Fragmentation(national airspaces and ATC systems, service providers)
InefficiencyAdditional cost, fuel consumption, and emissions
Example: direct connection Paris - Munich: 680 km. Actually flown distance due to ATC restrictions: 910 km!FABEC only achieved improvement on weekends. On average, European routes are 5,5%* longer due to ATC.
Single European Sky urgently neededATC fragmentation is „luxury“ which costs money, time, and nature

ATM safety ATM safety -- EASA role needs to be clearly definedEASA role needs to be clearly definednew European approach towards crisis managementnew European approach towards crisis management
ì EASA must focus on safety only
ì EASA rules should build on existing SES rules
ì EASA needs to anticipate development of safety rules to allow efficient deployment of new technologies and concepts developed by SESAR
ì Safety measures must be proportionate to risk
§ Total ban of operations is unheard of!
§ Operators are responsible for assessing risk and conducting safe flight operations as part of their Safety Management System

ConclusionConclusion
ì All EU Member States need to deliver on their commitment to implement SES – current national plans for 2012-2014 are clearly insufficient
ì Key AEA priorities:1. No watering down of SES performance targets
as the driver to implement FABs2. Public funding for SESAR implementation3. Support to Eurocontrol reforms4. EASA focus on safety role5. New approach to crisis management
