ANNUAL REPORT OF THE WEST BENGAL ZOO AUTHORITY
FOR THE YEAR 2014-15
INTRODUCTION
The West Bengal Zoo Authority has been constituted as a registered society vide
Gazette notification no. 382-For; Kolkata, 27th August, 2009 under the Department of Forests, Govt. of
West Bengal. The Authority became functional during 2012-13 only. The West Bengal Zoo Authority is
governed by a 14 member body headed by the Chief Secretary, Govt. of West Bengal as Chairman and
Additional Chief / Principal Secretary, Department of Forests, Govt. of West Bengal as the Vice-
Chairman. The Member Secretary, West Bengal Zoo Authority is the Chief Executive Officer of the
Authority and is assisted by technical and other personnel in day to day functioning of the Authority.
VISION:
The Authority has been assigned to perform the following objectives:-
a) To take over the management of the Govt. controlled Zoological Parks/Gardens, Deer
Parks, Breeding Centres, Rescue Centres, Safari Parks and other similar
establishments/Organisations in West Bengal as may be specifically ordered, from time
to time, by the Govt. of WB.
b) To co-ordinate with collection and exchange programme and to procure such animals as
may be required for the enrichment of the Zoological Gardens/Mini Zoo through
exchange from other zoos in India or from abroad.
c) To function as the apex technical advisory body for the Zoological Parks/Gardens, Deer
Parks, Breeding Centres, Rescue Centres, Safari Parks and other similar establishments/
organisations in West Bengal.
d) To promote scientific management of zoos. To undertake Ex-situ conservation of
endangered species of animals in captivity.
e) To undertake programmes for re-stocking and re-introduction of captive bred animals in
the wild.
f) To undertake research on habits and breeding of animals and birds in natural habitat as
well as in captivity.
g) To create awareness about the rich faunal diversity by organising programmes,
exhibitions, seminars, etc. and publishing’s journals, bulletins etc.
h) To undertake dissemination of zoo education.

The Governing Body of the Authority by its notification No. 10036-For/11M-27/2002,
dt.23.12.2009 consists of following 13 members.

GOVERNING BODY MEETINGS
The Governing Body of the West Bengal Zoo Authority met twice during the period of
2014-15 under the chairmanship of the Chief Secretary, as Chairman / Addl. Chief Secretary, Deptt. of
Forest as Vice- Chairman.
Major decisions taken
A. The first meeting of the year 2014-15 i.e. 9th Governing Board Meeting was held on 11th July,
2014 adopted the following decision:-
I. The Governing Body approved the proposed reorganisation of manpower requirement
in WBZA and in different zoos under WBZA. The detailed approved staff strength in
different zoos are provided below :-

II. The GB approved the different staff related issues viz., cash compensation for duty
performed on declared Govt. holiday, overtime allowances for the for extra duty, hazard
allowances for the staff directly handling the animals, allotment of uniform and washing
allowances, leave Travel Concession, carrier advancement scheme, compensatory Provident
Fund /EPF, die-in-harness, Garden/ zoo allowances, Transfer and posting of officials.
III. Considering the importance and need for a ex-situ conservation for mangrove forests,
Sundarban Wild Animals Park at Jharkhali is to be developed as a regular recognised
Zoological Park in lieu of Kumari Kangsavati Deer Park, Bankura . DFO, 24 Pgs (S) Division
shall be the Ex-Officio Director of the Sundarban Wild Animals Park , Jharkhali, 24Pgs (S)
under WBZA
IV. The GB decided
a. to develop the eleven recognised zoos under its control on scientific lines
b. to provide all possible technical and financial assistance to eight Conservation Breeding
Centres (for the critically endangered wild animal species) for their scientific
development.

c. to provide all technical and financial assistance for the development of eight different
Captive Breeding Facilities managed by the concerned Divisional Forest Officer.
V. To avoid future complications and to ensure that the staff/manpower engaged avail all
statutory benefits like minimum wages, PF, ESI, Bonus/ ex-gratia etc. and also to
maintain uniformity in different units under WBZA, GB decided to engage experienced
(retired) personnel, professionals and consultants directly for the WBZA and zoos under
its control following the procedure as in vogue for the same and also to engage staff/
manpower in WBZA Secretariat and different zoos under its control on long term basis
through WEBEL Technology Ltd.
VI. GB decided
a. to issue the understanding to the Central Zoo Authority about the availability of funds
for the establishment and further maintenance of the North Bengal Wild Animal Park,
Siliguri including the recruitment of full time staff as per ‘Recognition of Zoo Rules, 2009
(amendment in 2013)’ and also fulfilling all conditions stipulated in the ‘Guidelines for
Establishment of New Zoos ‘.
b. to approach the Deptt. of Finance, WB through the Principal Secretary, Dett. Of Forests ,
WB and Vice- Chairman, WBZA and the Chief Secretary, West Bengal and Chairman,
WBZA for the allotment of fund for establishment of North Bengal Wild Animal Park ,
Siliguri.
c. to initiate the proposal with the Deptt. of Forests , WB to place the services of eligible
IFS / WBFS officer to WBZA for posting as Director, North Bengal Wild Animal Park with
headquarters at Siliguri
VII. Annual report and Audited report for 2012-13 of the Zoological Garden, Alipore, Annual
report and Audited report of the West Bengal Zoo Authority and all zoos under its
control for 2012-13 were approved by the GB, but the Director Padmaja Naidu
Himalayan Zoological Park, Darjeeling was directed to submit the annual report along
with rectified audited accounts for 2013-14 in the next GB meeting.
VIII. The Assistant Director, Zoological Garden, Alipore, Deputy /Assistant Director, Padmaja
Naidu Himalayan Zoological Park, Darjeeling and Directorate / Ex-Officio Directors /
DFOs of the other zoos under the control of WBZA were declared as Estate Officer for
the respective zoos in terms of section-3 of the Public Premises (Eviction of
Unauthorised Occupants) Act, 1971

B. The second meeting of the year 2014-15 i.e. 10th Governing Board Meeting was held on 28th
January , 2015 and adopted the following decision:-
I. The Governing Body approved the proposed Recruitment Rules for different posts of the
WBZA and other zoos under its control.
II. GB approved the following research proposals for the following zoos:-
i. For Zoological Garden, Alipore
a. Study on discontinuation of visit of migratory birds in Zoological Garden, Alipore
b.Analysis of treatment provided & mortality in Zoological Garden, Alipore during the last
10-20 years
ii. For Padmaja Naidu Himalayan Zoological Park, Darjeeling
a. Study of soil micro-flora and micro-fauna of the enclosures of Padmaja Naidu Himalayan
Zoological Park, Darjeeling, Dowhill and Topkedara.
b. Population and Behavioural Ecology of Red Panda, Ailurus fulgns in Singhalila National
Park and Neora Valley National Park, West Bengal, India with special reference to
conservation
c. Rechecking of the genetic analysis of the Captive Stock of Red Panda of Padmaja
Naidu Himalayan Zoological Park, Darjeeling by Aranyak, Gauhati.
III. GB decided that two training programmes for Zoo Keepers; one to be conducted by the
Zoological Garden, Alipore during the month of February, 2015 for the staff of zoos
located at South Bengal and another to be conducted by the PNHZP, Darjeeling during
March, 2015 for the staff of zoos located at North Bengal.
IV. GB approved the proposed terms and conditions along with rates for introduction of
three schemes viz., Zoo Animal Adoption Scheme, Friends of Zoos Scheme and Zoo
Volunteers Scheme.
V. The Governing Body decided to forward the proposed logo (water bird in wave depicting
lined up map of West Bengal) for the WBZA to the office of the Hon’ble Chief Minister,
West Bengal for approval.
VI. Governing Body of the West Bengal Zoo Authority proposed to create two independent
funds i.e. one ‘West Bengal Zoo Authority Staff Welfare Fund’ dealing with the gratuity,
leave salary and other staff welfare activities related to the staff of the WBZA and
another ‘West Bengal Zoo Authority Corpus Fund’ for utilization in case of natural
calamities and /or other emergent situations with due permission of the Governing
Body. It is further decided that all the related staff welfare funds and other fund kept in

different zoos under control of the WBZA shall be transferred to the above Funds and
shall be managed accordingly.
VII. GB decided to forward the proposal of renaming of Jhargram Zoo, Jhargram as South
West Bengal Zoological Park / Paschimanchal Zoological, Park and Ramnabagan Zoo,
Burdwan as Burdwan Zoological Park, Burdwan to the office of the Hon’ble Chief
Minister, West Bengal for final decision.
VIII. GB decided to approach the Govt. of West Bengal to issue a notification for
incorporation of the Bengal Natural History Museum to the West Bengal Zoo Authority
for its development and maintenance with continuance of enhanced financial
assistance. Accordingly, a proposal has been initiated to get the administrative
approval.
IX. The GB approved the proposal of relocation of Nature Park, Taratola as Deer Park, New
Town with financial assistance from HIDCO, West Bengal for its creation, relocation and
maintenance. The WBZA shall operate the Zoo on completion through the concerned
Divisional Forest Officer as Ex-Officio Director with financial assistance from HIDCO,
West Bengal.
X. GB approved the proposal for appointment of Ms. Punam Thapa and Sri Biswajit Parui to
the post of group ‘D’ category on compassionate ground in die-in-harness in Zoological
Garden, Alipore.
XI. The GB reconstituted the Technical Committee already formed by the 4th GB Meeting
held on 24.04.2012 with revision of Terms and Conditions
XII. GB approved the Annual Report and Audited Accounts of the Zoological Garden, Alipore
(Kolkata) for 2013-14 after brief discussion
XIII. The GB approved the recommendation of the Technical Committee (11th meeting) on
‘timings of sale of tickets’ from 8.30 am to 4.30pm and ‘zoo timings’ from 9.00am to
5.00pm on all working days , but change of entry ticket rates etc., in different zoos under
the control of WBZA will not be changed for the time being.
XIV. Governing Body decided to complete the work of tiger safari and mixed herbivore safari
of the North Bengal Wild Animals Park, Siliguri by 15.12.2015 for opening to the public.
ESTABLISHMENT OF OFFICE OF WEST BENGAL ZOO AUTHORITY
Secretariat of the West Bengal Zoo Authority started functioning from April, 2012 in the Library
building of Zoological Gardens, Alipore. The Member Secretary, West Bengal Zoo Authority is the Chief
Executive Officer of the Authority. He /she is assisted by the following technical and other personnel in

day to day functioning of West Bengal Zoo Authority for scientific management of zoos under its

FORMATION OF TECHNICAL COMMITTEE
Governing Body of WBZA in its 4 th Meeting held on 24.04.2012 decided to form a
Technical Committee comprising of following members ( as amended by the 10 th GB held on 28th
January, 2015) to provide technical assistance to the Authority, with revised Terms Of Reference
(TOR):-

TERMS OF REFERENCE (TOR)
1. To provide technical assistance to zoos under control of WBZA for their proper

scientific development / management
2. To make recommendation to the Governing Body, WBZA regarding Annual Plan of
operation and other developmental activities in various zoos and other
organisations
3. To approve exchange of animals between zoos under control of WBZA and with
other zoos which are not part of Schedule I and Part II of Schedule II of the Wildlife
(Protection) Act, 1972
4. To make recommendations to the Central Zoo Authority regarding exchange of
animals between zoos under WBZA and with other zoos which are part of Schedule I
and part II of Schedule II of the Wildlife (Protection) Act, 1972
5. To approve proposals for arranging training programmes, workshop and meetings in
zoos under WBZA on various aspects of zoo management
6. To approve research proposals on issue related with conservation / zoos for funding
from the WBZA and or other agencies / organisations
7. Any other functions that may be assigned by the West Bengal Zoo Authority
MEETING OF THE TECHNICAL COMMITTEE
The Technical Committee of the West Bengal Zoo Authority met twice during the year 2014-15 under the chairmanship of the PCCF(WL) & CWLA, WB and following major decisions were taken:-
A. First meeting of the year 2014-15 i.e. 10th Technical Committee meeting was held on 23.04.14 and has taken following major decision:-
I. The Technical Committee felt that the spotted deer kept at different zoos and captive
breeding facilities not to be released to any of the established protected area in the
state due to their uncertain genetic and physical health. Existing stock of spotted deer
need to be phased out by controlled breeding (by sterilization and segregation of sexes).
Effort need to be taken up for capture and release of existing stock of
spotted deer in the big forested patches in south West Bengal including Mayur jharna
Elephant Reserve following the protocol of the CZA including soft release facility. The
WBZA will provide all finances for the operation, whereas the exercise shall be
conducted by the wildlife wing of the Directorate of forests.
II Committee felt the necessity of engagement of clearing agent for transportation of
animals from abroad by selecting agent though wide publicity in the news papers.

III. The Technical Committee discussed the research proposal submitted by the Techno
India University and other University and it was decided that Techno India University
may be requested to provide the details of expertise and infrastructure of the related
field available
IV. The committee approved the proposal of the Director, PNHZP, Darjeeling for his
participation at Annual WAZA Conference to be held in November, 2014 at Delhi. The
Director, Zoological Garden, Alipore was also asked to prepare a presentation on
Zoological garden, Alipore and Marble Palace, Kolkata on their heritage value for WAZA
Conference.
V. It was decided to engage the Veterinary Officer on contract in the Zoological Garden,
Alipore for the time being, as Director, Animal Husbandry & Veterinary Services
expressed his inability for posting of Veterinary due to shortage of Veterinary Officer in
the department. Action has already been initiated.
VI. It was decided that a proposal may be initiated by the Chief Wildlife Warden, WB, for
placing the Elephant Specialist (V.O.) under department of Animal Resources, Jalpaiguri
at the disposal of Wildlife Wing of Forest Department, Govt. of West Bengal to deal with
all elephant related issues in the state.
VII. Budget proposal of developmental work under State Plan (Annual Plan) for the year
2014-15 of Rs. 643 lacs in different zoos has been approved by the Technical, Committee
B. 11th Technical Committee met on 11th December, 2014 at Members Room, West Bengal Zoo Authority and adopted the following decisions:
I. a. It was decided to complete the process of preparation of the Master Plan of all the
recognised zoos under the control of WBZA within June, 2015
b. Species Recovery and Conservation Breeding Plans shall be prepared within
December, 2015
c. Captive Breeding Plans shall be prepared within December, 2015
d. Feasibility study of the possibility of release of excess spotted deer from different
facilities into Jumboo Dweep in Sundarban need to be carried out before taking final
decision in this regard.
II. The committee decided to approach the Central Zoo Authority for
financial/technical assistance for development of a Regional Referral Centre for
better wild animal health care at Belgatchia near Kolkata.

The committee also suggested to prepare a DPR for setting up a well equipped
pathological – cum-diagnostic laboratory in North Bengal for the zoos and PAs in
North Bengal.
III. The committee approved the Master Plan of the Padmaja Naidu Himalayan
Zoological Park, Darjeeling.
IV. The members suggested purchasing the tranquilising materials and related drugs
for zoos as well as for the different Wildlife Wings of the Forests Directorate, West
Bengal with consultation with the CWLW, WB.
The committee also approved the proposal of acquiring animal identification
/marking materials viz., rings, ear tags, transponders including the
implanter/readers for zoo animals in the zoos under the control of WBZA
V. The committee decided to initiate a separate ticketing system in Garchumuk Deer
Park, Howrah from April 1, 2015 on completion of the construction of entry gate
and ticket counter. The proposal is required to be placed before the Governing Body
Meeting for final approval.
VI. The committee approved the proposal on Filming of Zoo Red Panda by
Conservationist and Natural History Filmmaker at PNHZP, Darjeeling
VII. The committee decided to request the CWLW, WB for placing the proposal on new
conservation breeding centre for Red Panda and Snow Leopard at Topkedara,
Darjeeling in the next meeting of the State Wildlife Advisory Board.
VIII. The Director , PNHZP, Darjeeling was asked to prepare and submit the detailed
proposal on Revival of the journal of the Bengal Natural History Society indicating
financial involvement, manpower requirement and infrastructural needs in the
same. A feasibility study of its long term sustainability may also needed for final
decision
IX. The committee requested the Director, PNHZP, Darjeeling to complete the legal and
technical requirements as per Central Zoo Authority’s guidelines for release of Red
Panda in Singhalila National Park. The CZA may also be approached for the financial
and technical assistance for the project.
X. The committee requested the member Secretary, WBZA to come up with a
comprehensive proposal on to fix up the “Height” instead of “Age Bar” for availing
exemption of entry fees including rates for entry for all zoos under WBZA and to
place the same in the next Governing Body Meeting for final approval

Master Plan and Master layout Plan :
Master Plan and Master (Lay out) Plan of Padmaja Naidu Himalayan Zoological Park, Darjeeling
and Zoological Garden, Alipore have been prepared and sent to the Central Zoo Authority for
approval. Master Plan and Master (Lay out) Plan of other zoos are in the process of finalisation
for submission to the CZA.

Introduction of Adoption of Zoo Animals, Frienda of Zoos and Volunteers of Zoos
Three booklets have already been prepared on the above schemes and were placed at the 10 th
Governing Body Meeting for approval. The GB approved the three schemes and directed the member
Secretary, WBZA to introduce the same. The above schemes will be introduced during this financial
year, i.e., 2015-16.
Some potential sponsors of animals, various corporate houses, industrialists and animal lovers are very
much interested in these schemes.
a. Rs. 10, 80,000.00 for 21 animals have been collected by the Zoological Gardens, Alipore from
adoption scheme.
b. Rs. 2,65,000.00 have been collected by the PNHZP, Darjeeling from the adoption schemes.
CONSERVATION BREEDING PROGRAMME
Conservation breeding programme of critically endangered species is one of the
aspects of scientific management of the zoo. Only the Padmaja Naidu Himalayan Zoological Park,
Darjeeling in West Bengal has taken up two projects for conservation breeding of Snow Leopard & Red
Panda. Today, the Zoo has a stable and genetically healthy population of Red Pandas and has released
three Zoos bred Red Pandas back to the wild, more specifically in the Singallila National Park,
Darjeeling. This is a major conservation step of Darjeeling Zoo, to supplement the dwindling population
of Red Pandas in the wild with the captive stock.
Padmaja Naidu Himalayan Zoological Park, (P.N.H.Z.P) can also rightfully boast of being the only
Zoo in South East Asia with one of the most successful conservation breeding programme of highly
endangered Snow Leopard and Red Panda. This is the only Zoo in the world to breed the endangered
Himalayan Wolf in captivity. Details are mentioned below:-

RED PANDA PROJECTObjective:
i. To provide opportunity to scientists and Naturalists for study of various aspects of hitherto unknown biology /behaviour of the rare species.
ii. Make efforts to establish subsidiary Conservation Breeding Centre in suitable location is Eastern Himalayas.
iii. To raise public awareness about this endangered species and to cater popular and scientific information related to this species among people.
V. To restock the dwindling population of Red Panda in the Singhalila and Neora Valley Parks and re-introduce the Red Panda back in the Senchal Wildlife Sanctuary.
A female cub was born on 04.07.2014 at the old Conservation Breeding centre for Snow leopard and Red Panda.
Padmaja Naidu Himalayan Zoological Park as on 31.3. 2015 had (14) Red Panda (6 ♂ and 8 ♀).

BENGAL HISTORY NATURAL MUSEUM, DARJEELING:
The Bengal History Natural Museum was officially handed over to the Padmaja Naidu Himalayan
Zoological Park, Darjeeling Park on 26.11.2009 vide Govt. of WB notification no. 9665-For/FR/O/11M-
26/2009. Later on the by virtue of Govt. of WB notification no. 1134/FR/O/L/6M-12/2015 the Bengal
Natural History Museum has been incorporated to the West Bengal Zoo Authority on 02.06.2015 for its
upkeep and maintenance . The museum has already been shifted from the ground floor of the Wildlife
Division I, Darjeeling to the newly constructed building within the Padmaja Naidu Himalayan Zoological
Park, Darjeeling.
Bengal Natural History Museum, Darjeeling, enchants visitors with a fascinating presentation of diverse
flora and fauna and the museum is also important form the archaeological point of view. There are a
wide variety of items in the exhibit area, all are digitized by photographing each items with all
information.

The zoos (11 no.) under the control of West Bengal Zoo Authority presently housing 2,259
numbers of animals comprising 148 species. Out of these 51 numbers of species belong to endangered
category and 48 numbers of species come under other category as per Central Zoo Authority norms
and 49 numbers of species are treated as exotic. Details of all the animals housed in all the zoos under
