NEW FOR 2011WIHS Equitation

• East and West Coast Leagues have been created for WIHS Equitation. • An additional five riders will be invited to participate in WIHS Equitation, bringing the total

to 35, with 28 riders coming from the East Coast League and 7 from the West Coast League.

Wild Cards – International-Open Jumpers• WIHS reserves the right to offer up to three Wild Card spots in addition to 30 riders.

Trophies & Awards

• Georgetown Trophy High-Score (Horse) and Potomac Trophy High-Score (Pony)Awarded to juniors riding their owned horse or pony in any one Junior Hunter or PonyHunter Division. See divisions for details.

• “Best of Class” awards will be presented in the First and Second Year Green Hunter, Amateur-Owner Hunter, Junior Hunter, and Pony Hunter Divisions. See divisions for details.

• A luxury timepiece will be awarded to the Leading Hunter Rider, compliments of theGochman Family.

Schedule Changes• Pony Equitation will move to Sunday following the Pony Hunter Division.• Junior and Amateur-Owner Jumper Divisions are now combined into Low Junior/Amateur-

Owner Jumper and High Junior/Amateur-Owner Jumper.• New: Wednesday evening International-Open Jumper speed class, $10,000 Open Jumper,

Time First Round (replaces schooling class held last year)

Hospitality• The Fidelity Investments Club, a very special new VIP dining area, will offer a concourse-

level vantage point to watch WIHS competitors – the top horses and riders in the country –in breathtaking jumping competition on Thursday, Friday and Saturday evenings.

• The Acela Club Cafe, located at the skybox level overlooking the arena, will offer buffetdinner and open bar on Thursday, Friday and Saturday evenings.

Show Services

• WIHS welcomes ShowNet providing real-time equestrian updates, results and videography.

WIHS Regional Horse Show Finals Champions• Horses or ponies that were champions at the 2010 WIHS Regional Horse Show Finals held

at Verizon Center will automatically qualify for 2011 in the section in which they werechampion, provided they are properly entered and are still eligible for that section.

RULES & REGULATIONSENTRIESENTRIES CLOSE TUESDAY, SEPT. 6, 2011.All horses must be entered, including horses in the WIHS Children’s & Adult Hunterand Jumper Championships.Entries postmarked after midnight Tuesday, Sept. 6, will not be accepted, with the followingexception: If a section does not fill, management may accept late entries using the alternatequalifying criteria outlined below. The U.S. Post Office date will be considered the effectivedate of mailing for entries received bearing a U.S. Post Office postmark. For entries receivedbearing a postage meter date and no U.S. Post Office postmark, the metered date will beconsidered the official postmark only if received within seven days of the postage meter date.

• A separate entry form must be submitted for each horse. Forms may be copied. Prize listand forms are available on www.wihs.org.

• Entries may be completed online at equestrianconnect.com and then printed and mailed tothe address above.

• Enclose $150 application fee (non-refundable) for each horse entered. (Exception: Noapplication fee is required for WIHS Children’s & Adult Championships.)

• DO NOT enclose entry or stall fees at this time. • All checks must be in U.S. funds and made payable to WIHS.• Do not mail Negative Coggins and Routine Health Certificates with the entry form. Both

documents must be presented to the show secretary upon arrival. See page 21 for details. • Each entry form must be signed by the owner, rider, trainer and coach (if applicable) and

said signature shall constitute verification that the information contained thereon is accurateto the best of the signer’s knowledge and belief. Any falsification of entry information willresult in disqualification of the entry and forfeiture of entry and stabling fees.

• USEF measurement cards, amateur certification, and membership cards or copies must beprovided to the horse show office before numbers will be released.

QUALIFICATIONThe show will limit the number of entries accepted in all sections. Qualifying lists will be postedin mid-September on the Washington International website, www.wihs.org.Please see each section/division for the maximum number of horses or ponies per rider.You may enter as many horses or ponies as you wish, however, you are responsible forcomplying with the restrictions in each section/division.Acceptance letters will be emailed in mid-September to the name and address specified on theentry form. Payment in full as billed in the acceptance invoice must be postmarked by thespecified date; entries not paid in full by the specified date will not be permitted to show. Non-negotiable checks will disqualify the entry, and the exhibitor will be charged a $150collection fee. Exhibitors with outstanding debts to WIHS will not be allowed to compete.

Alternate Qualifying CriteriaIf the qualifying list is exhausted and spacesare still available in a section, the followingalternate qualification criteria will be used:• Any horse applying for acceptance in a

section must have shown in that sectionwithin the specified qualifying time periodbut need not necessarily have won points.

• Horses accepted based on the alternatequalifying criteria must have submitted anentry and will be accepted on a first-come-first-served basis.

• A mandatory office fee of $50 will beassessed for each entry.

HUNTERSQualifying for the Hunter, Junior Hunter andPony Hunter divisions will be based on USEFNational Horse of the Year points earned byhorses/ponies at their best 15 shows startingon or after August 24, 2010, through showsstarting on or before August 29, 2011. Horsesthat were champions at the 2010 WIHSautomatically will qualify for the section in which they were champion provided they areproperly entered and still eligible for that section. Hunter champion and reserve champion titles will be awarded to the top two of the fourhorses that acquire the most points over fences in that section. In addition to these points,only these four horses will receive half points for ribbons won in Model classes (full points forRegular Conformation Model class) and full points for ribbons won in one Under Saddle class.Ties will be broken under Article HU150.All classes will be judged on performance and soundness unless otherwise noted.

JUMPERSQualifying for the High and Low Junior/Amateur-Owner Jumper sections will be based onprize money won at USEF-recognized shows starting on or after August 24, 2010, throughshows starting on or before August 29, 2011. Horses that were champions at the 2010 WIHSin the Junior Jumper or Amateur-Owner Jumper sections automatically will qualify providedthey are properly entered and still eligible for that section. Please see page 39 for qualifying information for National Open and International Open Jumpers.

PRIZE MONEYPrize money will be mailed within 30 days following the show to the owner or designee aslisted on the entry form. No prize money will be mailed unless the owner’s social securitynumber and complete address is listed on the entry blank.All prize money and refund checks must be cashed by December 31, 2011. After thatdate, checks are null and void and will not be re-issued.Foreign competitors: The U.S. Internal Revenue Service requires sporting events to withhold30% of prize money won in the United States. Foreign competitors should apply for a U.S.Social Security number and will be asked to complete form W-8BEN or complete a W-8Certificate of Foreign Status form.

CROSS ENTRY RESTRICTIONSWIHS Regional Horse Show Hunter Finals (formerly Local Finals): Horses and/or ridersshowing in the WIHS Regional Finals at Verizon Center may not enter any other class at theWashington International Horse Show. International-Open Jumper Section: Horses showing in the International-Open Jumpersection may not show in the Junior/Amateur-Owner Jumper sections.WIHS Children’s and Adult Championships:Hunter – Riders may not compete in any other hunter class at the Washington International.Horses may not compete in any other class at WIHS except the WIHS Equitation Finals.Jumper – Riders may not compete in any other jumper class at the Washington International.Horses may not compete in any other class at WIHS except the WIHS Equitation Finals.

SUBSTITUTIONSNo substitution of horses may be made after the announced closing of entries. No horse maybe withdrawn from competition in the show without permission. Exhibitors shall be heldresponsible for entry fees of all horses entered by them or their agents.

REFUND POLICYStabling and nominating fees will not be refunded under any circumstances.Horses entered may be scratched without a veterinarian’s certificate by notifying the showsecretary in writing via letter, official scratch sheet, etc. • If written notification is received prior to 8:00 a.m. Wednesday, October 12, 2011, entry fee

will be refunded less a $150 processing fee.• If written notification is received after 8:00 a.m. Wednesday, October 12, but prior to 8:00

a.m. Saturday, October 15, 2011, one-half of entry fee will be refunded.• Unless written notification is received by 8:00 a.m. Saturday, October 15, no portion of

entries or fees will be refunded.

USEF MEMBERSHIP STATEMENTLife, senior active and junior active members shall be eligible to participate in all classesat Regular Competitions, Eventing Competitions at the Preliminary Level or above andCombined Driving Competitions at the Advanced Level, Dressage, Reining and VaultingCompetitions and Endurance Rides. A nonmember may participate as a handler, rider,driver, owner, lessee, agent, coach or trainer at Regular Competitions, EventingCompetitions, Dressage Competitions, Reining Competitions and Combined DrivingCompetitions upon payment of a $30 nonmember registration fee. Participants in thefollowing classes are exempted from the Requirements of this rule: 1) leadline; 2)exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academyclasses (academy classes are classes limited to horses used regularly in a lesson program);6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA EndorsedReining Competitions; 8) Opportunity classes; 9) Citizens of other nations who haveproof, in English, of current membership in good standing of their own NationalFederation; 10) USEA beginner novice division; and 11) Assistant handlers in DressageSport Horse Breeding classes.

ALL wristbands will be issued at the stabling trailer on 6th Street and will be placed onthe wrist of the wearer by horse show staff only. Wristbands are not transferable. Anywristband that shows evidence of stretching, cutting or removal will not be accepted. THIS POLICY WILL BE STRICTLY ENFORCED.

SHIPPING/ARRIVALAll vehicles bringing horses to WIHS are required to come to Prince George’s EquestrianCenter in Upper Marlboro, MD, as a preliminary staging point. Horses will be shipped toVerizon Center by Johnson Horse Transportation, the official shipper of the WashingtonInternational. A round-trip transportation charge of $150 will be placed on each acceptedhorse’s invoice, which includes a stall for any short-term waiting period at Prince George’sEquestrian Center. No horses may be shown from vans or trailers.

If you wouldlike layover stabling or camper spaces, you may so indicate on your acceptance invoice, or bydownloading the Layover Stabling/Camper form from wihs.org and submitting with properpayment. WRISTBANDSTwo types of wristbands are available to exhibitors:ALL ACCESS: Allows access to exhibitor seating area, horse show office, exhibitors lounge,indoor and outdoor stabling, and backstage area. A total of three all-access wristbands will beissued for each horse entered; additional all-access wristbands may be purchased for $200 each.REGULAR: Allows access to exhibitor seating area only. Regular wristbands are available freeof charge and are limited to six per exhibitor on a first-come, first-served basis, while available.

HEALTH REQUIREMENTSThe District of Columbia requires both a Negative Coggins Test within the past 12months of the horse show and a Routine Health Certificate within 30 days for horsescrossing into the District. Both the Negative Coggins and Routine Health Certificatesmust be presented to the Show Secretary upon arrival and therefore should not be mailedwith the entry form. An official from the District Board of Health will be present toinspect all certificates.

MISCELLANEOUSSmoking in any part of the stables or Verizon Center is prohibited. This rule will bestrictly enforced by the Fire Marshal. Dogs must be leashed at all times and will not be permitted into the arena. Any violation willsubject the owner to a $50 fine.Formal attire is required in all evening classes. Please check each division’s requirements. Allindividuals entering the ring are to wear proper attire. Hard hats must be worn at all timeswhile mounted. Equine Ambulance: A $10 fee for the equine ambulance will be added to each entry.Motorized Vehicles: No motorized vehicles or carts are to be operated anywhere on thepremises of Verizon Center.

POLINGMANUAL POLING or the use of bamboo off-sets is prohibited at all times while on VerizonCenter property or surrounding properties. Violators will be penalized with the automaticelimination of the horse involved from the class in which it is participating and/or the nextsucceeding class in which it is entered. The second violation will be cause for elimination of thehorse involved from the remainder of the show, forfeiting all entry and stabling fees. FEI rules forschooling will be in effect for all Open and International Jumpers (Rules for Show JumpingEvents-Articles 243 & 244).

USE OF WHIPSAny rider or trainer who uses a whip in a cruel or excessive manner will be immediately eliminatedfrom the current and/or next succeeding class in which the horse/rider is entered. In the case offurther violations by that exhibitor, on the same or different horse, the exhibitor/horse will bebarred from any future classes at WIHS and all entry and stabling fees will be forfeited. No ridermay carry a whip longer than 30” (75cm) while in the process of jumping or schooling over fences.

2. Horses and competitors must be fit, competent and in good health before they are allowed tocompete. This encompasses medication use, surgical procedures that threaten welfare or safety,pregnancy in mares and the misuse of aids.

3. Events must not prejudice horse welfare. This involves paying careful attention to the competitionareas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onwardtravel after the event.

4. Every effort must be made to ensure that horses receive proper attention after they have competedand that they are treated humanely when their competition careers are over. This covers properveterinary care, competition injuries, euthanasia and retirement.

5. The FEI urges all involved with the sport to attain the highest levels of education in their areas ofexpertise.

EQUITATION181 WIHS Equitation Finals

Invitations will be extended to 35 junior riders--the top 28 riders from the East CoastLeague and the top 7 riders from the West Coast League, who are eligible to competebased on their points accumulated at shows starting on or after September 1, 2010,through shows starting on or before August 31, 2011. Letters of invitation will bemailed in September. Do not enter this class until you have received officialnotification. This class will be conducted in two phases -- a hunter phase and ajumper phase, followed by a final work-off. Horses to jump 3'6" in both phases. Theorder of go for the first round (hunter phase) will be drawn. The order for the jumperphase will be in reverse standing order of the hunter phase with the winner of thehunter phase competing last. The same horse must be used in all phases throughoutthe class. NO EXCEPTIONS. Riders competing in the WIHS Equitation Finals maynot compete in the WIHS Pony Equitation Finals. Entry fee: $400.

INTERNATIONAL-OPENJUMPER SECTIONThis section is open to National Open Jumpers and International Open Jumpers. All nationalhorses entered in this section must be recorded with the USEF. This section will be limited to30 riders, with 25 riders based on their rankings on the Rolex/USEF Show Jumping RankingList dated September 9, 2011. The remaining five spots will be for non-US riders according totheir standings on the last FEI Rolex World Ranking list dated prior to September 10, 2011. Iffive or fewer foreign riders fail to enter, those remaining slots will be filled using theRolex/USEF Show Jumping Ranking List dated September 9, 2011. The WashingtonInternational Horse Show reserves the right to offer invitations to up to three Wild Card spotsin addition to 30 riders.

FEI RULES AND REGULATIONSThis event is organized in accordance with:- FEI Statutes, 22nd edition, revision effective 1st January, 2011,- FEI General Regulations, 23rd edition, revision effective 1st January, 2011,- FEI Veterinary Regulations, 12th edition 1st January, 2011,- The Rules for Jumping Events, 23rd edition, effective 1st January, 2011, and the Rules for

the World Cup™ Jumping Events.- All subsequent published revisions, the provisions of which will take precedence.- An arbitration procedure is provided for in the FEI Statutes and General Regulations

referred to above. In accordance with this procedure, any appeal against a decision renderedby the FEI or its official bodies is to be settled exclusively by the Court of Arbitration forSport (CAS) in Lausanne, Switzerland.

- It is the responsibility of NFs to ensure their participants are of the correct age.

VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLSThese will be carried out in accordance with the “Veterinary Regulations”, Art. 1011 & thediscipline rules. “General Regulations”, 23rd Edition, Revision effective 1st January, 2009 willapply:Art. 139.1: Every horse entered for any competition at CNs or ClMs (see Appendix D) ina foreign country (see GRs 141.2), and all horses entered for other Cls, ClOs,Championships, Regional and Olympic Games, whether at home or in foreign countries(see GRs 141.2), must have an official, valid FEI Passport, or a National Passportapproved by the FEI and accompanied by an FEI Recognition Card and, whenapplicable, an FEI registration number, as a means of identification and to establishownership.Art. 139.2: Horses taking part in CNs and ClMs (see Appendix D) in their country ofresidence are not required to have such a passport as is mentioned in paragraph 1. All suchhorses must be properly registered and identifiable and, unless there is no national requirementfor equine influenza vaccination in the host country and in the country of origin all horsesmust have a valid vaccination certificate.

EQUINE INFLUENZA VACCINATION, VET. REGS. ANNEX VII (except events takingplace in NZL & AUS) All horses and ponies for which an FEI Passport, or a NationalPassport approved by the FEI has been issued, must have the vaccination section endorsed by aveterinarian, stating that it has received two injections for primary vaccination against equineinfluenza, given between 1 and 3 months apart. In addition, a booster injection must berecorded as having been given within each succeeding 6 months, subsequent to the secondinjection of the primary vaccination. None of these injections must have been given within thepreceding 7 days including the day of the competition or of entry into the competition stables.The above are the minimum requirements for influenza vaccination. Both primary and firstand subsequent booster injections should be given according to the manufacturer’s instructionswhich will fall within the stipulation of the FEI ruling.

SAMPLING FOR PROHIBITED SUBSTANCES (Vet. Regs. Chapter V & VI and Annex IV)Regular sampling is carried out in CCIs (3*,4*), CSIs (3*, 4*, 5*), CIOs, World CupQualifiers and Finals, Championships and Games, whereas at other CIs sampling isrecommended. When testing takes place, the number of horses tested is at the discretion of theTesting Veterinarian/Veterinary Delegate; however, a minimum of three is recommended (Vet.Regs. Art. 1016)Special guidelines are applicable for events covered by the FEI Medication Control Programme(Groups I & II only).

MEDICATION CONTROL PROGRAMME (GROUP I & II ONLY)The Organizing Committees of FEI events within Groups I & II are advised to chargecompetitors the equivalent of CHF 12.50 per horse per event as a contribution towards thecosts of the MCP programme.

HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES/PONIES The District of Columbia requires both a Negative Coggins Test within the past 12 monthsof the horse show and a Routine Health Certificate (within 30 days) for horses crossing intothe District. Both the Negtive Coggins and Routine Health Certificates must be presented tothe Show Secretary upon arrival and therefore should not be mailed in with your entry form.An official from the District Board of Health will be present to inspect all certificates.

During the WIHS, the veterinarian’s phone number will be posted in the Horse Show Officeand in the Stabling Office. United States regulations require that all equines be covered byofficial interstate health certificates, issued by a licensed veterinarian, showing that the animalsare free from any symptoms of any infectious or communicable disease. The certificate shallinclude the name of the owner and address, destination, number of horses examined, thename, registration numbers(s), if any, tattoo, if any, sex, age, rectal temperature, color, andmarking of each animal listed. Health certificates will become void after 30 days from issue.Health certificates must show animals to be negative to an equine infectious anemia test withinthe past 12 months. Date of test and approved laboratory must be shown on the healthcertificate. Equine Rhinopneuonitis vaccination is not required; however, if any animal isvaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles transportinganimals must have certificates showing that they were cleaned and disinfected under veterinarysupervision prior to loading. This information can be written on the health certificate.

CUSTOMS FORMALITIESBefore a horse can enter the United States, it must have an import permit, a health certificatefrom the country of origin (signed by a veterinarian), and a negative CEM culture takingwithin 30 days of import (for mares and stallions). If allowed into the country, all horses mustbe placed in federal quarantine at a USDA animal import center, which usually lasts two orthree days. In the United States, there are four ports of entry for horses coming into thiscountry—Los Angeles, Calif; Newburg, N.Y.; Miami, Fla.; and Honolulu, Hawaii.

Each horse brought into this country must pass through one of these USDA facilities. Duringthat time, the horse will be tested and observed for clinical signs of illness resulting from“exotic” diseases such as dourine, glanders, piroplasmosis, or more common diseases such asinfluenza. After quarantine, the mares and stallions over 731 days of age (two years) which arenew to our country must undergo CEM quarantine at a separate facility.

NF’s holding an international event in their country should inform their national veterinaryauthority and their customs authority at least four weeks prior to the event. They shouldrequest every facility to assist the movement of horses/ponies accompanied by FEI passportsand the necessary veterinary certification at frontier crossing points into and out of theircountries. (Vet. Regs. Art. 1004.2)

INSURANCESAll owners and competitors are personally responsible for damages to third persons caused bythemselves, their employees, their agents or their horses. They are therefore strongly advised totake out third-party insurance providing full coverage for participation in equestrian events athome and abroad, and to keep the policy up to date.”

In the event of a tie that affects the selection of the top12, one judge’s score will be designated as the tie breaker. The scores of the 12 horses/ponies inthe second round will be added to their first-round scores and placed in order of their totalscore for the two rounds. � WIHS REGIONAL PONY GRAND CHAMPION AND RESERVE CHAMPIONTo be awarded to the two ponies accumulating the highest number of points in thissection. Points will carry forward from the WIHS Regional Horse Show at PrinceGeorge’s Equestrian Center. Bonus points in Class 193 will count as follows: 15, 12,10, 8, 6, 4, 2, 1. In the event of a tie for grand champion the horse with the highestplacing in class 193 will be grand champion.
