ity and provincial elections are supposed to be about street light-ing, potholes and rubbish collection but they rarely are. They arealways a thermometer for the national temperature and some-times a lot more.

On 15 and 16 May, Italians will vote for 11 provincial and more than 1,300town councils. In the contests where no candidate gets 50 per cent of thevote plus one there will be a run-off on 29 and 30 May. As part of a govern-ment economy drive, the number of councillors to be elected has beenreduced from 60 to 48 in cities with more than a million inhabitants.

The overall figures will be analysed with a soothsayer’s care for bird’sentrails to gauge support for a possible general election or governmentreshuffle. The two biggest coalitions are looking for an overall win: on theright there are Silvio Berlusconi’s Popolo della Libertà, (PdL), UmbertoBossi’s Lega Nord (LN) and their smaller allies, and on the left are thePartito Democratico (PD), Antonio Di Pietro’s Italia dei Valori (IdV) and NichiVendola’s Sinistra Ecologia Libertà (SEL). The relative gains of each partywill be more closely examined than the overall vote to determine thestrength of the present government and future coalitions in a general elec-tion. Particularly important will be what the PD, SEL and IdV poll on one sideand what the PdL/LN divide on the other.

Then there is the new centrist formation, Gianfranco Fini’s Futuro e Libertà(FLi), Pierferdinando Casini’s Unione dei Democratici Cristiani (UDC) andFrancesco Rutelli’s Alleanza per l’Italia, which is standing for the first timeand will have to prove itself.

On the far left is comedian Beppe Grillo’s Movimento 5 Stelle, whichcould be important in some of the northern cities as an indication of dissat-isfaction with the regular left.

The most closely watched races, for their size and the personalities invol-ved, will be in Milan, Naples, Turin and Bologna.

Milan is a key election for a number of reasons. The incumbent, centre-right mayor Letizia Moratti is not a hugely popular figure and though shewill probably win, a first round victory is not guaranteed. More importantthan Moratti’s personal success is that Berlusconi campaigned personally.He is Milanese so wants his own city to be a symbol of his success; he isalso being prosecuted in the Milan courts and has transformed the localelections into a plebiscite between himself and the courts; he is at the topof the electoral list for the PdL. His foreign minister and frequent spokes-man, Franco Frattini, has explicitly compared these elections to MassimoD’Alema staking his prime ministership on the outcome of the 2000 regionalelections, when D’Alema said he would resign if the centre-left lost. Theydid, and he resigned.

Moratti is not likely to lose but it is just possible that she might have to goto the run-off elections at the end of May. Latest opinion polls gave her just50.8 per cent of the vote with 17.2 per cent undecided.

Berlusconi’s criminal trials have figured high in the Milanese campaign; afterone of his court hearings, posters were put up across the city equating theMilan magistrates with the terrorist group the Red Brigades. There was an out-cry and even some criticism from President Napolitano, the least he could dogiven the number of magistrates killed by terrorists in the 1970s and 1980s.

The author of the posters was the PdL activist Roberto Lassini, whooffered to stand down as a candidate. It turned out that his name could nolonger be removed from the ballot papers but Moratti said she would notaccept him in her council if he were elected. Berlusconi, in contrast, madeno open criticism (he too had called magistrates “terrorists”) and accordingto Lassini even telephoned to express his support. Bossi is also unhappy atBerlusconi staking all on his fight with the judiciary.

But if the centre right has its divisions, the centre left is no better. Its can-didate, Giuliano Pisapia (who rated 41 per cent in an April opinion poll), waschosen in a primary over the regular PD candidate. If he were to win, thenthe PD would have difficulty not to hold a primary for the party leader for thenext general elections, with the real risk that Vendola would win over thepresent leader Pier Luigi Bersani. So the centre left is fighting the electionson potholes, rubbish and street lighting – anything but national issues.

In Naples, not surprisingly, it is indeed a local issue, rubbish, which ishigh on the agenda and for that reason, the outgoing mayor Rosa RussoJervolino is not popular. There are ten candidates – the important or inter-esting ones are Gianni Lettieri on the centre right, Mario Morcone on thecentre left, supported by the PD and SEL but not IdV, which has its own can-didate, the magistrate Luigi De Magistris. The FLi candidate, RaimondoPasquino, will give a feel of how strong Fini’s party is. Then there isClemente Mastella (UDEUR), sometime minister of justice and symbol ofsouthern sleaze. A March poll gave an edge to Lettieri on the centre rightwith 32-36 per cent, but more to the combined centre left overall, withMorcone at 23-27 per cent, De Magistris at 20-24 per cent, Pasquino 8-12per cent and Mastella a miserable 1-2 per cent. A massive 43 per centremained undecided.

In Turin, former minister and PD candidate Piero Fassino should make iton the first round, while in Bologna the centre left’s Virginio Merola will cer-tainly win, but it would be a blow if it were forced to a run-off. Fini’s centreFLi could do well and needs to do so across the whole of the north if it isgoing to stand any chance in the general election. As an outsider, BeppeGrillo’s Movimento 5 Stelle civic lists polled 10 per cent in last year’sregional elections and could do the same again.

The details will be important, but once again, as in most elections in Italyfor the last 17 years, the main focus will be on Silvio Berlusconi rather thanon the roads and buses.

ur second trip into the lesser known areas of Lazio takes us intothe Monti Lepini, a straggling rocky chain of hills some 60 kmssouth of Rome between the Apennines and the Mediterranean.

For many centuries people believed that the enormous wallssurrounding the buried city of Norba in the Monti Lepini hills had been builtby the Cyclopes, the mythical one-eyed giants described by Homer in theOdyssey; it seemed impossible that the colossal stones could have beencut and raised by normal men. The walls, built without cement or mortar,encircle an archaeological site extending over 38 hectares on a high plateauthat dominates the Pontine plain and have withstood 2,500 years of wars,calamities and neglect, continuing to inspire awe today. Strangely, however,Norba and its post-Roman “new” town, Norma, barely a kilometre away, arelittle known, despite being directly above the famous Ninfa Gardens.

To get to Norma, you can take the Roma-Napoli autostrada, exiting atValmontone, but we preferred to follow a longer, but quieter route, startingat the town of Velletri in the Castelli Romani, easily reached from the ViaAppia Nuova and turning off at the Via dei Laghi after Ciampino airport.Once through Velletri, drive the 15 kms to Cori following the strada provin-ciale Velletri-Anzio (the SP 79/a) through a rural landscape of gardens, olivegroves and grazing sheep in rolling green pastures towards the Lepini hillslooming up on the horizon ahead.

It’s worth parking the car at Cori and taking a walk through the old town,which has impressive Roman ruins, including the Temple of Hercules, asection of “cyclopean” walls similar to those we are going to see in Norba,and the picturesque first-century BC Ponte della Catena bridge.

Going back to the car, follow the road in the direction of Latina-Cisterna,then turn left (Norma signposted) for the little-used Via Stoza that takes youup into the hills, passing Cori Monte on your left. A short distance after(500m), look out for the sharp right turn onto the Via degli Strammari. Thisis a special panoramic route through the Monti Lepini park, with sweepingviews over the Lepini range, dotted with mediaeval citadels, and thePontine plain to the Mediterranean, the promontory of S. Felice Circeo andthe Pontine islands. The road is named after the stramma, a local plantonce used for thatching that grows abundantly in the area. As you getnearer to Norma, you will probably start to see strange Icarus-figuresswooping around the sky: these are the hang-glider enthusiasts from theNorma hang-glider club. The rocky heights of the Norma-Norba plateauoffer ideal conditions for this sport.

The entrance to the Norba archaeolgical site is through the original PortaMaggiore, the great gate, flanked by towering 12m-high walls and a circu-

They measure a total 2.5 kmsand vary in height according to the terrain. From the vantage point of theraised acropoli minore near the great gate, you can see over the entire site,with its paved streets and the excavated foundations of its temples, forum,dwelling houses, baths and a vast sunken basin, with an estimated capa-city of 4,000 cubic metres, that contained the town’s water supply.

Norba became a Roman colony in 492 BC. Its strategic position meantthat it played a key role in warding off attacks by the rebellious Volscipeoples, who inhabited the surrounding area. The most tragic episode inthe town’s history, however, was caused by the Romans. During the civil warof 81 BC, the Norbani unfortunately found themselves on the losing sideand, rather that surrender to the vengeful victor, Sulla, the townspeople setthe city on fire and committed collective suicide.

The new town of Norma was built in the early Middle Ages, when Norbawas finally abandoned. Norma has preserved its old mediaeval centre, withnarrow twisting streets that revolve round its old castle and parish church,which contains a revered image of the Madonna of Refuge. It’s worth visit-ing the fine little civic museum, created some 15 years ago inside the for-mer town hall building. The exhibition rooms have been imaginatively set upto give visitors an all-over picture of the ancient city of Norba. A series ofprojected images recreate temples, buildings and streets as they oncewere, illustrating the techniques used to build the walls, religious andmilitary practices and a virtual reality Roman kitchen, while a 20-minutevideo in the frescoed council chamber recounts the settlement’s history.Down in the basement, you can see the town’s old olive oil store, with itsenormous 18th-century terracotta jars still in their original place.

From Norma-Norba the road winds steeply down to the plain in a suc-cession of hairpin bends and leads to the celebrated Gardens of Ninfa,considered to be among the most beautiful in the world. ith a bit of luck, now that the fine weatheris coming, you’ll soon be invited for aride in the country. And if it’s on a motor-bike, you’ll love it. Motorcyclists in Italy

refer to their wives or girlfriends on the pillion seat asla zavorrina. It’s an endearing term that doesn’t tran-slate happily into English: la zavorra is, literally, “bal-last”, but the -ina suffix makes it much more friendlyand gentle. Perhaps the English slang “back-warmer”is kinder.

Your first ever motorbike ride as a zavorrina mightstart out nervously, but if the biker up front is experi-enced and considerate, it will soon turn into a joyyou’ll want to repeat as often as possible. There arefew delights like swinging the bike through the curvesof a mountain road (bikers swap tips about fun routeswith lots of curves, like the “millepieghe” SR79bisbetween Orvieto and Todi), or safely and legally accel-erating like a bullet up the open highway. Many com-pare it to horse-riding: the similarity is in the total one-ness between rider and mount, the way the whole unitfloats and sways with you an integral part of it, not amere appendage pressing buttons and operatingcontrols like those poor car-drivers (bikers call them“cagers”) you are leaving behind. Others say ridingthe graceful curves is like flying or swimming. So howto behave on the back seat? Here are a couple of fun-damental rules.

1. Always, but always protect your eyes. A fly at 30kph is painful. A fly at 60 kph can cause damage. A flyat 90 kph could temporarily blind you. Even if you wearspectacles anyway, always ensure your helmet’s visoris properly closed.

2. Don’t steer (even unintentionally) from the backseat. Except for parking or preparing to take off, amotorbike isn’t steered by the handlebars, unlike a carby the steering wheel. As soon as it is properly underway, a motorbike is steered by the shift in weight of thebiker; the handlebars are allowed to follow, but they are not the primarymeans of changing direction. This means that every sideways movementyou make will contribute to steering the bike left or right. If you need toretrieve something from your hip pocket, or turn around to look atsomething you’ve just rushed past, be aware that your movement will helpsteer the bike in a way the rider up front may not be expecting. And if youreact to the tilt of the bike as it goes into a curve by trying desperately tostay upright, that will affect the steering, too. Simply relax, and follow thesame tilt as the driver is making by staying aligned behind him or her, andmake sure all your sideways movements are slow and deliberate so thatthe rider has time to adjust.

3. Always hold on tight. Whatever you are doing, you should always haveat least one hand – better both – firmly gripping the passenger handles. Ifthere are none (and that’s rare), your hands should be firmly around the dri-ver’s waist. There will often be occasions when the driver has seen a trafficsituation developing which you hadn’t spotted, and he or she will need tomanoeuvre in a way you were not expecting. If this catches you unaware,you’re likely to find yourself swinging in a direction neither of you anticipa-ted, with a disastrous effect on the steering.

4. Always get confirmation of permission to mount or alight. The driverneeds to have both feet firmly planted on a reliable surface (no gravel or oilspills), and both hands firmly in charge of the handlebars, before you throwthat weight around, even if you weigh only 50 kg. You very quickly get intothe habit of asking: “On board?” or “Getting off?” and waiting for a confirm-

atory “OK” or a nod. It very soon becomes second nature – especially afterthe time you climb on board once without permission and then help pullbiker and bike back up off the tarmac.

5. Enjoy it. If you’re still nervous and twitchy after the first 50 km,something’s wrong. Either the person up at the sharp end isn’t being con-siderate enough of your nervousness, or you’re not relaxed enough toenjoy it. Either way, one of you (or both) needs to adjust. Remember that abiker’s eye-level is considerably higher than that of a car driver, more likethat of a van or truck driver, so he or she can see much farther ahead, overand around the cars in front, and calculate traffic flows far better. (Unless, ofcourse, you’re on one of those racing bikes with the handlebars so low thatyou’re lying almost horizontal. But they’re not the best bikes for country tripsin due.) Also, a bike will find a comfortable gap between other vehicles thata car driver would never consider, so an overtaking manoeuvre in heavytraffic is often perfectly safe, even though somebody used to driving only acar might think it foolhardy.

A motorbike isn’t a moped. If you have the rare misfortune to be the zavor-rina of a biker who shows off like a motorinista, cutting across traffic, doingwheelies, shooting the red lights, and generally doing his or her best to annoyand drive up the blood pressure of those four-wheel softie cagers unfortunateenough to have to share the road with you, don’t be afraid to say, “Thanks,but no thanks.” These are the rare riders mainly responsible for the bad repu-tation of bikers, and other – serious – bikers despise and avoid them.

DANTE GABRIEL ROSSETTI, EDWARD BURNE-JJONES Il mito dell’Italia nell’Inghilterra Vittoriana 24 Feb-112 JuneRossetti (1828-1882) and Burne-Jones (1833-1895) were amongthe leading painters of the Preraphaelite Brotherhood, a movementwhich, much like the Nazarene Brotherhood in Germany shortlybefore it, burgeoned in England in mid-19th century. They wished tore-invent the clarity of line, colour and subject matter before theadvent of Raphael, which had bewitched them in their fashionabletravels in Italy. These Victorians wanted less fuss and wonders andcomplicated bodies and draperies, and preferred to depict simple,not grandiose, scenes from the bible and mediaeval history, to ren-der their figures speaking and humble. Like most British art it has aliterary bent. It is indicative that from Turner to today’s Damien Hirstthe very titles of works are always an integral part of the whole, whichalways tells a story. The emphasis is on explaining things, hardlyentering the adventure of exploring the elements of picture-makingitself. The Preraphaelites remind you of fairytale-book illustration,probably because they were the first to be masters of it. But illustra-tion simply explains reality and hardly ever transcends it. The twoleaders of those who held sway in the movement are here repre-sented in drawings, prints, large cartoons preliminary to oils, and oilsthemselves. They are hardly down to earth, nor are they storieswithout complexities. They show pink fleshy English girls with nestsof shimmering auburn hair in clinging, sometimes transparent, gla-mourous gowns or night-shirts, and their protectors, shepherds andknights in gleaming armour, languidly posing in banks of lilies, roses

and pomegranate buds. Damsels in distress, goose girls, virgins, Ophelias, princelings and angelsdwell in misty mauves, blood reds, metallic greens, wavering greys and brown purples.For those of us who have seen the Preraphaelites in English museums and wish to refresh ourunderstanding of them, this ambitiously installed showing seems ambiguous and sometimesconfusing – though the catalogue sorts it out excellently. The work has been brought fromprovincial museums and the holdings of auction houses mostly. And what are rows and rows ofmechanical reproductions of Botticelli et al – colour lithographs mind you – doing here anyways?What makes the show attractive is the presence of the art of the masters presumed to have influen-ced the Preraphaelites: first of all there is a small saint’s head by Giotto, almond-eyed and quietlyenchanting, tempera on wood. Then there are oils by Crivelli, Carpaccio, Perugino, Raphael him-self, Titian, Tiepolo, Veronese – mostly moderate works, but interesting in the context. But you arerewarded by a deliciously blue, quite small, watercolour of Venice by Joseph Mallord WilliamTurner; and two of his shimmering sundrenched sea and landscapes in oils. Also shown areVictorian Italians of the same period, close to the Preraphaelites: Nino Costa, G.A. Sartorio, Adolfode Carolis and the symbolist Gaetano Previati – all endowed with a special luminosity. But give yourself a treat: rush to Via Nazionale and enter St Paul’s-within-the-Walls and enjoy aPreraphaelite in full glory: the Burne-Jones mosaics The Annunciation and Tree of Life unveiled in 1907. Here are your saints and angels in glittering splendour.

The section devoted to Fontana is the most splendid, dominated by a king-size red canvas, elegantly slashed in just the right places. Further there is influential and signifi-cant work by Burri, Gnoli, Leoncillo, Manzoni, Novelli, and by Afro, Capogrossi, Consagra,Guerrini. A pleasing reconsideration for stimulating fresh viewing.

OPERA NOTESLes vêpres siciliennes at S. Carlo in Naplesis the French version of Verdi’s opera, firststaged in Paris in 1855 amid considerabledifficulties. Gregory Kunde takes the leadrole here, as he did two months ago inTurin which staged the Italian version of thesame opera, adapted by Verdi for Italianaudiences immediately after the successfulParis debut.

The Rome opera house is also staging aVerdi opera, La battaglia di Legnano tocelebrate the 150th anniversary of theUnification of Italy. It is one of Verdi’s lesserknown works but is inspired by the eventsthat led up to the Risorgimento.

Al Teatro S. Carlo di Napoli sarà rappre-sentata Les vêpres siciliennes di GiuseppeVerdi (15-224 maggio). Andò in scena al-l’Opéra di Parigi nel 1855 tra varie dif-ficoltà: le severe regole del melodrammafrancese da rispettare (divisione in cinqueatti, spettacolarità e balletti), il libretto con-fuso e “vecchio” di Eugène Scribe (era lostesso di un’opera di Donizetti di quindicianni prima) e cantanti che dissertavano leprove. Alla fine però l’esito fu trionfale, conben cinquanta repliche. Interpreti principa-li saranno Gregory Kunde (Henri),Alexandrina Pendatchanska (Hélène),Dario Solari (Guy de Montfort) e OrlinAnastassov (Jean Procida), mentre il diret-tore d’orchestra sarà Gianluigi Gelmetti. Lospettacolo è stato già visto a Palermo nel2004 ed è per la regia di Nicolas Joel.Queste recite napoletane potrebberoavere il sapore di una riscoperta e di unconfronto, visto che Gregory Kunde appe-na due mesi fa al Teatro Regio di Torino èstato già interprete della versione italianadi Les vêpres siciliennes, che Verdi rea-lizzò per i teatri italiani subito dopo laprima parigina.

Ancora Giuseppe Verdi al Teatro dell’Operadi Roma con La battaglia di Legnano (24-31 maggio), opera risorgimentale tra le suemeno rappresentate, che fu ispirata daimoti rivoluzionari milanesi e dalla Guerrad’Indipendenza del 1848; racconta del soli-to triangolo amoroso tra lui, lei e l’altro vis-suto però durante la lotta di liberazionedalla dominazione di Federico Barbarossanel XII secolo. La battaglia di Legnanoandò in scena a Napoli nel 1849 con unsuccesso così sensazionale che l’ultimoatto fu bissato per intero, anche nelle repli-che; è sorprendente per il drammaticocolore orchestrale sempre molto espressi-vo e per la bellezza e la concisione dellemelodie. L’ultima volta che è stata rappre-sentata al Teatro dell’Opera di Roma fu perl’inaugurazione della stagione 1983-84;oggi ritorna per festeggiare il 150° anniver-sario dell’Unità d’Italia, insieme al Nabuccodiretto da Riccardo Muti del marzo scorso,e punta sui nomi di Pinchas Steinberg(direttore) e Ruggero Cappuccio (regia), icantanti sono Luca Salsi (Rolando – il mari-to), Tatiana Serjan (Lida – la moglie) eYonghoon Lee (Arrigo – l’amante).
