PREFACE:
New Paiman Construction Company (A Division of New Paiman Group) is 100% Afghan
Owned Company which was established in 2003 to incorporate partner companies under
one banner to provide effective integrated capacity development, supply and construction
services for project activities in Afghanistan. It is nongovernmental, nonpolitical, and has
capability to work across Afghanistan. It provides equal employment opportunities to all
men and women without discrimination of gender. Has established relationships with
production factories, regional and national suppliers of goods and services. Since
establishment, has been working closely with US Army, AED, Government of Afghanistan,
UN agencies, GSM companies and other nongovernmental organizations by providing
different kinds of high quality supplies and construction services.

Our principal aim is to ensure client satisfaction through associate teaming partners to deliver
goods and quality construction services. NPCC has the capability to respond to any client’s needs
in a timely manner and providing satisfactory services within the specified budget.
OUR MISSION:
Our mission is to provide professional quality consulting engineering services in, Civil, Structural design, Utilities (water, sanitary sewer, on-site wastewater, and storm drainage), Site development, Project Management Planning, Design and Construction Engineering to develop creative, innovative and cost-effective solutions in construction projects, acting as a valuable resource to our clients and building long lasting relationships with them and the end users they serve.

New Paiman Construction Company has always been procuring all construction material
and equipment’s locally so long as their availability is concerned in a bid to put its due
share to beef up the local economy and create more business opportunities jobs for the
locals’ altogether and the people in the 20 km radius of the project location in particular.
We will buy most of the material and items from the local market as long as the availability is
concerned and will employ our unskilled labor from the vicinities of the project site on
preferential basis.

MANAGEMENT CONTROL SYSTEM
Below is the diagram of project cycle, how a project is managed at NPCC by following each step very carefully for each and every project. The diagram indicates important section the project cycle:
MANAGEMENT PLAN
NPCC Upper Management has established strong relationships with military contracting
departments or offices located in different provinces of Afghanistan. Our management
staff together direct and coordinate human resources or /and manpower service
throughout the construction cycle of the project. The Top Management of is qualified in
building science, business and management. Having Joint-Venture Agreements, Upper
Management plans, directs, coordinates, monitor and evaluate a wide variety of
construction projects including the building of all types of residential, commercial, and
industrial structures, roads, bridges, wastewater treatment plants, schools and hospitals.
The Top Management along with Construction Management schedules and coordinates
the design and construction processes to achieve predetermined goals and objectives of
the company to avoid any project risks.

HEALTH AND SAFETY POLICY
Projects implemented by NPCC are carried out
according to health and safety policy as per the
standards of USACE. NPCC ensures that all its
employees and workers follow safety measures to
protect themselves and others from injures or any
other accidents on the construction sites.
If any accident takes place at the project sites, NPCC
straightaway provides first aid and medical care for
potentially injured workers. A first aid kit is always
accessible at all project sites all the time during
working hours.
To effectively manage accidents and provide better
care for workers, all contact information as well as
names and addresses of the local clinics or / and
military hospital based on the location of construction
site are included into company’s emergency list.
NPCC requires that Health and Safety Managers, Health and Safety Officers and workers
be trained in specific hazards and control measures associated with their assigned
construction works. Company also requires that the Health and Safety Managers or/ and
Health and Safety Officers manage trainings of all company personnel according to the
requirements of health and safety procedures; introduce USACE Health & Occupational
Safety policy regulations; review job steps of daily activities; identify hazards of each step,
discuss preventive measures and report all accidents occurred on the sites.

MEASURING, EVALUATING & CORRECTING
The effective control of NPCC projects involves three distinct activities: Measuring, Evaluating and Correcting. Together, form the essential elements of a project control system. NPCC regulates the activities, resources and events in order to achieve the results as defined by the project plans.
TIME, COST & PERFORMANCE
The effective control of a project is based on three distinct activities: Measuring, Evaluating and Correcting. These activities are based on three resource parameters, namely Time, Cost and Performance. According to these parameters NPCC Quality Control Managers take into consideration time limit, cost and overall performance of project implementation and this has been practiced for all projects executed so far.

CONSTRUCTION & ENGINEERING SERVICES
NEW PAIMAN CONSTRUCTION COMPANY has numerous years of experience in
providing construction and general engineering services. We are dedicated to using
quality products in our construction projects and provide an overall service second to
none. The construction team's experience covers a broad range of professional services,
from consulting and feasibility studies, to the complete design, engineering and
construction to fully implementing projects. The planners, designers, engineers and
builders work throughout the entire project towards the common goal of completing
projects within time schedules and resource targets.
SUPPLY AND MAINTENANCE SERVICES
NEW PAIMAN CONSTRUCTION COMPANY has made well-oriented relationship with
production companies and technical and professional firms, and has tremendous
experience in the field of supply and maintenance in different project locations. It has
executed different supply orders for US Army Corps of Engineers and is still busy with
USACE in Maidan Shar (Behsood District) and Laghman Province. Our maintenance
services include Generators, Mechanical & Electrical Fixtures, Vehicles, Machineries,
thermostatic systems, electrical, and solar equipment repair and maintenance. We also
provide manpower for different activity services and have always adhered to our
commitment with respect to our agreements and maintenance both for maintenance
projects exclusively and Post-project maintenance. We have seasoned technical
mechanics with the collective experience of 30 and they have carried out a number of
similar projects for renowned clients operating across Afghanistan. We have always
supplied all material within time and as per our company policy have held a minimum
stock for emergencies and to avoid any kind of potential delays during the project-working
phase.

DESIGNING AND SURVEY CONSULTANCY:
NPCC has experience in design and support of major multi-
million dollars projects and provides a wide range of
engineering services across Afghanistan. Projects
requiring civil engineering expertise ranging from federal,
our experienced architects and geotechnical department
deal state and local government developments and
infrastructures to utility designs and residential and
commercial site developments.
NPCC has successfully designed projects like:
1. Construction of (Bid Opening, Technical
Assessment and Cataloging Facility) Laboratory
Building, Logistic acquisition Department of ANA
LOG Command, Ministry of National Defense,
Kabul Province Afghanistan (W912ER-14-C-0001),
which had been funded by USACE, and currently
working.
2. Construction of 2.052 Kms. of Asphalt Road in
Tibooti, Bamyan Province, Afghanistan (UNOPS-
AFOH-ITB-14-004), which had been funded by
United Nations Office for Project Services
(“UNOPS”).
3. Design & Construction of Afghan National Police
(ANP) in Markazi Behsood District, Wardak
Province
(W5J9JE-12-C-0004) which has been funded by
USACE and was recently handed over to USACE.
Our specialized design services cover every
field of engineering, including, but not limited
to the following:
Architectural, civil, mechanical and

compounds, detention centers, buildings,
roads, bridges, power systems, etc.)
according to the American National
Standards Institute (ANSI);
Design, model, survey and analysis of

American Water Works Association
(AWWA);
Design, model, survey and analysis of
sewage systems (sewage collection
systems, wastewater treatment and
disinfection plants, etc.) according to
