Water Meter Replacement and Fixed Base Advanced Meter Infrastructure
(AMI) System – 2020/2021

This Addendum forms a part of the contract documents and modifies the original bidding
documents dated December 2020 and all previous addenda, if any. Acknowledge receipt of this
addendum in the space provided in the bid forms. Failure to do so may subject the bidder to
disqualification.
PICTURES WITH REGARD TO 52 APARTMENT COMPLEXES
Attached is a compressed (.zip) folder containing the pictures of two of the three units
(Townhouse and Ranch). This folder also contains pictures of the garage that is located under the
penthouse and behind the townhouse sections.
BID DOCUMENTS
Replace Bid Form, Pages BF.18 to BF.19, with the enclosed Bid Form, Pages BF.18A to
BF.19A.
a. The attached bid form includes a correction with the 1” & 1 1/2” water meter
replacements. Originally marked as a compound meter is now replaced as a Positive
Displacement utility meter.
QUESTIONS AND ANSWERS
Q1. What version does the City’s SSI Software use currently?
A1. The VIP package.
Q2. “The Owner will provide network access (backhaul) at the site where the collector is
located.” Does this mean that the Utility will supply their own cellular modem, or
reimburse the Contractor for any cellular fees incurred?
A2. Contractor is to supply new modems that will go onto the City’s current Verizon contract for
this project. All fees to be included in the price bid to purchase and set up on City’s system.
Contractor to provide as many modems as needed to cover the number of data collectors
sites bid.

Q3. “The owner shall provide Installer with an Import/Export file format for its billing system
and ensure it makes any necessary upgrades to its billing system to enable it to accept data
from and push data to the proposed AMI System.” Further on in Spec: “Contractor shall
coordinate development of, pay all costs of, and provide the transfer file to allow
communications between the meter reading software and Owner’s existing billing system.”
Which statement should we rely on, as SSI will likely charge the Utility a few thousand
dollars to complete all programming requirements?
A3. Owner uses SSI – VIP billing software. Owner will provide the billing software files related
to customer accounts for import/export. OWNER has the billing software upgraded to what
will be needed for this project. The CONTRACTOR shall coordinate development… as
stated above. At this time, it is believed that any cost needed to complete coordination,
communicate with meters, transfer/manipulate data and performing all tasks required under
this Bid Specification will all be at the cost of the CONTRACTOR.
Q4. Question raised on 5/8” meter size, are they 5/8” x ½ or 5/8” x 3/4 ?
A4. OWNER believes they are 5/8” x ¾
Q5. The attached spec for Louisville states that Sensus Accustream meters are acceptable. The
next line states that Plastic main cases are not acceptable. The Sensus Accustream meters is a
composite meter. How should I take this?
A5. All meters are desired to be lead free brass/bronze. In the case of Accustream or equivalent
meter/technology for remove turn-off/on over the AMI network these meters may not be
available. Therefore, in this case only will the City entertain a non-brass residential meter.
Q6. Would City consider Ultrasonic meters as an equivalent meter to those specified?
A6. City currently has no ultrasonic meters in their system, and has no experience with them.
For large meters these will NOT be accepted. For residential meters it will be up to you if you
choose to bid and include in the Technical Proposal your rationale for accepting an unspecified
meter type for the City. This is not likely to be considered highly given the unknowns for the
Client vs. their comfort level with the proposed meter types.
