I note that the application documentation states that the site was formerly a scrapyard and fencepost manufacturer/sales. As such, the site may contain contamination. I recommend that thefollowing condition be attached to any planning consent that may be given for the aboveapplication;
No part of the development hereby permitted shall commence until there has been submitted toand approved in writing by the Local Planning Authority (1 original and 1 copy).
a) a desk-top study documenting all previous and existing land uses of the site and adjacentland in accordance with national guidance as set out in Contaminated Land Researchreport no 1 land BS10175:2011+Al:2013;and, unless otherwise agreed in writing by the Local Planning Authority,
b) a site investigation report documenting the ground conditions of the site and incorporatingchemical and gas analysis identified as appropriate by the desk-top study in accordancewith BS10175: 2011+Al:2013 - "Investigation of Potentially Contaminated Sites - Code ofPractice';and, unless otherwise agreed in writing by the Local Planning Authority,
c) a remediation scheme to deal with any contaminant including an implementation timetable,monitoring proposals and a remediation verification methodology. The verificationmethodology shall include a sampling and analysis programme to confirm the adequacy ofdecontamination and an appropriately qualified person shall oversee the implementation ofall remediation.
d) The investigator shall provide a report, which shall include confirmation that all remediationmeasures have been carried out fully in accordance with the scheme. The report shall alsoinclude results of the verification programme of post-remediation sampling and monitoringin order to demonstrate that the required remediation has been carried out.
The construction of buildings, including any associated groundwork, shall not commence until suchtime as is approved by the Local Planning Authority.
Reason: to protect the environment and prevent harm to human health by ensuring that wherenecessary, the land is remediated to an appropriate standard in order to comply with Part lIA of theEnvironmental Protection Act 1990.
