A presentation was first given to members on 2013 Opinion Survey on Customer Enquiry Centre (CEC) Services. The objectives of the survey were (i) to assess the views and level of satisfaction of customers on various aspects of the services provided by CECs; (ii) to compare the service performance of each CECs; (iii) to identify areas for improvement for services provided by the CECs; and (iv) to compare the results of the survey with those of the previous survey conducted by the Water Supplies Department (WSD) in 2008 and provide benchmark for comparison with future assessment. The survey covered customers visiting the five CECs for enquiry services, payment of water bills and other services. The fieldwork was conducted from 11 Nov to 10 Dec 2013, in which 1,838 customers were successfully enumerated through face-to- face interview. The response rate was 89%. Over 97% of all customers in this survey were “quite to very satisfied” with the overall services provided by CECs. In comparison with the CEC services of other utility companies in Hong Kong, including the Hong Kong Electric Co. Ltd., China Light & Power Co. Ltd. and Hong Kong & China Gas Co. Ltd., WSD on average ranked first in this survey. 97.6% of the customers were satisfied with WSD CEC services, representing an increase of 6.1% as compared with the result of the last survey conducted in 2008. The three most satisfying aspects for domestic customers were “accuracy in collecting payment”, “waiting time” and “service attitude”. Customers were less satisfied with “convenience of location of CECs” and “clarity of signage”. Most customers (93.4%) who had applied for plumber licence agreed to extend the licence validity period to 3 years, which is 9.4% more than the result of the 2008 survey. Less than half of customers (41.7%) were aware of e-billing service and only about one-tenth of these customers (11.4%) had used the service before. More than half (61.3%) of the customers considered the current number of CEC adequate. If Mong Kok CEC is to be re-located, most customers prefer to have the replacement site at Yau Tsim Mong (86.5%), followed by Sham Shui Po (59.6%). Most customers were of the view that the location of the new CEC should be convenient for travel. As such, proximity to MTR station (95.9%) and bus/minibus station (74.5%) were both important consideration factors to the new CEC. Members were also briefed on the “Let’s Save 10L Water” Campaign, launched on 17 May 2014, to encourage the public to establish a good habit of conserving water. The Campaign is the department’s major water conservation promotional programme this year. To take part in the Campaign, members of the public can simply log on to the webpage of the Let’s Save 10L Water – Joint Declaration (www.wsd.gov.hk/save10litres), sign the Commitment Certificate, and use water wisely in daily life with reference to the water saving tips on the webpage. Each participating household is entitled to receive a pair of complimentary flow controllers as a token of encouragement. Members were explained on the installation procedures of the flow controller and a short video demonstrating the installation steps of the flow controller were shown. Water conservation cannot be achieved with the Government’s efforts alone, and the public’s support and adoption of water-saving measures are most crucial to its success. As such, members were appealed for joining the Campaign to help establish a water conservation culture. Water saving tips were also introduced to the members for how to conserve water daily. In addition, public can register for participation in the Campaign through the promotion banner in the main menu of WSD Mobile App. Also, the WSD Mobile App users can get hold of the latest information about water suspension cases and temporary water supply measures through smartphones for making appropriate arrangements to cope with water supply emergency incidents. The “Cherish Water Resources” Waterworks Installations Drawing Competition concluded successfully at an award presentation ceremony held on 14 June 2014, followed by the roving exhibition in various districts from June to September. The competition was divided into the Open Category and the Secondary School Category, attracting nearly 900 entries. The participants use “visual language” to spread the message of “Cherish Water Resources” skillfully, which shows they possess an in-depth understanding of the waterworks installations, water treatment process and water resources. 53 winning entries were finally selected by the competition’s adjudication panel. The artworks will serve as invaluable resources for promoting water conservation. WSD Chief Electrical & Mechanical Engineer, Mr Clement LEUNG (first right), receiving the Green Innovations Awards from the HKAEE. WSD set up an environmental booth at the HKAEE experience sharing seminars to showcase achievements. The WSD received a Certificate of Merit under the Green Innovations Awards. Certificate Presentation Ceremony for Water Conservation Ambassadors 2013/14 - Over 500 primary students pledged to serve as role models to conserve every drop of water The WSD has been organising the “Water Conservation Ambassador Selection Scheme” since the 2008/09 academic year. The ambassadors being appointed would serve as role models to help promote water conservation among fellow students. Over 4,500 students from 35 primary schools had taken part in the scheme this year, with 523 students selected as Water Conservation Ambassadors. A certificate presentation ceremony was held at Youth Square in Chai Wan on 11 July 2014. Led by Dr CHAN Hon-fai, the new ambassadors pledged to save water in their daily life, and also keep reminding their family members, schoolmates and friends to join in protecting the precious water resources on Earth. “Quality Water Recognition Scheme for Buildings (QWRSB)” and “Flushing Water Plumbing Quality Maintenance Recognition Scheme (FWPQMRS)” benefit more than 1 million water accounts With a view to enhancing the awareness of building owners on proper maintenance of the plumbing systems in their inside services so as to minimise the frequency of failure and enhance water quality, the WSD launched the QWRSB and FWPQMRS in 2002 and 2013 respectively. Certificate presentation ceremony is held annually in order to recognise the effort of property owners and management companies, in proper maintenance of their fresh water and flushing water plumbing systems. This year, the certificate presentation ceremony for the Schemes was held on 21 August 2014. As at the end of July, 3,888 and 1,000 certificates have been issued under the QWRSB and FWPQMRS with more than 1.17 million and 190,000 accounts benefited respectively. Director of Water Supplies, Mr. Enoch LAM appealed in the ceremony for community’s active participation and support on water conservation, and also make efforts to save water in daily life. Students from various schools shared their water saving methods practices in daily life. Director of Water Supplies, Mr Enoch LAM (right) revealed in the ceremony that well-maintained water plumbing systems would help to create a healthy and environmentally friendly environment for water consumption. He hoped that property owners and property management companies would continue their support for the Government’s measures for water supply management and protection of water resources. Water Supplies Seminar 2014 – Foster communication with Hong Kong citizens With the aim to enhance communication with the public, the WSD holds Water Supplies Seminar every year to introduce our latest services and projects as well as exchange views and ideas with the public on water quality and water supply services. This year, the seminar took place at the Hong Kong Federation of Youth Groups Building on 3 September covering the topic of “WSD Mobile App”, “Flushing Water Plumbing Quality Maintenance Recognition Scheme & Maintenance and Repair of Inside Service” and “Voluntary Water Efficiency Labelling Scheme on Flow Controllers”. Participants enthusiastically raised questions and exchanged opinions in the Question & Answer session. Their enquiries were handled on the spot or by follow-up action taken by respective WSD staff after the seminar. The HKAEE has been recognised by the community as one of the most prestigious and reputable environmental award schemes in Hong Kong. The WSD received a Certificate of Merit under the Sectoral Awards as well as the Green Innovations Awards for its project “Inline Hydroelectric Generating System” respectively. The awards presentation ceremony was successfully held on 2 May 2014 at the Hong Kong Convention and Exhibition Centre. Following the presentation ceremony, WSD was invited by the HKAEE to display the award-winning project of the Green Innovations Awards in their experience sharing seminars in May 2014. The use of Battery-powered Electromagnetic Water Meter to enhance flow measurement accuracy Battery-powered Electromagnetic Water Meter installed on consumer’s water pipe. Electromagnetic (EM) flowmeter operated on mains power supply have been used extensively for flow measurement in our water supply systems. It is a proven flow measurement technology and is able to achieve high accuracy in measuring a wide range of flow rates. Unlike mechanical flowmeter, there are no moving parts in EM flowmeter. Hence, their accuracy will not be affected by wear and tear and can be maintained over a longer period of time. With the profound improvement in battery life in recent years, battery-powered EM water meters (one type of flowmeter) have emerged into the revenue meter market as an alternative to mechanical water meters. WSD has conducted a trial use of EM water meters for some selected non-domestic consumers to conclude that it is technically and economically viable to use them in place of mechanical water meters of size 150 mm and above. As a result, WSD has set up a programme for replacing this range of aged mechanical water meters with the more durable and accurate EM water meters. • Battery-poweredElectromagneticWaterMeterinstalledonconsumer’swaterpipe.

Electromagnetic (EM) flowmeter operated on mains power supply have been used extensivelyforflowmeasurementinourwatersupplysystems. It isaprovenflowmeasurementtechnologyandisabletoachievehighaccuracyinmeasuringawiderangeofflowrates.Unlikemechanical flowmeter,therearenomovingpartsinEMflowmeter.Hence,theiraccuracywillnotbeaffectedbywearandtearandcanbemaintainedoveralongerperiodoftime.
