Applying For A TransferIfyourcircumstanceschangeyoucanrequesttotransfertoanotherhousingassociationorCardiffCouncilproperty.Transferprioritywillbegiventothosewhoareinthegreatestneedforalternativeaccommodation.

How do I apply for a Transfer?

Fromthe1stJanuary2009,TaffbecameamemberoftheCommonWaitingListforCardiff.Thismeansthatanyonewhoappliesforhousinganywhereinthecity,includingthosewhoarealreadytenantsofsociallandlordsandwishtotransfer,willonlyhavetocompleteoneapplicationform,andwillberegisteredononewaitinglistwhichwillbemanagedcentrallybyCardiffCountyCouncil.

What Is The Common Waiting List?

• AsingleapplicationandassessmentprocessforeveryoneapplyingforsocialhousinginCardiff.

• OnewaitinglistforeveryonewaitingforaccommodationinCardiff.

• AllhousingassociationsandCardiffCountyCouncilwillallocatefromthesamelistandusethesamecriteria.

• TheCouncilwillmanagethelistonbehalfofalltheassociations.

• AllhousingassociationswillallocatepropertiesaccordingtothesameAllocationPolicy,sothiswillmakethewholeprocesseasiertounderstand.

What will it mean for me?

• Onceyouhavecompletedtheapplicationform,theassociationwillbenotifiedthatyouhaveappliedforahousingtransferandaskedforatenancyreference.Providingalliswell,andtherearenobreachesoftenancy,youwillbeaddedtothewaitinglist.

You may be considered for a housing transfer if any of the following apply:

• Yourcurrenthomeisovercrowded.

• Yourcurrenthomeisunderoccupied.

• Wheretherearehealthorsocialproblemsthatcanbehelpedbymovingtoalternativeaccommodation.

• Youneedtoliveinaparticulararea,forsupportorcarefromrelatives,oryouneedtobenearspecialistservicessuchasahospital.

• Youoramemberofyourhouseholdisbeingharassedandyouwouldbenefitfrommoving.

You will not be able to transfer if:

• Youhaverentarrears.

• Youhaveacourtorderagainstyou.

• YouhaveanAssuredShortholdtenancy.

• Yourpropertyhasnotbeenwellmaintained.

Swapping Homes With Someone Else – Mutual ExchangeIfyouswapyourhomeandtenancywithsomeoneelse,thisiscalledanexchange.Youareresponsibleforfindingsomeonetoexchangewith.IfyouarealreadyaTafftenant,oratenantofanycouncilorhousingassociation,youcanapplytoswapyourhomewithanothertenant,aslongastheirlandlordisalsoacouncilorhousingassociation.

Taffalsooperatesan‘exchangeboard’inthereceptionareaofouroffice,whereyoucanadvertiseyourhomeandalsolookatotherpropertiesthatyouthinkmaybemoresuitabletoyourneeds.

Remember,ifyouexchangeyouagreetotakeonthepropertyintheconditionwhichyouseeitin.TheAssociationisnotresponsibleforanyre-decorationordamagecausedbytheprevioustenantortheirfamily.

TaffHousingAssociationhasnowsigneduptotheHomeSwapperservice.Thisisamutualexchangeservicethatenablestenantstoupdatetheirowndetailson-lineandsearchforapotentialswap.

Theschemeisavailabletohelppeoplefindahomeintheareatheyalreadylivein,aswellasotherpartsofthecountry.

Are there any reasons why I may not be allowed to exchange?

TaffHousingAssociationwillagreetoarequestforanexchangeunless:

• Anytypeoflegalproceedingshavebeencommencedagainstyou.

• Yourhomeistoolargeortoosmallforthepersonyouwishtoexchangewith.

• Yourhomehasbeenspeciallyadaptedordesignedtosuitapersonwithdisabilitiesandthepersonyouwishtoexchangewithdoesnothaveaneedforsuchadaptations.

• Yourhomeisdesignatedasolderpersonaccommodationandthepersonyouwishtoexchangewithisnotelderly.

• YouareinarrearsoroweanyotherdebttotheAssociation.

• YouhaveanAssuredShortholdtenancy.

What If I Need An Adapted Property?Somepeoplerequirepropertiesthathavespecialadaptations.Thiscouldbebecauseofage,illness,ordisability.Thetypesofadaptationsyoumightneedcouldinclude:

• Astairlift.

• Awalkinshower.

• Lowlevelkitchenunits.

• Handrails.

InsomecircumstanceswecanapplytotheWelshGovernmentforagranttoinstalltheseadaptationsinyourcurrenthome.ThisiscalledaPhysicalAdaptationGrant(PAG).Pleaseseethesectionon‘OtherServices’forfurtherinformationonthisoption,orcontacttheHeadofPropertyon02920259100.
