WATSON LAKE

Summary of Facilities:

The Town of Watson Lake (Town) operates and maintains a number of recreation

facilities for the use of the residents of Watson Lake. They include:

• Recreation Center

• Swimming Pool

• Ball Park

• Skateboard Park

• Downhill Ski Facility

• Wye Lake Recreation Site

• Lucky Lake Outdoor Facility

Local Authority for Recreation: Town of Watson Lake. The Town has a

Joint-Use Agreement with the Department of

Education. The agreement allows the town the use of

the Watson Lake Secondary School’s gymnasium,

auditorium, outside track and field and the Johnson

Elementary School’s gymnasium, auditorium and

outdoor field, in exchange for the Department of

Education’s use of the Town’s recreation facilities.

RECREATION CENTER:

General Description:

The recreation facility was constructed in 2000 to replace the

previous facility that was destroyed by fire. The building

consists of a two story steel frame structure with a slab on

grade foundation, sheet metal exterior siding and a membrane

roof. The interior finishes vary within the building. In general

the finish is gyproc but there are some areas that have sheet

metal or plywood depending on the particular use. Floor tile is

the primary floor finish but there is carpeting in some areas.

Specialty flooring is used in the ice arena change rooms and

the walkway to the ice surface.

Natural lighting is used in the main foyer of the building, with

a combination of fluorescent, incandescent and high-pressure

sodium used throughout the building.

Heating is provided by a hot water distribution system. The

source of heat is from the waste heat recovery system from

Yukon Electric’s diesel generators. Ventilation is provided by

forced-air from roof mounted fans. The facility is connected

to the Town’s piped water and sewer system.

There is some water staining of the ceiling tiles in all areas of

the building where there is a drop-down ceiling.

BOWLING ALLEY:

General Description:

There is a two lane bowling alley in an area adjacent to the curling

rink. A viewing area is located between the two (2) alleys and the

sheets of curling ice. The bowling alley is open to the mezzanine

in the office/meeting room area. The bowling alley has tiled floors,

gyproc walls and pressurized sodium lighting. The beams above

the bowling alley were strengthened over the summer of 2009 as a

result of the deflections that took place in the beams the previous

winter.

CURLING FACILITY:

General Description:

The curling facility consists of three (3) sheets of artificial curling

ice, change rooms and a club room (viewing/social area). The

club room includes bar facilities as well as a small kitchen and has

gyproc walls, recessed fluorescent lighting, drop down T-bar

ceiling and tiled floor.

An elevated viewing area is along one side of the curling rink.

This viewing area also serves the bowling alley. The beams above

the curling ice were strengthened over the summer of 2009 as a

result of the deflections that took place in the beams the previous

winter. A new ice plant that serves both the curling rink and the ice

arena was installed in the summer of 2009.

ARENA:

General Description:

The Johnny Friend Ice Arena is located next to the community hall

and shares a common mezzanine with the community hall. The

arena is a steel frame structure with a membrane roof. The concrete

floor contains the refrigeration coils that are connected to the ice

plant. The zamboni is housed in a building that is attached to one

end of the arena.

The zamboni storage building is attached to the interior finish on

the end wall of the ice surface area. The wall adjacent to the

player’s boxes is sheet metal. The other two walls in the ice arena

are finished with paneling. Lighting in the building maintenance

shop and the playing surface of the ice arena is pressurized sodium.

The walls in the upper mezzanine are drywall. The ceiling is a

T-Bar drop ceiling with recessed fluorescent lighting and the floor

is tiled. The area contains a sink and counter from which beverages

can be served. The mezzanine is connected to the meeting rooms

on the second floor by means of a spiral walkway, which is

connected to the main foyer by an open set of stairs.

The building maintenance area and the zamboni storage room have

concrete floors, gyproc walls and pressurized sodium lighting. The

ice plant that serves the ice arena and the curling rink was replaced

over the summer of 2009.

WEIGHT ROOM:

General Description:

The Watson Lake Recreation Center contains a weight room that is

74 m2 in area. The occupancy rating for the room is eight (8).

The walls in the room are finished with gyproc and rubberized

floor tiles were placed on top of the concrete floor. The ceiling in

the weight room is open to the mezzanine/meeting rooms above.

The lighting is pressurized sodium. A common set of change rooms

serve the squash courts and the Weight Room.

SQUASH COURTS:

General Description:

Adjacent to the Weight Room are two squash courts.

The squash courts are open to the mezzanine above and the lighting

is by pressurized sodium lights. The courts have hardwood flooring

and the walls are constructed with good-one-side plywood.

A common set of change rooms serve the squash courts and the

Weight Room.

ADMINISTRATIVE OFFICE:

General Description:

This area is located off the main entrance to the recreation center.

The area was originally designed to be a daycare/drop-off area for

children, but it has been converted into the center’s administration

offices and coffee room.

The area has gyproc walls, open beam ceiling and tiled floor.

There is some minor cracking in one outside corner next to the

entrance.

COMMUNITY HALL:

General Description:

On the north side of the front entrance is the community hall. The

hall is known as the Morgan Chaddock Community Hall. The hall

is 720 m2 and includes a kitchen, men’s and women’s washrooms

and a portable stage.

The room has slab on grade concrete floor that is covered with floor

tile. A crack in the tile runs from the main entrance door over

towards the washroom/kitchen area. The room has an open beam

ceiling and an elevated viewing area. The walls are gyproc. The

hall is equipped with a room divider that can be drawn to separate

the hall into two areas. The ice arena surface can be viewed from

the main hall level as well as from the elevated viewing area.

A fully functioning kitchen, located off the main hall, is used for

community functions. Some improvements to the exhaust hood

over the kitchen grill are required in order to allow the exhaust hood

to be closed off when the grill is not in use.

MEETING ROOMS:

General Description:

A set of stairs and a spiral ramp connect the reception area to two offices and two open

areas on the second floor. The areas are as follows:

Tot’s Drop-In Center

This enclosed meeting room has been converted into

a drop-in center for tots. The room is 75m2 in area.

The room has recessed fluorescent lighting, gyproc

walls, drop T-bar ceiling and tile flooring.

Art’s and Craft Room

This enclosed meeting room has been converted into

an arts and crafts room. The room is 83m2 in area.

The room has recessed fluorescent lighting, gyproc

walls, drop T-bar ceiling and tile flooring. A section

of kitchen cabinets complete with sink have been

added along one wall of the room.

Family Play Area

This is an open area that is located at the top of the

ramp and stairs. It overlooks the weight room,

squash courts and bowling alley. The area is used

for general gathering and is 134m2 in area. The

room has pressurized sodium lighting, gyproc walls,

an open ceiling and tile flooring.

Dance and Floor Exercise Area

This area is located over the concession area and the

reception area. The area has gyproc walls, open

ceiling and pressurized sodium lighting. The floor is

covered with carpet. The area is 126m2 and is used

for floor exercises and dance classes.

Reception and Concession Area

This area is located directly behind the Reception area. The concession

stand serves the whole recreation center and is equipped with a full

working kitchen.

Youth’s Center

The Youth’s Center occupies the area between the ice arena

and the community hall. A moveable wall forms the wall

between the community hall and the Youth Center. The area

has gyproc walls, surface mounted fluorescent light and a

drop down T-bar ceiling and a tiled floor. The area is

168m2.

Condition Assessment:

The Watson Lake Recreation Center is in very good condition. An

assessment of the building should be carried out to determine the cause of

the cracking of the floors and the gyproc.

The four items that require attention are:

1. Repairs to the seams on the roof membrane to correct the staining

of the ceiling tiles.

2. The floor cracking in the community hall and the hallway to the

squash courts.

3. The cracking in the gyproc that is occurring in the admin area,

squash court washrooms and squash courts.

4. Improvements to the exhaust hood in order to close off the hood

when the grill is not in use.

SWIMMING POOL:

General Description:

Adjacent to the Recreation Center is a seasonal swimming pool.

The pool was constructed in the mid 80’s and consists of a ticket

booth, change rooms, showers, mechanical room and swimming

pool. The community has expressed a desire to convert the

swimming pool to a year-round use.

The enclosure over the pool is constructed of corrugated

fiberglass panels on glue-laminated wooden bents and purlins. The

swimming pool area has a roof membrane of translucent corrugated

fiberglass panels that provide natural lighting to the pool area.

The change rooms and showers have gyproc walls, concrete floors

and surface mounted fluorescent lighting. The mechanical room has

gyproc walls and a concrete floor. Waste heat recovered from

Yukon Electric’s diesel generators heats the pool water, the change

rooms, showers and mechanical room.

The pool liner needs to be repaired as the diving pool portion of

the pool is getting old and has been patched many times in the past.

Condition Assessment:

Overall the swimming pool is in good condition. The pool liner

has been patched many times and should be scheduled for

replacement.

BALL PARK:

General Description:

The Ballpark is located adjacent to the Recreation Center. The

exterior wall of the ice arena serves as the right field fence. The

ball park is equipped with bleachers, dugouts, concession stand,

and seasonal bathrooms. A backstop and four (4) foot chain link

fence surrounds the playing surface. The ball park has grass in the

outfield and sand on the infield.

Condition Assessment:

At the time of the inspection the ground was covered with snow so

an assessment of the playing field was not possible. The bleachers,

dugouts and concession area was inspected and was in good

condition and no deficiencies were visible. The backstop and

fence was in good repair.

SKATEBOARD PARK:

General Description:

Adjacent to the Watson Lake Secondary School soccer field is a

skateboard park. The park consists of a skateboarding area and

covered rest area.

Condition Assessment:

At the time of the inspection the ground was covered with snow and

an assessment of the skateboard area was not possible. The covered

rest area was in good condition.

WATSON LAKE SECONDARY SCHOOL:

The Town of Watson Lake has a joint-use agreement with the

Yukon Government’s Department of Education for the use of the

school gymnasium weight room and outdoor track and soccer field.

Condition Assessment:

Maintenance of the building is carried out by the Yukon

Government and at the time of the inspection the gymnasium and

weight room were in very good condition. The soccer field was

covered in snow and could not be assessed.

JOHNSON ELEMENTARY SCHOOL:

The Town of Watson Lake has a joint-use agreement with the

Yukon Government’s Department of Education for the use of the

school gymnasium and outdoor soccer field.

Condition Assessment:

Maintenance of the building is carried out by the Yukon

Government and at the time of the inspection the gymnasium was

in very good condition.

WYE LAKE RECREATION PARK:

General Description:

The Wye Lake recreation park is situated in the center of Watson

Lake and consists of grassed area with gazebo, benches and

picnic tables. Connected to the park is a 3km walking trail that

runs around Wye Lake.

Condition Assessment:

As the ground was covered with snow at the time of the inspection

the condition of the walking trail and the grounds of the recreation

park could not be assessed. The gazebo was in good condition.

LUCKY LAKE OUTDOOR RECREATION FACILITY:

General Description:

The Lucky Lake Outdoor Facility is located 9.8km south on the

Alaska Highway from the Recreation Facility. The facility consists

of the following:

The waterslide consists of a slide into Lucky Lake and stairway

back up to the slide.

Ball Park

The ball park has a backstop and the playing field consist of a

grassed outfield and sand infield. A chain link circles the ball

park.

Swimming Area

A swimming platform is located in Lucky Lake and is part of the

swimming area.

The change rooms and washroom are connected to a well and

a sewage holding tank.

Campfire Pits and Picnic Tables

LAIRD CANYON WALKING TRAIL:

General Description:

The walking trail runs 2.2km from the Lucky Lake Park to the

Liard Canyon.

Condition Assessment:

At the time of the inspection the ground was covered with snow.

As a result the condition of the grounds, walking trail, swimming

area and the waterslide was not possible and the change rooms and

washrooms were not accessible. The backstop and chain link

fence around the ball park were in good condition. The

playground equipment was in good condition

DOWNHILL SKI FACILITY:

General Description:

The downhill ski facility is located 1km off the Campbell

Highway at km 7.5. and is 8.0kms from the recreation center.

There are three (3) buildings at the downhill ski facility. They

are the ski chalet and two (2) out-buildings for storing the ski

hill grooming equipment. The two storage buildings are owned

and operated by the ski club and were not assessed. The ski

chalet consists of:

Ski Rentals Area

The ski rentals area has an open beam wood ceiling with wood

and gyproc walls. The floors are covered with composite

flooring.

Kitchen and bar facilities

The kitchen area has fluorescent lighting, gyproc walls, drop

ceiling and tiled floor. The grill is propane fired.

Social area

The social area has an open beam wood ceiling with wood and

gyproc walls. The floors are covered with composite flooring.

The social area had a large rock fireplace. The building also

contains washrooms, a mechanical room and outdoor sitting and

viewing area. The ski chalet is served by trucked water

delivery and trucked sewage education. The building has

propane fire force-air heating system and the domestic water is

heated by propane.

Condition Assessment:

The ski chalet is in very good condition. The two storage buildings were

not assessed as they are owned and maintained by the ski club and are not

part of the Town’s recreation inventory.
