With the achievement of peace in Angola in 2002, the government had the possibility to guide the actions to improve the quality of life through the implementation of a multi-faceted and comprehensive program of public investments, including major investments on the water supply infrastructure

In 2004 it was approved the Water Sector Development Plan:

2. BACKGROUND

The rural areas of the country had (and still have) the greatest lack of basic conditions in terms of drinking water to ensure adequate supply of the population.

Main goals:

1. Increase the supply of drinking water to people living in rural areas by promoting simple solutions and ensuring its sustainability;

2. Health improvement;

3. Promote national production and improve life quality of rural populations, thus contributing to poverty reduction.

Goals: • Design and build 700 Small Water

Systems (SWS); • Design, build and rehabilitate 2.000

Water Wells or Water Points (WP); • On rural areas raise coverage from

22% to 80%.

Providing: • 42 L/day/person – water point (with

reservoir) • 50 L/day/person – domestic water

connection without building networks • 90 L/day/person – domestic water

connection with building networks

4. IMPLEMENTATION STRATEGY

2007: Pilot project on the Provinces of Bengo, Benguela, Cabinda e Uíge.

2008: Program development in the most populous municipalities covered by the decentralization process.

2009: Development of the Program into other locations in order to achieve the goal of 80% coverage rate.

2012: Start of the decentralization process at the municipal level (36 Municipalities). In 2013 74 Municipalities were included. In the next few years all “Rural Municipalities” will be covered .

5. CENTRAL SUPPORT INITIATIVES

Bids to build Small Water Systems on 100 rural municipalities

Bids to build Water Wells / Water Points on over 400 rural

municipalities

Mitrelli Project – Building Small Water Systems on 152 rural

municipalities, in 5 provinces (Zaire, Uige, L.-Norte, Moxico e K.

Sul)

In order to contribute to the growth of the implementation rates of the Programme and to support the Provincial Water and Power Directions, actions of central (national) initiative were developed.

7. BALANCE

The Water For All Program implemented infrastructures that allowed to (data for August 2013): • Supply about 2,5 million

new inhabitants, raising the coverage up to 4,5 million inhabitants;

• Reach the rate of coverage of water supply in rural areas up to 56%.

8. MAIN CHALLENGES

• Ensure regular and predictable water supply with standard quality for human;

• Ensure the continuous, proper O&M on all systems built / rehabilitated;

• Undertake social mobilization among the local populations as a way to ensure its proper use, and understand the need for their contribution towards the cost of services that they benefit;

• Motivate the interest of private entities in the management and maintenance of all systems, with the ultimate goal of ensuring their sustainability, as well as return on investment;

• Delivery sanitation services; • Reinforce local administrations capability

9. OPTIONS FOR THE FUTURE

1. Develop a legal and contractual framework allowing and outlining O&M services of complex systems.

2. Create capacity building programs, to support local training and O&M support to simple water systems, ensuring sustainability through community management;

3. Gradually sensitize the population to the issue of water tariffs and the relationship with sustainable systems;

4. Reassess the Water for All Program within the current context and define a strategy to increase the effective coverage rates up to 80%;
