By setting the requirements of the JINDEX environment, the Board can ensure that the highest security and authentication requirements are always met.

The Board can enforce uniform availability and support levels for all data providers.

Benefits of the Global Model

Glorified Silo Model

Imposes undue requirements on lower risk applications.

Impacts all existing user applications when new restrictions are added to just a single data source.

Would drive the creation of a “one-size fits all” user agreement (which wouldn’t!)

Disadvantages of the Global Model

Driven by the services made available at a given point in time, subject to data provider provisions.

Application developers can pick and choose between the data available and services associated with the data.

Application security and service levels are governed by the data sources selected.

Allows consumers to determine if the data they need is available under the conditions that are suitable to them.

Existing applications can scale as new data resources and availability parameters are “published” by data providers through revised MOU’s.

Allows optimum application flexibility while allowing data providers to meet their unique custodial requirements.

A new, intermediate-level governance body.

Comprised of technical and business representatives from the JIN community.

Review new applications as the are developed. Ensure new applications do not compromise existing

applications. Ensure proper security measures have been taken.

Bring new applications before the Board with recommendation for approval or denial.
