We have provided engineering for Washington State agencies for decades, including the Department of Enterprise Services (DES) for Capitol office buildings and colleges, Department of Corrections (DOC), Department of Health and Human Services (DSHS), Department of Transportation (WSDOT), and Washington State Parks.

A stunning gateway steel

sculpture, conceptualized by internationally-recognized designer Turenscape, is a 17 by 40 foot-long, three-dimensional space frame with

folded plate and steel facaçde, resembling a folded piece of origami. This piece defines the gathering place entry and supports banners and

a movie screen.

The park’s design makes use of a portion of a demolished post office building’s concrete wall for a sound barrier, and it also serves as a

safety separation for a north side parking lot. To stabilize the reused wall, the design team integrated a steel trellis.

Lund Opsahl designed full seismic upgrades on multiple historic structures for the National Parks Service. When the first two structures were

completed, Lund Opsahl was then contracted to complete four additional barrack structures.

Upgrades included roof sheathing, roof and floor connections to walls, wall anchorage, chimney bracing, and anchorage of exterior

ornamentation.

Lund Opsahl prepared details during the initial project, which have become standards for the additional buildings. All work needed to be

detailed in a manner to preserve or repair the historic finishes. Careful detailing of the connections to the stone foundations required testing

of the stone and mortar to determine the appropriate anchorages.

All connections were made on the interior of the structure to preserve the exterior appearance. Special historic tin ceilings required removal

of flooring to access wall and floor connections. The first project also included the renovation of a brick veneer clad vehicle shop that was

converted to offices. Structural work included brick repair and seismic supports. Cost: $8.84M est.

SET THE STAGEOur approach to managing subconsultants begins with establishing team alignment.

Lund Opsahl promotes early team alignment to promote collaboration, communication, and consensus on all project decisions.

Early engagement with the full team promotes full alignment in team mechanics - decision-making, processes, standards, and official communications protocol. We also want to take advantage of the team’s individual strengths and encourage a highly collaborative approach, which allows for early discovery of project opportunities, potential risks, and mitigation tactics that will lead to a successful project delivery.

A high level of communication, beginning with establishing a formalized communications protocol will expedite our work, tap into

individuals’ expertise, and leverage our relationship with the project stakeholders. In addition to utilizing a formalized communications approach of the team, the team expectation is to informally reach out on a daily basis. Essential to the communications process is the need to LISTEN to the owner and our team.

Daily contact with subconsultants and the State will ensure questions are answered, project elements are addressed, and schedules and budgets are met.

Building team consensus indicates the team has defined, understands, and is committed to a clear project plan established at kick-off. This approach indicates the team has bought into a single, focused path. As a result, team trust grows and the unit is set to operate with clarity, transparency, and accountability.

With those elements in place, Lund Opsahl and our subconsultants are aligned as a team to achieve project goals.

Alignment is established before kick-off, enabling all to quickly move into addressing your project.

PLAN THE WORK, WORK THE PLAN With stage set on how all will work as a team, the work can begin, and the team efficiently delivers.

Project Initiation. The assigned project manager will work with you to make a site visit (if needed); develop the scope of work, budget, and schedule; and identify potential expectations, goals, and risks. Upon your approval of project tasks and team members (including subconsultants), our project manager will then develop a project management plan (PMP), for review and consensus with the identified project team.

Deliver. The team will then begin the work. To ensure the work is well coordinated, identified team members leads will attend established team meetings (often monthly), provide weekly status reports (elements included in the client’s weekly update), coordinate cross-discipline design elements, work with related stakeholders and building officials, complete quality assurance checks, achieve project milestones, and meet all project goals for the successful delivery of your project.

Construction. Our team members are experienced to support you during the construction phase to ensure all designs are successfully constructed according to plan.

BUDGETS AND SCHEDULESLund Opsahl project managers are ultimately responsible for scope, schedule and budget. Our project managers will work closely with you to fully develop the scope of work, required tasks, schedule and budget, and project goals and vision.

If the project is small and the schedule is short, our work to stay on budget and within schedule is just as critical as any other project, and we may decide our internal budgeting software developed by Deltek will be sufficient for the work. Our approach to budget and schedule controls will be right-sized to the project.

For larger or more complex projects, the following covers other tools our project managers may utilize.

BUDGETTarget Value DesignIf the budget is defined and all agree it is achievable, the team may utilize Target Value Design (TVD) to ensure each building component is designed without exceeding its targeted budget. Through this process, we will allocate resources based on the project’s goals. Periodic adjustments can be made at established milestones as the design progresses and budgets will be adjusted accordingly.

Continuous MonitoringOur project managers will actively monitor the progress of tasks between each milestone and throughout each phase of the project. For budgets, our internal accounting software provides a dashboard view that allows project managers to efficiently review billings and job costs for ll project elements.

Risk Assessment By monitoring task progression, our project managers can work closely with other team members to assess risks, impacts, opportunities, potential costs, and probabilities to control budget impacts. For more complex issues, our team will work together with you to

develop a risk log to assist you in making fully informed decisions.

SCHEDULEPull Planning vs CPMLund Opsahl’s approach to developing the project schedule may be based on the traditional Critical Path Method (CPM), which identifies all major tasks and milestones. Typically developed by the project manager, this approach builds the schedule from the beginning and develops the end date based on the time each task requires, a forward progression of the schedule. The CPM approach works well with both large and small projects. Schedules for less complex and smaller projects are typically developed using this method.

A second option, a lean technique that is more collaborative, is to work with team leads to develop more accurate information on task duration and resources within the general project timeline. The team will then focus on ways in which they can do the work faster. This is more of a backwards approach, with the completion date and milestones initially sketched in for the team to refine. Advantages to this approach include greater team consensus and a clear work-flow.

Lund Opsahl is well-versed in using either schedule method. Built into each schedule is time for you, as the owner, to review and provide feedback on each submittal.

Status ReportsTo control scope, schedule, and budget creep, our project managers will provide status reports that will summarize project elements. This tool will further promote team adherence to our original project goals and expectations, and it also summarizes the project’s status to the owner.

PERMITTING KNOWLEDGELund Opsahl is well-versed in permit requirements and codes for cities and counties in Washington State, and those requirements will be identified and included in the project’s schedule. Lund Opsahl has well-established agency relationships. We will leverage those relationships to obtain a clear understanding of their requirements.

We understand the need to make early inquiries on permit requirements with city and county jurisdictions, and we will work closely with each agency to ensure ample time has been built into the schedule for approval.

SUSTAINABILITY DESIGN EXPERIENCELund Opsahl is a leader in the research and design of energy efficient and sustainable buildings, with early and continuous support.

In 2009, Marjorie Lund founded the Structural Engineers Association of Washington Sustainability Committee. She led the committee on work with other industry members to improve the structural engineer’s role in sustainable design and construction.

Associate Principal and Sustainability Director Adam Slivers is a member of the UW Embodied Carbon Network, is involved with state and national structural engineer’s sustainability committees, and is a published author in advancing structural engineering to support green construction practices. His most recent work is as a contributor to the Structural Engineering Institute’s Structural Materials and Global Climate: A Primer on Carbon Emissions for Structural Engineers (2018) and is heavily networked with the nation’s leaders in sustainability and mass timber materials.

Lund Opsahl’s professionals have been involved in supporting sustainable design practices since the movement began. QA/QC PROGRAMPrincipal Marjorie Lund is responsible for the daily quality control of documents, schedule, and budget, and working closely with the project manager to ensure all project goals and expectations are being met. Principal Peter Opsahl is responsible for the quality control reviews that occur at major project milestones.

Lund Opsahl uses the quality control checklist provided by the National Coalition of Structural Engineers to ensure the highest quality standards are applied to your project’s structural design.

For more complex projects that include a multi-discipline team, our project managers and team leads will hold periodic meetings to ensure all subconsultants are first, completing internal quality reviews, and second, are aligned with Lund Opsahl’s project quality review requirements. These established cross-discipline reviews will check for coordinated and complete documents.

The group will review all documents and create a quality tracking log to record decisions, comments, action items, resolution schedule, and status information.
