Executive Summary
Madison Lake, Duck Lake, and Lake Ballantyne are lakes located within Jamestown and LeRay Townships in the northeast corner of Blue Earth County in southern Minnesota (see Figure 1). The lakes provide recreational opportunities for residents of the county and the region. However, in recent years deteriorating water quality in these lakes has been a concern.
The properties located within the corporate limits of the City of Madison Lake are served by municipal utilities, whereas the homes and seasonal cabins surrounding Madison Lake, Duck Lake, and Lake Ballantyne (the Tri Lakes Area, or TLA) rely on existing onsite subsurface sewage treatment systems (SSTS or septic systems) for the treatment of wastewater. A number of these existing systems are failing, contributing to the degradation of water quality of the lakes. In many cases, high groundwater and inadequate lot size do not allow for the construction of a system that meets the current regulatory requirements. For many of these properties, wastewater must be managed with holding tanks.
In 2008, the nearby City of Madison Lake entered into an agreement with the City of Mankato for wastewater treatment. As part of the agreement, the City of Mankato constructed a regional lift station in the City of Madison Lake and approximately six miles of force main to connect to the City of Mankato’s collection system. Initially, the regional lift station and force main were planned to serve only the City of Madison Lake. However, during the 2008 design, a group of the TLA property owners petitioned Blue Earth County and the City of Mankato to have the forcemain upsized to be able to accommodate flows from the TLA. Toward that end, the county agreed to temporarily finance the cost of upsizing the pipe, and formed a subordinate service district to be able to recover these costs.
For the TLA property owners to make use of the capacity reserved for their use, they needed to either form a sanitary district of their own for the purposes of constructing and operating a wastewater collection system, or join with another organization with those capabilities. A group of TLA property owners requested that the Lake Washington Sanitary District (LWSD) petition the Minnesota Pollution Control Agency (MPCA) to allow the annexation of the TLA into the LWSD. This would provide the TLA with an organizational structure to be able to bond for construction, levy taxes and assessments to pay for the system, to bill for services, and provide for the operation and maintenance of the system. On February 8, 2013, the Commissioner of the MPCA signed a revised order approving the annexation of the TLA to LWSD as described in the original petition.
During the process of the TLA annexation to LWSD, discussions were held between the City of Madison Lake and some property owners in the TLA to explore the option of annexing to the City of Madison Lake. A petitioning process was conducted, and as a result, TLA properties on Duck Lake, and the Nutmeg Lane properties on Lake Ballantyne, elected to pursue annexation to the City as a means of acquiring a permanent wastewater collection and treatment solution. The LWSD has an agreement with the City of Madison Lake that LWSD will not impede the annexation of properties into the City. The City of Madison Lake and Jamestown Township (where the Duck Lake and Nutmeg Lane properties are located) reached agreement on the terms of an orderly annexation arrangement on April 1, 2013. It is expected that finalizing the annexation to Madison Lake will be complete within the next 60-90 days. The City of Madison Lake is currently in the process of designing city infrastructure to provide wastewater collection and treatment service to these properties.
Once the annexation of the Duck Lake and Nutmeg Lane properties to the City of Madison Lake is complete, these properties will reside within two jurisdictions (the City of Madison Lake and LWSD). It is the intention of the City and the District that these properties be detached from LWSD. Currently, that detachment process would follow the same process that governed the annexation of the TLA to LWSD. However, anticipated

changes in legislation currently under consideration would streamline this process significantly. These changes are expected to take effect on August 1, 2013. At that point, it is anticipated that the City of Madison Lake will pursue the detachment of these parcels from the LWSD at the City’s expense, and without District objection.
The LWSD is moving forward with the process to design and construct a wastewater collection system for the properties in the TLA that are not annexing to the City of Madison Lake. For purposes of this Feasibility Study, the revised service area is referred to as the Madison & Ballantyne Lakes Sub-district to the LWSD (MBLS).
In general, there are two main alternatives for wastewater collection systems: gravity flow and pressurized systems. Given the topography and configuration of the service area, and expected high water table adjacent to the lakes, a pressurized collection system is recommended. Figures 2 and 3 show the preliminary system configurations for the two general service areas of the MBLS. In a pressurized collection system, wastewater is pumped through pressurized pipes, or force mains. The pumps generally are grinder pumps that have the capability of serving one individual service connection. Force mains also lend themselves to trenchless installation methods, reducing the amount of surface restoration needed. Pressurized systems are often utilized around lakes, as the shallower installation of the lines reduces the need and cost of dewatering. The existing LWSD collection system is a pressurized system. As with the existing LWSD system, treatment of the wastewater collected will be done at the City of Mankato Wastewater Treatment Facility (WWTF), which provides an extremely high level of treatment.
The estimated total capital cost per connection, including the estimated total cost of the collection system and regionalization and connection costs, is $25,190 per property for properties with a complete connection, and $14,046 for properties with service connection only. The total project cost is estimated at $6.8 Million. It bears noting that these costs are estimations of probable costs only, subject to revision based on actual project costs. As the project moves forward, all other potential funding sources will be investigated, including existing programs as well as other sources that may arise to assist in the funding of the project.
The proposed schedule is for completion of final design and preparation of construction plans by the end of October, 2013. The project is proposed to bid in early December, 2013, with construction planned during the 2014 construction season. A detailed proposed schedule is included as part of this Feasibility Study.
Conclusions and Recommendations
Based on this Feasibility Study, it can be concluded that:
1. The project is feasible as it relates to general engineering principles, practices, and construction procedures.
2. The project is necessary for economic, safety, and environmental reasons, and is cost effective when all of the related costs are considered.
3. The proposed improvements should be constructed as outlined in this Feasibility Study.
4. The total cost estimate for the project is $6,798,600.
5. The cost of the improvements will be recovered through assessments to the benefitting properties.
6. Other potential funding sources will be investigated to assist in the project funding.

Wastewater Collection System
Prepared for Lake Washington Sanitary District
1.0 Introduction
Madison Lake and Lake Ballantyne are lakes located within LeRay and Jamestown Townships in the northeast corner of Blue Earth County in southern Minnesota (see Figure 1). The lakes provide recreational opportunities for residents of the county and beyond. However, in recent years deteriorating water quality in the lakes has been a concern.
The properties located within the corporate limits of the City of Madison Lake are currently served by municipal utilities, as will be the properties on Duck Lake and Nutmeg Lane on Lake Ballantyne (once their annexation to the City is complete). The homes and seasonal cabins in the Madison & Ballantyne Lakes Sub-district (MBLS) rely on existing onsite subsurface sewage treatment systems (SSTS or septic systems) for the treatment of wastewater. A number of these existing systems are failing, contributing to the degradation of water quality of the lakes. In many cases, high groundwater and inadequate lot size do not allow for the construction of a system that meets current regulatory requirements. For some of these properties, wastewater is managed with holding tanks that must be pumped on a regular basis. Construction of the MBLS collection system will provide a permanent solution for managing and treating wastewater generated within the MBLS.
In 2003, the City of Mankato completed major improvements to their wastewater treatment facility (WWTF). These improvements resulted in improved effluent quality and provided excess capacity at the facility beyond the city’s current needs. As a result, over the last decade the City of Mankato has entered into a number of agreements with surrounding communities to accept and treat their municipal wastewater. Two notable cases of this include the Lake Washington Sanitary District (LWSD) and, most recently, the City of Madison Lake.
The LWSD was formed in 2004 and undertook the construction of a wastewater collection system to serve the properties adjacent to Lake Washington. The low pressure system collects wastewater from the individual properties and conveys it to a central lift station near the intersection of Le Sueur County Road 19 and Blue Earth County Road 2. From the central lift station, flows are conveyed to the City of Mankato’s collection system near the Mankato Regional Airport via force main.
In 2008 the City of Madison Lake entered into an agreement with the City of Mankato for wastewater treatment. Madison Lake had an existing collection system and treatment facility. The existing treatment facility was abandoned in favor of sending flows to the Mankato facility for treatment. As part of the agreement, the City of Mankato constructed a regional

lift station in the City of Madison Lake and approximately six miles of forcemain to connect to the City of Mankato’s collection system near the intersection of County State Aid Highway (CSAH) 26 and CSAH 12.
Initially, the regional lift station and force main were planned to serve only the City of Madison Lake. However, during the design of the improvements a group of the TLA property owners petitioned Blue Earth County and the City of Mankato to have the forcemain upsized to be able to accommodate flows from the TLA. The project was completed and put into operation serving the City of Madison Lake in late 2009.

At that point, it is anticipated that the City of Madison Lake will pursue the detachment of these parcels from the LWSD with the cooperation of the affected property owners, at the City’s expense, and without district objection.
The LWSD is moving forward with the process to design and construct a wastewater collection system for the properties in the TLA that are not annexing to the City of Madison Lake. For purposes of this feasibility study, the revised service area is referred to as the Madison & Ballantyne Lakes Sub-district to the LWSD (MBLS).
With the completion of the regional lift station and force main connecting Madison Lake and Mankato, and the agreement reserving capacity for the use of the TLA, the selection of a wastewater treatment alternative for the MBLS has been made. This Feasibility Study examines the alternatives for providing the collection system to connect the individual properties to be served with the regional lift station.
3.0 MBLS Project Service Area Figure 1 presents the MBLS service area. It is comprised of the properties described in the Revised Commissioner’s Order issued by the MPCA for the Tri-Lakes Area, modified to exclude the properties on Duck Lake and Nutmeg Lane on Lake Ballantyne that have chosen to pursue annexation to the City of Madison Lake. The MBLS consists primarily of areas directly adjacent to Madison Lake and Lake Ballantyne, but outside the corporate limits of the City of Madison Lake.
Since the MBLS lies outside of the corporate boundaries of the City of Madison Lake, the area is subject to Blue Earth County zoning regulations. While Blue Earth County supported the upsizing of the force main to accommodate wastewater flows from the rural lakes area and provided temporary financing for the regionalization project, the county has been clear that their goal was to provide reliable wastewater treatment for existing development in the area; not to promote secondary, non-municipal development. Consequently, the service area is generally made up of first tier developed properties (existing residences adjacent to the three lakes), with some existing second tier development or second tier platted lots.
3.1 Environmental Quality
Wastewater treatment and disposal practices play an important role in protecting and preserving Minnesota’s many natural resources. The MPCA plays an active role in the need to protect the environment. Its technical review and approval of the facility planning documents, as well as the plans and specifications, provide the public with assurance that the proposed wastewater treatment facility improvements will comply with applicable permits and rules and meet reliability criteria.
3.1.1 Wastewater Discharge Standards
As noted earlier, the City of Mankato Wastewater Treatment Facility (WWTF) will treat the wastewater from the MBLS. The existing facility provides an extremely high level of treatment and has adequate capacity to accept this additional wastewater flow. Improvements proposed under this Feasibility Study will be permitted as a system extension.

3.1.2 Environmental Issues Review
An Environmental Assessment Worksheet (EAW) is designed to rapidly assess the environmental affects that may be associated with a proposed project. According to Minnesota Chapter 4410.4300 Subpart 18, an EAW shall be prepared for any wastewater project that meets or exceeds the following thresholds:
1. An increase in average wet weather design flow by 50 percent or more, and
2. An increase of at least 50,000 gallons per day to its average wet weather design flow capacity.
The proposed project will provide a wastewater collection system for the MBLS and convey flows to the City of Mankato WWTF for treatment. The addition of flows from the MBLS will not require any increase in the WWTF average wet weather design flow. Therefore, an EAW is not required for the proposed improvements.
4.0 Existing System As mentioned previously, most of the homes and seasonal cabins in the MBLS rely on existing onsite subsurface sewage treatment systems (SSTS or septic systems) for the treatment of wastewater, or have onsite holding tanks that are pumped out as needed to manage their wastewater. With the annexation of the MBLS to the LWSD complete, the area is now subject to the LWSD code of regulations which requires that properties be connected to the District collection system (see Section 5.3 Mandatory Connection). As such, all properties with existing structures that discharge wastewater are required to be connected to the collection system once it has been constructed. All other buildable parcels within the service area will be provided with a service stub for connection of future structures to the system.
5.0 Projected Wastewater Flows and Loading Projected flows for the TLA were considered in sizing the regional force main constructed between the City of Madison Lake and the interconnection with the Mankato collection system located at the intersection of County State Aid Highways (CSAH) 12 and 26. In addition, the flow capacity reserved for the TLA in the Sewer Capacity Agreement between Blue Earth County and the City of Mankato is equal to 438 residential equivalent connections, or 0.13 million gallons per day (MGD) maximum monthly flow. The Sewer Capacity Agreement states that upon approval of the annexation of the TLA to the LWSD, the county has the right to assign the sewer capacity agreement to the governing sanitary district upon approval by the City of Mankato. The District will, in turn, release a proportionate amount of the reserved capacity to the City of Madison Lake based on the number of connections from the TLA that have elected to annex to the City of Madison Lake.
The flows and loadings requirements of the current agreement between the LWSD and the City of Mankato are summarized in Tables 1 and 2.

It is assumed that these parameters will be comparable to what will be required for the MBLS. With the exception of one campground, the rest of the properties to be served are residential homes or seasonal cabins, therefore the wastewater produced is expected to be well within these parameters.
6.0 Interconnection Agreement with Mankato Prior to connecting to the Mankato system, the District will be required to enter into an Interconnection Agreement with the City for the MBLS, or have its existing Interconnection Agreement revised to include the MBLS. The existing LWSD Interconnection Agreement does not expire until 2023. Discussions are currently in progress between the District and the City of Mankato to ensure that the proper agreement framework is in place to accommodate connection of the MBLS collection system to the Mankato regional lift station and force main upon completion of the MBLS system. As part of connecting to the City of Mankato, users in the MBLS will be required to pay a connection fee (currently $500 per connection).
7.0 Evaluation of Collection System Alternatives In general, the two main alternatives for wastewater collection systems are gravity flow and pressurized systems.
7.1 Gravity Collection System
In gravity flow systems, pipes are installed with a constant, downhill slope from upstream to downstream, and flow occurs by gravity. While this type of system works well in many instances, the long, linear characteristics of the service areas around the lakes would result in very deep installations. With increased depth, costs increase significantly due to the difficulty of installation, the need for additional surface restoration, and the likely need for dewatering in the areas near the lakes. While the depth of gravity systems can be reduced by constructing lift stations at strategic locations along the pipe alignment, these add to the cost of the system as well. A full gravity system is not a feasible alternative given the characteristics of the MBLS service area.
7.2 Low Pressure Collection System
In a pressurized collection system, wastewater is pumped through pressurized pipes, or force mains. The pumps generally are grinder pumps that have the capability of serving one or more individual service connections. Since flow occurs due to pressure, a constant slope is not required and the depth of installation of the force main can be minimized. Force mains also lend themselves to trenchless installation methods, reducing the amount of surface restoration needed. Pressurized systems are often utilized around lakes, as the shallower

installation of the lines reduces the need and cost of dewatering. The existing LWSD collection system is a pressurized system.
The LWSD code of regulations does not currently allow sharing the use of a grinder station unless a special permit is obtained from the District for proven extenuating circumstances. Any such special permit requires a written agreement between the property owners and the written consent of the District, allocating among the applicable property owners the costs of construction and maintenance of any common sewer or grinder pump. As such, this report assumes that individual grinder stations will be provided for each service connection. In addition, intermediate lift stations will be required to convey wastewater flows from the rural Madison Lake service area to the regional lift station due to the long force main lengths.
8.0 Recommended Improvements Given the topography and configuration of the service area, and expected high water table adjacent to the lakes, a pressurized collection system is recommended. Figures 2 and 3 show the preliminary system configurations for the two general service areas of the MBLS.
8.1 Rural Madison Lake Service Area
The Rural Madison Lake service area is shown on Figure 3. It includes first and second tier properties surrounding Madison Lake. It is made up of 194 parcels. Of these, 10 parcels are unbuildable as determined by the Blue Earth County Zoning Official, and 27 parcels are buildable, but currently vacant, and 157 have existing structures that will be connected to the system. This service area includes two campgrounds: Bray Park and Betts’ Campground. Bray Park has an office, two bath houses, a cabin, and a dumping station. For construction purposes, the park will likely receive only one connection, and will also pay the cost of any improvements constructed as part of the system. Betts’ Campground will face a similar situation. However, as it relates to the connection fee to the City of Mankato, the two campgrounds will likely be considered as multiple residential equivalent units (REUs), and will pay total connection fees as determined by the City of Mankato.
The Rural Madison Lake collection system is planned to include three intermediate lift stations; one located just north of the bridge at the southeast corner of the lake on Oriole Road (County State Aid Highway (CSAH) 48), one located near the intersection of Lakeview Road and East Bay Drive; and one at the intersection of Shorewood Lane and CSAH 48. In accordance with LWSD requirements, it is assumed that each service connection will be provided with a grinder station. The individual stations will pump to force mains that discharge to the intermediate lift stations. The intermediate lift station located at Shorewood Lane and CSAH 48 will convey flow to the regional lift station via a proposed force main as shown on Figure 3.
8.2 Lake Ballantyne Service Area
As modified from the original annexation petition to reflect the annexation of the Nutmeg Lane properties to the City of Madison Lake, the Lake Ballantyne service area contains 117 parcels. Of these, 11 parcels are unbuildable as determined by the Blue Earth County Zoning Official, 3 are further than 1,000 feet from the ordinary high water level of the lake and are not required to connect, 19 parcels are buildable, but currently vacant, and 84 have existing structures that will be connected to the system. The service area generally includes all first tier lots and all developed or platted second tier lots surrounding Lake Ballantyne.
The collection system is proposed to follow the existing roads around the lake. In accordance with LWSD requirements, each service connections will be provided with a grinder station.

The perimeter force main will discharge to the regional lift station located on 7th Street in the City of Madison Lake just south of the Sakahta Singing Hills State Trail. Metering of the flows from the rural Madison Lake portion of the collection system and the Lake Ballantyne portion of the collection system will be provided at this location. The proposed Lake Ballantyne collection system is shown on Figure 2.
9.0 Preliminary Opinion of Probable Costs Table 3 summarizes the total estimated cost and the cost per connection to construct the collection systems to serve the four service areas of the TLA as described in this report.

The total estimated cost presented in Table 3 assumes complete construction of the system to serve all existing homes and undeveloped properties. The service laterals for undeveloped but developable properties will be constructed at this time as well. Detailed cost estimates are included as Appendix E to this report. It should be made clear that the estimated costs presented in Table 3 are estimates only, and are based on the preliminary design. The actual cost per connection for the system will be determined by the actual cost of designing and constructing the system.
In addition to the costs presented in Table 3, there are costs associated with regionalization. These include the TLA apportioned cost of the design and construction of the regional lift station and force main, legal and administrative costs, apportioned district setup and annexation costs, and connections fees to the City of Mankato. Table 4 summarizes the costs related to regionalization.

The regionalization costs presented in Table 4 represent costs that have already been incurred by Blue Earth County or the LWSD with the exception of the City of Mankato Connection fee.
The estimated total capital cost per connection including the estimated total cost of the collection system, and regionalization costs is $22,780. It bears repeating that these costs are estimates only, subject to revision based on actual project costs.
9.1 Operation and Maintenance (O&M) Costs
Since the proposed MBLS system is very similar to the existing LWSD system, it is assumed that the current O&M costs for the LWSD system will closely approximate that of the proposed MBLS system. For the four year period from 2006 through 2009, O&M costs averaged approximately $74,500 annually. In addition, the board has administrative costs of approximately $60,000 annually.
9.2 Treatment Costs
As discussed earlier, the district currently has an Interconnection Agreement in place with the City of Mankato that does not expire until 2023 that addresses the cost of treatment. It is assumed that the costs associated with treatment of flows from the MBLS will the same as defined in the agreement for the current LWSD.
10.0 Cost Recovery The costs discussed in Section 9.0 of this report will be recovered through special assessments. For purposes of this report, it is assumed that an individual residential equivalent assessment will be $25,200, assessed over 20 years, with a 5.5 percent interest rate to be charged on the assessment. Table 5 presents the amortization schedule for the assumed assessment scenario described here.

It should be noted that initial, assessed costs for owners of vacant, buildable parcels who elect not to install service lines and grinder stations at the time of the project will be approximately $14,050.

The amortization schedule above is an assumption based on assumed loan rates, assessment dates, and estimated costs. The actual assessment amortization schedule will be based on actual costs, the interest rate available at the time of the assessment, actual assessment dates, and any other possible funding sources that may become available.
10.1 Operation and Maintenance (O&M) Costs
The LWSD monthly fees currently charged to customers consists of two components: a base fee and a fee based on the amount of flow generated. It has been the intent of the district that the base fee should cover the system O&M. Periodic adjustments of the base fee are made in order to ensure this is the case. The current base fee is $18.00 per month. The initial base rate for the MBLS system will be set the same as for the rest of the LWSD. After the system has been in operation, if it becomes apparent that the base fee needs to be adjusted to cover the cost of O&M, adjustments will be made at that time.
The district currently levies a small property tax to cover the cost of administration. As mentioned previously, these administrative costs are approximately $60,000. This amount is spread over the approximately 592 connections in the original district based on property valuation. It is likely that the percentage increase in administrative costs will be less than the percentage increase in the number of connections as a result of the MBLS annexation. Consequently, it would be conservative to assume that the MBLS parcels would be assessed similarly as the existing LWSD parcels in order to cover administrative costs.

10.2 Treatment Costs

The rate charged to current LWSD users is $4.75 per 1000 gallons. It is anticipated that the usage based charges would be the same for the MBLS.
Currently, flows are calculated based on electricity use by the individual grinder pump stations. The proposed MBLS flows will be determined by one of the following methods:
Water meters with remote reading capability will be installed, and wastewater flow charges will be based on water usage, or
Run-time meters with remote reading capability will be installed, and wastewater flow charges will be based on pump run time.

12.0 Conclusions and Recommendations
Based on this Feasibility Study, it can be concluded that:
1. The project is feasible as it relates to general engineering principles, practices, and construction procedures.
2. The project is necessary for economic, safety, and environmental reasons, and is cost effective when all of the related costs are considered.
3. The total cost estimate for the project is $6,800,000.
4. The total share proposed to be assessed to the benefitting properties is $6,800,000.
In consideration of the above conclusions, it is recommended that:
1. The District should approve this Feasibility Study.
2. A public hearing on the proposed improvements described in this Feasibility Study should be scheduled and held on May 13, 2013.
3. The proposed improvements should be constructed as outlined in this Feasibility Study.
4. The cost of the improvements will be recovered through assessments to the benefitting properties.
