was about 8 percent in April, yetfar below the more than 18 per-cent unemployment rate duringthe city’s 2013 bankruptcy filing.The city’s 2016 poverty rate

was just over 35 percent – thehighest among the nation’s 20largest cities and more than dou-

ble the national poverty of 14percent. A family of four is con-sidered living in poverty if its an-nual earnings are less than$24,563.Downtown construction proj-

ects such as the work at the Hud-son’s site can help change that,some say.“What a shame that anybody

should be unemployed in Detroitwhen we have a need for skilledtrades,” Gilbert said.“We like to say Detroit is locat-

ed at the intersection of muscleand brains. We need brains tosort this all out . . . somebodystill has to build stuff. We stillneed muscle.”While Bedrock’s new building

would be Detroit’s tallest, risingabove the 727-foot RenaissanceCenter along the city’s riverfront,it still would be far shorter thansome other U.S. towers.One World Trade Center in

New York measures 1,776 feet.Chicago’s Willis Tower hits 1,451feet, while the Empire StateBuilding in New York climbs to1,250 feet.Although the 25-story Hud-

son’s building was once thenation’s tallest department store,it measured only about 400 feet.It was far more famous for whatwas inside.When Detroit was humming

along and leading the nation incar production, the store waswhere auto executives and as-sembly line workers shopped.From household goods to cloth-ing and furs and many things inbetween, it was a primary down-town destination.There were 50 display win-

dows, 12,000 employees and100,000 customers per day. Butas shopping tastes shifted to ex-

pansive suburban malls and De-troit’s population tumbled bymore than 600,000 people be-tween the 1950s and 1980, Hud-son’s lost its luster.“Building something of signifi-

cant magnitude on the old sitewill provide a good deal of goodfeelings by older generations,”Mogk said.

Oakland County Executive L.Brooks Patterson called it a“huge magnet for people like mewho grew up in Detroit.” He andhis brother would ride a city busdowntown and play tag on theHudson’s escalators.“I think that putting up this glo-

rious glass building is a fittingsuccession,” Patterson said.

Macomb County Public WorksCommissioner Candice Millerhas launched an investigationinto two hot spots for E. coli inWarren.Responding to a citizen’s com-

plaint, her office has found twolocations in that city where it isbelieved that sanitary sewage isentering county storm drainsthat ultimately empty in to LakeSt. Clair, said county spokesmanJohn Cwikla.The E. coli bacteria is entering

the county drains from two city-owned local pipes. In a neighbor-hood between Schoenherr andBunert, south of 14 Mile Road;and along the east side ofSchoenherr, immediately north

of I-696, Cwikla said. Both sitestested positive for the bacteria,which is found in human and ani-mal waste.The test results were literally

off the chart -- showing more E.coli than that test was able tocount. The maximum test countis approximately 2,400 count ofE. coli per milliliter, Cwikla said.A count of 300 is enough to

close a beach. Both sites testedoff the chart.“We are doing a comprehen-

sive inspection of drains all overMacomb County because there isno one single source of pollutionand contaminants. As we inspectdrains, we are looking at the con-dition of the pipe if it is an en-closed drain, and running sam-ples to make sure there are no il-licit connections – in otherwords, some type of sanitarysewerage that should not be in astorm drain.“This is what we have found in

these two locations and we havenotified city officials in Warrenand they have assured us theywill work with us to identify thepoint source of their sewer pipewhich is somehow entering thecounty storm sewer,” Miller said.The MCPW will be following up

with the city to ensure correctiveaction is taken.The investigation began in late

November after a local residentreported seeing a sheen on theRed Run near where the Schoen-herr Relief Drain empties in tothe creek, just north of 14 MileRoad, west of Schoenherr Road,Cwikla said. Since that time, thecounty has been collecting sam-ples from the Schoenherr ReliefDrain and other connecting un-derground storm sewers, tryingto find the source. The county isable to test the samples in a labat its Chapaton Pump Station inSt. Clair Shores.The MCPW had previously

scheduled the Schoenherr ReliefDrain for a major structural andillicit connection inspection, slat-ed to begin in early 2018.“Obviously, when we received

this report of a sheen on the RedRun, we accelerated things. Wewill still be conducting additionaltesting and conduct a structuralreview of the Schoenherr Relief,but when we find something likethis, we’re not going to wait toget it fixed," Miller said. “Whenwe find it, we fix it.”The MCPW collected and test-

ed samples from more than 20locations along the drain in aneffort to isolate the source.Crews found a 36-inch diametercity pipe at the location near 14Mile Road and a 72-inch diametercity pipe at the location nearI-696. Water from both pipes isentering into the MCPW with thehigh E. coli counts, meaning thesource is somewhere in the War-ren pipes.The Schoenherr Relief Drain

was constructed back in the ear-ly 1950s, Cwikla said.It runs roughly along Schoen-

herr Road from 9 Mile Road tothe Red Run, just north of 14 MileRoad.One of the hot spots was found

on the 14 Mile Schoenherr ReliefDrain, which runs east-westalong 14 Mile Road, Cwikla said.

DETROIT (AP) – A business-man is donating $20 million tohelp expand a Catholic pilgrim-age site in Detroit.Art Van Elslander, founder of

Art Van Furniture, donated to theSolanus Casey Center, Crain’s De-troit Business reported. Interestin the center has increased sinceNovember when the late Rev.Solanus Casey was beatified andput on the path to sainthood.The center hopes to use the

money to acquire city-ownedproperty to create more parkingspace for the center, said Rev.David Preuss, the center’s direc-tor. The center is in negotiationsfor about 75 city-owned and pri-vately owned properties. Offi-cials also hope to build a cafewith outdoor seating, opengreen spaces for large gather-ings, gardens, an outdoor votivechapel and housing for visitors.Van Elslander said the dona-

tion pays homage to his father’sfriendship with Casey.“Growing up in Detroit, I re-

Talk about going back to yourroots. What better place to dis-play a 100-year-old pickup truckthan in a produce market?One of the main uses of the

early pickup trucks was to deliv-er groceries, said Sharon Katz,owner of the Produce Palace In-ternational in Warren who hasjust put a fully-restored 1916GMC Model 31 on display.“We opened up in 1995,” Katz

said. “My late husband, Sam, anda partner ran the store, and oneof the things the partner boughtwas an old 1916 GMC Model 31pickup truck. It was on displayfor many years and this was thekind of truck that grocery storesused to deliver groceries to cus-tomers.”

The truck was restored, but astime went on, Katz said, the truckwas put away in a backroom andwas ignored. As a result, it fell in-to disrepair. That did not pleaseKatz.“I felt this truck was a real

piece of history,” Katz said. “Ithad become neglected and I real-ly felt that it had been mishan-dled. So I decided to do some-thing about it.“I hired a carpenter familiar

with the truck. His name is LeoBiela and he was a friend of myhusband.”One of the things Katz liked

about the truck was that woodwas heavily used in its body.“Can you imagine getting into

an accident with a truck with a

wood body?” Katz said. “By thetime Leo started working on thetruck, it looked like a junkyardspecial. He really worked hard onthe truck. It now looks brandnew.”Biela said that he was able to

find a lot of the parts needed at acouple of Grosse Pointe estatesales. But not all the parts areoriginal.“I ordered the wood from a

place in Lansing,” Biela said. “Ithen worked on the wood and or-dered other parts that were thenmanufactured at Classic Weldingin Warren.“It took a total of three months

to do all the restoration workonce we got started on the proj-ect in early September. We were

able to immediately put the new-ly-restored truck on display inthe store just after Thanksgiv-ing.”Produce Palace store manager

Bob Montie said that the truckhas attracted a lot of attentionfrom members of the public whohave seen it. This time, the storehas taken efforts to protect thetruck from neglect.“We had to put it behind

ropes,” Montie said. “We’reproud of it, but remember, it’sstill 100 years old. We haven’theard from anyone at GM yetabout the truck, but we’re hopingpeople at the Tech Center willhear about it and stop by to seewhat GM was doing a centuryago.”

DETROIT (AP) – Ford MotorCo. is promising to roll out morethan 50 new vehicles in Chinaover the next eight years includ-ing 15 powered by electricity asit restructures its business andresponds to a government pushfor cleaner air by making all newvehicles electric.The automaker, currently a

the ambitious plan recently inShanghai.In addition to the Ford and Lin-

coln brand electric vehicles, thecompany said a new Zotye-Fordjoint venture will sell a new lineof affordable vehicles that run onbatteries.The move comes as Ford tries

to become more competitiveglobally under new CEO JimHackett. In October, the compa-ny announced plans to cut $14billion in costs, drop some carmodels and focus resources on

trucks, SUVs and electric vehi-cles.It’s also a sign that, unlike rival

DETROIT (AP) – Honda will un-veil a new five-passenger gas-electric hybrid sedan at the De-troit auto show next month.The company says it’s bring-

ing back the Insight name for thecompact car that will offermileage competitive with otherhybrids. Fuel economy and priceweren’t released Dec. 19 for thecar that will be in U.S. show-rooms next summer.The Edmunds.com auto buy-

ing site is predicting that sales ofelectric and hybrid cars will hitrecord numbers in the U.S. nextyear. The website says fully elec-tric vehicles, plug-in recharge-able hybrids and traditional gas-electric hybrids will make up 4.4percent of the market.
