Technical Details

• RAN955 BTS Power Saving Mode allow operator to define cells that can be shutdown by RNC when the cell traffic is below predefined level.

• There are the following parameters are taken into consideration for cell shout down/activating:

Cells shutdown order

Cells that can be shutdown

RAN955 main configuration

Technical Details

• Cells in one BTS can be grouped for Power Saving Mode (PWSM) purposes. The cells in PWSM group typically have coverage in the same sector.

• Shutdown Order (SO) parameter defines the order in which the cells are shut down within one PWSM group.

• Shutdown Order value 0 is reserved for the remaining cell which is typically the cell not to be shut down. Also, the last remaining cells can be configured to be shut down. Total BTS shut down can be a feasible solution in special cases, for example in the indoor office environment with macro cell coverage from another BTS

Technical Details

• RNC monitors the load in downlink and uplink directions and triggers the cell shutdown once all the following operator adjustable conditions have been met in a cell:

• time of day• no emergency calls or Wireless Priority Service calls in cell• traffic load in the cell going below the defined threshold• duration of low traffic• remaining cells not in high load• UEs served by another RNC enabled or not present, according to operator definition

• Prior to the cell switch-off in BTS, the cell is barred. The RNC sends NBAP: Cell Deletion -command to the BTS. During cell deletion the existing traffic is moved to other cells.

Technical Details

• The usage of gradual power ramp-down in Cell Deletion procedure is recommended to be used. • During gradual common pilot channel (CPICH) power ramp-down, the UE initiates a soft handover

branch removal. • Also during or after gradual CPICH power ramp-down the RNC detects a need for handover (inter-

frequency or intersystem handover) and start the inter-frequency or inter-system handover procedure.

• The gradual power ramp-down is the basis of the UE management in Cell Deletion procedure and therefore it is recommended to be used.

• After CPICH power decrease, RNC performs forced inter-frequency handover for the remaining UEs. • When the gradual CPICH power ramp-down is used, the success rate of branch removals and inter-

frequency/inter-system handovers is increased (the number of lost calls during cell shutdown is

frequency/inter-system handovers is increased (the number of lost calls during cell shutdown is smaller because of the RNC capability to handle simultaneous inter-frequency/inter-system handovers). Also the number of remaining UEs in a cell is lower.
