HBA/DE – Middletown Nuts & Bolts Committee

July 12, 2017 - Monthly Meeting

9:00 a.m. – 10:00 a.m.

- Licensing: Builders reminded to stay diligent with contractors

- Site E&S: Ok to pull inlet bags in anticipation of heavy storms that could cause flooding. Re-

install bags ASAP after storm.

- Inspection:

Builders reminded to make sure all checklist paperwork for finals are turned in

prior to or at the final inspection.

TOM prefers to not cancel inspections the morning of and reminded builders to

call in inspections once it is ready. Next day inspections are typical as long as you

call in by 2:30pm the day before needed.

- Town reminded builders that the towns noise ordinance is Mon.-Fri. 7am-dusk, and Sat. / Sun.

9am-dusk. Remind contractors of starting time. Possible time change of Mon.-Sat. 7am-9pm

and Sun. 10am-9pm to be confirmed in August council meeting.

- Builders / developers are reminded to install 8” of stone under the new water meter pits as

well as use brass sewer caps on the main. Any missing sewer caps on lots under construction or

lots that have not started should be replaced to prevent debris getting into the lines.

1. Review 2017 Regal Award and Regal Book Budget

- Hollie: Itemized budget of Regals and Regal Book provided.

- Still receiving responses from builders and associates surveyed.

2. Draft 2018 Planning Outline for:

Regal Book and Regal Ceremony so we are super organized.

Awaiting to see when other HBA events are planned to tailor final plan.

- Set goals, responsibilities, deadlines and benchmarks

3. Start organize North and South Regal Committees

Ex: 3 month commitment, 2 hours per month, total of 6-8 hour commitment.

Possible candidates to reach out to/ perhaps get suggestions from: Debbie Finocchiaro of LNWA, Shelly Hance of K.Hov,

Irene Pulgini-Blair of Benchmark, Ginger Murani at McKee Builders.

Tailgating 2018:

Discussed moving this event to the Fall with a Football theme. Discussed location of either

Fordham Brewery (Dover) or Constitution Yards (Wilmington).

Discussed moving this event to the Spring. Christina is looking into DelCastle Field for the

location.

Holiday Celebration (Ball) 2018:

Location: Possibly Deerfield or Hotel DuPont. Christina speaking with BPG regarding pricing for Hotel DuPont.

August 9, 2017 - Monthly Meeting

- Licensing:

Builders reminded to stay diligent with contractors

- Site E&S:

After consulting with DNREC the town will no longer allow inlet bags to be pulled in

anticipation of heavy storms that could cause flooding. It was suggested by DNREC to

use different methods of E&S controls such as Type 3 inlet protection to limit flooding

during heavy storms.

SCE need to run all the way to the garage weather lip at time of backfill.

- Inspection:

OK to schedule inspections in advance as long as it will be ready on the inspection day. If

something changes and you know it will not be ready call to cancel inspection as soon as

possible rather than waiting until the morning of.

Footer certs & foundation as-builts to be turned in prior to close-in inspections

Send all paperwork to the permits&[email protected] email address rather

than handing to inspectors in the field

- Towns new noise ordinance is Mon.-Sat. 7am-9pm and Sun. 10am-9pm.

- Builders / developers are reminded:

The permit review period is 7-10 days. Master plan reviews can add time to that review

period.

Don’t block off streets for extended periods of time to avoid delays with EMS response

Directional advertising signs are only allowed Friday night to Sunday night

Street / traffic signs need to be installed once paving is complete

NOTE: Great focus on clarifying continuity of layout, function and an outline for the entire process. This will provide a guide for

future Regal Books to be designed and produced in the most efficient and effective manner.

3. Form Regal Award Committee and Regal Ceremony Committee

- 2 to 4 volunteers for each committee to help with the planning and execution of each project.

Length of committee responsibilities: 3 month commitment, 3 hours per month, total 9-10 hour commitment.

Add on information/comments:

PLEASE mark your calendar for 9am Oct 13. It will be a conference call-in.

Also, Mark brought up a great point today about our changing SMC. And to clarify, this is what I

communicated back to Jim McCulley, in response to his July email memo that outlined every HBA committee’s

role(s)/objectives within the HBA:

The Sales and Marketing Council – main focus on adding value through the Regal Awards and associated

activities (ex: Regal Book, Model Mixers, etc) and support relevant educational programs (ex: BREC). I believe that by doing these things well, we'll push ourselves to add value to the HBA, but not extend ourselves

to the point of exhaustion.

I'm open to further discussion and clarification if anyone needs it.

I am sure the SMC will evolve further over time, but as President, I believe the above is a good commitment to

the HBA/DE to start with.

HOME BUILDERS ASSOCIATION OF DELAWARE

INCENTIVES

1. Waive Gross Receipts Tax for Native Plant Sales.

2. Provide Monetary Incentives for new home buyers with Native Landscaping (Green4Green).

3. Provide Funding for Demonstration Projects, Conversion of Existing Landscaping to Native

Landscaping in Residential, Commercial and Institutional settings.

4. By-right density bonus for preservation of Native Species and corridor protection or

establishment.

5. Reduce Storm Water Management Treatment requirements for communities landscaped with

Native Species and with a Native Species Landscaping style book.

RULEMAKING

1. Landscaping for State Projects must be Native.

2. Cut County Funding if they do not adopt strict Native Plant Landscaping guidelines for new

projects in code. Also, County Projects must use Native Landscaping.

3. Encourage Municipalities to adopt Native Landscaping in their codes.

4. Mandatory Native Plant CEC for all registered Landscape Architects to maintain certification.

5. Make certain plants illegal for sale in Delaware after a certain date (invasives).

6. A project receiving a State permit must use Native landscaping in common areas.

7. Funding for DWAP research and refinement and review of scientific methodology.

EDUCATION

1. Prepare a manual that suggests Native Alternatives to Popular Landscape Species.

2. Print, Radio and TV Ads about the importance of Native Species.

3. Demonstration Projects in high traffic areas with signage.

4. Presentation to State, County and Local governments, State Chamber, Trade Groups and Others.

5. Handouts to new home buyers on the importance of Native species.

6. State Fair, Festivals, etc.

7. Native plant importance module in school curriculum. Write the module and distribute to

schools.
