The structure should be in place quickly

    To avoid capacity building challenge

There is already a provisional structure

The info system will require people to manage it

The RWSS info was just handed over with its functions to

    MLGH

no structure existed to support it (it never worked!!!!)

    Cooperating partners have confirmed this

There was no space for consulting key stakeholders to get theirinput

If we say 34 members of staff! who is going to do gauge reading

Previously we had volunteer gauge readers who where very

    lowly paid

This arrangement caused a lot of problems because the data

    submitted was questionable

Why where the reforms done this way?

The structure for WRMA was done without some key

stakeholders . This is already a problem

There's need for stakeholders to get involved in structure devpt

Board came in place in April.

The IWRMIS should be supported by the structure within the

project plan and within WRMA for continuity after the project

A coordinated transparent approach is need amongst DWA, WRMA,

GDC and cooperating partners at every stage

There is need to learn on how ZRA and ZESCO have been managing

    their info system

Need for establishing catchment institutions reflecting the existing

    situations on the ground

Adopt a structure which could be supported by data users e.g ZRA

One advantage with WRMA is that consultation with govt will be

    very minimal

Need for existing institutions to work with WRMA in data collection

Cooperating partners are saying WRMA is currently not fully

    autonomous

World bank e.g said they have money for WRMA but they are notusing it

There is need for collective design of WRMAs institutional

    structure

WRMA will receive full support once there is full transparency in

    the organization at every stage

The cooperating partners want to see a transparently definedstructure at WRMA

WRMA needs to take into account in its system the IWRMIS

Both in the Short term and long term

How or what are the priorities for WRMA in terms ofcatchment

By around July 31st the full structure of WRMA will be in place

Step by step WRMA will be implementing basin management

structures and employing the required personnel

More and more concern was raised about the WRMA structure &

the Board by the cooperating partners and the information has

not been shared with the stakeholders

This has in a way reduced stakeholder participation & support to

    WRMA

Collaboration is highly required with all stakeholders at every

    stage

The stages are going to be equipped very soon, how well will

    these stations be manned

Equipment previously owned and managed by DWA to be handed

over to WRMA but with current structure, will WRMA manage the

gauge stations and does each station require a reader?

DWR and WRMA will soon have their structures in place
