Dr AYllliam C Woodward the DistrictHealth Officer has forwarded tbj theCommissioners a communication relativeto the continued use of house drains afterthey have fallen into a defective condi-
tion He says that the department hasexperienced a good deal of difficulty indealing with the nroblein It has beenfound he says next to an Impossibilityto prevent the use by tenants of leaky orobstructed house sewers
Efforts have been made to prosecute tenants for the resulting nuisances but DrWoodward explains that suclf prosecu-tions have had no jjlfect He says thathe has reached thv conclusion that itwill be necessary tc amend the law beforethe matter in question can be successfullyreached Ta this end Dr Woodward rec-ommends that the following be added tothe health regulations as section 11 ofthe ordinances fo tIme Board of Health
