The i.ar Department is in a position to continue to meet fully the requirements of the President, state Department, Navy and r;ar Department in the Diplomatic field as provided under present agree:::.ents. On 10 l'.arch 1945 we created the Army-Navy Co.:nmunications Intelligence Board to study and make recommendations to us on all :natters pertaining to coordination of plans and operations of the con:munication intelligence organizations of the Army and J;avy, to for.mul.ate joint agree.:ients as to procedures pertinent thereto and to negotiate and coordinate 'Id th other intelligence organizations. I believe we should now direct JJiCIB to examine the above questions as e matter of urgency and make aFpropriate recommendations as to any action must consider necessary. If you concur, I believe ''e might well ask the 3oard to exa:ni.ne and. rake reco.mI:lendations as to the advisability of COffibin.ing ;.r;;zy and Navy intercept and crypt- analytic activities under appropriate joint direction or if this should be i.rr.possible for any reason, to recomrn.end procedure to insure complete integration.
