SOUTHERN MALLEE DISTRICT COUNCIL GUIDELINES FOR DEVELOPMENT (PLANNING & BUILDING CONSENTS) When submitting an application to Council, legislation requires an applicant to supply certain information. Details of this are outlined within this document. It should be noted that additional information might be required if your application is of a specific nature. The role of Council is to ensure legislation is complied with, and time spent to discuss your proposal will ensure you are not disadvantaged. Remember Council provides this service to ensure obtaining Development Approval is easy for all of us. Council’s role in building supervision has changed. Under the Development Act and Development Regulations, the builder is primarily responsible to ensure that the building is constructed in accordance with the legal requirements. Council will only be undertaking inspections at random to ensure an overview of the quality of building in its area. However, owners who are experiencing problems should contact Council, and where necessary, inspection will be undertaken. Council’s primary role will be to process Development Applications. To ensure that your application moves rapidly through the development process, you are requested to ensure that all details are submitted at the time of application. As part of the development process, you will be required to make an application to council prior to occupancy of any building other than a Class 1(a) or 10. An application for a certificate of occupancy will be required to be supported with a declaration from the builder advising Council that work has been undertaken in accordance with the approved plans and Building Rules. The legislation allows for multiple licensed builders to undertake work on the site, all of which will be required to furnish documentation that their work has been undertaken in accordance with the requirements of the Act and its Regulations. MANDATORY DOCUMENTATION REQUIRED Pursuant to Schedule 5 of the DEVELOPMENT REGULATIIONS 2008

The term “Mandatory Documentation” refers specifically to those items considered to constitute the bare minimum level of information required by Council at the time of lodging a development application. Such items include the Development Application form, copy of Certificate of Title, the payment of fees as well as fundamental supporting drawings and other documents.

For ALL applications (with plans to be drawn to scale) x Two (2) Copies

Completed Development Application Form

Site Plan (i.e. “aerial view”) of the parcel of land - The dimensions and boundaries of the site

- The location of all existing development, including distances to the boundaries of the site

- The location of the proposed development, including the distance to existing structures and boundaries of the

site

- The method of drainage and the direction of stormwater flows from the proposed structures

- The location and nature of any proposed or existing on site wastewater systems

- The location and nature of any vegetation removal or revegetation

- Location of all existing or proposed vehicle access across over points

- An approximate north point

Drawing Plans to scale which include:-

A Floor plan for each level

Elevation Plan showing dimensions and sections of all proposed structures

Details of materials, colours and finishes of all proposed structures

For Building Rules Consent:-

Details of all member sizes, connection details, footing details, or

The manufacturers engineering specifications

Further information required for dwellings

Building Specifications and Engineers Footing Report (if slab construction)

Energy Efficiency assessment

Termite Protection specifications and layout plan for smoke detectors

Roof frame layout, truss calculations and stairs/balustrade construction details

Roof, wall, floor and framing details

Wet area details

A copy of the Certificate of Title (to determine the location, if any of easements on the property)

For building work, completion of the Powerline Clearance Declaration (i.e. do you meet the minimum setback requirements from powerlines or has an exemption been provided by the Office of Technical Regulations?)

If the development is for domestic use and cost exceeds $12,000

A Copy of the Builders Indemnity insurance

If the development cost exceeds $40,000

Payment of the Construction Industry Training Board (CITB) Training Levy. A copy of the receipt is to be submitted with the application.

Additional requirements for DWELLINGS and DWELLING ADDITIONS

Lodgment of a Septic System Application for New Dwellings or an Alteration to Septic System Application for Dwelling Additions where any alterations/addition to the plumbing is required. All plans are to be lodged.

Complete Building Specifications

A copy of the Builder’s Indemnity Insurance for each building contract exceeding $12,000

Designers will need to consider if the shed is to be an "open" design or a"closed" design.

For a "closed" design the shed is relying on using "rated" Iarge access doors(i.e. roller doors or sliding doors), windows and personal access doors. Designsrelying on a "closed" design should be supported by appropriate documentationthat certifies the building elements used in openings.

For an "open" design, the shed is required to be designed to higher pressuresso in the event of a building element such as a roller door, window or personalaccess door failing, the structure can withstand pressurisation of the shed.Design criteria should be clearly noted on the engineer's certification.
