Spring is once again upon us. We would like to wish our winter friends a safe trip home and a speedy return this Fall. For us year-round

residents, it is time to enjoy our cool evenings and warm sunny days. I am pleased to report that over the last few months several City projects have been completed in a shorter time frame than estimated and under budget. As we look to the next few months, the City will move forward with the proposed City Hall and Fire Station Complex, and I look forward to your input on this project. Another project that should continue forward is the beautification and remodeling of Archibald Park to make it another shining focal point of our City. On that subject, I would like to thank the FDOT for their assistance in approving and installing a designated turn lane into the Park, at no City expense. The turn lane was installed on Gulf Boulevard so that northbound traffic can now easily and safely turn into the Park, with no need for a U-turn.

For several years our City sat rather idle (the economy was no help), but over the last year it has been investing our tax dollars in several City projects. These projects make Madeira Beach a better place to live and work, and we are using our enterprise funds efficiently.

As your Mayor working with your C ommission, our goal is to spend wisely, invest in our C ity, and stil l be good stewards of our tax funds to keep a healthy reserve.

It should be well-known that no one single elected official can spend any tax dollars. Rather, any money spent, transferred, or appropriated for any project must be approved by a majority vote of your Commission, and done so in the sunshine of a public meeting.

Another great thing about Spring in Madeira Beach is that it is the season for events. One of the main upcoming events is the 3rd Annual Bone Fishing Tournament. This event has always been a crowd pleaser in a family-friendly venue. In the last ten years during which the Old Salts Fishing Foundation has held fishing tournaments here in Madeira Beach, it has raised over a quarter of a million dollars for local charities. Another great event is the John Levique Pirate Days held in Johns Pass. The event coordinator has been working ferociously on this event and promises to have things to do for all ages. As we go into the Summer, the big celebration will be 4th of July at Archibald Park Beach. Last year’s event was extremely well attended and we should once again be the talk of the beaches with the food vendors, drink specials, cool water and live music. So come out for some fun in the sun and stay after sunset for the fireworks show. Now that’s living on the Gulf Coast!

Stormwater Reminder

We would like to remind you, that the catch basins and grates you see on the sides of your streets convey the stormwater runoff directly into Boca Ciega Bay. Please do not put anything into these drains that could harm the waters or wildlife that depends on these waters. If you ever see anyone introducing something suspect into this system, please call our Code Compliance Department at (727)391-9951 ext. 235 and inform them.

It is illegal to dump toxic chemicals or waste into storm drains or anywhere else that may expose waste in the environment. To report illegal dumping, call the City’s Stormwater department at (727)399-2631 or the Florida Department of Environmental Protection’s Division of Waste Management at (813)632-7600 (Tampa).

Please remember that your yard trimmings should not be blown into the streets and consequently down the stormdrains. Sometimes your yard maintenance people overlook this in an effort to ‘speed’ their jobs up. Do not let them get you into trouble over this. Make sure they sweep or vacuum up their debris.

Let’s coordinate all our activities in an effort to keep our City a beautiful place to live.

As we begin the second quarter in our calendar year, it’s my pleasure to introduce two new Board of Commissioners. Mrs. Elaine Poe is a name that is not unfamiliar in Madeira Beach. Mrs. Poe is well known for her efforts in neighborhood safety

and more specifically, she spearheaded the effort to get the Chronic Nuisance Ordinance adopted. Mrs. Patricia Shontz returns to the commission this term as well. Mrs. Shontz previously served as Mayor of Madeira Beach and donated significant time to serving as chairperson on the 9-11 memorial. We are excited to welcome these two members to the City Commission! And as we say hello to two new commissioners, unfortunately we have to say good-bye as well. Ms. Robin VanderVelde, who most recently served as the City’s Vice Mayor, served on the commission from March 22, 2011 to April 9, 2013. She also served on the Archibald Park Ad Hoc Committee for the purposes of planning the possible renovation project. Mrs. Nancy Oakley leaves the city commission as well serving from March 27, 2007 to April 9, 2013. Both of these women devoted their time and efforts for the betterment of the city and deserve our thanks! On April 9 at 6pm, the new members were sworn in and the outgoing members were presented with a token of appreciation at the City of Madeira Beach City Hall. On a separate topic, the City is planning for a variety of upcoming capital projects. These projects include the possibility of a new city hall, fire station, and recreation center. In addition, stormwater utility, road paving, and undergrounding the above-ground utilities are infrastructure projects on the horizon for the next commission. Please be aware that City staff is considering all infrastructure improvements when contemplating the funding of these projects. Your Mayor and City Commission are very tax conscious and rest assured that they and staff will be financially responsible when progressing forward with these projects. As I close this edition from the desk of the City Manager, I would like to thank the Old Salts for having the biggest event in our fine city this year. The “King of the Beach” fishing tournament was held on April 25th, 26th and 27th and has proven to be bigger and better than ever. This year marked their 20th Anniversary; over $120,000 in prizes were awarded and 237 fish weighed. This is an exciting family event and was held on the City ball fields at 200 Rex Place. The next event the Old Salts are having in Madeira Beach is the Bone Fishing Slam. We are looking forward to another fine event this June.

Crabby’s Fishing Corner ....Inshore: Spring is here and fishing all over the bay area will start to fire up. Redfish, trout and snook will start their onslaught on the various schools of bait that start showing up on the

flats and near the spoil islands in the area. I have found that these areas are most productive on a strong incoming tide shortly after dawn and around dusk. A variety of artificial baits will do the job but in the lower light conditions I prefer top water bait. Top water plugs such as Mirro Lures 7M series, and the Heddon Super Spook Jr. will help you cover more area and create some heart stopping strikes from monster snook, trout and redfish. For those who prefer live bait you can’t go wrong with a well full of pilchards (aka white bait, or greenbacks). Pilchards are readily available in many different locations, but to get the job done you will need a cast net and someone able to throw a “pancake” over the bait schools. Your net will need to be a minimum of 8 feet in length with a pound and a half of weight per foot. Mesh size is negotiable, but for the right size bait and quicker sinking 3/8 mesh is the way to go. After you have plenty of bait head to your honey hole and quietly anchor up. Grab about dozen bait or so and stun them, a quick squeeze will do. Instead of throwing them use a plastic whiffel ball bat with the end cut off, put the bait in the end and give it a sling. This will help spread the baits out further and make it a little tougher for the birds to get. After you have spread a few dozen out, get your rod ready. A 4000 class spinning reel with 20lb Power-Pro and a 7’ medium action rod will help with longer casting and plenty of line capacity for when you hook that big dog snook. Tackle is pretty strait forward; you’ll need a 1/0 or 2/0 live bait hook and about 3 feet of 30lb fluorocarbon leader connected to your main line with a double uni knot. Hook bait in the nose or the pectoral fin to keep them looking natural, when the fish strikes just reel tight and hang on. Just a reminder snook season is still closed until further notice. Offshore: Spring time triggers one thing in the mind of many of our offshore anglers, KINGFISH! There are literally hundreds of techniques to catching this hard fighting pelagic species. One of the oldest and still most effective ways is trolling “hardware”. This means trolling spoons and plugs behind planers or trolling sinkers. Hardware also works wonders on Spanish mackerel and Gag grouper. I will try and give a quick rundown on this technique but if you have any questions come down to the Madeira Beach Municipal Marina and I will be glad to fill you in. Starting with spoon size and color, I recommend trying to “match the hatch”. If there is an abundance of larger baits such as threadfins, cigar minnows, large sardines or blue runners a no. 350 Kingspoon in green, glow, red, and my go to all gold, also a gold and black broken back Bomber will get a lot of attention. If the bait seems to be smaller such as greenbacks or glass minnows a size #1 to #00 Clark Spoon in the same color patterns will need to be tied on. While trolling at speeds of 5 to 6 naught it is best to spread your gear through the water column. For example a #1 planer will run about 10 feet deep; #2 will run about 20 feet and so forth. Now the most important thing, your leader from the planer or sinker to the spoon or plug needs to be 60lb to 80lb mono and around 25- 30 feet long. You will need conventional reels size 3/0 or 4/0 paired with a 30-60 lb class rod 6’ to 7’ long. Set your drags just tight enough so the planer does not pull it out. Good areas to troll are near the passes and around any of our near shore artificial reefs. Fishing live baits for Kingfish will usually produce larger fish. The way I find the easiest and most effective is balloon fishing. You will first need to sabiki up some descent live bait; I prefer large threadfins, cigar minnows and sardines. If you are looking for a trophy or to hit the board at the King of the Beach larger baits like mullet, ladyfish, Spanish mackerel, and blue runners will get that big smokers attention. Anchor up in an area where you see lots of action, birds working bait schools and mackerel jumping are good signs. Next put out some chum bags, and then hook your baits using a stinger rig that fits the bait size. You will want to set your balloons at different depths and leave your reels in gear with a loose drag (about 3lbs max). Reels with large line capacity and fast retrieve paired with a fast tip medium action rod are a must. When a fish hits let them make the long run, don’t panic and play them out. For real big fish you will need to chase them down, have a buoy ready to ditch the anchor and get after them quickly. The 2nd Annual Great American Grunt Hunt was again, a HUGE success!

We are stil l so amazed at the f ierce competition among anglers over GRUNT?! Fun was had by everyone … despite weather conditions. The fog rolled in and stayed all day – but this didn’t keep everyone from fishing. This year we had a whopping 194 Anglers out!!! The weigh-in was jam packed with everyone coming to see how their catch measured up – I think it was a record for how many actually returned to the scales. The Old Salt crew was out handling the scales and were amazed at the line of anglers. After weighing fish for 2 hours, Courtney Kuhn won the event for a second year in a row! We had 96 anglers with over 282 fish weighed.

Now… if you weren’t out there you missed one of the best OLD SCHOOL fresh fish frys! Madeira Beach Marina put on this awesome event. Only $5 a plate and they were filleting the fish as fast as everyone was eating it. A special THANK you goes out to Brian Crabtree who relentlessly filleted fish for hours. Everyone worked together to put on a great family day!

HOLIDAY ISLES MADEIRA A $1000 scholarship was awarded to Elks member’s daughter, Jessica Stroebel, who will be attending Fla. Central University in the fall. The Lodge held their annual flea market on March 14th at the Lodge and a profit of $615 was turned over to the Elk’s Harry Anna Foundation for disabled children. A plaque was received at the Lodge honoring the Lodge for profit of $250 awarded to the All Children’s Hospital in Tampa from proceeds of the annual card party held at the Lodge. A $200 check was written to the Youth Lift Program of St. Petersburg who provide activities for after school homeless students on weekends and after school hours. Their CEO can be reached at [email protected] if anyone is interested in mentoring for the students. On May 11th, the annual Cliff Dunaway Fishing Day for handicapped children will be held at the Lodge and children will be given fishing poles to fish from the Lodge’s docks

Code ComplianceAttention: Pet Owners

Responsible pet ownership is important to maintaining good relationships in the neighborhood. Here are a few ideas that you should keep in mind and how it relates to the City of Madeira Beach’s regulations.

Keep them quiet. Barking dogs or screaming parrots, the answer is the same: Keep your pets inside, especially at night and on weekend mornings.

Section. 10-6. Excessive noise or disturbance prohibited.It shall be unlawful for any person to keep any dog, cat or other animal allowed by this chapter that becomes a nuisance in the city by excessive barking or howling or raising any disturbance whatsoever in such a manner as to disturb the peace and repose of others in the neighborhood.

Keep them under control. The only way to accomplish this with cats is to keep them inside. Outdoor cats fight noisily for mates and territory (neutering helps, but not completely), and are exposed to hazards such as cars. As for dogs, keep them fenced or on a leash and off other people’s property.

Section 10-4. Restriction against animals running at large. It shall be unlawful for any dog, cat or other animal allowed by this chapter to run at large upon the streets, thoroughfares or other public places within the city or upon the private property of any person other than the owner or keeper, except upon a leash not to exceed eight feet in length attended by a responsible person.

Keep it clean. Pick up after your dog. Don’t step out of your house with your dog unless you have plastic bags in your pocket for cleanups.

Section 10-7. Animal littering prohibited.(a) It shall be unlawful for any owner or person in charge of any dog, cat or other animal allowed by this chapter to permit the animal to deposit excrement on the private property of other persons or on landscaped rights-of-way without obtaining permission to do so from the owners of such property or the person in charge of such property.

(b) Excrement deposited on private property, to include the animal owners property, must not be allowed to remain for an extended period of time thereby creating a nuisance to abutting properties.

(c) Excrement deposited on city sidewalks, streets, gutters or in city parks will be immediately removed and properly disposed of by the owner or person in charge of the animal.

Please make every effort to be a responsible pet owner.

CrossBridge Church is the new nondenominational church in Madeira Beach and their permanent location is almost ready. On March 9th, Senior Pastor Rick Cowley made the announcement of the new home to the members who currently meet in the Madeira Municipal building on Sunday mornings at 10:00 A.M. The members have been praying for months for a place they can call home and add a full Children’s Ministry, Student Ministry, Counseling Ministry and other ministries to minister to the needs of families. The location has an interesting history, having once been Mr. Joe’s Bar and then Jungle Island Bar. Many former guests of those establishments have stopped by the 50-153rd Avenue building which is currently being renovated. You are invited to stop by to see the progress also. Services will continue at the Municipal Building on Sundays until the new Worship Center is completed, hopefully in July.. The CrossBridge Church family is eager to become a vital part of these beach communities by participating in and volunteering for as many community events as possible. In the six months of it’s existence the church has participated in beach cleanup at Madeira Beach, The Greatest Show on Surf with the Gulf Beaches Rotary Club, Walk for Life and the Old Salt King of the Beach & Mad Beach Food Fest.
