ticism is expressed regarding the bona fides of this argument however as the Sugar Trust Is known to have done an immense business during the past year Another reason given for the weakness of the stock Is the condition of the beet sugar market in Europe There Is said to be an immense supply of beet sugar on hand and a large crop of bets in and prices are off badly in A third is that the Sugar Proves to Jle Destination for n Great and Unique Variety oCIIoU lay Gifts t That Santa Claus as a visitor to both old and young travel sto a greatextent- by freight is demonstrated by the in creased volume ot business handled by the common carriers during the fortnight Immediately preceding Christmas day So great Is the volume of business due sole- ly to munificence of Santii Glaus gifts that in many instances it Is nearly New Year Day before the common carriers have receipts to show for the safe de- livery of the packages The offices of the Adams and the United States Express Companies which carry holiday gifts sent out ofjhe city on the various trunk lines that radiate to every point of the compass from the National Capital have been kept busy ilay and night for the past week and the agents and employes see no prospects of a re laxation pending the advent of the New Year Clerical Forces Increased To give receipts for Christmas gifts and quote rates first to a point in the New England States and then in the re- gion west of the Mississippi or to some town or hamlet in the Sunny Southland necessitates the reenforcement of the clerical force employed and the recruits to a great extent retard the work of those who know all about locations for latter are almost momentarily required to give the classification of a package in hands of a recruit while they themselves are looking up a rate to a point in Texas or faroff California or Maine Hard Work fur Wagon 3Ien The weight and brunt of the increased volume of express business incident to the approach of Yuletide falls upon those who drive and assist on the express wagons who are required to face the elements In handling the boxes and packages and on the wagons from early morning until midnight taking outbound freight to the various railroad terminals or deliver ing the inbound freight to tIme consignees in the National Capital Perhaps at no point where the express companies do business does the volume of freight received consist of such R heterogeneous conglommeration as re- garde destination as in the case in Wash ingtOH Yet when one stops to consider that Washington is the National Capital such a condition is easily understood The agents of the two express compa- nies that operate time vaVious trunk lines out of Washington expect that the vol inns of freight business handled this year will equal if not exceed the business done in 1SW At least there is every indica- tion that it will not fall much below for WnRon Men Apropos of the gladness brought to the hearts of the multitude by the agents of the eommoj x rrfers it may be swell to add that those who are thu3 si dchea to a very great extent remember that these same wagon men have families of their own where the joys attendant at Yule tide are not an unknown quantity and tansy are the valuable remembrances of the return of Christmas that are given to tm by the recipients of Christmas gifts that come by freight The local express companies aye also doing a landoffice business these days According to the agents of several of the local companies volume of business handled is a hundredfold as comnared o other seasons of the year And thus the good cheer of Yuletide the manifestations of munificence of Santa Claus in all parts of the civilized world is dissemminated to eople by the common carriers A FIRE AT TTTB DEFECTIVE SEWERS An Amendment to Health llesmln- Dr AYllliam C Woodward the District Health Officer has forwarded tbj the Commissioners a communication relative to the continued use of house drains after they have fallen into a defective condi- tion He says that the department has experienced a good deal of difficulty in dealing with the nroblein It has been found he says next to an Impossibility to prevent the use by tenants of leaky or obstructed house sewers Efforts have been made to prosecute ten ants for the resulting nuisances but Dr Woodward explains that suclf prosecu- tions have had no jjlfect He says that he has reached thv conclusion that it will be necessary tc amend the law before the matter in question can be successfully reached Ta this end Dr Woodward rec- ommends that the following be added to the health regulations as section 11 of the ordinances fo tIme Board of Health That no person shall place any refuse matter or permit any such matter to be placed in any water closet bathtub wash stand sink cesspool downspoUt or other fixture in the District of Columbia con nected with any public sewer or with any sewage disposal field when such connec tion obstructed or defective and permits the escape of such refuse material else where than into the public sewer and on such disposal field Dr Woodward suggests that the pro posed amendment to the The bank statement vas an agreeablesurprise again today Thehad been fairly hopeful but there hadbeen little doubt that the lookcdfor lossin cash would result in a decrease in reserve Instead one of the largest de-creases in loans on record outweighed theloss in cash and there was a small increase in surplus reserve

is causing much comment Ostensibly itis caused by the alleged war la the tradeand the Tecent outs in prices Some skep-ticism is expressed regarding the bonafides of this argument however as theSugar Trust Is known to have done animmense business during the past year

Another reason given for the weaknessof the stock Is the condition of the beetsugar market in Europe There Is saidto be an immense supply of beet sugaron hand and a large crop of bets in

and prices are off badly in

A third is that the SugarTrust itself is responsible for the breakn the stock not wishing to show too

much prosperity with a Congress openingthat many people believe will discuss trustlegislation thoroughly

HEAVY BUSINESS

CHRISTMAS MAKES MORE WORK

CnpHnl of the Xuiion Proves to JleDestination for n Great and

Unique Variety oCIIoUlay Gifts

t

That Santa Claus as a visitor to bothold and young travel sto a greatextent-by freight is demonstrated by the increased volume ot business handled by

the common carriers during the fortnightImmediately preceding Christmas day Sogreat Is the volume of business due sole-

ly to munificence of Santii Glaus giftsthat in many instances it Is nearly NewYear Day before the common carriershave receipts to show for the safe de-

livery of the packagesThe offices of the Adams and the United

States Express Companies which carryholiday gifts sent out ofjhe city on thevarious trunk lines that radiate to everypoint of the compass from the NationalCapital have been kept busy ilay andnight for the past week and the agentsand employes see no prospects of a relaxation pending the advent of the NewYear

Clerical Forces IncreasedTo give receipts for Christmas gifts

and quote rates first to a point in theNew England States and then in the re-

gion west of the Mississippi or to sometown or hamlet in the Sunny Southlandnecessitates the reenforcement of theclerical force employed and the recruitsto a great extent retard the work of thosewho know all about locationsfor latter are almost momentarilyrequired to give the classification of apackage in hands of a recruit whilethey themselves are looking up a rate toa point in Texas or faroff California orMaine

Hard Work fur Wagon 3IenThe weight and brunt of the increased

volume of express business incident to theapproach of Yuletide falls upon those whodrive and assist on the express wagonswho are required to face the elements Inhandling the boxes and packages and

on the wagons from early morninguntil midnight taking outbound freight tothe various railroad terminals or delivering the inbound freight to tIme consigneesin the National Capital

Perhaps at no point where the expresscompanies do business does the volumeof freight received consist of such Rheterogeneous conglommeration as re-garde destination as in the case in WashingtOH Yet when one stops to considerthat Washington is the National Capitalsuch a condition is easily understood

The agents of the two express compa-nies that operate time vaVious trunk linesout of Washington expect that the volinns of freight business handled this yearwill equal if not exceed the business donein 1SW At least there is every indica-tion that it will not fall much below

for WnRon Men

Apropos of the gladness brought to thehearts of the multitude by the agents ofthe eommoj x rrfers it may be swell toadd that those who are thu3 si dchea toa very great extent remember that thesesame wagon men have families of theirown where the joys attendant at Yuletide are not an unknown quantity andtansy are the valuable remembrances ofthe return of Christmas that are given totm by the recipients of Christmas giftsthat come by freight

The local express companies aye alsodoing a landoffice business these daysAccording to the agents of several of thelocal companies volume of businesshandled is a hundredfold as comnared o

other seasons of the yearAnd thus the good cheer of Yuletide

the manifestations of munificence ofSanta Claus in all parts of the civilized

world is dissemminated to eopleby the common carriers

USE OF DEFECTIVE SEWERS

An Amendment to Health llesmln-

Dr AYllliam C Woodward the DistrictHealth Officer has forwarded tbj theCommissioners a communication relativeto the continued use of house drains afterthey have fallen into a defective condi-

tion He says that the department hasexperienced a good deal of difficulty indealing with the nroblein It has beenfound he says next to an Impossibilityto prevent the use by tenants of leaky orobstructed house sewers

Efforts have been made to prosecute tenants for the resulting nuisances but DrWoodward explains that suclf prosecu-tions have had no jjlfect He says thathe has reached thv conclusion that itwill be necessary tc amend the law beforethe matter in question can be successfullyreached Ta this end Dr Woodward rec-ommends that the following be added tothe health regulations as section 11 ofthe ordinances fo tIme Board of Health

That no person shall place any refusematter or permit any such matter to beplaced in any water closet bathtub washstand sink cesspool downspoUt or otherfixture in the District of Columbia connected with any public sewer or with anysewage disposal field when such connection obstructed or defective and permitsthe escape of such refuse material elsewhere than into the public sewer and onsuch disposal field

Dr Woodward suggests that the proposed amendment to the regulations befirst submitted to the Attorney for theDistrict and that if it is reported uponfavorably by him it be duly authorizedas a law of the District and promulgated
