A reminder, the speed limit for residential areas is 50km. Pet own-ers, please make yourselves visible, carry a light, wear reflectors etc. To everyone, put away your cell phones, pay attention to your surroundings.

As winter approaches here is a reminder about the City of Calgary snow and ice bylaws.

•Within 24 hours after the snow has been deposited, all snow and ice must be completely removed from City pathways and sidewalks. Please see below for definitions of a sidewalk and pathway.•Owners and occupants of a home are responsible for

removing snow and ice from the pathways and side-walks in the front or to the side of their property.•All snow and ice must be removed down to the bare

surface of the sidewalk or pathway.•Snow and ice must be removed from a City pathway or

sidewalk that runs parallel to or directly adjacent to a street, even if it is separated by a boulevard.

•If you own a rental property, you are ultimately re-sponsible for ensuring the sidewalks and pathways are cleared.•The owner or occupant of land adjacent to a sidewalk

must remove all snow and ice. Those adjacent to a pathway must remove snow and ice for a minimum width of 1.5 meters from the side of the pathway clos-est to their property.

A sidewalk is that part of a street set aside specifically for pedestrian use.

A pathway is a multi-purpose thoroughfare used by pe-destrians, cyclists and persons using wheeled convey-ances such as skateboards.

Warning NoticesIf you receive a Warning Notice for failure to remove snow and ice from a sidewalk or pathway and do not remove it within 24 hours, The City of Calgary workforce will be instructed to carry out the work and the cost will be invoiced to the property owner. Failure to pay this will result in the cost being added to the property taxes.

Snow & Ice Helpful HintsTips that will help make clearing your sidewalk a little easier:•A free sand/salt mixture, called pickle, is available for

pick up at most fire halls and Roads depots. This mix-ture helps to break down built-up snow and ice on your sidewalk, so it can be fully removed down to the bare surface. Please note, during periods of heavy snowfall, this mixture is in high demand and fire halls may have to wait for the mixture to be restocked.•If you require help clearing your sidewalk, click here

Keep You and Your Property Safe!Crime of Opportunity Prevention effortsLast winter, CPS officers started to keep a look out for vehicle theft opportunities such as vehicles un-locked and running with keys inside. This provided an opportunity to educate property owners and to prevent car thieves from stealing these very vehi-cles. Often criminals will travel around communities in groups looking for unattended running vehicles to steal. The person at fault is always the offender who chooses to commit the crime, but we hope through crime prevention education to dramati-cally reduce opportunities for these thieves.

Please help us prevent as many auto thefts as pos-sible by:•Never leaving a running vehicle unattended. If your

keys must be in the ignition to warm it up, please remain with your vehicle.•Installing a remote starter if possible, however, al-

ways make sure the vehicle is locked.•Using a steering wheel lock to deter thieves.•Never leaving children unattended in a running

vehicle.•Never leaving spare keys or garage door openers

in or around your vehicle. If a garage door opener goes missing at any time, the garage door should be immediately recorded.•If your keys are stolen, immediately changing the

locks for the keys that have gone missing, including residences and vehicles.•Always locking the man door leading from a ga-

rage into a residence.

The Federation of Calgary Communities (the Federation) is the support organization to over 230 small non-profit organiza-tions, including Calgary’s 151 community associations. These 151 volunteer-run organizations positively impact the life of Calgarians every day by offering endless opportunities close to home, fostering a sense of belonging by bringing neighbours together, and being a voice for community life educating and informing residents on important issues and activities taking place in their neighbourhood.

One of the main tools community associations use to keep their residents informed on what’s going on in the community is their community newsletter. Calgarians have grown to rely on these monthly publications to find news and updates from their community association, City Councillor, provincial MLA, as well as other stakeholders like the City of Calgary, Calgary Police Service, Calgary Fire Department, and much more.

Community newsletters not only keep residents informed on important happenings, but they also help foster Calgary’s uniquely small town feel in our large, urban city. These month-ly newsletters have grown to include resident and volunteer profiles, showcasing neighbourhood assets, local business fea-tures, and more. In doing so, community newsletters truly help community associations work towards being hubs for neigh-bourhood life by showcasing the many people and places who make the community a great place to live, work, and play.

For over a decade, community associations have been fortu-nate enough to have their monthly community newsletter published and delivered for free by the publishing company. In recent years, with the economic decline in Calgary, this luxury is now at risk, with community newsletter publishers strug-gling to find advertisers to offset their costs, and Canada Post’s delivery fees continually rising.

The Federation of Calgary Communities believes that commu-nity newsletters are essential to community life here in Calgary, and we support the value they bring to all Calgarians, organiza-tions, businesses, and the city of Calgary as a whole. Without funding support or reduced delivery fees for community news-letter publishers to continue providing these monthly publica-tions for our city’s community associations at low or no cost, we are at risk of losing these essential resources that connect Calgarians to both their neighbourhood and their city.

Merry Christmas and season’s greetings from my family to yours. In this column, I am hoping you will find some information that will arm you for 2019.

Streets Bylaw: Snow and Ice RemovalCalgary has approximately 5,700 km of sidewalks. The City clears snow for about 10% of those (that’s 570 km for the mathematically challenged). Visit calgary.ca/ward14newsletter where I will discuss how they all get cleared of snow and ice.

Landfills Operating on Winter HoursMuch like the change in green bin service, City of Cal-gary landfills have moved to winter operating sched-ules starting in November and ending in April 2019. The seasonal changes are meant to balance convenience for Calgarians with changing residential needs and the sustainable management of City facilities. I will go into more detail at calgary.ca/ward14newsletter.

Keep an Eye Out for Your Assessment NoticeI try to remind people at the turn of each year: a big part of your tax bill is how your property is assessed, and you only have one opportunity to contest that value annu-ally. The fall session of Parliament is well underway, and Stephanie is quickly learning her new role as Shadow Minister for Democratic Institutions. Immediately after the House of Commons resumed in September, Bill C-76 (Election Modernization Act), was before Commit-tee and Stephanie was heavily involved in the clause-by-clause study. Subsequently, the legislation went to Report Stage and as Shadow Minister, Stephanie lead the Conservative team as they continued to try to have C-76 amended to protect Canada against foreign inter-ference in our elections. You can monitor the progress of this, or any other legislation, at www.parl.gc.ca.

Although it was a snowy evening, many constitu-ents attended Stephanie’s Oct 9th town hall meeting. Their input was very much appreciated, and Steph-anie looks forward to hosting another in the com-ing months. Results of Carbon Tax SurveyThis past summer, Stephanie asked constituents of Calgary Midnapore whether they support the Liberal

Carbon Tax. The results (see image) are clear: the vast majority of respondents indicated they do not believe another tax will do anything to reduce emissions.

We can look to BC as an example. Despite having the highest carbon tax in Canada—contributing to the fact that British Columbians now pay more for gas than any-one else in North America—emissions have continued to rise in that province.

However, comments on the returned surveys leave no question that the environment and emissions are a priority for residents of Calgary Midnapore. As Andrew MacDougall wrote in a recent edition of Maclean’s, “There are many ‘regular folks’ opposed to a carbon tax who aren’t opposed to action on the environment. Exciting news last month as the 212th interchange (renamed 210th) opened to exiting traffic going into Cranston. This will make drive time shorter for south Cranston residents. The final interchange is slated to open Fall of 2019.

The October announcement by the Education Minister on playground funding for one select school is deeply concerning to me. My office has had multiple meetings with the Minister, as well as Minister Miranda (Culture). We have inquired about alternative ways to fund play-grounds, questioned the process and have asked for accounting where it appears schools have received double funding. I will continue to be vigilant on this is-sue. At time of writing this article the Minister of Educa-tion has committed to meeting and discussing this issue further. Parents be assured, I will continue to address this and any other issues that are of concern to you and our community.

Deep Skin Hydration: A new concept in anti-aging

There are many new products that come and go in the skin anti-aging world, but one has really reson-ated with me after seeing some results at a recent conference that I attended in Toronto. A plastic sur-geon from Instanbul presented results from his ex-perience with a new injectable product called Volite. It has come to be understood that a significant part of the skin’s aging process is its inability to retain mois-ture. There are 3 key players in keeping our skin look-ing more youthful. Collagen helps to keep skin thick, Elastin helps to keep it elastic and hyaluronic acid helps keep it well hydrated. Since our skin is made up of mostly water, it is then clear why the gradual loss of hyaluronic acid, is a very key piece to the aging puzzle.

Until now we haven’t really had a good way of try-ing to rehydrate the skin at its deepest levels. Skin products that we rub on the skin mostly sit on top of. Creams and serums can only penetrate a few microns into the skin which leaves 90% of the skin unreach-able. I think the best example of visible aging due to poor skin hydration is found in outdoor athletes. Sure, they get exposure to the sun and don’t often have a lot of fat on their face for support, but hydration is an issue. They are exposed to the cold and the wind and sweat away a lot of water. It shows over the years as thin, crepe skin, with visible lines in advance of their age. Volite can help to reverse this process and create firmer, plumper and healthier looking skin and I think aging athletes may be some of the best candidates for this treatment. Interestingly, rehydrating the skin also reduces redness and sun spots as well. Now, this starts to get very interesting and the mechanisms of why this occurs are not yet evident.

Volite works by getting deposited by multiple small needle injections just underneath the deepest skin layer in a grid like pattern across the face and neck. Then over the ensuing days and weeks it attracts water to create healthier skin. It lasts up to 9 months
