S~JECT : Sumary of the Development Review Committees RecentDiscussion Concerning The Clarksburg Master Plan Stagingand the timing of Subdivision Applications.
On Monday, November 7, 1994, the Development Review Committee(DRC) met to discuss the staging recommendations of the newlyaPProved and adopted Clarksburg Master Plan. The Comittee focusedon the issue of whether or not property owners should be allowed toproceed through the regulatoq process prior to the initiation ofthe relevant stage of development.
The agencies in attendance for the discussion included M-NCPPC, MCDOT, MCDEP, and WSSC. Dave Coe of WSSC provide& thebackground concerning the status of future sewerage service in theClarksburg area. Mr. Coe noted that the timing for sewer servicefor Stage two areas and beyond was very uncertain and dependent onCounty Council decisions concerning future sewer capacity inClarksburg and Germantown. It was noted in the discussion thatpresent APFO requirements provide that all re~iredptilic servicesneeded to support a development (including sewer service) must befully in place within four years of preliminary plan approval orthe preliminary plan application cannot be approved.
The DRC discussed the pros and cons of allowing pre-preliminary plans to be filed for properties in later stages of the .master plan and concluded that it would be appropriate for pre-preliminary plans to be submitted only under certain circumstances.For example, if a sewer line needed to serve a stage one areacrosses a later phased area, we may want to see a developmentconcept for the property in the later stage to determine that theproposed sewer for the stage one property is appropriate.
The DRC is very concerned that applications should not beencouraged for properties that are located in the later stages ofdevelopment in,Clarksburg because the plans will become stale andthe reviews will be a waste of review time. The DRC strongly

r encourages that plms, including pre-preliminary plans, not besubmitted by property owers unless there are specific developmentissues that directly affect stage one properties.

Eliminate the in-stream stormwater management facility fromthe stream adjacent to Town Center retail.
Eliminate grading within all regulatory buffers, both 9reenwaYand other tributary etreame (see Recommendations) , except fornecessary stream crossings.
Relocate development on the south (retail) side of thegreenway and leave room for stormwater management gualitycontrol facilities on the outside edge of the buffers.
Relocate Hilltop District Rec Center and Town Sguare to thewest so that the stream crossing disturbance for Red9ravePlace is at the narrowest point of the wetlands.
Reduce disturbance associated with the road crossings. BridgeRedgrave Place and use open bottom culvert on the GreenwaYroad. If bridging is shown to be infeasible, reduce thedisturbance for Redgrave Place by maximizing road’s verticalcurve across the stream valley and minimizing S1OP:. and18f00tprint81of road fill. Use retaining walls, mlnlmlzepaving width, minimize sidewalk width and setbacks, andeliminate street trees as road crosses tbe valley.
Retain existing King’s Pond park property to keep existin9pervious surfaces around the headwaiters. If not, locatebuilding and associated parking at the A-305 end of the siteand keep existing fields in their present location to se~ethe school and park.
Provide stormwater management quantity and quality control forthe Hilltop District west of Redgrave Place and Blocks 27 and28 in facilities located on the north side of the greenwayoutside’ of regulatory buffers. This avoids need to crossgreenway with storm drain and would shrink size of stomwatermanagement facility near retail.
Eliminate utility line stream crossings at Redgrave Place toallow for a narrower road width. Provide water service oneither side of the greenway via existing lines.
Provide noise mitigation for units along A-305 and for lots inBlocks 29 and 30 which will have side yards facing Stringtown

10. Eliminate impervious surface within the buffer for the loadingarea behind the retail.
11. Reconfigure surface parking for the proposed ~etai; areas,leaving room for several lar9e tree plantln9 islands.Maximize shade tree planting for all roads and parking areas.
12. Delete excess parking spaces to make room for upland ~alitycontrols and trees, and to reduce imperviousness.
13. Provide details on how the water guality benefits of open-section roadways will be compensated for by the proposedclosed-section road plan. Explore new road drainage designsto attenuate and filtsr runoff in the street tree strips alongroads.
14. Revise the preliminary forest conservation planand reforestall stream buffers in the Little Seneca Creek watershed as afirst priority area, including the tributary behind theretail. RDT section may then be used for any remainingrequirements. .
II. Environmental Recommendations
A. Maintain and enhance natural conditions in the stream buffersof ~ streams. The goal is to improve the natural systems sothey function as Use IV streams, not to replace agriculturaldisturbance in the stream valley with urban disturbance.
1. No on-line stormwater management facilities.2. NO stomwater management facilities within the greenway
dedicated to the Parks Department.3. NO stormwater management ~antity facilities within the
private stream buffers.4. NO stormwater management guality cOntrol facilities
within private stream buffers unless it can bedemonstrated to EPD satisfaction that there are noalternatives outside the buffer. Water gualitystructures which are permitted within buffers must be:(a) minimum of 50’ from the stream channel or outside ofthe floodplain, whichever iS greater; (b) off of steepslopes; and (c) designed to be planted, such asbioretention areas. (
5. NO grading within the stream buffers unless it can bedemonstrated to EPD satisfaction that there are nOalternatives. Grading which is permikted must be: (a)minimum of 100’ from the stream channel or outside of thefloodplain, whichever is greater; and (b) graded toslopes less than 25%.

1. Treatment at source and no Significant Compensationareas.
2. Emphasis on facilities in series with stream buffers andwetlands as final polishing to increase the percentage ofpollutant removal.
3. Maximize the use of infiltration or other techni~es forcooling and filtering runoff.
4. Increase the number of storm drain outfalls to introducetreated runoff at numerous points along the buffer. Usespreader devices or shallow rock-filled trenches tospread discharge evenly across a wider area at edge ofstream buffer.
