Executive Summary

WSP Environmental Ltd

Key Findings It is proposed to construct additional car parking at Haslemere Railway Station. The subject site comprises the existing car parking areas of Haslemere Railway Station located to the south east of the station and another disused car park directly to the north of the west end of the station platform. Both present car parking areas were formerly sidings and goods yards which provide significant potential contamination sources. It is likely that the western parking areas are located on fill which thickens to the west but the eastern area is expected to be close to natural ground level. The site is underlain by the Atherfield Clay, a Non Aquifer. Borehole records from 90m east of the site recorded up to 7 feet (2.1m) of drift overlying the Atherfield Clay which has been shown to be primarily clays with many interbeds of silt and sand.

Spread foundations may be suitable for the development of the eastern car parking area as a multi-storey car park, but the expected thickness of fill in the west is such that piled foundations are likely to be necessary.

Based on the information contained in this report and with due regard to the continuation of the current site use, it is the opinion of WSPE that the site represents a low environmental risk.

Recommendations Further ground and groundwater investigation will be required for design of foundations and for contamination assessment prior to redevelopment. This is likely to include window sampler boreholes and cable percussion boreholes to assist pile design and to allow the geotechnical and contamination testing of samples of both soil and groundwater.

1 Introduction

It is proposed to redevelop existing ground level car parking to provide additional parking space at Haslemere Railway Station, Hampshire.

WSP Environmental Ltd (WSPE) was instructed by South West Trains Ltd to undertake a Phase I Environmental Assessment of the car parking areas at Haslemere Railway Station, Lower Street, Haslemere, GU27 2PE. The report highlights environmental considerations, predominantly with respect to ground conditions, and is required as part of the proposed plans to redevelop the site. Please refer to Appendix F for WSP’s Methodology and Limitations.

2 Site Information

Site Address Haslemere Railway Station, Lower Street, Haslemere, GU27 2PE

National Grid Reference SU 898 329

Size 1.51 hectares.

Site Location The site is located on Lower Street, to the east of Haslemere town centre.

Current Site Use The site comprises the car parking areas of Haslemere Railway Station to the south east of the station and a disused car park directly to the north of the western end of the station. There is also an electricity sub station within the southern boundary of the site.

A walkover survey of the site was carried out in August 2007, including an inspection of the site and buildings.

The site comprises a roughly rectangular shaped plot of land with its long axis running WSW to ENE with car parking to the south of the railway plus another disused car parking area located on the north of the railway at the western end of the site. This disused car park has previously been used as a parking area for coaches and it is understood that it is under lease to Stagecoach for this purpose. At the time of the site visit, the western end of this disused car park area was being used as a compound for construction work which was taking place within the station.

The main car parking in the east of the site has asphalt surfacing and slopes gently to the ENE from the station entrance. In the far east of the car park the ground rises up to the south towards the southern boundary of the car park where a grassed and wooded northwards sloping embankment separates the parking from Lower Street. The embankment is steepest in the west and shallow to not present in the east where the exit to the car park is located at the same level as Lower Street.

There is a small area of premium rate car parking in the west of the site accessed from the entrance area to the station. This area is raised above Lower Street to the south which dips away to the north-west and passes beneath the railway under a brick lined bridge. The railway passes eastwards beyond this on embankment.

The station is situated in a valley bottom with steep slopes stretching up to the south and shallower gradient slopes to the north. No water courses are found at the surface within the valley floor however a stream is thought to be culverted beneath the industrial estate to north of the railway line and station (25m) running from east to west towards lower ground. The stream is also present 35m to the east of the site.

It is likely, given the surrounding topography, that the far western end of the station complex including the west end of the premium car parking and the majority of the Stagecoach car park are underlain by fill which is raised above the original level of the valley floor. It is likely that the rest of the site is close to original ground level, however thicknesses of fill across the southern car parking area are likely to be varied relating to the former land use as a goods yard.

The site is located in Haslemere town centre, with the Portsmouth Direct Line (from Waterloo to Portsmouth) running through the site.

Approximately 50m north-west of the site there is an industrial estate, comprising businesses such as Jewsons Trade Centre, a car garage and a paint spraying equipment company. Beyond the industrial estate to the northwest, prior to which the land use is woodland and residential, is an unnamed stream.

Approximately 30m north-east of the site there is an industrial estate, comprising businesses such as a plastics extrusions company. A depot is also located to the northeast of the site and beyond this industrial area are residential properties.

To the south and west of the site land use is also residential, with an occasional commercial development to the east.

To the south of the site adjacent to Lower Street, there is a retaining wall that marks a significant change in elevation of the land and bounds a steeply sloping pub beer garden. The slopes to the south of the site are heavily wooded with assorted mature trees and appear stable. No signs of significant instability such as cracking were observed on the buildings on the south of Lower Street but the retaining wall appears to have been strengthened with new buttressing at some point relatively recently, presumably to combat potential instability.

3 Environmental Setting

Geological Map of the area (England and Wales Sheet 301, Haslemere, 1:50,000, Solid and Drift Edition), shows the underlying geology to be Atherfield Clay

The records of two boreholes drilled on the station platform on 15 July 2007 as part of an investigation for a new foot bridge show between 2.5 and 3.5m of Made Ground overlying soft clay and loose to medium dense gravelly and silty sand to 5.5m depth overlying firm becoming very stiff grey and brown clay. The deeper of the two boreholes was sunk to 15.0m depth and terminated in very stiff grey Atherfield Clay with occasional bands of claystone.

The records of four boreholes drilled 150m to the east of the site records up to 7 feet (2.1m) of drift deposits underlain by the Atherfield Clay. The Atherfield Clay is described generally as an interbedded sandy clay or silt and clayey sand.

The Atherfield Clay is found below the Hythe Beds which consist mainly of sands. The Hythe Beds make up the surrounding steep hillsides. The Station and industrial estate to the north are located in the base of a valley which cuts down through the sands of the Hythe beds and rests on the Atherfield Clay below.

Recent Head deposits are shown on the geological map to lie in some parts of the valley. None is shown beneath the location of the site but it is shown immediately to the south west of the site and approximately 100m to the east of the site. The Head deposits are shown in the borehole records to be of sandy clay or silt with some gravel.

There is a Groundwater Source Protection Zone Borehole approximately 915m southwest of the site at Sturt Road pumping station operated by Thames Water Utilities. The Environment Agency Groundwater Source Protection Zone l starts approximately 515m southwest of the site. Zones ll and lll of this source protection zone start 25m south of the site.

As detailed in the table above, the aquifer from which this extraction takes place is the Hythe Beds which are both stratigraphically and topographically above the Atherfield Clay which underlies the Station. Upward migration of contaminants into the Hythe Beds aquifer from the Atherfield clay is not likely.

Overall, the site setting is considered to be of low to medium sensitivity as the site is underlain by a non-aquifer, is in the bottom of a valley but a potentially culverted stream is present to the north of the site.

Local Authority Building Control

The Building Control Officer at Waverley Borough Council was contacted but was unable to provide information relating to the ground conditions on the site. The local authority holds no information on Railways land.

The Waverley Borough Council planning department website, shows that there are no outstanding planning application within the area surrounding the site.

Petroleum Officer

The Petroleum Officer at Hampshire County Council was contacted but could not provide any details for tanks other than petroleum tanks on the site of the station. Any fuel tanks on site are likely to have been either diesel or fuel oil and as such they will have no records of these.

Environment Agency Flooding Data

The site is not located within an Environment Agency indicative floodplain, although it is recognised that the station lies within a valley bottom. Maps indicate that a stream has been culverted below the industrial estate to north of the station and the railway lines (25m distant) and runs east to west where it joins with an un-named tributary of the River Wey.

British Geological Survey

The British Geological Survey have identified a series of ground stability hazards for the subject site. They are as follows:

� A very low to moderate risk of landslide ground stability hazards;

� A moderate risk of shrinking or swelling clay ground stability hazards; and

6 Risk Assessment

The methods used within this risk assessment follow a risk-based approach, with the potential environmental risk assessed qualitatively using the ‘source-pathway-target pollutant linkage’ concept introduced in the Environmental Protection Act 1990. For a site to be designated as Contaminated Land a plausible linkage between the identified Sources, Pathways and Targets must be demonstrated, this is further discussed within Appendix G.

Potential Contaminant Sources

On-Site Contaminant Sources

� The former site land use as a railway station and railway sidings could have caused contamination such as hydrocarbons, metals asbestos and PCBs; and

� The presence of an electricity sub station could have caused contamination such as PCBs.

Off-Site Contaminant Sources

� Several current and historic potential sources of contamination have been identified adjacent to the site such as the railway and railway sidings, a gas works, a coal yard and an industrial estate.

Pollutant Linkages � Surface runoff migrating into surface water features.

� Direct contact with contaminated soils (ingestion, inhalation and dermal contact).

Potential Receptors Controlled Waters � Probable Culvert 25m to the north of the site; and

� Unnamed Stream (approximately 80m west of the site).

Human Health Risks � Current site conditions comprise concrete and tarmac hard standing and as such, provide a barrier to any subsurface contamination.

7 Proposed Development

The layout of the existing cramped car parking is such that very little improvement can be made at grade to generate more car parking and therefore it is likely that a multi-storey car park will be required in order to significantly increase the number of spaces available.

The proposed development consists of the construction of a multi-storey car park within the south-east car parking area to the south of the railway line.

8 Geotechnical Considerations

As discussed in the foregoing sections the site is expected to be underlain by the Atherfield Clay which has been shown locally to comprise interbedded very stiff clays, silts and medium dense to very dense sands.

The west of the site is likely to be based on an unknown thickness (possible up to 3.00m) of fill of unknown composition whilst the east of the site, the location of proposed development, is likely to have shallower fill and more at original ground level.

Spread foundations are usually economic if the depth to suitable founding strata is less than 2.0m deep. The Made Ground beneath the site would not be considered a suitable founding strata due to the potential for voids and the risk of excess settlement.

Column loads for multi storey car parking might be accommodated at shallow depths in the east of the site in the Atherfield Clay. Because of the variable and intermediate nature of the Atherfield Clay i.e. interbedded sands and clays and depending on column loads, it may be necessary to use piled foundations.

Given the location of the site within a town centre, consideration would need to be given when choosing piling method to the effects vibration and noise.

9 Contamination Considerations

For the proposed multi-storey car park in the south-east part of the site, south of the railway, it is unlikely that the thickness of fill will be significant, but due to the previous land uses, it is likely that it will be contaminated. As the area would be asphalted over, this does not present any implications with respect to the end use of the site as there would be no pathway for contaminants but development of this land may attract higher soil disposal costs. Testing will be necessary to determine the waste category for the material. Detrimental impacts on the wider groundwater regime are not likely since the Atherfield Clay is a non-aquifer, however perched water within more granular layers of the unit may have the ability to transport pollutants locally.

If piled foundations are required, consideration may be given to the use of ‘displacement’ type piles rather than ‘replacement’ type piles to reduce the volume of excavation soils. ‘Replacement’ type piles usually involve the driving of the pile using vibrating or percussive force whereby noise and vibration issues may need to be considered given the location of the site and the surrounding residential land use.

Having evaluated the information gathered during this study and described in the previous sections, WSP Environmental Ltd has produced the following assessment of risk primarily focused on contaminated land issues:

10 Investigation of Ground and Groundwater

Works to assess contamination and geotechnical information required for both foundation design and to provide a detailed environmental assessment would comprise, the breaking out/coring of concrete/asphalt surfaces if necessary and followed by an intrusive investigation which would likely comprise the sinking of cable percussive and window sampler boreholes to penetrate the Made Ground and prove the Atherfield Clay below and the installation of combined groundwater / ground gas monitoring wells and the taking of groundwater samples together with contamination and geotechnical testing. The cost of such work may be of the order of £20,000 excluding VAT.
