed Training brought by RTC-KorPhil through the cooperation with congress-woman Garcia. The Mala-bog National High School served as the training venue of said communi-ty-based trainings according to the training scheme laid-out last Janu-ary (you may refer to our January-March issue for further details).

If RTC-KorPhil Davao can reach out community-based trainings in far-flung areas in District II, there’s no reason why the Center cannot bring it to barangays in Davao City proper where no mountains to climb and risk of NPA - Government troops clash incident.

According to TESDA XI Regional Director Gaspar S. Gayona, Ph.D., CESO III, his drive for community-based trainings through “vicariate” (Catholic church parish cooperation) is not exclusive but open and traverse through any church or denomination as long as it will coordinate with the Center, prepare the enrollees and the venue for the training (stipulated in the Memorandum of Agreement) then the community-based training will happen.

In barangay Bangkal which is located at Davao City downtown, a Seventh-Day Adventist’s sponsored community-based training was concluded. The venue was the Royal Valley SDA Elementary School. The trainings offered were: Masonry (Leading to NCII), Plumbing (Leading to NCII), In- stall Electrical Light-ing System & Outlets (leading to EIM NCII), Per-form Roughing-in Activities (leading to EIM NCII), Food Processing NCII, Bread & Pastry Production NCII, Computer Hardware Servicing NC II, Service & Maintain Windwo Type Air-conditioning/domestic refrigera-tion units (Leading to RAC NCII), Ornamental Welding (leading to SMAW NCI).

Another eLearning packages for IP Intranet started

I n embracing the new trends of technology in education, Mr. Mario dela Cerna, the Head Trainer of the Information Processing (IP) trade area started to create eLearning packages

for Visual Graphic Design (VGD) NC III that will be saved in IP’s server then be deployed over the intranet so that each client computer in the trade area can access it - paving the way to a truly self-

pace or competency-based training for IP trainees. The electronic learning packages to be created are in the following core competencies ac-

cording to the Training Regulations:1. Develop Design Studies

2. Create Vector Graphics Using Graphics Application3. Create Raster Graphics Using Graphics Application

4. Develop Print Media Design5. Develop Designs for Electronic Media

6. Develop Designs for Product Packaging7. Design Booth and Product/Window Display

Mr. dela Cerna who is fondly called “Mr. Yong” even planned to include eLearning packs for Videography and After Effects plus Photography basics to enforce the VGD ePack as they are essen-

tial in many studios as he observed in his industry partners’ design studios - Mr. Yong categorized it into Elective competencies.

The VGD NC III ePackage will be having two (2) sets; for trainees’ which guarded with pass-words (strickly for bonafide IP trainees use only) and the other one is for the trainer which contain no

password. Lessons are mostly video tutorials in 1080p resolution or vivid smaller ones if blended with

necessary text instructions. Web pages and PDF files also are utilized - overall, they are all 100% interactive. Each exercise is very comprehensive; it can be created only if you do actual practice on

every video tutorial set and follow its performance criteria indicated in its exercise instruction. Mr. Yong

On May 12, 2014, Sandvik Philippines Incorporated (a branch of an International Sweden Engineering Group which provides tooling, materials technology, mining and construction)

represented by their manager, Mr. Jess Gauce and his team, tapped Engineer Constantino Panes, Jr., Head Trainer of the Industrial Automation and Mechatronics (IAM) trade area for an upgrading training for their technical workers assigned in Masbate and Compostela Val-ley in-line with industrial automation technologies which are essential to their operations.

During the meeting, it was agreed that Sandvik Masbate’s participants will be trained in Electro-Hydraulics and Electro-Pneumatics while technical personnel from APEX Min-ing Corporation of Masara, Compostela Valley will be trained in Hydraulics, Electro-Hy-draulics and Electro-Pneumatics. The number and names of their selected participants were also identified in this industry-TVET partnership meeting so that it will also be in ac-cord with the training standards and processes of the Center as per TESDA mandates.

Science and Technology (DOST); Mr. Mario C. Julaton, President of

Metalworking Industries Association of the Philippines, Inc. - Davao Chapter

(MIAP Davao); and Mr. Egmedio O. Valdez, Jr., Center Administrator of RTC-KorPhil Davao, signed a Memorandum of Agree-ment at the Accrediation Room of RTC-Ko-rPhil Davao to launch a project titled “Hu-man Resource Intervention for Sustainable Growth and Competitiveness of the Metals and Engineering Sector: Development and Implementation of Appropriate Training Curriculum Design for

Computer Numerical Control (CNC) Programming and Operations”, a Grant-

in Aid (GIA) from the DOST, its MIRDC of which, is entrusted with providing the public

and private sectors with professional manage-ment and technical expertise through, among others, transfer of relevant technologies by training engineers and technicians; information exchange; trade accreditation services; quality control and testing of metal products; research and development; and business economics ad-visory services. The assignment of MIAP Davao which is en-gaged in promoting industrial technology and other advanced technologies in the Philippine industry through training, research and devel-opment extension and advocacy, is the recruit-ment of qualified participants.

The RTC-KorPhil Davao which is mandated to strengthen the quality of technical education and skills of the Filipino manpower in order to attain global competitiveness has been tasked to make the facilities at the Center available for the conduct of CNC skills training program relative to the implementation of the project.

Promoting Gender SensitivityGAD Orientation:Pushing to advocate equality between sexes, Representatives from the Office of the City Mayor’s Integrated Gender Office (IGO) conducted a Two-day Gender and Development (GAD) Orientation last June 26-27, 2014 at Regional Training Center Korea-Philippines Vocational Training Center, Davao (RTC-KPVTC, Davao) Mini-Theater.

GAD mainstreaming has the primary goal of educating communities on the role and abilities of different sexual orientations, while seeking to eliminate gender stereo-typing which can result in discrimination and stunted personality growth, both in the public and the private sector. Inte-grated in this program are equality aware-ness, usage of gender sensitive language and existing laws on Violence Against Women and Children (VAWC).

Egr. Ernesto S. Nadera, Training Depart-ment Head, gave the welcome address. An ‘Expectation Check’was done before the orientation started to assess the potential topics for the trainees. Ms. Reina Grace A. Ureta discussed the Basic Gender Con-cepts. Starting off with a video clip titled ‘The Impossible Dream’. Sub-topics included the differences between sex and gen-

der, biological differences between men and women, sexual orientation categories, gender stereotyping, abilities of both sexes and gender issues and biases. The sympo-sium ended with the sharing of the poem by Nancy Smith, ‘For Every Woman’.

In the afternoon, Ms. Girlie Arciaga gave a review on the standing of Filipino women during four historical periods, evolution of GAD mainstreaming in Davao City and the gender fair language and messaging.

On the Second day, Mrs. Arciaga and Atty. Janice Pinky Aragon presented the con-cept, records and laws regarding VAWC.

The IGO has been conducting GAD Ori-entations in RTC-KPVTC, Davao since 2011 to establish gender equality among the center’s trainees and staff.
