&CALL!TO!ORDER:!!President!Bob!Underberg!called!the!meeting!to!order!at!8:30!AM.!

APPROVE!OR!AMEND!AGENDA:!!The!agenda!was!approved.!

APPROVAL!OF!MINUTES:!!Minutes!from!the!Sept!13,!2014!meeting!were!approved!as!amended.!

TREASURER’S!REPORT:!!Treasurer’s!report!was!approved!(see!attachment!1).!!John!Hebbring!noted!that!the!cost!of!brochures!went!a!bit!over!budget.!!They!cost!was!approximately!$950.!

EXECUTIVE!SECRETARY’S!REPORT:!!!

• Total!membership!for!2014!is!648.!

• Currently!working!on!the!2015!newsletter.!!If!anyone!has!submissions!send!them!to!her!soon.!

• The!neighborhood!chairperson!appreciation!breakfast!is!tentatively!scheduled!for!May!16!at!the!Clear!Water!Harbor!Bar.!

• The!Annual!Meeting!is!scheduled!for!June!20!at!the!Marden!Center!at!the!Wisconsin!Veteran’s!Home!in!King.!

• The!following!Board!member’s!3!year!terms!expire!this!year;!Bob!Underberg,!Maryann!Jenner,!Scott!Panzenhagen,!Joe!Udoni!and!Jack!Fulcher!

LAKE!DISTRICT!REPORT:!!!

• The!district!is!not!getting!any!grant!money!this!year.!!In!order!to!get!future!grant!money!a!lake!study!must!be!done.!!A!study!costs!between!$20K!c!$25K.!!This!study!is!not!currently!budgeted!for!in!the!Lake!Districts!current!budget.!!!Discussion!ensued!as!to!whether!or!not!the!amount!of!grant!money!given!was!substantial!enough!to!warrant!spending!$20Kc$25K!on!a!study.!

• John!reiterated!that!more!volunteers!are!needed!to!man!the!boat!landings!during!the!summer!for!the!Clean!Waters/Clean!Boats!Program.!

CHAIN!O’LAKES!FOUNDATION!REPORT:!!No!meetings!or!actions!since!our!Sep!2014!meeting.!!

COMMITTEE!REPORTS:!

a. HISTORY:!!Book!two!will!not!be!ready!in!2015.!!The!history!committee!plan’s!to!have!it!completed!in!2016.!

b. MEMORIAL:!!Discussion!about!a!memorial!tree!being!planted!at!the!Farmington!Town!Hall!this!spring.!!There!was!confusion!as!to!whether!this!tree!was!in!addition!to!or!the!same!one!the!board!had!pledged!to!Farmington!last!year!at!the!May!meeting.!!!President!Underberg!indicated!that!the!tree!that!was!approved!at!the!17!May!2014!Board!meeting!was!to!show!our!appreciation!to!the!Town!of!Farmington!for!use!of!the!town!hall.!!This!is!the!tree!reflected!by!the!amount!of!$300!in!the!budget.!

c. SIGNAGE:!!Work!on!signs!will!resume!this!spring.!!There!is!a!possibility!of!30!new!members!due!to!Chain!sales.!!It!was!reiterated!that!only!Association!members!get!their!names!on!signs.!

d. WATER!PATROL:!!Barry!Tomaras!gave!a!summary!of!2014!actions:!

• 91!citations!

• 538!warnings!

• 6!DUI’s!

• 1!boat!fire!

• 1!class!on!boating!safety!

• The!gathering!area!at!the!end!of!Long!Lake!was!not!as!much!of!a!problem!in!2014!as!it!has!been!in!past!years.!

• He!will!be!meeting!with!the!Water!Patrol!POC!within!the!next!couple!of!months!to!discuss!plans!for!the!2015!summer.!

e. WATER!QUALITY:!!!

• Phil!Peterson!discussed!that!water!quality!monitoring!on!the!upper!chain!will!be!expanded!to!include!nitrates!and!phosphorus!and!they!will!now!be!monitoring!the!“water!budget”.!!The!water!budget!is!the!amount!of!water!that!enters!and!exits!the!water!bodies!of!the!upper!Chain.!!This!is!being!done!in!conjunction!with!the!County!and!UWSP.!

f. PUBLICITY:!!!Scholarship!article!and!picture!will!be!in!the!newsletter.!In!the!future,!Jeff!would!like!to!partner!more!with!other!committees!where!they!see!publicity!needs.!

g. SHORELAND!ZONING:!!!

• Implementation!of!new!zoning!laws!is!going!smoothly.!!However,!the!county!is!having!some!issues!with!explaining!and!implementing!the!new!mitigation!requirements.!

• There!may!be!changes!coming!at!the!state!level!regarding!impervious!surface!rules!for!noncresidential!properties.!

• Other!possible!changes!coming!at!the!county!level!regard!exempting!property!from!the!Shoreland!Zoning!rules!that!are!within!the!1000!feet!zone!but!not!actually!on!the!water.!

OLD!BUSINESS:!!

• Website:!!!

o Joe!Udoni!gave!an!overview!of!the!website!status.!!Overall!things!are!working.!!

o Maryann!Jenner!was!trained!on!how!to!upload!meeting!dates,!agendas!and!minutes!to!the!website.!!Mark!Polebitski!is!available!for!more!major!updates!and!there!is!money!allocated!in!the!budget!for!this!if!needed.!

o ACTION&ITEM:!!Our!brochure!and!a!link!to!the!Lake!District!website!needs!to!be!added!to!our!website.!!Maryann!J.!will!see!if!she!can!do!this!herself,!otherwise!will!have!Mark!P.!do!it.!

• Executive!Secretary’s!work!schedule:!!Kay!Ellis!went!over!her!upcoming!schedule!with!the!group.!!President!Underberg!reiterated!that!he!wants!to!see!a!yearly!schedule!in!

writing.!!!This!summary!is!needed!in!case!the!Executive!Secretary!is!unable!to!perform!their!duties!and!someone!is!asked!to!help!out!

o ACTION&ITEM:!The!president!asked!Kay!Ellis!to!put!together!a!summary!of!her!duties!with!applicable!timeframes,!lead!time!required,!key!contacts,!etc.!in!writing.!!

• Clean!Boats/Clean!Waters!Program!discussion!was!covered!under!the!Lake!District!report.!!This!item!will!be!eliminated!from!old!business!as!it!is!covered!under!the!Lake!District!report.!

• Safety!Committee!recommendations:!!Discussion!ensued!on!the!implementing!the!recommendations!from!the!committee.!!At!one!time!there!was!a!onecpage!safety!sheet!that!was!available!to!all!rental!cottages.!!This!safety!sheet!should!be!resurrected!and!provided!to!each!rental!unit!during!their!yearly!inspections!and!all!units!should!be!encouraged!to!post.!

o ACTION&ITEM:!!Mary!Ann!Wells!will!provide!an!old!copy!of!the!safety!sheet!for!the!next!meeting!and!this!will!be!added!to!the!agenda.&

• Review!of!committee!membership:!!Each!committee!membership!was!reviewed.!!Additions!and!deletions!made!as!discussed.!

o ACTION&ITEM:!!Kay!Ellis!will!provide!an!updated!committee!membership!list!to!everyone!at!the!next!meeting.!

• Membership!drive:!!Discussion!ensued!about!ways!to!get!property!owners!to!join!the!association.!!Items!discussed!included!the!newsletter,!letter!from!the!association!president,!Picture!Post!ad,!and!neighborhood!chairpersons!distributing!information.!

o ACTION&ITEM:!!Jeff!Treu!will!research!costs!for!a!Picture!Post!ad!prior!to!the!next!meeting.!

o ACTION&ITEM:!!Bob!Underberg!and!Kay!Ellis!will!compose!a!letter!encouraging!noncmembers!to!join!our!Association.!!The!neighborhood!chairperson!will!be!asked!to!distribute!this!letter!to!noncmembers!when!they!deliver!the!Who’s!Who.!

• Attendance!at!Annual!Meeting:!!Discussion!ensued!about!ways!to!get!better!attendance!at!the!Annual!Meeting.!!Items!discussed!included!newsletter,!website,!Who’s!Hoo!directory!and!ad!in!the!Picture!Post/County!Post.!

o ACTION&ITEM:!!Kay!Ellis!will!add!the!Annual!Meeting!information!to!the!cover!of!this!years!Who’s!Who!directory.!

NEW!BUSINESS:!!

• DNR!Stewardship!Program:!!Phil!Peterson!gave!a!briefing!on!the!Orlando!Lake!Subwatershed!Lake!management!Plan!(see!attachment!2).!!Discussion!ensued.!

o It!was!moved,!seconded!and!approved!to!donate!up!to!$500!to!the!Orlando!Lakes!Watershed!to!rebuild!the!Hartman’s!Creek!footbridge!to!facilitate!the!water!testing!to!be!done!as!part!of!this!program.!

o Discussion!of!formally!joining!the!coalition!will!be!added!as!an!agenda!item!at!the!next!meeting.!

• Bob!Underberg!presented!the!Wisconsin!Lakes!–!Lake!Policy!Report!(see!attachment!3)!

GOOD!OF!THE!ORDER:!

• It!was!suggested!that!we!better!utilize!our!website!as!a!way!to!put!out!information!to!the!Association.!!It!was!also!suggested!we!add!our!committee!list!to!the!website.!

• Questions!about!signage!at!new!kayak!landing!on!Grandview!Rd.!!Currently!there!is!no!signage!on!the!road.!!Bob!Underberg!will!ask!the!County!about!this.!

• Suggestions!for!speakers!at!the!Annual!Meeting!are!Representative!Kevin!Peterson!for!legislative!update!and!Phil!Peterson!on!the!DNR!Stewardship!Program.!

NEXT!MEETING:!!The!next!meeting!will!be!Saturday!April!18th,!8:30!AM!at!the!Farmington!Town!Hall.!
